Rosyjski system gospodarczy można uznać za jeden z najbardziej oryginalnych i niepowtarzalnych systemów gospodarczych w dzisiejszym świecie. Jego odmienność jest następstwem wielu czynników, takich jak: szczególne warunki geograficzne, duże zasoby bogactw naturalnych czy zaszłości historyczne. Jedną z immanentnych cech tego systemu jest duża rola państwa w gospodarce, co w szczególności objawia się dużym udziałem przedsiębiorstw państwowych w życiu gospodarczym. W artykule zostanie dokonana analiza i charakterystyka sektora przedsiębiorstw państwowych w Rosji na tle funkcjonowania całego systemu gospodarczego. Zostanie również zaproponowana ich typologia, uwzględniająca rodowód, strukturę własności, prawne formy funkcjonowania i wpływ na gospodarkę Z dokonanej analizy wynika, iż obecny kształt sektora przedsiębiorstw państwowych w Rosji jest mocno uwarunkowany zaszłościami historycznymi, a także jest przedmiotem ciągłych zmian wynikających zarówno z jawnej, jak i ukrytej ewolucji polityki gospodarczej we współczesnej Rosji. Rosyjskie przedsiębiorstwa państwowe dobrze wpisują się jednak w specyficzny model kapitalizmu państwowego, który wykształcił się w ostatnich latach.
Russian economic system can be considered as one of the most original and unique economic systems in nowadays world. Its diversity is a result of many factors, such as specific geographic conditions, large reserves of natural resources or historical events. One of the inherent features of this system is the large role of state-owned enterprises in the economy. This article will look at the theoretical aspect of state-owned enterprises in Russia against the background of functioning of the whole economic system. Their typology will be proposed, taking into account the origin, ownership and legal forms of the operation. The analysis shows that the sector SOEs in Russia in influenced greatly by historical precedence, and its shape undergoes a continuous transformation resulting from both overt and undisclosed changes in economic policy of modern Russia. These enterprises, however, closely fit into the specific model of economic capitalism, which is being built in Russia in recent years.

The undeniable fact is that various social sciences and other disciplines constitute the research perspective which relates to the practice of a multidimensional phenomenon. The welfare state is an excellent example of such notion, which in its nature unifies many theoretical and practical positions. It seems, however, that the economic and political dimensions of the welfare state (as conceptual or pro-social proposals) are disproportionately exposed both on the basis of scientific reflection and pragmatic approaches used by the institutions of the state. This tendency to think in economic and political terms, which incidentally is maintained for several decades, represents: (a) only one side of a complex nature of social welfare, and (b) a significant reductionism, leading to the elimination of sociological, cultural, educational, and psychological consequences of the functioning of the welfare state. This article is designed to reverse the trend of the dominant perception of the construct of the welfare state in economic and political terms, and replace it with the highlight of the mainly sociological dimension of this phenomenon (the welfare state sociology). However, it does not mean abandonment of the economic and political dimensions in general, as they are an integral part of the issue.

Celem niniejszego artykułu jest próba odpowiedzi na pytanie, dlaczego w krajach Europy należących do zachodniego kręgu cywilizacyjnego w ostatnich latach wybuchł kryzys zaufania do demokracji liberalnej oraz w jaki sposób można go pokonać. Zdaniem autora, głównym powodem tego kryzysu jest bardzo instrumentalny stosunek dużej części obywateli tych państw do tej formy rządów. Darzą ją oni akceptacją i zaufaniem tylko do momentu, do którego zapewnia im dobrobyt i poczucie bezpieczeństwa, co obecnie – w ich przekonaniu – nie ma miejsca. Dlatego też, chcąc zmienić ten negatywny stan rzeczy, należy sprawić, by ponownie – w ramach demokracji liberalnej – ich potrzeby i aspiracje zaspokajane były na akceptowalnym przez nich poziomie. W tym celu konieczne jest spełnienie szeregu warunków, do których należy m.in.: przywrócenie zaufania obywateli do organów władzy oraz procedur wyborczych, podjęcie energicznych działań przeciwko rosnącym nierównościom społecznym, wzmożenie przez państwa działań na rzecz skutecznego zwalczania międzynarodowego terroryzmu – aczkolwiek z poszanowaniem liberalnych i demokratycznych wartości oraz wolności i praw człowieka – oraz rzeczywistej integracji przybyszy z innych kręgów cywilizacyjnych, przede wszystkim ze świata islamu. Jednocześnie politycy oraz przedstawiciele świata mediów powinni powrócić do dyskursu opartego na wartościach, na których zbudowane zostały ustroje państw europejskich należących do zachodniego kręgu cywilizacyjnego.
The Financial Action Task Force (FATF) constitutes an important pillar in the regulatory system of international economic relations. The Group can be seen as a modern equivalent of the nineteenthcentury “concert of powers”. Five characteristics of the latter – 1) special role of great powers; 2) semi-openness; 3) main purpose of serving the interest of its members; 4) accepting intervention into affairs of non-members; 5) limited institutionalization – can also be used to describe FATF. The article elaborates on the multiple similarities, while also discussing the differences between both systems. The conclusion is that despite its minor drawbacks, the FATF model is an efficient and effective tool in combating crime and terrorism, and as such is beneficial for the whole international community, not only the very members of the Group.

