Opis:
This two-part article reviews the current legal situation of professional personnel implementing hyperbaric procedures other than those used for diving. Numerous inconsistencies between the existing legal acts and the lack of legal regulations concerning procedures not financed from the State budget are shown. The first significant problem was the lack of mutual correlation of various regulations of the Minister of Health concerning hyperbaric diseases, as well as incoherence with medical and nursing specialisation programs in force in Poland. The second problem is the lack of requirements in the documents of the Ministry of Health for medical staff other than doctors and nurses, including technical staff, necessary for the implementation of a safe oxybarotherapy procedure. The situation is clearer with respect to technical personnel than in relation to medical personnel. There are provisions which strictly define the qualifications of such staff for a very narrow group of technical personnel. Although they deal with issues related to the use of hyperbaric chambers in diving, to date no other separate regulations have been developed for medical applications of hyperbaric therapy. Unfortunately, both in centres financed by the National Health Fund and in private centres, no-one observes these regulations because there is no such formal requirement. The same applies to occupational research (occupational medicine) for all groups of personnel involved in hyperbaric oxygen therapy treatments. It was also found that medical hyperbaric centres not seeking funding from the budget (the National Health Fund) do not have even minimum qualification requirements for the medical staff working there. Furthermore, there is no knowledge of the requirements set out in other legal acts other than those concerning medicine.

The use of simulation in training staffs and personnel (primarily military) had already begun in the seventies of the last century, yet only in developed countries. Slovak Republic, even as non-NATO member (year 2000), has fully implemented standard simulation tools for constructive simulation into staffs’ training environment. Training and preparation of personnel is exactly the area where the possibilities for simulation technologies are (and still going to be) endless. Simulations are the important element able to fully contribute to the formation of skills of crisis managers making non-standard decisions in non-standard situations which are in line with the needs of the most effective protection of lives and property of citizens. The civil sector is looking for ways and possibilities of effective preparation due to changes in the security environment and the consequent necessity for active education of crisis managers. The article discusses the use of simulations and simulation technologies in the process of preparation and training from the military to civilian sector. The quality of training of crisis staff at both individual and collective level determines the real ability of action and the standard of coping with crisis and emergency situations. This article also presents actual results and the contributions of experimental crisis management computer assisted exercises and also defines the area of training and points to the fact that simulations are optimal alternative solutions of the training process linked to theoretical as well as practical knowledge.

The aim of this study is to investigate the effects of personality traits on burnout among staff at the Central Bank of the Islamic Republic of Iran. The present study is applied and survey-descriptive from aspect of aim and data collection, respectively. The statistical population of the study was all employees of the Central Bank, of which 348 persons were selected by simple random sampling method. Research tools were NEO questionnaire of personality traits, Maslach and Jackson Burnout Inventory (1981). Cronbach's alpha to evaluate the reliability of questionnaires was obtained 0.734 and 0.716, respectively. Data collected were analyzed using structural equation modeling software in Lisrel environment and regression and Pearson's correlation tests in SPSS software. The findings of the study show that there is a significant relationship between five dimensions of personality traits (neuroticism, extraversion, Experience-taking, consistency and loyalty) with burnout. The results showed that people with the neuroticism personality trait and more consistency have been more prone to job burnout. Other results also showed that the neuroticism, extraversion, consistency and loyalty personality traits are good predictors of job burnout variable.

Transformational Leaders have a vision for the future, seek change and are challenged from their followers. Purpose: The exploration of the implementation of transformational leadership in nursing. Results: Since the early 1990s, transformational leadership started to be supported by nursing scholars. The first article advocating transformational leadership as a choice strategy for nursing, published in 1988. Later, it was stressed that modern health care requires new visions and enhanced models of nursing practice and the catalyst for that is transformative leadership and gradually, it was argued that successful leaders are the transformational leaders. In the 21th century it was obvious that transformational leadership was important for nursing from the growing number of published articles on the topic. Transformational leadership is affecting positively the nurses’ job satisfaction and contributes on reducing exhaustion, anxiety of nurses. Conclusions: The positive impact of transformational leaders on work performance and nurses satisfaction is evident, nevertheless much more effort has to be paid by nursing managers for increasing its use in the nursing departments of the hospitals.

