Characteristic of “sustainable development” is in the “recognition” of the environment as an element, outside of which cannot be thought of overall development of a society. In this article will be treated the rehabilitation project of salt production in Vlore which is the only activity of this type in Albania and the largest in the Balkans. The industry of salt Production in Vlore is part of one of the branches of industry that can contribute in an important way in the national production and in the improvement of the balance of imports-exports. This project is done for two reasons: 1. Technologies used in Albania are of a very old level 2. The current productivity is very low compared with the industrialized countries. This investment project apart from the impact to a sustainable development for the area it also presents a series of other values such as: - Saline can provide water surface which are important for the moderation of climate and air quality. - In the period of their return to their previous conditions they can turn into Lagoons of great value; - Saline serve as a tool for the regulation of flooding in the area in which they are located;

Opis:
It is commonly accepted that that landscape management for tourist purposes, according to the idea of sustaina-ble development, is one of the basic priorities of spatial management policy in countries of the European Union. The idea is well established in regulations provided by a number of European documents. These documents emphasize the need for strengthening the regional identity and maintaining the natural and cultural diversity. The leading thesis of the article is the assumption that the tourist industry is one of the main modern sources of hu-man influence on the landscape. This influence mostly brings negative effects like disturbances in the structure and diversity of the landscape, spatial coherence of naturally valuable regions (landscape fragmentation), stabili-ty of flow of matter and energy in the landscape, landscape resources, as well as deterioration of social usability and quality of the landscape, unification and decrease in the aesthetic value of the landscape. The article presents basic indicators of the influence of tourism on natural environment, which are natural ab-sorption and tourist capacity. It attempts to evaluate implementation of rules of sustainable development in the tourist industry.
Powszechnie przyjmuje się, że zarządzanie krajobrazem, także na potrzeby turystyki, jest zgodne z ideą rozwoju zrównoważonego i stanowi jeden z naczelnych priorytetów polityki przestrzennej w krajach Unii Europejskiej. Idea ta znajduje swe umocowanie w zapisach szeregu dokumentów europejskich. Dokumenty te podkreślają konieczność wzmacniania tożsamości regionów i utrzymania zróżnicowania przyrodniczego i kulturowego. Tezą wiodącą artykułu jest założenie, że jednym z głównych współczesnych źródeł zorganizowanego oddziały-wania człowieka na krajobraz jest gospodarka turystyczna. Oddziaływanie to jednak często ma charakter nega-tywny, np. zaburzenia struktury i różnorodności krajobrazu, spójności przestrzennej obszarów przyrodniczo cennych (fragmentacja krajobrazu), stabilności przepływu strumienia materii energii i materii w krajobrazie, zasobów krajobrazu, zaburzenia społecznej użyteczności i jakości krajobrazu, ujednolicanie i zmniejszenie este-tyki krajobrazu. Artykuł omawia podstawowe wskaźniki oceny wpływu turystyki na środowisko przyrodnicze, którymi są chłon-ność naturalna i pojemność turystyczna. Jest próbą oceny realizacji zasad zrównoważonego rozwoju w gospo-darce turystycznej.

In this article author – based on literature, documents and statistical data - attempted to analyze the problem of protection surface waters in Lubuskie in the context of the implementation of European Union policy. A review of concepts relating to the EU Water Framework Directive and integrated water management was made. Investment activities in the field of water and wastewater were compared with environmental data in order to obtain a synthetic evaluation of the scale of the province. In summary applied conclusions.
W opracowaniu podjęto – na podstawie literatury, dokumentów oraz danych statystycznych – próbę analizy problemu ochrony wód powierzchniowych w województwie lubuskim w kontekście realizacji polityki Unii Europejskiej. Dokonano przeglądu pojęć dotyczących Ramowej Dyrektywy Wodnej UE i zintegrowanego zarządzania wodami. Działania inwestycyjne w zakresie gospodarki wodno-ściekowej porównano z danymi środowiskowymi w celu uzyskania syntetycznej oceny w skali omawianego województwa. W podsumowaniu opracowania zawarto wnioski.

