    This article examines whether calls for European ‘strategic autonomy’ in response to Trump’s rhetoric are qualitatively different from earlier disagreements in US-EU relations. By doing so, it re-assesses Geir Lundestad’s concept of “Empire by Invitation” to illustrate constraints for the development of such an autonomy especially in defence affairs. We argue that the US’s involvement in European defence affairs was never an invitation to ‘empire’, as the invitational aspect was based on consent. A process has been accelerated by the Trump presidency whereby this consent has shifted towards strategic estrangement. However, the article argues that the reactive and intergovernmental nature of EU foreign and security policy continues to hamper more autonomous policy planning in CSDP matters – different readings about cyclical disruptions in EU-US relations notwithstanding. The article finally discusses how the introduction of new CSDP mechanisms impacts on this debate.

    Since the Global Strategy of 2016 which presented European Strategic Autonomy (ESA) a global “ambition” of the European Union, the concept of ESA became increasingly embedded in the EU policymaking. However, its meaning remains elusive due to a plurality of competing definitions and interpretations. The aim of this article is to show and analyse how the concept of European Strategic Autonomy is being defined and to verify the hypothesis: despite many competing conceptualizations of ESA, a common understanding of the notion is emerging in the EU. It traces how the concept of ESA is received and evolves in relation to European think-tanks and EU institutions. The research behind this article is based on an extensive review of academic literature, think-tank publications and official EU documents, as well as interviews conducted with EU officials and members of the European think-tank community.
    Od momentu publikacji Globalnej Strategii Unii Europejskiej (UE) z 2016 roku, która przedstawiła Europejską Autonomię Strategiczną (EAS) jako „globalną ambicję” UE, koncepcja EAS staje się coraz bardziej zakorzeniona w politykach UE. Jednocześnie, znaczenie tej koncepcji pozostaje ulotne w związku z dużą ilością różniących się od siebie definicji i interpretacji. Celem artykułu jest wskazanie i przeanalizowanie jak koncepcja EAS jest definiowana, a także weryfikacja przyjętej hipotezy: pomimo wielu konkurujących konceptualizacji EAS, w UE wyłania się wspólna jej interpretacja. Artykuł pokazuje, jak idea ESA jest przyjmowana i jak ewoluuje w odniesieniu do europejskich think-tanków oraz instytucji UE. Badania, o które oparto artykuł obejmowały szeroki przegląd literatury uwzględniający publikacje naukowe, publikacje think-tanków i oficjalne dokumenty unijne, a także wywiady z urzędnikami UE i przedstawicielami europejskich think-tanków.

    Immediately after independence, India joined the Non-Aligned Movement (NAM), which allowed it to avoid having to take sides with either of the then-existing two political-military blocs led by the US and the USSR. India under Jawaharlal Nehru, guided in foreign policy by principles derived from the traditions of Indian civilization, was not even able to anticipate and prevent China's aggression in 1962. Nehru's idealistic approach adopted by the Congress Party failed to ensure the permanence of power, and in 2014 the conservative-nationalist Indian People's Party (Bharatiya Janata Party) won the election, taking India's sovereignty and national interest as its supreme political imperative. The purpose of this article is to explain how the BJP government is striking a balance between India's traditional NAM-based strategic culture and growing defense ties with the US in the Indo-Pacific region. Therefore, it was necessary to present the evolution of Indian politics from radical non-alignment, grounded in the traditional value of non-violence (ahinsa), to so-called strategic autonomy.
    Wkrótce po uzyskaniu niepodległości India przystała do Ruchu Państw Niezaangażowanych, który pozwalał na uniknięcie konieczności opowiadania się po stronie żadnego z istniejących wówczas dwóch bloków polityczno-militarnych, którym przewodziły USA i ZSRR. India pod rządami Jawaharlala Nehru, kierując się w polityce zagranicznej zasadami wynikającymi z tradycji indyjskiej cywilizacji, nie były nawet zdolne przewidzieć i zapobiec agresji Chin w 1962 roku. Idealistyczne podejście Nehru przyjęte przez Partię Kongresową nie zapewniło trwałości władzy i w 2014 roku wybory wygrała konserwatywno-nacjonalistyczna Indyjska Partia Ludowa (Bharatiya Janata Party), dla której suwerenność i interes państwowy Indii stanowią naczelne imperatywy polityczne. Celem niniejszego artykułu jest wyjaśnienie, w jaki sposób rząd BJP osiąga równowagę między tradycyjną kulturą strategiczną Indii opartą na niezaangażowaniu, a rosnącymi więzami obronnymi z USA w regionie Indo-Pacyfiku. Dlatego niezbędne było przedstawienie ewolucji indyjskiej polityki od radykalnego niezaangażowania, mającego swoje oparcie w tradycyjnej wartości jaką stanowi powstrzymywanie się od przemocy (ahinsa) do tzw. strategicznej autonomii.

