Empirical Best Predictors (EBPs) are widely used for small area estimation purposes. In the case of longitudinal surveys, this class of predictors can be used to predict any given population or subpopulation characteristic for any time period, including future periods. Generally, the value of an EBP is computed by means of Monte Carlo algorithms, while its MSE is usually estimated using the parametric bootstrap method. Model-based simulation studies of the properties of the predictors require numerous repetitions of the random generation of population data. This leads to a question about the dependence between the number of iterations in all the procedures and the stability of the results. The aim of the paper is to show this dependence and to propose methods of choosing the appropriate number of iterations in practice, using a set of real economic longitudinal data available at the United States Census Bureau website.

Nonprobability (convenience) samples are increasingly sought to reduce the estimation variance for one or more population variables of interest that are estimated using a randomized survey (reference) sample by increasing the effective sample size. Estimation of a population quantity derived from a convenience sample will typically result in bias since the distribution of variables of interest in the convenience sample is different from the population distribution. A recent set of approaches estimates inclusion probabilities for convenience sample units by specifying reference sample-weighted pseudo likelihoods. This paper introduces a novel approach that derives the propensity score for the observed sample as a function of inclusion probabilities for the reference and convenience samples as our main result. Our approach allows specification of a likelihood directly for the observed sample as opposed to the approximate or pseudo likelihood. We construct a Bayesian hierarchical formulation that simultaneously estimates sample propensity scores and the convenience sample inclusion probabilities. We use a Monte Carlo simulation study to compare our likelihood based results with the pseudo likelihood based approaches considered in the literature.

In economic studies researchers are oeftn interested in the estimation of the distribution function or certain functions of the distribution function such as quantiles. This work focuses on the estimation quantiles as inverses of the estimates of the distribution function in the presence of auxiliary information that is correlated with the study variable. In the paper a plug-in estimator of the distribution function is proposed which is used to obtain quantiles in the population and in the small areas. Performance of the proposed method is compared with other estimators of the distribution function and quantiles using the simulation study. The obtained results show that the proposed method usually has smaller relative biases and relative RMSE comparing to other methods of obtaining quantiles based on inverting the distribution function.

Artykuł porusza tematykę monitorowania zjawisk epidemiologicznych wśród internautów. Sklasyfikowano rodzaje źródeł informacji dotyczących epidemiologii w Polsce i zaprezentowano ich przykłady. Autorzy przedstawili wyniki przeprowadzonych badań ankietowych z lat 2013-2015, które nawiązują do tej tematyki. Do analizy danych statystycznych z 2015 roku zastosowano metodę reprezentacyjną. Populację internautów podzielono na warstwy ze względu na: zamieszkiwane województwo, płeć oraz wiek.
The article describes topic of Internet usage to monitor epidemic. Polish epidemiological source of information in this area have been classified and its examples have been given. Authors present results of their research conducted in 2013-2015 connected with this subject. Sampling survey method has been used to analyze data obtained in 2015. The division of the population of Internet users was made according: the voivodship, sex and age group.

The article provides assumptions for a small−scale statistical method for tree health assessment. A survey was used to detect the degree of defoliation by applying an simple random sampling design on P3 plots of the SINUS system. The proposed small−scale method can be a valuable supplementary method to the existing large−scale methods used for the assessment of tree health condition in Poland.

The author reviews theory and application of rotation methods in sample surveys in Poland. He begins with reviewing designs of the surveys across time, depending on different objectives, focusing on partial rotation of sub-samples, and considers estimation problems and data quality issues generally. Next, he refers to some articles and books about surveys published over time, starting with Wilks (1940), Patterson (1950), Eckler (1955), Woodruff (1963), Rao and Graham (1964), Bailar (1975), Duncan and Kalton (1987) and Kalton and Citro (1993). He mentions also early Polish papers on rotation methods (Kordos (1966, 1967, 1971, 1982); Lednicki, 1982; Szarkowski and Witkowski, 1994), and concentrates on Polish household surveys, mainly Household Budget Survey (HBS), Labour Force Survey (LFS) and EU Statistics on Living Conditions and Income (EU-SILC). Special attention is devoted to last research on rotation sampling done by Polish sampling statisticians: Ciepiela et al. (2012), Kordos (2002), Kowalczyk (2002, 2003, 2004), Kowalski (2006, 2009), Kowalski and Wesołowski (2012) and Wesołowski (2010). Concluding remarks are given at the end.