Analiza programów rewitalizacji dokonana została pod kątem różnych aspektów: terminologicznych, kryteriów oceny, przebiegu i zawartości procesów rewitalizacyjnych, wybranych uregulowań prawnych oraz stanu prac planistycznych w gminach.
Urban and brownfield revitalization carried out mainly under EU’s programmes IROP and JESSICA significantly contributes to local development, thus becoming part of sustainable development. The article compares examples of revitalization from Lodz and Poznan in terms of their compliance with the principle of sustainable development. Various aspects of the revitalization programmes are analysed: terminology, assessment criteria, the course and content of revitalization processes, selected laws and the status of planning work in the communes.

Zrównoważone budownictwo (sustainable building industry) coraz wyraźniej wpisuje się w nowy, kształtujący się dopiero obszar wiedzy zwany sustainable science. Obecnie rozpatruje się je głównie przez pryzmat obiektów budowlanych, koncentrując się na projektach architektoniczno-konstrukcyjnych, technologiach budowlanych, eksploatacji i likwidacji obiektów ocenianych z punktu widzenia energo i materiałochłonności, uciążliwości dla środowiska i szkodliwości dla życia i zdrowia człowieka. W tym nurcie dociekań niewiele miejsca poświęca się organizacjom uczestniczącym w budowlanych procesach inwestycyjnych. Autor podejmuje próbę wypełnienia tej luki. Używając pojęcia zrównoważony proces budowlany, wyjaśnia rolę i istotę uczestnictwa w nim zrównoważonych inwestorów, biur projektowych, przedsiębiorstw budowlanych i organów administracji państwowej.
Sustainable construction is becoming an ever more integral part of the new developing field of knowledge called sustainable science. At the present time it is considered mainly in terms of buildings and structures, concentrating on architectural plans and designs, construction technologies, ways of use, and the elimination of structures based on evaluation of energy and material consumption, environmental burden and risk to human life and health. In this line of inquiry little space is devoted to the organizations participating in construction investment processes. In this article the author attempts to fill that gap. Using the concept of a sustainable construction process, he explains the role and importance of the participation in that process of sustainable investors, design firms, construction firms and administrative authorities.

The aim of this article is to present the possible application of financial instruments in the process of revitalization of post-industrial areas under conditions of Poland. In this article assumes a broader meaning of the term of the financial instrument as an instrument that financing the project, and therefore proposed by the author in addition to traditional commercial instruments also points to the use of such instruments/tools for financing such as budget, EU funds or reserves tied for revitalization.

W referacie zwrócono uwagę na aktualny stan, tendencje rozwojowe oraz problemy polskich kolei na tle innych gałęzi transportu oraz transportu szynowego innych krajów UE. Przedstawiono uwagi i oceny oparte na obserwacji kolejowych inwestycji infrastrukturalnych realizowanych w ramach perspektywy budżetowej Unii Europejskiej 2007-2013. Zaprezentowano dotychczasowy dorobek Forum Inwestycyjnego w zakresie identyfikacji najważniejszych barier utrudniających sprawny przebieg procesów inwestycyjnych, w tym podstawowe utrudnienia w realizacji inwestycji, uwarunkowania związane z zapewnieniem wkładu własnego, uwarunkowania związane z koniecznością zapewnienia interoperacyjności, przeszkody organizacyjno-techniczne, a także zagadnienia związane z rozliczeniem efektów inwestycji.
The article focuses on the current status, trends, and problems of Polish railways in comparison with other modes of transport and with rail transport in other EU countries. The author’s considerations and assessments based on observations on railway infrastructure investments under the European Union’s budgetary perspective, 2007 – 2013 have been discussed. Moreover, the achievements of Investment Forum in identifying the most important barriers to the efficient conducting investment processes, including basic obstacles to implementation of the investment, conditions related to the provision of own contribution, conditions associated with the need to ensure interoperability, technical and organizational obstacles, as well as issues related to settlement of investments have been discussed.

