    For the development of developer enterprises it is essential to have properly formulated development strategies, including a mission, objectives, their methods of implementation and control. Empirical research was conducted among 37 Wroclaw developers. Methods that have been used are: an individual in-depth interview, a telephone interview and a direct observation. It was found that large development companies, with a complex organizational structure, more often formulate a mission than small entities with limited scale of operations. In addition, the market activities of Wroclaw developers, were mostly spontaneous, not showing deliberate and systematic behavior. The observation of the behavior of developers shows that only part of the companies planning new investments, carefully analyzes the market and buyers’ preferences, adapting their offer to the current situation on the market, while other companies base it on intuition or duplicate previous, proven implementations.

    Security is understood as a certain state of confidence, the lack of threat and the awareness that the fundamental values of the state, including, among others, existence, survival and development, are preserved and represent the objective of the security policy of each government and state. The lack of these values may exert an adverse impact on its development. The activities of the competent organs of the state, creating such policy, should be purposeful and aimed at its implementation and they should also contribute to its formulation on the international arena. The security of Ukraine, as a result of actions taken by the separatist forces, was put to a great test and the annexation of Crimea slightly redefined the European security environment and resulted only in the imposition of sanctions and diplomatic pressure on Russia. Today, it is difficult to predict the scenario for future developments in Ukraine. It would seem that the chances are 50/50 that the conflict will be resolved. So, the question remains, what will Vladimir V. Putin, President of the Russian Federation, do? Will the pressure exerted by almost the entire world lead to the stabilisation of the situation in Donbass or will it result in the escalation of the conflict and the seizure of further areas, with, perhaps, Kiev included? However, the escalation of the conflict seems to be very unlikely, although it certainly would arouse nationalistic euphoria in the Russian society, as the imposed sanctions, the economic situation and losses that would be suffered by the Russians will prevent such escalation. If Putin decided to go war with Ukraine, he would have to take account of the determined opposition of the world superpowers and even greater sanctions, which the Russian economy might not be able to cope with. The paper contains the information about the genesis of the conflict in Ukraine and attempts to present the objectives of operations in the Kiev-Moscow conflict.

    Ocena efektywności procesów wpisuje się w nurt funkcjonowania współczesnych instytucji publicznych. Praktyka wykazuje, że analiza procesów biznesowych i ich optymalizowanie wpływają na efektywność działania całej instytucji. Celem pracy jest przedstawienie metodyki oceny funkcjonowania organizacji. W artykule zaprezentowano istotne aspekty oceny komórek biznesowych. Analizie poddano jeden z obszarów systemu oceny Zakładu Ubezpieczeń Społecznych. W tym celu wykorzystano metodę studium przypadku. Na podstawie uzyskanych wyników badań zaproponowano budowę hurtowni danych z jednoczesnym wdrożeniem metody business intelligence.
    The assessment of process effectiveness is in line with the functioning of contemporary public institutions. Practice shows that the analysis of business processes and their optimization affect the efficiency of operation of the entire institution. The aim of the work is to present the methodology for the evaluation of the organization's functioning. The article presents important aspects of business unit assessment. The analysis covers one of the areas of the Social Insurance Institution's assessment system. For this purpose, the case study method was used. Based on the obtained research results, a data warehouse was proposed with the simultaneous implementation of the business intelligence method.

