Sentencją przeprowadzenia przeze mnie oceny pozamilitarnych przygotowań obronnych w Polsce, było powszechnie znane powiedzenie, że dziś nie wystarczy „wiedzieć, że” ani „wiedzieć jak”, ale trzeba „wiedzieć dlaczego”. Uwzględniając charakter problemu, należy pamiętać, że pozamilitarne przygotowania obronne państwa, rozumiane jako „proces realizowany przez wszystkie pozamilitarne podmioty systemu obronnego państwa, obejmujący całokształt przedsięwzięć planistycznych, organizacyjnych i rzeczowo-finansowych, mających na celu przygotowanie sił i środków oraz sposobów (procedur) działania tych podmiotów do zapewnienia przetrwania państwa i jego obywateli w razie wystąpienia zewnętrznego zagrożenia bezpieczeństwa i w czasie wojny”, stanowią rozległy interdyscyplinarny obszar poznania. Przyjęte zatem musiały być przez autora pewne ograniczenia nawiązujące do tytułu rozdziału, co w konsekwencji doprowadziło do wyboru określonych priorytetów mających na celu określenie mocnych i słabych stron oraz szans i zagrożeń pozamilitarnych przygotowań obronnych w Polsce. Przeprowadzone analizy w przedmiotowym zakresie umożliwiły na określenie kierunków doskonalenia tych przygotowań ora sformułowanie rekomendacji.
The sentence of my assessment of non-military defense preparations in Poland was the well-known saying that today it is not enough to "know that" or "know how", but you need to "know why". Considering the nature of the problem, it should be remembered that non-military state defense preparations, understood as "the process carried out by all non-military entities of the state defense system, covering all planning, organizational and material-financial undertakings aimed at preparing forces and means and methods (procedures) of action these entities to ensure the survival of the state and its citizens in the event of an external security threat and during war, "constitute a vast interdisciplinary area of knowledge. Therefore, the author had to adopt certain restrictions referring to the title of the chapter, which in consequence led to the selection of specific priorities aimed at determining the strengths and weaknesses as well as opportunities and threats of non-military defense preparations in Poland. The analyses carried out in the subject area allowed to determine the directions of improvement of these preparations and to formulate recommendations.

The purpose of this article is to show the main factors determining the development of rail transport, and their impact on the functioning of the modern defense system of the state and to present the impact of rail transport on the aforementioned system. This objective was caused by the necessity to look for common areas of interest regarding the railway transport system and national defense, which may enable better preparation in various states of the state’s functioning.

This article is an attempt to identify defensive tasks performed at individual levels of territorial self-government in Poland. Defense tasks are implemented within the State Defense System, which is a subsystem of the National Security System (NSS). Therefore, the article indicates the location of the Defense System in the National Security System, the structure of NSS and the mission of its individual subsystems. The author also presents the functioning of territorial self-government in Poland and specifies tasks implemented by territorial self-government. The subject of the research are defense tasks implemented by local governments in Poland, and the aim is an attempt to identify defense tasks performed at individual levels of local government. The following theoretical research methods were used: analysis, synthesis, abstraction and inference.

Pozamilitarne przygotowania obronne państwa są procesem podejmowania określonych działań przez organy właściwe w tym zakresie, na podstawie obowiązującego prawa. Ważnym aspektem w procesie tych przygotowań, zapewniającym racjonalne postępowanie wszystkich jego uczestników, jest określenie dziedzin, zakresu oraz zasad (reguł) obowiązujących w procesie tych przygotowań. Sentencją mojej pracy na etapie pogłębiania wiedzy w przedmiotowym zakresie, było powszechnie znane powiedzenie, że dziś nie wystarczy „wiedzieć, że” ani „wiedzieć jak”, ale trzeba „wiedzieć dlaczego”. Kierując się tą maksymą, a także potrzebą usystematyzowania wiedzy z zakresu pozamilitarnych przygotowań obronnych państwa, w niniejszym opracowaniu zostały przedstawione dziedziny, zakres oraz zasady obowiązujące w procesie tych przygotowań. Zaprezentowane w artykule treści są rezultatem dociekań autora nad wybranymi problemami pozamilitarnych przygotowań obronnych państwa w integrującym się systemie bezpieczeństwa narodowego. Uwzględniając charakter problemu, należy pamiętać, że pozamilitarne przygotowania obronne państwa stanowią rozległy interdyscyplinarny obszar poznania. Przyjęte zatem musiały być przez autora pewne ograniczenia nawiązujące do tytułu opracowania, co w konsekwencji doprowadziło do wyboru określonych priorytetów.
Non-military defence preparations of the state are a process of undertaking specific actions by the competent authorities in this respect, on the basis of applicable law. An important aspect in the process of these preparations, ensuring the rational behaviour of all its participants, is the definition of the areas, scope and principles (rules) applicable in the process of these preparations. The sentence of my work at the stage of deepening knowledge in the field was the well-known saying that today it is not enough to "know that" or "know how", but you need to "know why". Guided by this maxim, as well as the need to systematize knowledge in the field of non-military defense preparations of the state, the present study presents the fields, scope and principles applicable in the process of these preparations. The content presented in the article is the result of the author's inquiries into selected problems of non-military defence preparations of the state in the integrating national security system. Given the nature of the problem, it should be remembered that non-military defence preparations of the state constitute a vast interdisciplinary area of knowledge. Therefore, the author had to adopt certain restrictions referring to the title of the study, which in consequence led to the selection of specific priorities.