The development of appropriate infrastructure is an essential element of the socio-economic development of a country, region or municipality. The state of Polish infrastructure is still far from satisfactory, which constitutes a barrier to rapid economic growth and social development. Technological challenges and ever-growing social expectations are forcing policy-makers to more carefully plan and implement infrastructure projects. Currently the doctrine concerning the planning and implementation of infrastructure investments is undergoing change, marked by a transition from quantitative to qualitative approaches. The aim of this article is to present an infrastructure investment planning model based on sustainable development indicators which would adequately and appropriately measure the three major dimensions (economic, social and environmental) of a planned investment. The frame indicator model involves three levels of analysis. The first level refers to a set of partial indicators selected from the database of the indicators defined in the SDI model. The second level of indicators refers to the selection of evaluation indicators: the value, efficiency, effectiveness and quality of a given infrastructure investment. The third level of indicators based on identifying a synthetic index for evaluating an infrastructure investment project. The model developed and presented in this article will enable decision-makers to make a comprehensive assessment of planned infrastructure investments, which allows them to choose the best projects in terms of the socio-economic development of a given area.
Rozwój infrastruktury stanowi niezbędny element rozwoju gospodarczego i społecznego kraju, regionu czy gminy. Istotnym wyzwaniem dla samorządów lokalnych jest obecnie planowanie inwestycji infrastrukturalnych przez pryzmat trzech wymiarów tj. gospodarczego, społecznego oraz środowiskowego. Tematem artykułu jest opracowanie modelu planowania inwestycji infrastrukturalnych w oparciu o wskaźniki zrównoważonego rozwoju. Celem takiego podejścia jest pomiar trzech ważnych wymiarów (gospodarka, społeczeństwo, środowisko), związanych z planowaną inwestycją.

The global, economical, ecological and financial crisis of the last years signals the need of the change into a new model of management. The green economy seems to be the only model that enables an attitude towards the resolution of the existing problems and the method for protecting the current development. It is important for Ukraine to establish the principles of the green economy and the construction of a uniform strategy of its development. The green sectors of economy are connected with an effective use of natural resources and ecologically safe technologies. This creates added value and income of companies that deal with this activity. The paper’s goal is the formulation of main conditions and financial possibilities of the green economy’s development in Ukraine. The article makes an extensive use of analysis and synthesis methods, deduction and induction, methods of observation and comparison. Ukraine is focused on the ecological development. The possibility of new green branches’ development is predicted as well as generation of jobs and technologies, conscious directing of structural changes connected with the transition into a greener economy. Implementing the strategies of green business development in Ukraine requires reducing the carbon emission rate; improving energy-efficiency of the economy; increasing a share of new and renewable energy sources in the total volume of energy consumption; increasing the standards of fuel consumption for transport, promoting the development of motorless transport and transport infrastructure; reducing greenhouse gas emissions of buildings; providing the environmental restoration of rivers; promoting green technologies; providing fiscal and financial incentives for investing in development of green sectors.
Globalny, ekonomiczny, ekologiczny i finansowy kryzys ostatnich lat świadczy o potrzebie przejścia do innego modelu gospodarowania. Wydaje się, że model zielonej gospodarki jest jedyny, który daje możliwość kompleksowego podejścia do rozwiązania istniejących problemów i jest metodą zabezpieczenia trwałego rozwoju. Dla Ukrainy ważne jest określenie zasad funkcjonowania zielonej gospodarki i budowa jednolitej strategii jej rozwoju. Zielone sektory gospodarki są związane z efektywnym użyciem zasobów naturalnych i ekologicznie bezpiecznych technologii. To stwarza wartość dodaną i dochody przedsiębiorstw, które zajmują się tą działalnością. Celem artykułu jest określenie głównych warunków i finansowych możliwości rozwoju zielonego biznesu w Ukrainie. W artykule szeroko wykorzystuje się metody analizy i syntezy, dedukcji i indukcji, metodę obserwacji i porównania. Ukraina jest ukierunkowana na rozwój ekologiczny. Przewiduje się możliwości rozwoju nowych zielonych branż, tworzenie etatów, technologii oraz świadome kierowanie przemianami strukturalnymi, związanymi z przejściem do bardziej zielonej gospodarki. Dla realizacji strategii rozwoju zielonego biznesu w Ukrainie koniecznie jest: zmniejszenie emisji dwutlenku węgla poprzez poprawę efektywności energetycznej gospodarki; zwiększenie udziału nowych źródeł energii w ogólnej wielkości zużycia energii; zwiększenie standardów zużycia paliwa w transporcie, co sprzyja rozwojowi ekologicznie czystej komunikacji i transportowej infrastruktury; zmniejszenie emisji gazów cieplarnianych; zabezpieczenie ekologicznego odnowienia rzek; sprzyjanie rozwojowi zielonych technologii; wprowadzenie fiskalnych i finansowych bodźców dla inwestowania w rozwój zielonych sektorów.

