11th Congress of South-East European Studies. Sofia 2015The 11th Congress of South-East European Studies took place in Sofia, Bulgaria, between 31 August and 4 September 2015. It was organised by the International Association for Southeast European Studies (orig. in French: AIESEE – Associacion Internationale d’ Études du Sud-Est Européen).South-Eastern Europe is an area looked upon by world powers with a large amount of ambivalence. As the region’s states are not considered to be key global players, the events that occur in this part of the continent draw interest that is cyclical in nature and that is usually triggered by cyclical issues, too. Though relatively small, the area has been a point of interest for many researchers for over 100 years due to its ethnic diversity and the related inherent multi-nationality the scale of which is not encountered anywhere else in Europe. The cultural, linguistic, and religious pluralism of this region often produces specific social amalgams. With the cyclical interest aside, for a little more than a century the main European (and not only European) political powers have been making efforts to exert influence in the region, understanding the significance of its geographic location, where East meets West. Regardless of the changing dynamics of interest in South-Eastern Europe, the region will certainly remain one of the most fascinating focus areas for researchers and academics across the world, who will meet again not in five, but in four years at another congress this time to be held in Romanian Constanţa to discuss issues and topics related to this corner of the world. 11.

The issue of stability in economy is essential, both in theoretical as well as in practical discussion. It is especially important in an environment of economic transformation. The aim of the article is to assess the economic stability during the transformation of the south-east region of Europe over a period of 19 years (1995-2014), and the mutual relation between the economic stability and the transformation process, including the transformation of banking sectors. The countries selected to the research were Albania, Bosnia and Hercegovina, Bulgaria, Croatia, Romania and Serbia. The study shows the strong correlation between transformation process of economy and banking sectors and not more than moderate relationship between transformation and stability, in some of the studied countries. The methods used include a literature review of the theory on the transformation process with special focus on the Balkan region, as well as a comparative analysis of data, which addresses the progress of the economic and banking sector’s transformation and measures the macroeconomic stability in this region and Pearson correlation for assessing mutual impacts of the variables.

Opis:
This article offers an overview of the longer-term migratory and demographic developments in eight South-East European countries (Austria, Bulgaria, Italy, Hungary, Romania, Serbia, Slovenia and Slovakia). The main research question aims to analyse the different demographic historical developments and to examine whether convergent or divergent processes are dominant. Over the whole reference period, the population size in these eight South-East European countries (the SEEMIG region) grew from around 100 million people in 1950 to 122 million in 2011. This is surprising, as the public image of the region is linked to decline and backwardness and to being peripheral. However, major differences in the demographic developments of the countries can be observed. Some countries, including Austria, Italy and, with some fluctuations, Slovakia and Slovenia, experienced constant population growth during the entire reference period. All other countries were affected by a decrease in population, as was the case for Hungary in the early 1980s, Bulgaria at the beginning of the 1990s and Serbia and Romania since the start of the new millennium. The fertility trend shows a convergence while the mortality trends (including average life expectancy at birth) prove to be divergent. The net migration pattern seems to follow a migration cycle concept which postulates a general shift from emigration to immigration as a consequence of a declining natural increase on the one hand and a growing demand for new labour on the other. Some countries show trends that do not yet follow this pattern, which might indicate that additional factors and interpretative models should also be taken into account. The long-term distribution of growth and decline in the region is quite diverse and underlines the need for differentiation and specific explanations.

Opis:
A new ginglymodian fish, Isanichthys lertboosi, is described from the Phu Kradung Formation, north-eastern Thailand, a freshwater deposit of probable Late Jurassic age. The species is represented by four specimens, from the Phu Noi locality, associated with a rich fauna of sharks, turtles, crocodiles, and theropod and sauropod dinosaurs. One specimen is an isolated braincase, which provides characters rarely observed in extinct ginglymodians. The species is referred to the genus Isanichthys, a taxon originally described on the basis of a single specimen from the Phu Nam Jun locality, a slightly younger site approximately 75 km from Phu Noi. Isanichthys is mainly distinguished by frontals slightly narrower anteriorly than posteriorly, two anterior infraorbitals not in contact with the orbit, reduced preorbital region, and a small orbit and a cheek region completely covered by bones. The new species is characterized, among other characters, by a dermal component of the sphenotic visible on the cheek, one pair of extrascapulars plus a small median one, the presence of few suborbitals (ca. 4 or 6) arranged in one row, and a median dorsal row of scales with spine. Comparisons with other ginglymodian taxa and a cladistic analysis indicates that Isanichthys (Lepidotes) latifrons from the Late Jurassic of England, as well as probably Isanichthys (Lepidotes) luchowensis from the Early or Middle Jurassic of Sichuan, China, form a clade with both Thai species of Isanichthys. The new species provides evidence of the high diversity of ginglymodian fishes in the Phu Kradung Formation and suggests a new hypothesis of phylogenetic relationships among extinct ginglymodians.

