The aim of the article is to present the role that strategic culture plays in creating and shaping security of the future. Taking account of the purpose of this paper, the main research problem took the form of the following question: To what extent does strategic culture have an influence on shaping security of the future? In order to achieve the aim of this paper and solve the main research problem, the following research methods will be applied: method of analysis, synthesis and method of conclusion.The empirical methods facilitate examination of processes with the aim of drawing conclusions. The article uses research method such as observation. Results Strategic culture is not a dogma or a camera through which we can look into the past or the future. It is a tool useful for understanding how and what the circumstances are in which a country defines appropriate measures and goals to achieve its goals regarding security. Strategic culture can help to understand the real cultural identity of a particular entity (such as a country or an organization) and its role in the system of international relations in a better way. Therefore, it can contribute to a better understanding of security policy implemented by the entity and what is more, the analysis of strategic culture can lead to a better understanding of the opponent's strategic behaviour on the basis on how the opponent defines victory, defeat, loss or suffering.

Roles, fears, ideas, beliefs all influence behaviour. Strategic culture is an alternative way of explaining strategic behaviour, is a part of specific culture influence behaviour. Strategic culture is an integrated system of symbols (e.g. argumentation, structures, languages, analogies, metaphors) which acts to establish pervasive and long lasting strategic preferences by formulating concepts of the role and efficacy of military force in interstate political affairs, and by clothing these conceptions with such an aura of factuality that the strategic preferences seem uniquely realistic and efficacious. political, cultural and cognitive characteristics of the state and its elites. Therefore the EU as a multicultural space has one too. It may be the case that the EU strategic culture is a ‘weak’ strategic culture, a culture that is in the process of formation. The EU is expected to have a very special strategic culture because of its nature of foreign policy. State formation implied that the army had an important role to play in forming the identity of each state. However, the EU had no military and the emphasis on foreign policy was put on soft elements of external relations. Each state and security institution has a strategic culture as a part of cultural development. Different states have different predominant strategic preferences that are rooted in the early or formative experiences of the state and are influenced to some degree, by the philosophical, political, cultural and cognitive characteristics of the state and its elites.

Over the last thirty years, the importance and interest in cultural factors in international relations and in international security has increased. The links between culture and security, and in particular the impact of culture on security, are issues whose importance is growing and which are being increasingly studied. They are regarded as a multifaceted problem, as cultural differences have become the cause of conflicts and wars, and tendencies of cultural domination have led to the destruction of cultures and entire civilizations. It therefore seems interesting to reflect on the process of developing an independent strategic culture of the Russian Federation. The purpose of the article is to discuss the process of shaping the independent strategic culture of the Russian Federation and to address four basic research problems: the sources of Russian strategic culture; the indication which of them are primary and which are secondary ones; determining whether Russian strategic culture underwent evolution; and determining whether then Cold War influenced the shape of today’s strategic culture of the Russian Federation. To achieve the intended purpose of the article, critical analysis of literature is applied, which allowed to find answers to the research questions.

W artykule przedstawiono normatywne podejście do badania kultury strategicznej. Polegało ono na uwzględnieniu analizy treści strategii Unii Europejskiej (UE) oraz trzech koncepcji strategicznych najważniejszych aktorów państwowych – Wielkiej Brytanii, Francji i Niemiec. Wyodrębniono elementy wspólne oraz elementy rozłączne wynikające z zastosowanego spojrzenia na problematykę bezpieczeństwa przez analizowane państwa. Wykazano, że każdy uczestnik UE wnosi swoje charakterystyczne korzystne dla całości wartości, natomiast jego cechy dezintegracyjne najczęściej nie są tak silne i istotne dla spójności Unii oraz bazują na zanikającym sposobie postrzegania zapewnienia bezpieczeństwa.
The article presents a normative approach to the research of the strategic culture. It consists in taking into account the analysis of the contents of the UE strategy and three strategic concepts of the most important state actors – Great Britain, France and Germany. Common and different elements resulting from the applied perspective on the safety problem by analysed states were distinguished. It was shown that each participant of the EU contributes their characteristic values, which are advantageous to the entirety, whereas their disintegrational features are mostly not so strong and crucial for the consistency of the Union. They are based on the disappearing way of perceiving security assurance.