    Artykuł przedstawia narzędzia wspomagające kontrolę menedżerską oraz planowanie finansowe ze szczególnym zwróceniem uwagi na narzędzie planowania i kontroli w postaci strategicznej karty wyników, benchmarkingu oraz analizy SWOT. Wykorzystując badania literaturowe oraz własne doświadczenia praktyczne, związane z budową planów krótkoi długoterminowych, w prezentowanym artykule szczególną uwagę zwrócono na fakt, że wdrożenie ww. narzędzi jest procesem długotrwałym, wymagającym zaangażowania wszystkich służb w przedsiębiorstwie. Następnie konieczne jest opracowanie strategii działania z wyszczególnieniem celów organizacji i wyborem odpowiednich mierników efektywności. Podkreślając wagę narzędzi kontrolingu w zarządzaniu przedsiębiorstwem, zwrócono również uwagę na zaangażowanie i zmotywowanie pracowników, którzy odczuwając wspólne wyzwanie, stają się odpowiedzialni za los swojego przedsiębiorstwa. Podkreślono, że właśnie to, a nie cele ani mierniki są najważniejszą, integralną częścią każdej opracowanej w indywidualny sposób koncepcji strategicznej karty wyników.
    The author of the article tried to introduce tools to help control managerial and financial planning, with particular emphasis on planning and control tool in the form of the Balanced Scorecard, benchmarking and SWOT analysis. Using the research literature and their own practical experience with the construction of short and long term plans in the present article drew attention to the fact that the implementation tools is a long process that requires the involvement of all departments in the company, then it is necessary to develop a strategy detailing the objectives of the organization and the selection of appropriate measures of effectiveness.

    There seems to be a desire abroad in some areas of our field to abandon all talk of bounds between language-varieties in the mind. The response offered here to such a position is that language knowledge in the mind is all its aspects, in fact, highly differentiated, and that this differentiation broadly follows the lines recognized by the traditional conception which draws (always, of course, crossable) lines between languages. One powerful set of evidence in favour of this latter claim is that offered by phenomena observable in everyday bilingual and multilingual language use and interaction.  Such evidence bespeaks a necessary capacity on the part of multilinguals to keep their languages apart when using them, and an adeptness – even at a very early age – at making decisions as to which language to speak to whom.  The article explores such phenomena, which are heavy with consequences for the unboundedness view of languages. Another dimension of bilingual/multilingual experience which bespeaks boundedness is the way in which different languages connect to different identities or aspects of identity, which is also discussed in the article.

    The use of the dominance-based rough set approach (DRSA) to help identify and prioritize strategic political, economic, sociological and technological (PEST) objectives for European Union (EU) countries is presented. The countries are first grouped into three categories: [A] those that are doing well according to the selected indicators; [B] those that need support to acquire category A status; [C] those ranked the lowest and needing special support with regard to the criteria considered. The categories correspond to tertiles within the average ranking of all EU countries. DRSA then provides decision rules based on PEST needs in order to improve the development and classification of the country. We conclude that by using this methodology, the EU could identify the strategic objectives to be given priority in order to stimulate its economic development or to improve the economic and sociological status of any country in the union. The case of Poland, a category C country from an economic perspective, is of particular interest.

    Informacja jest dziś traktowana jako jeden z najważniejszych zasobów z zakresu zarządzania przedsiębiorstwem. Posiadanie właściwego zasobu informacji determinuje zbudowanie wzajem-nego zaufania w relacjach z wewnętrznym i zewnętrznym otoczeniem przedsiębiorstwa. Wymaga to stworzenia długofalowej strategii pozyskiwania informacji, wykorzystującej jej określone właściwości (cechy, parametry). Zapewnienie skuteczności zarządzania wymaga stworzenia warunków do sprawnego pozyskiwania, gromadzenia, interpretowania, przetwarzania i transmito-wania informacji. Podejmowane działania, związane z pozyskiwaniem informacji, wpisują się w charakterystykę odpowiedzialności społecznej. Efektywne konkurowanie w coraz większym stopniu zależne jest od posiadanych zasobów informacyjnych i sposobu zarządzania nimi. Informacja traktowana jest jako wymierna wartość decydująca o pozycji konkurencyjnej przedsiębiorstwa.Odpowiedzialność społeczna przedsiębiorstwa oparta jest na założeniu dobrowolności podej¬mowania działań, pozwalających na uzyskanie równowagi między ekonomicznym, ekologicznym i społecznym wymiarem funkcjonowania przedsiębiorstwa. W warunkach takich rola menedżera sprowadza się do obsługi posiadanych informacji oraz możliwości wykorzystania ich specyficznych cech, zależnych od rodzaju informacji. W opracowaniu wskazano na znaczenie informacji dla zapewnienia możliwości funkcjonowania organizacji, zgodnego z ideą odpowiedzialności społecznej. Przyjęto, że posiadanie właściwej informacji winno być traktowane jako determinanta jej rozwoju.
    Nowadays, the information is recognize as one of the most important resources in range of an enterprise management. Possession the specific supply of information determinate a construction of mutual security in relationship with external and internal enterprise surroundings. This need to study a long-term strategy of information obtainment, using their characteristics (property, parameters). It requires the study of conditions to efficient logging, accumulating, interpreting, processing and broadcasting of information. It is condition of effective management. An realized actions, connected with information logging, it was has written down in character of social responsibility. An effective competition, in the more and more greater grade, is determinated of the informative resources and management method of them. The information is a rational value, which decides about a competitive position of enterprise. The Corporate Social Responsibility is leaning on benevolence foundation of undertaken acting, which permit to get balance among economic, ecological and social dimension functioning of business. In this condition the role of manager imports to servicing of possessed information and the possibility of utilization, there are a specific features, dependent from kind of information. The paper presented the role of information for assurance of business functioning possibility. It was recognize, that a proper information possession should be seen as determinant of its growing.

