Opis:: EU's structural policy is based on shared responsibility divided between member states on the one hand, and the European Commission on the other. While member states bear responsibility for managing structural funds on the national and regional level, the European Commission takes an ultimate responsibility for executing the budget and managing funds in the right way. Structural funds and Cohesion Fund constitute a particularly significant instrument of the European Union's economic policy. The goal of economic and social cohesion of the member states is to be attained in a series of activities aimed at accelerating the process of diminishing discrepancies between individual regions of the Community. The key issue for the Polish economy in the period of 2004-2006 is continuing the development of such elements of transport infrastructure, which lead to an increased competitiveness of the economy. Modernized transport infrastructure will contribute to an increased competitiveness of goods and services, of entire sectors, regions, as well as of the whole economy through growth in investment activities, in excessively crowded areas, via broader access to and penetration of new markets, thanks to facilitating co-operation in production, especially in high-tech sectors, improving logistic systems and enhancing quality of goods and services. Financing activities with money from structural funds is becoming more and more popular. Motor Transport Institute is active in applications. Experience gained while planning, managing and monitoring works co-financed by the EU budget has a real-life, measurable value. If we think how to improve competitiveness of our unit, then the very investment in modernity and personnel seems to be an action allowing looking optimistically into the future. The ability of effectively using structural funds should guarantee long-term, high level functioning of the unit.

Opis:: The system of assistance for Polish farming has undergone some thorough changes and reconstruction since 1 May 2004. The possibility of using the Structural Funds has opened some new, never before seen development opportunites for Polish agriculture. The 2004–2006 programming period brought the first measurable effects of using the EU subsidies in Polish farming. The new financial perspective 2007–2013, which is currently in the process of distribution, has attracted great interest of potential beneficiaries. It must also be admitted that it is more strongly promoted in the media which also influences the increase in competitiveness through better access to information. In order to analyse competitiveness one must inevitably look at strategic management – competitive strategies of regions must be studied. The problems connected with the impact of Structural Funds on competitiveness of Polish agriculture briefly depicted above include only the most important elements of the analysis. The current picture reveals at least two contradictory economic visions. One of them is centred on increased competitiveness as a result of well–planned investment measures, creating jobs and setting up units which are able to challenge also foreign competitors. The other vision involves the impact of Structural Funds on maintenance and social security benefits, such as early retirement and other, which account for nearly 30 per cent of the RDP budget. Such measures constitute a certain reaction to the social and demographic situation in rural areas in Poland, however, they do not translate into improved economic indicators and they do not achieve the objectives set for them.

Opis:: Łowicz jest miastem położonym w centralnej Polsce, w województwie łódzkim, o bogatej historii, kulturze i tradycji. Dzieje miasta sięgają aż do roku 1136 (pierwsza informacja ukazała się w Bulli Papieskiej), było wówczas ośrodkiem gospodarczym, duchowym i naukowym – znajdował się tu dwór prymasowski. Łowicz jest stolicą Ziemi Łowickiej, którą zamieszkuje ludność nazywana tradycyjne „Księżakami”. W okresie transformacji ustrojowej doszło do zmian zarówno gospodarczych, przestrzennych, jak i społecznych. Likwidacja dużych zakładów pracy doprowadziła do degradacji terenów przemysłowych. Konsekwencją są problemy przestrzenne i funkcjonalne centrum miasta i usytuowanych w nim terenów kolejowych, które stały się barierą dla rozwoju tej części miasta. Kolejnym problemem jest wykluczenie społeczne ludności zamieszkującej często zabytkowe kamienice oraz zmniejszenie się liczby mieszkańców z 31 750 osób w 1998 roku do 29 606 w 2011 roku (GUS). Przed władzami miasta stoją duże wyzwania: zachęcenie młodych ludzi do pozostania w mieście, a przedsiębiorców do inwestowania, rewitalizacja terenów poprzemysłowych, zwiększenie konkurencyjności miasta, poprawa jakości życia mieszkańców, zmniejszenie różnic społecznych.
Łowicz is a town in central Poland, situated in the Łódź province with a very rich history, culture and tradition. The history of the city reached to year 1136 (the first information appeared in the Papal Bull); it was the economic, spiritual and scientific center at that time – there was a primate court. Łowicz is the capital of the Łowicka Earth inhabited by people traditionally called “Księżaki”. In the period of political transformation many economical, spatial and social changes had occurred: liquidation of large workplaces which resulted in degradation of the industrial areas, spatial and functional issues with railway areas situated in the city center, which have become a barrier to its development, social exclusion of people living in the historical buildings and reduction of inhabitants (year 1998 – 31,750 inhabitants, year 2011 – 29,606 inhabitants). There are major challenges which are standing before the city authorities: en-couraging young people to stay in the city and entrepreneurs to invest, redevelopment of brownfields, increasing the city competitiveness, improving a life quality of inhabitants, reducing social differences.