Investments towards sustainable development are vital for the future and they must be carefully planned to deliver immediate and long-term benefits. Hence, the ability to communicate the forms of impact of sustainable investments to local societies, people, investors and other stakeholders can provide a competitive advantage. However, the assessments are often under pressure to demonstrate short-term effects rather than emphasise the long-term impact. In addition, indirect and intangible forms of impacts should not be measured solely in economic terms. This paper proposes an assessment framework to support the integrated economic and social impact assessment of sustainable investments aimed at improving physical and socio-economic wellbeing. The framework is demonstrated in two case studies: new construction and renovation investments in affordable housing and social impact investment in sustainable development. The investments in the case studies are evaluated, selected and prioritized not only in terms of money but also with regard to sustainability, social acceptability and their overall impact on society, as a whole. The results indicate that a systematic integrated assessment of monetary and non-monetary factors can be successfully combined with the sustainable development decisions.

Opis:
The aim of this article is to determine the impact of the investment activities on the spatial order and the image perception of the city of Zakopane. The research is based upon the analysis of spatial planning in Poland, as a comprehensive action related to the rational management of space; as well as the survey (by questionnaire) carried out among 61 respondents. Activities carried out by public authorities and citizens, as well as the investment projects they undertake, have been having a huge impact on the spatial order, and on the perceived image of the analysed town. The changes, which have been made, affected the vertical and horizontal spatial infrastructure of the city, causing many problem situations related to the blurring of boundaries between areas of varying functions, and interfering with the spatial order through improper planning decisions, thus leading to disharmony between the newly created buildings and the already existing built environment.
Celem artykułu jest określenie wpływu prowadzonych działań inwestycyjnych na ład przestrzenny i wizerunek miasta Zakopane. Podstawę badań stanowi analiza planowania przestrzennego w Polsce, jako kompleksowego działania związanego z racjonalną gospodarką przestrzeni oraz kwestionariusz ankietowy przeprowadzony wśród 61 osób. Prowadzone przez władze publiczne i obywateli działania oraz realizowane przez nich inwestycje wywarły ogromny wpływ na ład przestrzenny i wizerunek analizowanego miasta. Zmiany, które zostały wprowadzone wpłynęły na pionową i poziomą strukturę przestrzenną miasta, powodując liczne sytuacje problemowe związane z rozmywaniem granic obszarów o różnych funkcjach oraz zaburzaniem ładu przestrzennego, poprzez niewłaściwe decyzje lokalizacyjne i dysharmonię pomiędzy nowopowstałymi obiektami, a tymi już istniejącymi.