    The aim of this study is to examine the impact of digital technologies on the creation and final shape of the EU’s strategic autonomy. The author employed the network institutionalism as a theoretical basis and applied a critical analysis of the available material. The following hypothesis is positively verified: development of digital technologies is modifying strategic autonomy and extending it beyond the logic of freedom of political and military action. Digital resilience of core areas of EU’s functioning should be at the heart of this concept. The author argues that this model of strategic autonomy (enhanced by the close alliance with the United States) will enable the EU to strengthen its global position in technologically driven world. Less politicization is also a key reason for such a solution. It is particularly important in the context of the crisis of European integration.
    Celem niniejszej analizy jest zbadanie wpływu technologii cyfrowych na budowę i ostateczny kształt autonomii strategicznej UE. Autor przyjął sieciowy instytucjonalizm jako podstawę teoretyczną wywodu i zastosował metodę krytycznej analizy dostępnego materiału. Pozytywnie zweryfikował postawioną hipotezę, zakładającą, że rozwój technologii cyfrowych modyfikuje autonomię strategiczną i rozszerza ją poza logikę swobody działań polityczno-wojskowych. W centrum tego konceptu znajduje się natomiast odporność kluczowych, zdefiniowanych przez technologie cyfrowe obszarów funkcjonowania UE. Autor dowodzi, że budowa tego rodzaju autonomii strategicznej (wraz ze ścisłym sojuszem technologicznym z USA) pozwoli UE wzmocnić pozycję globalną. Za podjęciem jej budowy przemawia także mniejsze upolitycznienie, co jest szczególnie istotne w warunkach kryzysu integracji europejskiej.

    Since the mid-2010s, the nature of EU’s CSDP has been constantly evolving – the significance of crisis management decreases, while the defence industry-related cooperation becomes increasingly intense. This is also manifested in the wider use of mechanisms inherent in “civilian” European integration – establishing of programs and funds in particular. The key driver of this change is arguably the active attitude of the European Commission, which has finally gained influence on the shape of the CSDP-related agenda through the instruments it has developed. This paper aims to characterize the key manifestations of this phenomenon and the broader logic behind (especially the determinants of such an evolution), and to analyze its significance for the EU’s “strategic autonomy” aspirations – opportunities for and potential constraints on making the cooperation within CSDP more dynamic.
    Od połowy II dekady XXI w. charakter WPBiO UE ewoluuje – maleje znaczenie reagowania kryzysowego, coraz intensywniejsza staje się współpraca przemysłowo-obronna. Przejawia się to też w szerszym stosowaniu mechanizmów właściwych „cywilnej” integracji europejskiej – tworzeniu programów i funduszy. Kluczowym czynnikiem sprawczym tej zmiany jest aktywność Komisji Europejskiej, która zyskała ostatecznie wpływ na kształt agendy WPBiO za pośrednictwem stworzonych przez nią instrumentów. Zadaniem artykułu jest scharakteryzowanie przejawów tego zjawiska oraz towarzyszącej mu długofalowej logiki (w szczególności przyczyn tej ewolucji), a także analiza jego znaczenia w perspektywie aspiracji UE do osiągnięcia „strategicznej autonomii” – możliwości zdynamizowania współpracy w ramach WPBiO i potencjalnych ograniczeń w tym zakresie.