Opis:: The authors present the results of the research project „The Impact of Structural Funds to increase the competitiveness of Polish agriculture.” They analyze the competitiveness of Polish regions from the point of view of Polish agriculture by examining the effectiveness of the Structural Funds, the allocation of economic process and the legal and organizational framework of the Rural Development Programme (RDP). They note that their research is limited to the analysis only to a part of the Structural Funds which support Polish agriculture. The study, which included analysis of the consistency of the laws governing the RDP, at the initial stage, show not only practical economic effects of the disposal of funds, but also show the possible directions of changes in Polish law aimed at more appropriate and efficient disposal of agricultural administration of the Structural Funds.

Opis:: The article contains theoretical considerations connected with the influence of structural funds on the development of non-profit organisations. Theoretically, the access to these funds should ensure development of these entities. However, as practice shows it is not always the case. We observe development dynamics of this sector and constantly unused social potential. These organisations are subject to continuous pressure directed towards full use of their resources and growth in effectiveness of activities undertaken. However, the pace of their development is mainly dependent on funds allocated for their development, therefore it seems legitimate to financially support activities of non-profit organisations from, inter alia, structural funds. These resources enable to earn experience which positively affects their development. However, the success of majority of non-profit organisations is not based on the structural funds. Managing persons are very careful during a process of acquiring, implementing and accounting for EU-supported projects. They think that this process is not always successful. The article draws attention to the fact that structural funds can be a key for development of non-profit organisations, yet provided that applying for financial support will not be accidental and will constitute an organised sequence of activities.

Opis:: The cohesion policy is among the most important European policies. Its influence is particularly strong in the new member states, which have become the major recipients of aid under this policy. Cohesion policy is very wide and extends into many areas of development, such as for example education, transport or innovation support so in some member states it strongly influences national policies in various areas. This article aims to analyse the interaction between cohesion policy and national sectoral policies on some examples from Central European countries. It turns out that cohesion policy often leads to a significant reduction in national policies and in some cases may even negate their intentions. The governments need to pay more attention to coordination of these policies and also to proper institutional environment.

Opis:: In their article, the authors discuss the findings of the audit on how the obligation to provide for sustainability of projects is fulfilled in three Polish regions: Lubuskie, Małopolskie and Śląskie. The article presents the principles related to project sustainability, set forth in Regulation (EU) No 1083/2006 of the Council, and the most important problems and irregularities in their application. A need has been observed to clarify the requirements in contracts concluded in the new financial perspective (2014−2020), related to archiving and marking documents, rooms and devices, and, in the first place, to clear defining of indicators for project impact, implementation of tasks and maintaining sustainability of effects.

Opis:: Przedstawiono zależności pomiędzy poziomem wykształcenia producentów rolnych a przeznaczeniem funduszy strukturalnych przyznanych rolnikom w latach 2004-2006. Badaniami objętych zostało 30 gospodarstw leżących na terenie powiatu nowosądeckiego, w których przeprowadzono wywiad kierowany na temat wysokości otrzymanej pomocy finansowej oraz jej przeznaczenia. Badane obiekty podzielono na grupy różniące się między sobą poziomem i rodzajem wykształcenia ich właścicieli. Ponad połowa wniosków dotyczyła modernizacji gospodarstw i to na nią przyznano najwyższą kwotę pieniędzy. Największym powodzeniem cieszyły się działania 1.1. SPO oraz 6 PROW.
The paper presents relations between education level of agricultural manufacturers and allocation of structural funds granted to farmers in years 2004-2006. The scope of tests covered 30 farms located in the area of Nowy Sącz administrative district, where the researchers interviewed the farmers on the amount of received financial aid and its allocation. Investigated facilities were divided into groups differing from each other in the level and type of their owners' education. More than half of the applications concerned modernisation of farms, and most of the money was allocated for this. The most popular operations were: 1.1. SPO and 6 PROW.