The management of dynamic and complex urban systems can no longer be driven by the sustainability aim alone and the concept of New Public Management is not more sufficient in conditions of financial constraints, growing needs, growing social awareness and expectations relating participation, citizenship, and public accountability. The general aim of the paper is to bring different concepts together to propose a new approach to investment decision making in urban development in order to support cities on both strategic and operational level. The rationalisation of investment decisions in the management of urban development requires acceptance of a new paradigm combining ideas of sustainable development and smart city, triad of creativity – circularisation – synergy, stakeholder theory, and social responsibility. The rationalisation requires also application of multi-criteria analysis which takes into account cross nature of investment in urban development. The proposed approach may be a theoretical reference for the subsequent methodological research and also managerial applications relating urban development projects. It can be then useful for public managers and provide support for decision making. The innovative approach of the research is not based on inventing new ideas from the scratch. It concerns application of already known concepts and theories which are necessary to create a new paradigm consistent with the known facts. The research is based on a critical literature review.
W warunkach ograniczeń finansowych, rosnących potrzeb i świadomości oraz oczekiwań w zakresie uczestnictwa, obywatelstwa i publicznej odpowiedzialności, zarządzanie dynamicznym i złożonym systemem miejskim według koncepcji rozwoju zrównoważonego i zgodnie z zasadami New Public Managment (nowego zarzadzania publicznego), jest już niewystarczające. Głównym celem artykułu jest synteza różnych koncepcji, tak by na ich bazie zaproponować nowe podejście wspierające podejmowanie decyzji inwestycyjnych zarówno na poziomie strategicznym i operacyjnym. Racjonalizacja decyzji inwestycyjnych w zakresie zarządzania rozwojem miast wymaga akceptacji nowego paradygmatu łączącego idee zrównoważonego rozwoju i inteligentnego miasta, triady creativity – circularisation – synergy (kreatywność – cyrkulacja – synergia), teorii interesariuszy i odpowiedzialności społecznej. Racjonalizacja wymaga również zastosowania analizy wielokryterialnej, która uwzględnia dwojaki charakter inwestycji w rozwoju miasta. Proponowane podejście może być teoretycznym odniesieniem dla dalszych badań metodologicznych, a także może znaleźć zastosowanie w zarządzaniu projektami w rozwoju miasta. Koncepcja, dostarczając wsparcia w procesie decyzyjnym, może więc być użyteczna dla menedżerów w sektorze publicznym. Innowacyjność rozwiązania nie opiera się na stworzeniu nowej koncepcji od podstaw. Polega na zasto-sowaniu pojęć i teorii znanych, które są niezbędne, aby stworzyć nowy paradygmat, zgodnych z faktami. Artykuł opiera się na krytycznym przeglądzie literatury.

Over the past 20 years the phenomenon of socially responsible investment (SRI) has grown considerably in popularity and there has been in particular a sharp increase in research into its environmental, social and governance (ESG) aspects. The process of SRI itself and research into this diverse phenomenon have become widespread particularly in developed countries and essentially supported by international organizations, specialized financial consulting companies, and institutional investors. The issues of theoretical, methodological and practical aspects of SRI in the Ukrainian market have considerable potential for research. The aim of the article is to study theoretical and methodological aspects of SRI as well as define the current state and prospects of socially responsible investment in Ukraine. The article covers the existing differences in the approaches to defining socially responsible investment and social investment, describes their features and proposes a method of classification, as well as clarifying the role of SRI under conditions of sustainable development. The current problems and prospects of SRI development in Ukraine are discussed.

The objective of this paper is to demonstrate the relationships between the level of potential investment attractiveness of municipalities and their development proceeding in a sustainable manner. The study involved municipalities located in Warmińsko-Mazurskie province. In order to determine the level of their potential investment attractiveness, Z. Hellwig’s method of development pattern was employed, while in order to develop a synthetic index of development based on the index of sustainable development, the absolute measure of development was applied. The obtained results enabled a conclusion to be drawn that the most investment-attractive municipalities are those developing in a sustainable manner.