The author begins with a general assessment of the mission of the National Statistics Institutes (NSIs), main producers of official statistics, which are obliged to deliver high quality statistical information on the state and evolution of the population, the economy, the society and the environment. These statistical results must be based on scientific principles and methods. They must be made available to the public, politics, economy and research for decision-making and information purposes. Next, before discussing general issues of small area estimation (SAE) in official statistics, the author reminds: the methods of sampling surveys, data collection, estimation procedures, and data quality assessment used for official statistics. Statistical information is published in different breakdowns with stable or even decreasing budget while being legally bound to control the response burden. Special attention is paid, from a practitioner point of view, to synthetic development of small area estimation in official statistics, beginning with international seminars and conferences devoted to SAE procedures and methods (starting with the Canadian symposium, 1985, and the Warsaw conference, 1992, to the Poznan conference, Poland, 2014), and some international projects (EURAREA, SAMPLE, BIAS, AMELI, ESSnet). Next, some aspects of development of SAE in official statistics are discussed. At the end some conclusions regarding quality of SAE procedures are considered.

The purpose of this article is to account for informative sampling in fitting superpopulation model for multivariate observations, and in particular multivariate normal distribution, for longitudinal survey data. The idea behind the proposed approach is to extract the model holding for the sample data as a function of the model in the population and the first order inclusion probabilities, and then fit the sample model using maximum likelihood, pseudo maximum likelihood and estimating equations methods. As an application of the results, we fit the general linear model for longitudinal survey data under informative sampling using different covariance structures: the exponential correlation model, the uniform correlation model, and the random effect model, and using different conditional expectations of first order inclusion probabilities given the study variable. The main feature of the present estimators is their behaviours in terms of the informativeness parameters.

The objective of the study was to evaluate the health condition (defoliation) and vitality of Polish larch, fir, beech, pine and two native oak species growing on Chełmowa Góra in the Świętokrzyski National Park. Sample trees were selected using a survey sampling, simple random sampling without replacement (lpbz) and two−stage sampling (with lpbz on both stages) (l2s: I−lpbz, II−lpbz) were employed. The spatial distribution of the fractions of trees in defoliation and vitality classes in the stand allowed to categorize the examined species with regard to their health condition (from ‘best’ to ‘worst’) in the following order: Polish larch, beech, pine, oaks and fir (in the case of defoliation) and Polish larch, beech, pine, fir and oaks (for vitality). The estimation errors for the fractions of trees in defoliation and vitality classes ranged from 0.013 to 0.076.

At the beginning of the 20th century, there was an active debate about random selection of units versus purposive selection of groups of units for survey samples. Neyman's (1934) paper tilted the balance strongly towards varieties of probability sampling combined with design-based inference, and most national statistical offices have adopted this method for their major surveys. However, nonprobability sampling has remained in widespread use in many areas of application, and over time there have been challenges to the Neyman paradigm. In recent years, the balance has tilted towards greater use of nonprobability sampling for several reasons, including: the growing imperfections and costs in applying probability sample designs; the emergence of the internet and other sources for obtaining survey data from very large samples at low cost and at high speed; and the current ability to apply advanced methods for calibrating nonprobability samples to conform to external population controls. This paper presents an overview of the history of the use of probability and nonprobability sampling from the birth of survey sampling at the time of A. N. Kiaer (1895) to the present day.

The article discusses the quality of population census data – information obtained in the oldest, largest and most famous statistical surveys. In particular, the quality assessment of census data refers to the Polish experience. The article aims to propose an integrated approach to censuses, based on administrative records and sample surveys. Despite a long tradition, as well as a well-developed research methodology, censuses do not provide ‘perfect’ results. First of all, the census as a comprehensive study may be burdened with non-random errors. Taking into account all the different methods for conducting censuses, including the traditional method, using data from administrative records with sample surveys and the mixed method, different sources of error are analyzed. The study also attempts to define the census population in the light of international standards concerning usual residents, permanent residents and actual residents, with the resulting consequences. Sources of errors, methods of their identification and elimination are discussed. Particular attention is paid to coverage errors, which are illustrated by examples from Polish censuses. The results of previous studies assessing the quality of administrative records, which were conducted in preparation for 2011 Population Census, are taken into account. Evaluation of population censuses is traditionally carried out based on the results of post-census surveys. In the UK, the results of the Census Coverage Survey are the basis for estimating the degree of underenumeration in 2001 Census. Polish experiences in this field are rather limited. The discussion also includes harmonization problems, particularly the danger of divergent results and estimates, in terms of several data sources. In this regard, the British One Number Census project is presented. The idea of the project was to reduce the population underestimate and provide outputs which would be consistent in cross-section of territorial units in the regional and at a national level.

Opis:
Warner’s randomized response (RR) model is used to collect sensitive information for a broad range of surveys, but it possesses several limitations such as lack of reproducibility, higher costs and it is not feasible for mail questionnaires. To overcome such difficulties, nonrandomized response (NRR) surveys have been proposed. The proposed NRR surveys are limited to simple random sampling with replacement (SRSWR) design. In this paper, NRR procedures are extended to complex survey designs in a unified setup, which is applicable to any sampling design and wider classes of estimators. Existing results for NRR can be derived from the proposed method as special cases.