The specificity of Rothbard’s thought consists in his original property theory. A part of the article entitled, Concept of Absolute Property is dedicated to that problem. To highlight the importance of the absolute property right, I confront it with John Locke’s limited property right. The chapter, Negation of state and negation of poverty, demonstrates that uncompromising criticism of the institution of state is an attempt at solving the problem of poverty by economic means. The idea is simple: eliminate the state that impoverishes people and deprives them of the fruit of their labour. The section Potential for charity looks towards anthropology; I present Rothbard’s understanding of people and indicate the goal of human existence. I claim that rightful participants of economic processes are guided by their own interests, which does not mean that their decisions and behaviours exclude altruistic actions. Summarising the whole of the considerations of the part Libertarian ethos, I refer to the axiom of the ethics founded by Rothbard and I aim at identifying the essence of libertarian justice, which I juxtapose with distributive justice. Discussing Rothbard’s thought, I place the main emphasis on extracting a new way of thinking about ethics and justice. In particular, I wish to demonstrate that the absolute nature of property rights does not negate obligations towards people and may contribute to solution of the problem of poverty.

Autor analizuje wybrane cechy kapitalizmu w państwach Europy Środkowej. Opisuje różne koncepcje teoretyczne tego zagadnienia, w tym podejście sformułowane przez L. Kinga i I. Szelenyi'ego, które zakłada, że zmiany systemowe w państwach tego regionu szczególnie adekwatnie charakteryzuje perspektywa kapitalizmu "z zewnątrz" (from without). Ukazuje ona jego specyfikę w tym, że w kluczowym okresie pokomunistycznych zmian ustrojowych występowało zjawisko absencji znaczących klas prywatnych właścicieli, którzy na Zachodzie byli głównymi promotorami gospodarki rynkowej. Artykuł wskazuje zalety i wady modelu gospodarczego uformowanego przez dominujący udział kapitału zagranicznego, zwłaszcza będące konsekwencją tego zjawiska ograniczenia podmiotowości polityki gospodarczej państwa oraz szans rozwojowych rodzimego biznesu. Charakteryzuje obawy, że model ten ukształtowany w Polsce (i innych państwach regionu) po 1989 r. wyznacza krajowym przedsiębiorstwom role korporacyjnych poddostawców, głównie tradycyjnych lub niszowych produktów oraz usług.
The author analyses the selected aspects of capitalism in the countries of Central Europe. The author presents the various theoretical concepts that refer to the issue in question involving the concept coined by L. King and I. Szelenyi, which holds that the systemic changes in the countries of this region are specifically characterised by the perspective of 'from without' capitalism. They believe that the specificity of the capitalist system lies in the fact that in the key times of the post-communist changes of the political system, the issue of the absence of an important class of private owners was not addressed. In the West private proprietors were the ones that constituted the main driving force of an open-market economy. The article presents the advantages and drawbacks of an economic model formed by the dominant share of foreign capital, with an emphasis placed on the consequences of the issue in question on the limitations of the subjectivity of economic policy of a state as well as the development chances of local businesses. It manifests the fears that the model created in Poland (and in other countries of the region) after the year 1989 sets the role model for local enterprises of corporate subcontractors of mainly traditional or niche products and services.

