11th Congress of South-East European Studies. Sofia 2015The 11th Congress of South-East European Studies took place in Sofia, Bulgaria, between 31 August and 4 September 2015. It was organised by the International Association for Southeast European Studies (orig. in French: AIESEE – Associacion Internationale d’ Études du Sud-Est Européen).South-Eastern Europe is an area looked upon by world powers with a large amount of ambivalence. As the region’s states are not considered to be key global players, the events that occur in this part of the continent draw interest that is cyclical in nature and that is usually triggered by cyclical issues, too. Though relatively small, the area has been a point of interest for many researchers for over 100 years due to its ethnic diversity and the related inherent multi-nationality the scale of which is not encountered anywhere else in Europe. The cultural, linguistic, and religious pluralism of this region often produces specific social amalgams. With the cyclical interest aside, for a little more than a century the main European (and not only European) political powers have been making efforts to exert influence in the region, understanding the significance of its geographic location, where East meets West. Regardless of the changing dynamics of interest in South-Eastern Europe, the region will certainly remain one of the most fascinating focus areas for researchers and academics across the world, who will meet again not in five, but in four years at another congress this time to be held in Romanian Constanţa to discuss issues and topics related to this corner of the world. 11. Kongres AIESEE, Sofia 2015W dniach od 31 sierpnia do 4 września 2015 r. w Sofii (Bułgaria) odbył się 11 Kongres Studiów nad Europą Południowo-Wschodnią, zorganizowany przez Międzynarodowe Stowarzyszenie Studiów nad Europą Południowo-Wschodnią (AIESEE - Associacion Internationale d’ Études du Sud-Est Européen).Europa Południowo-Wschodnia jest obszarem, do którego światowe mocarstwa podchodzą z dużą dozą ambiwalencji. Kraje tego regionu nie są głównymi graczami na arenie światowej, przez co wydarzenia związane z tą częścią Europy spotykają się z cyklicznym zainteresowaniem powstającym zazwyczaj w obliczu problemów, które - równie cykliczne wywoływane - zwracają uwagę świata na ten relatywnie nieduży region. Jest on jednak bezsprzecznie obszarem, który wzbudza zainteresowanie badaczy od ponad stu lat ze względu na swoje zróżnicowanie etniczne, pociągające za sobą rdzenną wielonarodowość regionu, niewystępującą na taką skalę gdzie indziej w Europie. Związana z tym wielość kultur, języków i religii generuje często specyficzne dla tej szerokości geograficznej amalgamaty społecznościowe. Również od nieco ponad stu lat o wpływy w tym regionie (abstrahując od wspomnianej cykliczności zainteresowania) zabiegają główne europejskie siły polityczne (a obecnie nie tylko europejskie) ze względu położenie geograficzne, w którym Zachód spotyka Wschód. Bez względu na dynamikę zainteresowania Europą Południowo-Wschodnią jest i będzie ona bezsprzecznie fascynującym obszarem badań naukowców całego świata, którzy ponownie spotkają się za cztery lata na kolejnym kongresie, tym razem w rumuńskiej Constanzy, aby pochylić się nad zagadnieniami związanymi z tą częścią świata.

The issue of stability in economy is essential, both in theoretical as well as in practical discussion. It is especially important in an environment of economic transformation. The aim of the article is to assess the economic stability during the transformation of the south-east region of Europe over a period of 19 years (1995-2014), and the mutual relation between the economic stability and the transformation process, including the transformation of banking sectors. The countries selected to the research were Albania, Bosnia and Hercegovina, Bulgaria, Croatia, Romania and Serbia. The study shows the strong correlation between transformation process of economy and banking sectors and not more than moderate relationship between transformation and stability, in some of the studied countries. The methods used include a literature review of the theory on the transformation process with special focus on the Balkan region, as well as a comparative analysis of data, which addresses the progress of the economic and banking sector’s transformation and measures the macroeconomic stability in this region and Pearson correlation for assessing mutual impacts of the variables.

This article offers an overview of the longer-term migratory and demographic developments in eight South-East European countries (Austria, Bulgaria, Italy, Hungary, Romania, Serbia, Slovenia and Slovakia). The main research question aims to analyse the different demographic historical developments and to examine whether convergent or divergent processes are dominant. Over the whole reference period, the population size in these eight South-East European countries (the SEEMIG region) grew from around 100 million people in 1950 to 122 million in 2011. This is surprising, as the public image of the region is linked to decline and backwardness and to being peripheral. However, major differences in the demographic developments of the countries can be observed. Some countries, including Austria, Italy and, with some fluctuations, Slovakia and Slovenia, experienced constant population growth during the entire reference period. All other countries were affected by a decrease in population, as was the case for Hungary in the early 1980s, Bulgaria at the beginning of the 1990s and Serbia and Romania since the start of the new millennium. The fertility trend shows a convergence while the mortality trends (including average life expectancy at birth) prove to be divergent. The net migration pattern seems to follow a migration cycle concept which postulates a general shift from emigration to immigration as a consequence of a declining natural increase on the one hand and a growing demand for new labour on the other. Some countries show trends that do not yet follow this pattern, which might indicate that additional factors and interpretative models should also be taken into account. The long-term distribution of growth and decline in the region is quite diverse and underlines the need for differentiation and specific explanations.

