Opis:: Celem przedstawionego artykułu jest syntetyczne ujęcie opisywanego tematu. Należy nadmienić, że ze względu na niejawny charakter informacji, przedstawiono tylko niektóre aspekty związane z rozwojem wojsk specjalnych, jako efektu podejmowanych decyzji politycznych. Intencją autora było jednak zebranie najważniejszych faktów i aspektów. Proces rozwijania zdolności wojsk specjalnych wciąż trwa i na chwilę obecną można stosunkowo łatwo, analizując stosunki międzynarodowe, wskazać potencjalne kierunki ich rozwoju.
The aim of the presented text is the synthetic approach to the described topic. It should be noted that due the classified nature of information, only some aspects of the special forces development as a result of political decisions, were presented. However, the author’s intention was to collect and describe the most important facts and aspects. The process of development of the abilities of special forces is still going on, and at this moment, by analyzing international relations, it is relatively easy to identify the potential directions of their development.

Opis:: The article elaborates on the current research problem. Subject matter of changes and their effects is often taken by researchers, especially by the military. One of the areas in which the consequences of the reformers’ actions are most visible is the Special Forces. The author tries to show changes that have been made, and how they influenced the structure and functioning of this type of armed forces. By critical analysis he points out numerous disadvantages of the approved solutions. He also suggests changes that would allow to restore the efficiency of the system of Special Forces in Poland. The author treats the above as a starting point in a discussion and a way to develop optimal solutions that take Polish circumstances into consideration. The text is based on analysed source materials, as well as accompanying assessments and conclusions.
Artykuł podejmuje aktualny problem badawczy. Temat zmian i wynikających z ich skutków podejmowany jest przez badaczy, szczególnie wojskowych. Jednym z obszarów, w których konsekwencje poczynań reformatorów są najbardziej widoczne, są Wojska Specjalne. Autor stara się pokazać, jakie zmiany wprowadzono i jak wpłynęły na kształt i funkcjonowanie tego rodzaju sił zbrojnych. Dokonuje analizy krytycznej, wskazując na liczne wady przyjętych rozwiązań. Proponuje także zmiany, które pozwoliłyby na przywrócenie sprawności systemu Wojsk Specjalnych w Polsce. Traktując to jako przyczynek do dyskusji i wypracowania optymalnych rozwiązań uwzględniających polskie uwarunkowania. Tekst bazuje na materiałach źródłowych poddanych analizie i towarzyszących im ocenach i wnioskach.

Opis:: Wojska (siły) specjalne każdego kraju są wyjątkową formacją. Realizują często szczególne zadania o politycznym, strategicznym i operacyjnym znaczeniu. Tworzą je zespoły bardzo profesjonalnie przygotowanych żołnierzy, często wyposażonych w unikalne, niespotykane gdzie indziej uzbrojenie i sprzęt techniczny. Na skuteczność i sprawność ich działania w niemniejszym stopniu wpływa właściwe dowodzenie tymi siłami. W tym zakresie niebagatelne znaczenie ma organizacja dowodzenia. W przypadku polskich Wojsk Specjalnych w 2014 roku dokonano totalnej reorganizacji dowodzenia nimi. Niniejszy materiał stanowi próbę odpowiedzi na pytanie czy były to właściwe działania i jak ich konsekwencje wpłynęły na możliwości dowodzenia, a tym samym skuteczność tego rodzaju sił zbrojnych.
In each country special forces are a unique formation. They often carry out specific tasks on the political, strategic and operational level of command. They are formed by teams of highly and professionally trained soldiers, often equipped with a unique, unheard of elsewhere armament and technical equipment. The effectiveness and efficiency of their actions also depend on the proper command of these forces. In this respect, the organization of command is of considerable importance. In the case of the Polish Special Forces there was a total reorganization of their command and control system in 2014. This material constitutes an attempt to answer the question whether these actions were appropriate and how their consequences affected the possibilities of command, and thus the effectiveness of such armed forces.

Opis:: Special operations forces (SOF) have a history of integrating with voluntary-based formations (VBF) overseas against a wide variety of threats. Despite the historical record, the current doctrine does not provide any applicable concepts to inform SOF-VBF integration. This study aims to fill this doctrinal gap and explores the concepts of a nation applying its SOF-VBF to its own comprehensive defence or total defence to make any territorial incursion or occupation too costly for an adversary. Using a mixture of qualitative and comparative research methodologies, based on secondary historical resistance sources, this study achieves four goals: defining the purpose behind SOF-VBF integration during resilience and resistance; establishing a seven-option SOF-VBF integration framework at the tactical, operational, and strategic levels; assessing these options based on strengths, weaknesses, opportunities, and risks of each to inform the implementation; and finally addressing overarching risks common to all options to inform broader risk mitigation measures. The result is seven integration options focused specifically on resilience and resistance to invasion and occupation. This paper will assess the strengths, weaknesses, opportunities, and risks of each. Opis:: The paper looks at the origins of the Polish Special Operations Forces (SOF). It highlights the beginnings of Polish special units: from Poland’s gaining independence in 1918, through World War II, the Polish People’s Republic, until the present days. The underlying goal of the paper is to describe SOF in times of the Polish political transformation. The paper focuses on the reform of the Polish Armed Forces Command and Control System, launched in 2014. According to several consistent opinions, the reform had a direct impact on the current structure of the SOF and gave rise to several uncertainties, doubts and problems that occur in this kind of armed forces. The paper highlights the fact that despite a number of difficulties arising from structural reorganisations and changes in subordination, the SOF have consistently maintained their operational capabilities. As far as of special operations, the Polish SOF are perceived as one of the leaders in NATO.
Artykuł poświęcony jest genezie i kształtowaniu się Wojsk Specjalnych Sił Zbrojnych Rzeczypospolitej Polskiej. Przedstawia rodowód polskich jednostek specjalnych, ich formowanie się od momentu odzyskania przez Polskę niepodległości w 1918 r., przez II wojnę światową, okres PRL-u, aż po współczesną strukturę tej formacji. Znaczna część tekstu poświęcona jest Wojskom Specjalnym (WS) w okresie transformacji ustrojowej, zmianom, które nastąpiły po 1989 r., konsolidacji jednostek specjalnych i drodze do tworzenia się Wojsk Specjalnych jako samodzielnego rodzaju sił zbrojnych. Artykuł porusza również kwestię wprowadzonej w 2014 r. reformy systemu kierowania i dowodzenia Siłami Zbrojnymi RP, jej wpływu na przemiany oraz obecny kształt WS. Zawiera treści związane z oceną tej reformy przez kierowniczą kadrę i dowódców jednostek specjalnych, a także ich zabiegi prowadzące do zmian zapisów reformy oraz ujednolicenia wprowadzonej przez nią struktury dowodzenia WS. W artykule podkreślono fakt, że pomimo szeregu trudności wynikających z reorganizacji struktur czy zmian podległości, WS konsekwentnie utrzymywały i utrzymują swe zdolności operacyjne, realizują powierzone zadania wynikające z misji Sił Zbrojnych RP, a zdobyte doświadczenia i aktywna współpraca z krajami partnerskimi sprawiły, że polskie WS postrzegane są jako jeden z liderów w zakresie operacji specjalnych w NATO.