Przygotowania obronne w Polsce prowadzone są w oparciu o obowiązujący system aktów prawnych i normatywnych, który wpisuje się w konstytucyjny porządek prawny Rzeczypospolitej Polskiej. Należy podkreślić, że skuteczność przygotowań obronnych państwa bez udziału przedsiębiorców jest niemożliwa. W związku z tym, w procesie przygotowań obronnych państwa realizowanych w czasie pokoju należy odpowiednio przygotowywać siły i środki przedsiębiorców do ich wykorzystania w czasie mobilizacji i wojny. Podjęta w artykule próba systematyzacji prawnych oraz organizacyjnych aspektów udziału przedsiębiorców w procesie przygotowań obronnych w Polsce wynika ze zmiany obowiązujących przepisów prawnych wprowadzonych przez ustawę z dnia 11 marca 2022 r o obronie Ojczyzny. Wspomniana ustawa uchylając przepisy ustawy z dnia 23 sierpnia 2001 o organizowaniu zadań na rzecz obronności państwa realizowanych przez przedsiębiorców w sposób zasadniczy zmieniła dotychczas obowiązujący zakres przedmiotowy i podmiotowy wyłącznie do organizowania zadań realizowanych przez przedsiębiorców na rzecz Sił Zbrojnych RP. Sentencją pracy autora na etapie pogłębiania wiedzy w przedmiotowym zakresie, było powszechnie znane powiedzenie, że dziś nie wystarczy „wiedzieć, że” ani „wiedzieć jak”, ale trzeba „wiedzieć dlaczego”. Kierując się tą przesłanką, a także potrzebą usystematyzowania wiedzy z przedmiotowego zakresu w niniejszym opracowaniu zostały przedstawione dwa okresy opisujące problematykę udziału przedsiębiorców w procesie przygotowań obronnych w Polsce: przed i po wprowadzeniu przepisów ustawy z dnia 11 marca 2022 roku o obronie Ojczyzny.
Defense preparations in Poland are carried out on the basis of the applicable system of legal and normative acts, which is in line with the constitutional legal order of the Republic of Poland. It should be emphasized that the effectiveness of state defense preparations without the participation of entrepreneurs is impossible. Therefore, in the process of state defense preparations carried out in peacetime, the forces and resources of entrepreneurs should be properly prepared for their use during mobilization and war. The attempt to systematize the legal and organizational aspects of the participation of entrepreneurs in the process of defense preparations in Poland, made in the article, results from the change in the applicable legal provisions introduced by the Act of March 11, 2022 on the defense of the Fatherland. The aforementioned act, by repealing the provisions of the Act of 23 August 2001 on the organization of tasks for state defense carried out by entrepreneurs, fundamentally changed the existing objective and subjective scope only to organize tasks carried out by entrepreneurs for the Polish Armed Forces. The notion of the author's work at the stage of deepening knowledge in this field was the well-known saying that today it is not enough to "know that" or "know how", but to "know why". Guided by this premise, as well as the need to systematize knowledge in this field, this study presents two periods describing the issues of entrepreneurs' participation in the process of defense preparations in Poland: before and after the introduction of the provisions of the Act of March 11, 2022 on the defense of the Fatherland.

Opis:
National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Cel publikacji obejmuje opis i eksplanację zasadniczych problemów dotyczących utrzymania i doskonalenia zdolności obronnych Polski w aspekcie nowych wyzwań i zagrożeń. Współcześnie działania w tym zakresie realizuje się w ramach jej systemu bezpieczeństwa narodowego. Zasadnym było przyjęcie założenia, że efektywność tych działań może być ograniczona, niezależnie od adekwatnej identyfikacji zagrożeń i wyzwań, jak również podjęcia celowych działań organizacyjnych. Determinantami powyższego są, zarówno zidentyfikowane w artykule słabe strony rozwiązań organizacyjnych w Polsce, jak i czynniki zewnętrzne, w szczególności wynikające ze zmian sytuacji międzynarodowej. Dodatkową wartość dodaną uzyskano stosując szerokie podejście do badań podjętej problematyki – w szczególności poprzez analizę obejmującą zarówno piśmiennictwo, jak i dokumentów strategicznych w zakresie bezpieczeństwa państwa, bezpieczeństwa narodowego oraz obronności, a ponadto uwzględniając, wraz z czynnikami o charakterze polityczno-militarnym, także różnorodne czynniki i konteksty: ochronne, gospodarcze i społeczne.
The purpose of the publication includes the description and exploration of fundamental problems in the scope of maintaining and improving Poland's defense capabilities in the aspect of new challenges and threats. Nowadays, activities in this area are implemented as part of its national security system. It was reasonable to assume that the effectiveness of these activities may be limited, regardless of the adequate identification of threats and challenges, as well as the taking of purposeful organizational measures. The determinants of the above are both the weaknesses of organizational solutions in Poland identified in the article, as well as external factors, in particular those resulting from changes in the international situation. Additional added value was obtained by using a broad approach to researching the issues taken up - in particular by analysing both literature and strategic documents in the field of national security, national security and defense, and also taking into account various protective, economic and social factors and contexts - together with factors of a political and military nature.