Goal – the article is devoted to the analysis of corporate social responsibility as a social, economic and legal phenomenon. The article presents the results of a theoretical and empirical sociological study of the features of the influence of organizational strategies of corporate social responsibility on the staff identity formation of companies and organizations in St.-Petersburg and the North‑West region of Russia. Research methodology – the authors argue that the development of ideas related to the need to create their own strategies for corporate social responsibility was significantly influenced by the practices of Western European firms and companies that began active cross‑border cooperation with Russian companies in the late XX – early XXI centuries. Score/results – the results of the study proved that socially responsible actions of Russian or foreign companies help to improve the internal organizational climate, improve the attitude of employees to their company and staff identity formation. Implementation of corporate social responsibility practices also solves complex organizational problems, for example, such as: increasing the level of staff loyalty and reducing staff turnover. Originality/value – the study showed that Russian companies are still lagging behind the West European companies in the field of creating and implementing effective corporate social responsibility strategies. But some examples show that Russian companies are already actively involved in the development of corporate social responsibility of a new, modern type.

Opis:
This paper assesses the effects of the staff separation process on the employees of AMREF Kenya. The Survey Research Design was used to carry out this study with the aim of accurately reflecting the real figure in the wider population of AMREF Kenya employees and to find out the effects of AMREF Kenya’s Separation Process towards the employees. The study population consisted of men and women who are employees of AMREF Kenya Country Office. The Systematic Random Sampling technique was used to obtain a sample size of 50 employees, 42 of whom participated in the study. Approval was sort by the Principal Investigator from the management of AMREF Kenya Country Office; a brief introduction and purpose of the study was given, and a written /oral consent to take part in the study was then obtained. This was followed by data collection using questionnaires that had both quantitative and qualitative properties. The questionnaires were collected after a month from all the 42 participants and were stored, then the data analyzed. Data entry was done during analysis where the questionnaires’ serial numbers were cross checked to confirm if all questionnaires were returned. Data entry was carried out using the Microsoft Excel package. The data was then edited to correct errors and verification was done to eliminate any discrepancies in the numbers entered. The data was summarized appropriately using means and proportions, and it was analyzed using the IBM SPSS version 20.0 where the findings were presented in tables and figures for easy interpretation. The findings show that majority of the separated staff were stressed as a result of their job loss; this was followed by financial difficulties, depression, poor health and family problems. The paper further shows that the employees of AMREF Kenya experienced high levels of uncertainty after layoffs; their trust towards management reduced; they were angered by layoffs and their loyalty towards the organization slightly reduced. Employee productivity and participation, and their confidence towards the management of AMREF Kenya worsened. It was concluded that the effects of the staff separation at AMREF Kenya negatively impacted on both the separated and retained staff. The findings show that separated employees face a plethora of challenges as a result of the layoff which affects their morale and way of life. The layoffs are also detrimental to the retained staff as they negatively affect their productivity, loyalty and confidence towards AMREF Kenya’s management thus causing them to seek for employment opportunities with job security in mind. The study recommended that AMREF’s management should carry out employee engagement surveys on a regular basis to find out the various implications that both the separated and retained staff experience as a result of the layoffs and ways to mitigate them.

Each organization and industry is specific, and the solutions functioning there are adequate to the nature of the company. In its entirety, this applies to transport companies that are growing dynamically, especially with regard to road and freight vehicle transport. These assumptions underlie the authors' scientific interest in one of the functions of management, which is motivation. The article shows that it is interpreted in many different ways. It has a special dimension when dealing with transport companies, where two main groups of employees can be distinguished: drivers and employees of other departments who care for the effective functioning of the company. It has been indicated that motivation plays an important role in achieving the set goals. In the case of transport companies, motivation is "governed" by slightly different laws than in the case of other economic entities. In the case of drivers, who are mainly men, the main motivator is cash prizes. The results of the conducted research showed that various types of motivators are appreciated in relation to the remaining employees of transport companies. Regardless of the function performed or the nature of the tasks performed, they are to be a positive stimulus of behaviour and attitudes aimed at achieving the company's goals.