The problem of contemporary and post-secular Alevi and Bektāşī religiosities in Turkey, South-East Europe and in diasporic milieux in Western Europe and North America has been attracting some increasing attention since the late 1980s. Following decades of suppression of Alevi and Bektāşī religious and cultural traditions by the aggressive secularism of the respective Eastern Bloc Communist regimes, the process of reclaiming Alevi and Bektāşī identities in the Orthodox-majority cultures in South-East Europe and in post-secular settings has followed its own distinctive dynamics in the last three decades. While post-secularism exposed Alevi and Bektāşī communities to locally and transnationally coordinated Sunnification pressures and Twelver Twelver Shiʽite pro-active programmes, both trends within these communities and in the post-Communist South-East European cultures in general continue to reimagine and rearticulate their identities in the framework of the Slavo-Turkic heretical imaginary which was initially formulated in the nation-building historiographies of the late Ottoman and early post-Ottoman periods.

Purpose – The goal of this paper is to explore the possible influence of certain economic factors over the FDI inflow in South-East European (SEE) countries and Central and Eastern European (CEE) countries. We compare the situation in 7 countries from the region of South-East Europe: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and 7 countries from the region of Central and Eastern Europe: Bulgaria, the Czech Republic, Hungary, Poland, Romania, Slovenia, and Slovakia. Research method – We apply a holistic approach based on panel data for a twenty-two-year period from 1995 till 2018. The analysis was effectuated through a panel unit-root test. The dependent variable is FDI net inflow (as % of GDP). The study takes into account the following economic variables: annual percentage growth of GDP; labor productivity as GDP per person employed; government consumption as percentage of GDP; inflation rate as annual percentage of GDP deflator; labor force with advanced education (% of the total working-age population with advanced education) and labor taxes and contributions (% of commercial profits). Results – The results indicate that there are differences between the factors that influence the FDI inflow in these two groups of countries. For the South-East European countries government spending, labor force with advanced education, inflation and labor taxes and contributions were the factors that have significant influence over the FDI inflow. For the Central and Eastern European countries all of the included independent variables appear to be significant factors in attracting FDI inflow. Originality / value – In the literature we can rarely find analyses of economic determinants for FDI inflow in the selected groups of countries. Also, the period of twenty-two years from 1995 till 2018 provides novelty of the results and of the conducted analysis.

This article presents a wider perspective on possibilities of Motorways of the Sea development in the Adriatic Sea, with a special emphasis on the eastern coast of the Adriatic Sea. A complete overview of Motorways of the Sea development has been presented, and key elements influencing the development of Motorways of the Sea were analysed. It has been ascertained that there exist a lot of bottlenecks in the connection to the transport infrastructure in South East Europe. Superannuated port infrastructure, unsuitable inland connections, and nonexistent IT tools for electronic data exchange between all participators in the logistics chain hinder dynamic development of Motorways of the Sea. All these elements were thoroughly analysed, and a proposal for a macro transport strategy suitable for South East Europe has been exposed. It has been accentuated that there is a future for Motorways of the Sea introduction but all described bottlenecks have to be further analysed and removed in a short period of time, to stimulate private sector for financial investments.

Clues to the chronology of Old Germanic loans in Romanian and in other South-East European languagesThe present article is directly based on the handout of the talk this author gave at the International Conference on Balkan Linguistics (6-7 May, 2013, Toruń, Nicolaus Copernicus University); therefore the subchapters and paragraphs observe the arrangement of the materials included in that handout. The first part contains a chronological table that reflects mainstream archaeological-historical information regarding the history of military-political actions and achievements of the Old Germanic populations in south-east Europe between the 3rd century BC and the 6th century of our era. Then concrete textual proofs follow, which are chronologically arranged and briefly commented upon. Część pierwsza zawiera chronologiczne przedstawienie istotnych materiałów archeologiczno-historycznych na temat działań o charakterze militarno-politycznym oraz zdobyczy ludów starogermańskich w Europie południowo-wschodniej w okresie od III w. p.n.e. do VI w. n.e. W dalszej części przytoczono i krótko skomentowano uporządkowane chronologicznie konkretne dowody językowe. Na końcu znajduje się propozycja interdyscyplinarnego podejścia do tematu, oparta głównie na odniesieniu cech językowych do odpowiednich etapów historii i ewolucji językowej.

During the First World War, and later, geographers from East Central and South-Eastern Europe formulated several argumentative strategies to support territorial demands. Initially, the predominating idea was the one of ethnic borders, which were an expression of the right to self-determination as well as the most significant correction for strategic and economic justifications. Soon, however, the experts present at the peace conference became convinced that arguments other than ethnic arguments should be used. These arguments contained, among other motifs, culture and civilization. The most active among the experts in this respect were eminent scholars from Poland (e.g. Eugeniusz Romer), Czechoslovakia (e.g. Jan Kapras), Ukraine (Stepan Rudnytsky), Yugoslavia (Jovan Cvijić), Romania (Simion Mehedinţi) and Germany (Albrecht Penck, Wilhelm Volz). Most of them continued this line of thinking in the inter-war period, contributing to the creation of their respective national varieties of geopolitics.

The nineteenth century was a very difficult period in the history of Italy (wars, revolutionary movements). These events all contributed to the great impoverishment of Italian society. Many people undertook a number of preventive measures in the field of education in order to make the situation better for the young. Father John Bosco was one of them. From 1841 to 1844, he worked as a chaplain in one of Turin’s prisons in which juvenile delinquents were serving prison sentences. Working with them strengthened Fr. Bosco’s conviction that everything should be done to prevent young people from going to prison. With this goal in mind, John Bosco established various institutions which gave youth a roof over their heads and the opportunity to learn a profession. He also created his own system of education, which he called a preventive system, based on reason, religion and love. Italian society, European countries, and many countries worldwide turned to Fr. Bosco and asked for the Salesians to start educational work. This article presents the development of the Salesian Society in the field of social work and education during the years in which Fr. Michael Rua was Superior General of the Salesians and first successor of John Bosco.