This article shows how dumping of sediments from an amber mining plant prevented erosion of the western shore of the Sambian Peninsula (in Kaliningrad Oblast). The average annual dynamics of coastal areas in the vicinity of the former dumping site of the amber mining plant is described. Nowadays the erosion is continuing after cessation of dumping. The rate of erosion was estimated by results of regular monitoring measurements, using airborne laser scanning. It was found that about 250000 cubic metres per year of local material is needed every year to prevent further erosion and retreat of the shore.

In the space of just a few months, two books by Elisabeth A. Eldredge, a renowned specialist in pre-colonial and early colonial history of southern Africa, were published. Both books, although separate, were evidently written concurrently or in a very short span of time. Their subjects are similar enough do one review of both of them. They deal with very similar topics, although approached from two different angles. Both finally are examples of the changes which took place in last thirty years in South African historiography, especially in relation to the history of the Zulu, South-Eastern Africa and state traditions among South African indigenous populations.

There is more than one reason why South-East European States should clarify their public positions on the applicability of sovereignty as a principle or as the rule of international law while addressing the growing ambiguity in cyberspace. The article argues that strategically and legally it is in the SEE States’ interest to step up and fill the vacuum in ever needed opinio iuris on the applicability of sovereignty in cyberspace, particularly after some leading NATO States took an opposing course on the issue. Explaining the evolution in cyberspace and how this affects the Westphalian concept of sovereignty under international law the article introduces the importance of the main thesis. It then provides the rationale for the argument and explains why it is in the SEE States interest to act and express their position on the applicability of sovereignty in cyberspace under international law.

The problem of contemporary and post-secular Alevi and Bektāşī religiosities in Turkey, South-East Europe and in diasporic milieux in Western Europe and North America has been attracting some increasing attention since the late 1980s. Following decades of suppression of Alevi and Bektāşī religious and cultural traditions by the aggressive secularism of the respective Eastern Bloc Communist regimes, the process of reclaiming Alevi and Bektāşī identities in the Orthodox-majority cultures in South-East Europe and in post-secular settings has followed its own distinctive dynamics in the last three decades. While post-secularism exposed Alevi and Bektāşī communities to locally and transnationally coordinated Sunnification pressures and Twelver Twelver Shiʽite pro-active programmes, both trends within these communities and in the post-Communist South-East European cultures in general continue to reimagine and rearticulate their identities in the framework of the Slavo-Turkic heretical imaginary which was initially formulated in the nation-building historiographies of the late Ottoman and early post-Ottoman periods.

Multiculturalism of the former south-east borderlands is also reflected the local nomenclature which is often geographically diverse. Possessive names with suffixes -ov, -in, especially with -(ov)ka form a significant group of toponyms which have emerged over the centuries. -ovka affix was productive in the seventeenth and eighteenth century. It created a lot of new names of places, still new language versions of professions emerged, such as Polish bednarz, tokarz et al. Among profession-derived toponyms there are many place names in which we can just clearly determine Ukrainian and Polish stems, conf. Popowka, Xiędzówka, and those in which such differentiation is not so clear, e.g. Kowalowka. The paper shows both the groups. The assumed research period (16th-19th c.) allows in turn to show some changes in a given group of toponyms such as the emergence of variants of Polish names which fall within the toponymy as the Polish influences were broadening eastwards and polonisation was progressing in the 17th and 18th century.