Theoretical background: The article is devoted to the knowledge gap in understanding processes of growing state interventionism in a number of post-communist countries, Poland being one of the most notable examples. This evolution is still understudied in the literature, both in terms of evidence and proper theoretical framework. Existing theoretical perspectives have been created for studying other types of economies an do not fully fit the transition ones. Among these perspectives, the state capitalism (SC) one seems to be the most promising.Purpose of the article: The task of this paper is to study the growing state interventionism in Poland using the state capitalism approach which had to be refined by the authors in order to be more applicable for analyzing transition economies. Using this framework, the history of SC formation and its present state in Poland are studied, including specific features of Polish state capitalism, e.g. the importance of the state-owned enterprise (SOE) sector as the source of rents, as well as the varieties of the state control over the enterprise sector.Research methods: The article makes use of mostly qualitative methods, quantitative ones playing an auxiliary role by systematizing evidence used in qualitative research. The study was based on analysis of the existing literature and evidence of interventionist practices of the Polish government. The authors attempted to fine-tune the SC approach both through refining its definition and including areas previously mostly neglected by SC studies such as relationships between the state and the enterprise sector. They created a typology of SC phenomena in transition economies which made it possible to study the Polish case in a comprehensive way.Main findings: At this stage, the authors think that no strict definition of state capitalism is possible because of its highly contextual character. Thus, the outcome of the study may not be universal, but the authors believe that their concept of six basic features of state capitalism may be applicable not only to Poland, but to other transition economies as well. Besides, the article raises awareness of the importance of state-controlled enterprises in studies on state capitalism. The article also identifies challenges for further research and the still existing knowledge gaps. Among others, the questions remain, whether the statist trends in Poland and other countries lead to a system change and what are the roots of these trends.

The paper deals with the contemporary Chinese capitalism. The author discusses key features of Chinese political economy in the context of profound transformation it currently undergoes. The author claims that the change is a dynamic process of adaptation of the Chinese state to external environment combined with a struggle of state institutions to retain political power and social legitimacy. As a result the transformation process may be described as multilinear, 50 instead of speaking about 'Chinese model of capitalism', it is more appropriate to use a plural form, and speak about 'Chinese models of capitalism'.

To argue for the acknowledgment of the importance of historical materialism today when the cold-war and communism have for more than two decades ceased to exist it might create the perception of appearing dejected. Yet such a task which we attempt to take in this work is possible, if only because of the way that our actuality has depicted itself. One can argue for example that the significance of historical materialism as an elucidating method was never reliant on the success of the authoritarian regimes of communism that gave it a face of their own, any more than has traditional conservatism been dependent on social Darwinism, racist or/and aggressive regimes. Beyond this indication we argue of the possibility that historical materialism can be recognised as explanatory system, as one that in derivation and maturity has as its focus of analysis and particularly lays emphasis on what more than ever before governs our social world today, capitalism. The cold war proved the ground or rather the fit for concealing the social and economic divide and made that division namely in competing strategic interest: with the failure of communism and the freeing of historical materialism itself, IR might as well accept the degree to which socio-economic issues determined its agenda and policy of the west.

This paper analyses how the role of formal employment regulations (labour law) is described in the propositions of researchers who use the varieties of capitalism perspective (VoC). VoC is paradigmatic in comparative research on capitalism. The paper presents the different approaches to the role of regulations that intervene in the relations between employers and employees. Some researchers ignore formal employment regulations and focus on larger units of analysis. The next group of researchers is more focused on comparing systems of production in different states and concentrates on the economic function of labour law. Researchers who combine economic analyses with research on the welfare state treat employment regulation as a supplement or substitute for the instruments of the welfare state. Finally, research focused on the issue of institutional change tends to integrate both functional approaches and treats formal employment regulations from the point of view of institutional coherence, manifesting a specific, identified function. The paper argues that the conceptualization of the role of formal employment regulations depends on the way one understands the role of formal law and institutions within the economic order. Institutions can be seen either as a formal ‘superstructure’ that eases economic coordination, or as a manifestation of the will to limit the expansion of market logic.
Artykuł analizuje, w jaki sposób opisywana jest rola formalnych regulacji zatrudnienia (prawa pracy) w propozycjach badaczy wykorzystujących perspektywę różnorodności kapitalizmu (varieties of capitalism – VoC). VoC jest paradygmatycznym nurtem w porównawczych badaniach nad kapitalizmem. Artykuł pokazuje odmienne stanowiska i perspektywy na rolę regulacji ingerujących w stosunki między pracodawcami a pracownikami. Część badaczy wykorzystujących perspektywę VoC ignoruje zagadnienie formalnych regulacji zatrudnienia na rzecz większych jednostek analizy. Kolejna grupa badaczy, skoncentrowana bardziej na porównywaniu systemów produkcji między państwami, skupia się na ekonomicznej funkcji prawa pracy. Część badaczy, którzy łączą perspektywę ekonomiczną z analizami państwa dobrobytu, traktuje regulacje zatrudnienia jako uzupełnienie lub substytut instrumentów welfare state. Wreszcie, badania skoncentrowane na zmianie instytucjonalnej integrują oba funkcjonalne ujęcia, analizując formalne regulacje zatrudnienia pod kątem utrzymywania spójności modeli instytucjonalnych z konkretnymi, zidentyfikowanymi funkcjami. Autor argumentuje, że konceptualizacja roli formalnych regulacji zatrudnienia zależy od tego, w jaki sposób rozumie się rolę formalnego prawa i instytucji w obrębie samego porządku gospodarczego. Instytucje można widzieć albo jako formalną nadbudowę ułatwiającą koordynację ekonomiczną, albo też jako przejaw chęci ograniczenia ekspansji logiki rynkowej.