On the basis of total assessments, analyzes, diagnoses and forecasts presented in the paper, it should be recognized that human resources - in particular qualified staff – are the most valuable resource of modern economies. Changes that occur significantly may decrease this asset. The key determinant shaping indicated threat is reversal of the age pyramid and associated: demographic depression and population aging. So how to shape solutions in these realities, thanks to which you can limit effects of changes taking place and counteract them? In the context of human resources, it seems that it is inevitable first and foremost to anticipate changes and to respond to it constantly.

Railway infrastructure managers are obliged to check technical condition of infrastructure in order to maintain safe traffic. Usually this is done using conventional methods and tools or directly through the inspections made by the technical staff . Technological development which is currently being experienced indicates the availability of new measurement methods that can be used to monitor the condition of railway infrastructure. However, the introduction of new methods for monitoring the infrastructure is usually a change affecting safety, which requires an assessment of the significance of the change for the maintenance of the required level of railway traffic safety. The authors assessed the significance of the change in the method of infrastructure monitoring and related risk assessment as a result of the use of the contactless method of checking the railway surface as an alternative method to staff inspections. Additional control measures or preventive measures for potential threats have also been indicated.

Opis:
This paper tackles staff problems of contemporary public administration. It starts with an analysis of the dependence between the efficiency of administration and the effi ciency of public servants in administration, whose efficiency depends on the level and quality of their qualifications. The analysis was carried out in three perspectives (i) with regard to the whole public administration of the State, (ii) with regard to the State and government central administration and (iii) with regard to regional public administration, on the example of the Lower Silesia region. It was assumed that the quality of the staff in administration is related to and depends on the legislation regulating the recruitment for public administration offices. The relevant provisions determine the choices made in the recruitment process and the subsequent creation of career paths. However, unstable and poor legal provisions have a negative impact on the quality of public administration personnel, which is manifested in poor performance, high employment fl uctuations and a diminishing interest among the younger generation in a career in public administration. This, in turn, may distort the natural generation exchange of administration staff in the future. As can be seen from the statistical analysis conducted in respect of the numbers of public administration employees and the fluctuation among them, as well as the demographic structure examined with regard the gender, age and length of employment, the initially assumed hypothesis of the negative consequences of the inconsistent legislative policy governing the regulations of the public administration staff. The sociological picture illustrating the attitudes among the members of the society to public administration confirms the hypothesis of the poor condition of public administration and a loss in confi dence in its activities or actions. The main reason for the current situation is that the constitutional principle of the neutrality of civil servants is realised only by orders that prohibit combining civil service with political activity, but do not limit or reduce the strong and direct influence exercised by political parties on the legal regulations within public civil service or the policies of appointing candidates to key administrative positions in (not only government) offices.

The paper presents results of empirical research on the perception of workaholism related to creative activity among assistant lecturers and assistant professors working at the University of Economics in Katowice, which was conducted in 2013. Eleven working hypotheses were verified in the research, and the results were presented in six points. Opinions concerning the determinants of workaholism were obtained and the criteria of research and didactic workers' performance assessment system, conducive to workaholism (according to the surveyed) were defined. Auto-perception of workaholism among the assistant lecturers and assistant professors was presented and the identification of workaholic types was performed, based on a workaholic triad, as specified by J. Spence and S. Robbins (reservations about such an identification were formulated). Additionally, the study enabled acquiring information referring to emotions accompanying scientific and research work and their influence on health and relationship with others in one's living environment as well as one's workplace. Finally, the results of the impact of long-term workaholism on work efficiency were presented.