    We consider fiscal and monetary policy interactions in a monetary union under monetary leadership, when the common central bank is concerned with the average fiscal stance of the union. We use a static two-country monetary union model to investigate the policy-mix problem under different regimes of noncooperation, cooperation, and enforced cooperation among fiscal authorities. We find that fiscal policy is unambiguously countercyclical, a feature that is more pronounced under fiscal policy cooperation. Monetary policy can be either countercyclical or procyclical. A central bank concerned about the aggregate fiscal stance is effective in stabilizing output and central budget, but at the expense of inflation stabilization.

    Opis:
    The purpose of this article is to investigate the positioning of CSR-related objectives within the structure of corporate innovation objectives of firms. The study is based on firm level data from Polish wave of Community Innovation Survey for 2008-2010. Analysis shows that CSR-related innovation objectives are aimed at building cost-based competitive advantage. Moreover, we show that better performing innovators indicate higher importance of CSR-related objectives than less successful innovators. Finally, we argue that the lowest importance of CSR-related objectives in whole structure of innovation objectives for all studied Polish innovating firms indicates that CSR is still not fully embedded in their corporate strategies.

    The National Research Programme was the foundation for the development and implementation of strategic research and development programmes by the National Centre for Research and Development (NCBR). On the basis of the programme, the NCBR implemented the programme “Prevention and Treatment of Diseases of Civilisation – STRATEGMED”, which was adopted on 21st June 2012 with the budget of PLN 800 million. This was the first strategic programme within the new model for supporting research and development. Its main objective was to achieve a significant progress in the fight against the diseases of civilization and regenerative medicine on the basis of the results of research and development works conducted within the programme. NIK carried out an audit of this programme’s implementation.

    W artykule rozpatrywane są niektóre skutki światowego finansowo-ekonomicznego kryzysu, mające wpływ na społeczno-ekonomiczny rozwój Ukrainy, w szczególności na dzisiejsze długotrwałe problemy („choroby”) gospodarki Ukrainy, które spowodowały krytyczny stan tego kraju. Autorka artykułu wyjaśnia, dlaczego jest to wynik kryzysu systemu, a nie kryzysu władzy. Ponadto, stawia pytanie, czy istnieje jakaś forma „leczenia” tych chorób i czy będzie ona skuteczna, oraz nie spowoduje jednocześnie nowych poważnych problemów w kraju. W szczególności rozważa, jaka nowa strategia rozwoju polityki ekonomicznej będzie potrzebna na Ukrainie.
    The article deals with some effects of the global financial and economic crisis on the socio-economic development of Ukraine, in particular on today’s long-term problems (“diseases”) of Ukraine’s economy, which have caused a critical state of the country. The author of the article demonstrates why it is the result of the crisis of the system and not the crisis of authority. Moreover, the author poses a question whether there is any kind of “treatment” for these diseases as well as if it will be effective and will not cause new serious problems in the country. In particular, the author ponders what new strategy of economic policy development will be necessary for Ukraine.