    Face à l’offensive russe en Ukraine, la Pologne est devenue un pays de première ligne et une plateforme stratégique clé pour les Etats-Unis, l’OTAN et ses principaux partenaires européens dans la fourniture d’une assistance militaire à Kiev. Le renforcement militaire du flanc oriental de l’OTAN, qui peut désormais être considéré comme acquis, se traduira par une importance accrue de la Pologne au sein de l’OTAN. Quelles sont les implications pour la stratégie globale de l’Alliance? Si l’OTAN peut consolider sa position en mer Baltique avec la Suède et la Finlande, on ne peut pas en dire autant a priori pour la mer Noire, compte tenu du rôle ambigu de la Turquie. Quel rôle la Pologne peut-elle jouer dans les deux cas? Les Etats-Unis, dont la Pologne s’est beaucoup rapprochée militairement, considèrent la Pologne comme leur principal point d’ancrage sur le continent européen, n’excluant même pas la possibilité de sa participation au programme de partage nucléaire. La quête de la Pologne pour gagner la place qui lui revient dans le nouvel équilibre européen en tant qu’acteur majeur de l’UE nécessitera une clarification de ses futurs contacts avec la Commission européenne et avec les principaux partenaires européens que sont la France et l’Allemagne, y compris l’avenir du Triangle de Weimar.
    Poland, in the face of the Russian offensive in Ukraine, has become a frontline country, but also a key strategic platform for the United States, NATO and its major European partners to provide military assistance to Kiev. The military reinforcement of NATO’s eastern flank, which can now be taken for granted, will give Poland greater weight in NATO. What implications does this have for the Alliance’s overall strategy? If NATO can consolidate its position in the Baltic Sea with Sweden and Finland, the same cannot be said a priori about the Black Sea, given Turkey’s ambiguous role. What role can Poland play in both cases? Warsaw has brought the United States even closer militarily, to the extent that they consider Poland their main anchor on the continent, not even completely excluding the possibility of its participation in the nuclear sharing program. Poland’s quest to win its rightful place in the new European equilibrium as a major EU player will require clarification of what its future contacts with the European Commission and with
    Polska w obliczu rosyjskiej ofensywy na Ukrainie stała się krajem frontowym, a dla Stanów Zjednoczonych, NATO i ich głównych partnerów europejskich – kluczową platformą strategiczną w zakresie dostarczania pomocy wojskowej dla Kijowa. Wzmocnienie militarne wschodniej flanki Sojuszu, które teraz można uznać za pewnik, przełoży się na większe znaczenie Polski w NATO. Jakie ma to konsekwencje dla ogólnej strategii Sojuszu? O ile NATO może skonsolidować swoją pozycję na Morzu Bałtyckim ze Szwecją i Finlandią, o tyle nie można tego a priori powiedzieć o Morzu Czarnym, biorąc pod uwagę niejednoznaczną rolę Turcji. Jaką rolę może odegrać Polska w obu przypadkach? Stany Zjednoczone, do których Polska bardzo zbliżyła się pod względem militarnym, uważają Polskę za swoją główną kotwicę na kontynencie europejskim i nie wyłączają nawet możliwości jej udziału w programie nuclear sharing. Dążenie Polski do zdobycia należnego jej miejsca (jako jednego z głównych graczy UE) w nowej równowadze europejskiej będzie uzależnione od tego, jakie będą jej przyszłe kontakty z Komisją Europejską oraz z kluczowymi partnerami europejskimi: Francją i Niemcami. Od tych relacji zależy również przyszłość Trójkąta Weimarskiego.

    The main aim of this series of three articles is to emphasize the significance of implementing the learning to learn idea in pre-service teacher education and in the qualified teacher’s career, since successful teaching necessitates developing personalized skills and strategies necessary for further, continued or lifelong learning. In Part I., the author presents formal qualifications, knowledge and skills second/foreign language teachers are expected to acquire in Polish and European teacher training institutions and pays special attention to the ability to promote learner autonomy through skillful teaching of varied learning strategies. In Part II., she discusses essential roles and tasks modern language teachers need to be able to perform with regard to strategy training and stresses the need for educating ‘strategic’ teachers able to foster learner self-regulated learning. In Part III., the author presents the results of her empirical studies aimed at helping teacher trainees learn to learn by expanding individualized strategy repertoires; she also proposes practical ways of incorporating learning strategy instruction into teacher education.
    Niniejszy cykl trzech artykułów podkreśla znaczenie aktywnej realizacji idei uczenia się jak się uczyć w kształceniu nauczycieli języków obcych oraz w rozwoju zawodowym wykwalifikowanego nauczyciela, jako że skuteczne nauczanie oznacza konieczność ciągłego rozwijania umiejętności i strategii niezbędnych do uczenia się przez całe życie. W części pierwszej autorka przedstawia formalne kwalifikacje, wiedzę i umiejętności, jakie nauczyciel języka drugiego/obcego powinien zdobyć w polskich i europejskich instytucjach kształcących nauczycieli. Autorka zwraca szczególną uwagę na umiejętności rozwijania autonomii ucznia poprzez wprawne nauczanie strategii uczenia się różnych typów. W części drugiej omówione są role i zadania współczesnego nauczyciela języka obcego wynikające z realizacji postulatu integracji nauczania języka obcego i treningu strategii, co wiąże się z potrzebą kształcenia tzw. „strategicznego” nauczyciela. W części trzeciej autorka prezentuje wyniki własnych badań empirycznych w zakresie treningu strategii uczenia się i użycia języka obcego oraz proponuje praktyczne sposoby prowadzenia treningu strategii w kształceniu nauczycieli.