The research subject of this article is the variable of strategic culture that has been subjected to some academic inertia since the Cold War period. The aim of this article is to define practical implications of the strategic culture through the prism of the neoclassical realist theory. It supports the argument that military interventional precedents in the Middle East since 2011 have been revealing adaptive considerations of the strategic culture as an intervening variable that implies interventional military decisions by the U.S. and its coalition partners. The first part of the article defines the precise role of this intervening variable as military interventional precedents are researched. This task is conducted by defining the general understanding of interventional initiatives, revealing structured assumptions of the neoclassical realist theory, and reconsidering the role of the strategic culture within that theoretical framework.The second part of the article shifts the attention to supportive empirical considerations regarding the strategic culture and perception of operational ideas – two specifi cally highlighted neoclassical realist assumptions. The article discloses that Western strategic culture is a changing intervening variable with a different level of permissiveness. A changing continuum of permissiveness is implied by interventional experiences that shape perception of the structural environment and dictate preferences for the power scale of interventional decisions. From this, the level of the structural environment’s permissiveness is defined. This permissiveness is associated with capabilities for implementing political objectives without further escalations of military power. Once the systemic environment becomes more permissive, the possibility of activating military intervention of various force-escalation becomes more conceivable.

The purpose of the article is analysis of a role of environmental protection in strategic culture of Germany with particular taking into consideration protection of climate. Inclusion of question of environmental protection in to research of determinants of state’s foreign and security policy is indirect purpose of the article. The case of Germany is particular in this situation. This state on the one hand has no strategy of national security, but on the other hand aspirates to play significant role in both international security policy and international environmental protection including protection of climate. I the article has been joint general knowledge about environmental protection and strategic cultures with detailed knowledge about models of analyses of Germany’s strategic culture with determinants of Germany’s strategic culture including environmental protection, and levels of analyses of strategic culture of that states.
Celem artykułu jest analiza roli ochrony środowiska w kulturze strategicznej Niemiec ze szczególnym uwzględnieniem ochrony klimatu. Pośrednim celem jest także włączenie zagadnień ochrony środowiska do nurtu badań uwarunkowań polityki zagranicznej i bezpieczeństwa państwa. Przypadek Niemiec jest w tej sytuacji szczególny. Państwo to nie posiada jasno określonej strategii bezpieczeństwa narodowego, jednak aspiruje do ogrywania znaczącej roli w międzynarodowej polityce bezpieczeństwa i międzynarodowych działaniach na rzecz ochrony środowiska i zmian klimatycznych. W artykule połączono wiedzę ogólną na temat ochrony środowiska i kultury strategicznej z wiedzą szczegółową na temat modeli analizy kultury strategicznej Niemiec, uwarunkowań kultury strategicznej Niemiec z uwzględnieniem ochrony środowiska, oraz poziomów analizy kultury strategicznej tego państwa.

Strategic culture in the theory of international relations is now one of the most important concepts explaining the rules of military behaviour by individual states. In contrast to realism and idealism, its focuses on the influence of internal factors on foreign policy, such as historical experience, national identity, morals in society, and perception of diplomacy by political elites. It therefore allows us to respond to many questions that researchers are not able to answer based solely on the theory of political realism ‒ the perception of national security threats by governments, the national way of war, the socially-acceptable level of victims, the attitude of armed forces to the use of new technologies, or trust to allies. The purpose of this article is to compare the strategic culture of the United States and the People's Republic of China ‒ states with significantly different strategic cultures, historical experience, national identity and methods of warfare. The content of this article may be useful to any person interested in Sino-American relations, political rivalry in the Western Pacific and a possible future war between these powers.

The purpose of this article is to show the actuality of the problems described in the work „Thoughts of a Modern Pole” by Roman Dmowski in the context of the thesis that the notion of strategic culture has been distorted in Poland after 1989 and that there is a lack of a real debate on the formation of Polish foreign policy. First, the author defined the concept of strategic culture itself. The term „strategy” was explained and characterized, along with its various elements. Special attention was also given to state strategy, for, as the author points out, states are the primary actors that shape international relations. Another element addressed by the author is cultural factors and their influence on the formation of state strategy. Among the most important elements the author mentions are historical experiences. Also important are the type of society and the outlook of a given society on the role of the state in international relations. The main part of the article is an attempt to analyze the problems with the formation of Polish strategic culture. The starting point is the considerations of Roman Dmowski contained in the work „Thoughts of a Modern Pole”. The first problem addressed in this article, is the issue of the lack of correlation, or even division between the elites of Polish society and the lower strata. The author puts forward the thesis that today’s social division, which appeared after 1989, is an extension of the historical division described by Roman Dmowski. The second issue addressed is the extreme approach to international politics present in Polish society. The author points out that our (i.e. Polish) historical defeats have led to a situation in which the view of Poland’s role in international relations is distorted. According to the author, just as at the time of the creation of the work „Thoughts of a Modern Pole,” today we also face two views of the Polish issue, which, according to the author, are wrong. The last problem the author draws attention to is the passivity of the Polish political elite. The author puts forward the thesis that the characteristic that links the elites of the Third Republic with those elites described by Roman Dmowski is passivity. In order to support this thesis, the article points out the manifestations of this passivity using examples of the Third Republic’s actions in the international arena. The author also points out the problem of the lack of search for autonomy in the international policy of the Third Republic, which, according to the author of the article, is the result of passivity. The article concludes with the statement that Roman Dmowski can be called „a man of our time”, because, according to the author, most of the problems described by Dmowski are still present in today’s socio-political life.