A complete overview of Motorways of the Sea development has been presented, and key elements influencing the development of Motorways of the Sea were analysed. It has been ascertained that there exist a lot of bottlenecks in the connection to the transport infrastructure in South East Europe. Superannuated port infrastructure, unsuitable inland connections, and nonexistent IT tools for electronic data exchange between all participators in the logistics chain hinder dynamic development of Motorways of the Sea. All these elements were thoroughly analysed, and a proposal for a macro transport strategy suitable for South East Europe has been exposed. It has been accentuated that there is a future for Motorways of the Sea introduction but all described bottlenecks have to be further analysed and removed in a short period of time, to stimulate private sector for financial investments.

The elemental composition of terrigenous sediments is extremely important for interpreting the depositional conditions of sedimentary basins especially when traditional data are not available or insufficient. For the first time in the published literature, the elemental composition of the Lower Cretaceous Weald Basin (south-east England) is presented via X-ray fluorescence (XRF) and Spectral Gamma-ray (SGR) methods. The concentrations of Zr, Cr, Ni, Rb, and Sr in varying quantities suggest that the sediments may have been sourced from a stable craton while the enriched redox-sensitive elements such as Mo and Co confirm the presence of anoxic and reducing conditions at the sites of deposition. The spectral gamma-ray data show that the sandstone facies are more radioactive than the adjacent mudstone and shale and this trend is consistent with a freshwater origin. The higher quantity of thorium in relation to uranium indicates humid and hot palaeoclimatic conditions at the source areas that favoured intense weathering. The results of these analyses reinforce the importance of the geochemistry of sedimentary rocks as useful tools for understanding the depositional conditions of sedimentary basins.

The aim of this paper is to document the ammonite fauna of the upper part of the Late Tithonian collected at the key section of Le Chouet (Drôme, SE France). Emphasis is laid on new and poorly known Ataxioceratidae, Himalayitidae and Neocomitidae from the upper part of the Tithonian. Among the Ataxioceratidae, a new account on the taxonomy and relationship between Paraulacosphinctes Schindewolf and Moravisphinctes Tavera is presented. Regarding the Himalayitidae, the range and content of Micracanthoceras Spath is discussed and two new genera are introduced: Ardesciella gen. nov., for a group of Mediterranean ammonites that is homoeomorphic with the Andean genus Corongoceras Spath, and Pratumidiscus gen. nov. for a specimen that shows morphological similarities with the Boreal genera Riasanites Spath and Riasanella Mitta. Finally, the occurrence of Neocomitidae in the uppermost Tithonian is documented by the presence of the reputedly Berriasian genera Busnardoiceras Tavera and Pseudargentiniceras Spath.

The first part contains a chronological table that reflects mainstream archaeological-historical information regarding the history of military-political actions and achievements of the Old Germanic populations in south-east Europe between the 3rd century BC and the 6th century of our era. Then concrete textual proofs follow, which are chronologically arranged and briefly commented upon. Purpose – The goal of this paper is to explore the possible influence of certain economic factors over the FDI inflow in South-East European (SEE) countries and Central and Eastern European (CEE) countries. We compare the situation in 7 countries from the region of South-East Europe: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and 7 countries from the region of Central and Eastern Europe: Bulgaria, the Czech Republic, Hungary, Poland, Romania, Slovenia, and Slovakia. Research method – We apply a holistic approach based on panel data for a twenty-two-year period from 1995 till 2018. The analysis was effectuated through a panel unit-root test. The dependent variable is FDI net inflow (as % of GDP). The study takes into account the following economic variables: annual percentage growth of GDP; labor productivity as GDP per person employed; government consumption as percentage of GDP; inflation rate as annual percentage of GDP deflator; labor force with advanced education (% of the total working-age population with advanced education) and labor taxes and contributions (% of commercial profits). Results – The results indicate that there are differences between the factors that influence the FDI inflow in these two groups of countries. For the South-East European countries government spending, labor force with advanced education, inflation and labor taxes and contributions were the factors that have significant influence over the FDI inflow. For the Central and Eastern European countries all of the included independent variables appear to be significant factors in attracting FDI inflow. Originality / value – In the literature we can rarely find analyses of economic determinants for FDI inflow in the selected groups of countries. Also, the period of twenty-two years from 1995 till 2018 provides novelty of the results and of the conducted analysis.