Th e content of this article constitute a description of the results of studies that relate the theoretical foundations of the science of defense and security sciences, fi rst of all being, genesis, scientifi c apparatus and identifi cation of these disciplines. Furthermore, the considerations were also the views of terminology related with the wider defense and security, it presents the origins of the science of defense and science of safety which were selected from former military sciences, as well as in the whole of the present problems characterized became an object of study of these disciplines and their identifi cation, nature, scope, formal separation in other sciences. Th e article includes content that relate to the explanations describing the identifi cation of security and defense. It presents the current importance of selected basic terms of system and related safety disciplines of science and the science of defense. Th e descriptions and explanations allow you to bring issues of their identity. Th e subject of the investigations presented in this article are primarily diff erences between the teachings of security and defense sciences. Referring to previous work in both areas by indicating their origin and the need to distinguish the subject of research. While both disciplines within the social sciences can use a common methodology, it distinguish their subject knowledge is regarded as a prerequisite for the functioning of these disciplines.
Treść niniejszego artykułu stanowi opis wyników badań, które dotyczą teoretycznych podstaw nauk o obronności i nauk o bezpieczeństwie, przede wszystkim istoty, genezy, aparatu naukowego oraz identyfi kacji tychże dyscyplin naukowych. Ponadto przedmiotem rozważań były poglądy terminologiczne związane z szeroko rozumianą obronnością i bezpieczeństwem, przedstawiona została geneza powstania nauk o obronności i nauk o bezpieczeństwie, które wyłoniono z byłych nauk wojskowych, a także w całokształcie rozpatrywanej problematyki scharakteryzowano przedmiot badań tychże dyscyplin naukowych, ich identyfi kację, istotę, zakres oraz formalne wyodrębnienie w systemie nauk. W artykule zawarto treści, które dotyczą wyjaśnień opisujących identyfi kację bezpieczeństwa i obronności. Przedstawiono w nim aktualne znaczenia wybranych, podstawowych terminów systemowych oraz związanych z dyscyplinami nauk o bezpieczeństwie i nauk o obronności. Przedstawione opisy i wyjaśnienia pozwalają przybliżyć kwestie ich tożsamości. Przedmiotem dociekań prezentowanych w niniejszym artykule są przede wszystkim różnice między naukami o bezpieczeństwie a naukami o obronności. Odnosząc się do dotychczasowych prac w obu dziedzinach, wskazano ich rodowód i konieczność rozróżnienia przedmiotu badań. O ile obie dyscypliny, mieszczące się w dziedzinie nauk społecznych posługiwać się mogą jednolitą metodologią, o tyle rozróżnienie ich przedmiotów poznania jest traktowane jako warunek konieczny funkcjonowania tych dyscyplin.

Artykuł prezentuje rozważania o wzajemnych relacjach między strategią a polityką państwa w kontekście bezpieczeństwa i obronności. Określa rolę potencjału (potęgi) państwa, miejsca geopolitycznego i geostrategicznego oraz pozycji międzynarodowej. Zawiera ocenę najnowszej Strategii bezpieczeństwa narodowego z 2014 roku. Kończy refleksją o nowych wyzwaniach wobec systemu bezpieczeństwa Polski.
The article presents considerations about relations between the strategy and policy of the state in the context of security and defense. Article defines the role of state capabilities (power), geopolitical and geostrategic place and international position. It includes an assessment of the latest National Security Strategy of 2014. Article’s summary is an afterthought about new challenges concerning the Poland’s defense system.

The White Book
Opis:
Main prerequisite for any state to maintain its sovereignty and territorial integrity is defined by its ability to maintain its security and defense. By doing so, states define through their strategic security documents their security environment, security interests, security and in the end their security and defense policies. Same applies for Slovak Republic (SVK). Within its security system, developed in order to implement security and defense policies, Armed forces of the Slovak Republic (AF SVK) play crucial role. AF SVK significantly contributes to the process of maintaining peace, security, sovereignty, territorial integrity and fulfillment of international obligations by which Slovak republic is committed. Within the need to maintain auto reproductive function of the AF SVK, Ministry of Defense of the Slovak Republic prepared strategic document assessing development of capabilities of AF SVK and requirements for future development – The White Book. Government of SVK approved this document on 26 of June 2013 under number 326/2013. As such it created basic environment for future development of AS SVK in order to boost their capabilities within security system of SVK. Nowadays actualization of the White Book is considered, which will adjust requirements for development within AF SVK after changes to security environment of SVK established in 2013.