The historically shaped ways of perceiving a soldier in popular culture, their evolution and the possibilities of influencing the contemporary popular culture image of a soldier were analyzed.

The aim of the article is to reconceptualize the term/phenomenon “strategic thinking”. First of all, it discusses socio-cultural roots and contexts of strategic thinking. Although strategic thinking rests on the neuro-psychical thinking mechanisms of an individual, it is a peculiar process as it is a competence mastered through practical and educational activities (in a specific socio-cultural context), which requires an appropriate conceptual-intellectual training. The article is of the viewpoint-conceptual nature. On the basis of the review and critical analysis of the theoretical interpretations of strategic thinking, the author of this article presents his own system of defining, structuring or enumerating the basic socio-cultural frames. The main result is the conceptualization of strategic thinking culture. Owing to the increasing worldwide significance of strategic thinking – in various areas of human activity – the considerations included in the article may considerably contribute to the progress of the universal theory of strategy. The content can facilitate the development of human perception of reality and their effective performance within the reality.

The article aims at identifying key elements of Russia’s strategic culture and drivers for its change. It starts with a short theoretical overview of the strategic culture concept and different approaches within various theoretical frameworks (liberal, constructive, and post-modern). It focuses on most important determinants of Russian strategic culture, namely history, ideology, geopolitics, systemic issues, and religion. It examines the extent to which Russian policy reflects these determinants.
Artykuł ma na celu wskazanie kluczowych elementów kultury strategicznej Rosji i czynników powodujących jej zmiany. W pierwszej części dokonano krótkiego przeglądu koncepcji kultury strategicznej i różnych podejść w ramach kilku ram teoretycznych (liberalizmu, konstruktywizmu oraz postmodernizmu). Artykuł koncentruje się na najważniejszych determinantach rosyjskiej kultury strategicznej, a mianowicie: historii, ideologii, geopolityce, kwestiach systemowych i religii, a także wskazuje, w jakim stopniu rosyjska polityka odzwierciedla te determinanty.

The purpose of this article is to present the characteristics and motives of thinking about international relations showed by the Russian ruling elite. This thinking is determinated by geopolitics. Russian political class is not the only one in the world establishment, which is based on its perception of the world system on geopolitical interpretations, because a similar trend can be observed in the American and Chinese approaches to these issues. Recognition of Southeast Asia and the adjacent area of the Pacific in recent years by Washington as the most important global policy direction of the United States is a confirmation of such tendency. Nevertheless, geopolitics in Russia becomes a field of knowledge, which is incoporated into the new Russian messianism, being one of the cornerstones of the Russian historical destination and filling Russian historiosophy with new content. Special status of geopolitics in Russia due to the fact that already in the 90s of the 20th century it became an ideology, which filled the ideological vacuum after the bankrupt communist ideology. Thus, in this country there has been a process of ideologisation of geopolitics, which gives it the position of the new universal idea – integrally explaining Russians, and primarily the Russian ruling elite, the surrounding world. Geopolitics and imposed by it determined geographically and by thinking in the traditional categories of zones of influence vision of the international system has become both worldview authority in Russia and an essential element of the Russian strategic culture. In the article will be presenting conditions that make the geopolitics the permanent, archetypical component of thinking about the world and global order from viewpoint of the ruling elite in Russia.
Celem artykułu jest analiza tendencji i motywacji rządzących elit politycznych Rosji w zakresie myślenia o współczesnych stosunkach międzynarodowych. Myślenie to warunkowane jest przede wszystkim przez czynniki geopolityczne. Klasa polityczna Rosji nie jest jedyną, która w postrzeganiu systemu międzynarodowego odwołuje się do geopolitycznych interpretacjach. Podobny sposób myślenia właściwy jest Stanom Zjednoczonym czy Chinom. Uznanie przez Stany Zjednoczone Południowo-wschodniej Azji i przylegającej przestrzeni Oceanu Spokojnego za istotny dla tego państwa obszar globalnej polityki jest potwierdzeniem tej tendencji. Jednakże w Rosji geopolityka staje się obszarem wiedzy, który został włączony do nowego mesjanizmu tego państwa, stając się jednym z kamieni węgielnych myślenia o jego historycznym przeznaczeniu. Geopolityka w Rosji stała się swoistą ideologią w warunkach ideologicznej próżni jaka się wytworzyła po upadku komunizmu. Nastąpiła ideologizacja geopolityki, która dla elit politycznych stała się narzędziem interpretacji otaczającego systemu międzynarodowego i myślenia w kategoriach stref wpływów. Stała się cechą kultury strategicznej Federacji Rosyjskiej.