In many countries we observe co-existence of markets and states of an authoritarian face. State capitalism is an economic-social system in which governments manipulate market outcomes for political purposes. There is a wide-spread fear that foreign direct investment, state owned enterprises and sovereign wealth funds are guided in their decisions by political and geostrategicrationales rather than by the traditional marked-oriented mind frame, thus distorting competition. Contemporary state capitalism is not a new phenomenon but an aftermath of the recent global crisis which seems to have legitimised the renaissance of state capitalism. Consequently, many economies see their governments resort to stronger roles. In this paper the question we ask is whether state capitalism changes free-market capitalism conceptually and practically and whether it offers, instead, an attractive alternative to emerging economies. State owned enterprises and sovereign wealth funds adapt to market conditions rather than seek to realise their political goals. State capitalism is not a new type of an economic system but a new category that can be treated within the existing theoretical frameworks. Yet, a close look at the model shows its weaknesses. When the government favours its own entities, the other suffer, and the producers and consumers pay (alternative costs). State capitalism does not guarantee stability and works well only when  directed by a competent state. State capitalism seems to be a political and economic reality but it must be treated as a stage in the development of diversified market economy. In this perspective, state capitalism is the road to prosperity through the use of unorthodox economic tools.
W wielu krajach następuje współwystępowanie rynków oraz państwa o obliczu autorytarnym. Kapitalizm państwowy to system ekonomiczno-społeczny, w którym rządy manipulują rynkiem dla swoich celów politycznych. W ogólnych obawach bezpośrednie inwestycje zagraniczne, firmy i fundusze państwowe, realizują swoje polityczne i geostrategiczne plany bardziej niż te o charakterze rynkowym. Współczesny kapitalizm państwowy nie jest nowym zjawiskiem, ale następstwem globalnego kryzysu, który powoduje wzrost udziału państwa. Zatem pytanie brzmi, czy kapitalizm państwowy zmienia w sposób konceptualny i praktyczny dotychczasowy kapitalizm wolnorynkowy i stanowi atrakcyjną alternatywę dla rozwijających się gospodarek. Firmy państwowe i fundusze państwowe raczej adaptują warunki rynkowe, niż realizują założenia polityczne. Kapitalizm państwowy to nie jest nowy typ systemu ekonomicznego ani teorii ekonomicznej. Wykazuje swoje słabości. Jeśli rząd faworyzuje swoje jednostki, koszty tego ponoszą producenci i konsumenci (koszty alternatywne). Kapitalizm państwowy nie gwarantuje stabilności i jest efektywny, jeśli państwo jest efektywne. Kapitalizm państwowy wydaje się polityczną i ekonomiczną rzeczywistością, ale musi się zmagać z rozwijającą się i zdywersyfikowaną gospodarką rynkową. W tej perspektywie to droga do dobrobytu przez zastosowanie nieortodoksyjnych narzędzi ekonomicznych.

In this paper the author has analyzed Rothbard’s views in terms of social and eco-nomic issues in anarcho-capitalism. Market failures in the libertarian view were consid-ered as state failures (e.g. external effects, monopoly). The author has also considered opinions of critics of libertarian thought. On the ground of textual criticism this paper has demonstrated the controversy of Rothbard’s thesis and their inspirational power.
