China’s role as an emerging aid provider and the concept of a social plan in Africa has led to polarised responses in the West. Several say that this “productivist” strategy is much less determined by the concepts of citizenship, legal, social rights, and much more regarding building functions. The purpose of this study is to examine whether the welfare and social policy ideas that characterize Chinese aid in Africa are influencing traditional donors and becoming global. The article utilised a qualitative study that has two main components. First, a comprehensive content analysis of over 50 key Sino-African, Chinese and Western policy documents from 2000 (since cooperation between Beijing and African countries first became institutionalised). Second, there were semi-structured interviews with Chinese, African and Western stakeholders in Addis Ababa, (Ethiopia), who was directly involved in the relationship between China and Africa and related development issues. The result of documentation and interview analyses show that there are currently significant differences between Chinese and Western approaches. China has made much stronger and more explicit links between development aid and economic activity than most Western donors. The aid is usually implemented through specific projects rather than broader programs or policies.

The article focuses on the main aspects of creation of political system of the New South Africa. The term „New South Africa" was introduced mainly after passing the Interim Constitution in the end of 1993 and after free and fair election in April 1994 to underline fundamental difference between South Africa under apartheid period and forming democratic South Africa. To begin with, attention is paid to internal and external conditions (political, economic and social), which affected a process of dismantling apartheid. Round table talks CODESA and difficulties of these negotiations was analysed in details as well as The Interim Constitution based on democratic standards were examined. The crowning of the changes in the South African political system was free and fair election in 1994. The main figure of the changes became N. Mandela who was appointed as a President. The next significant event in creation of the political system was passing of the new constitution of 1997, which defined basic principles of the system and strengthened legal base of the South African democracy. Further, the changes at the South African political scene was analysed with emphasis to dominant role of the African National Congress. In the end, an assessment on functioning of the political system of the New South Africa was made, taking into consideration its positive and negative aspects.

Indian experts in South Asia are often haunted by a conventional understanding that India's policy towards the small states in the region does not alter with a change of guard. Such understandings specifically hint at the role of the Indian bureaucracy, which is deemed a permanent government and a prominent actor in India's foreign policy decision-making. On the contrary, several claims have been made about how India's foreign policy towards its neighbours has been driven by inconsistencies and ad hocism because of the lack of a clear-cut neighbourhood policy. Narendra Modi's neighbourhood policy is generally interpreted from two conflicting perspectives: either Modi's neighbourhood policy is a continuity of the tradition, or, if it is not, it is a change. To assess what has been continued under the Modi administration in dealing with India's neighbours, and what has been significantly altered, this study uses a neo-Kautiliyan approach, i.e. an Asiatic term for India's neorealist approach, which concurrently foregrounds a non-Western perspective. The reason for using this approach is the wish to discover how far the securitisation of the Indian foreign policy has continued in dealing with small countries. The second objective is to assess how such securitisation has impacted India's rise, while the third one is to see to what extent India's rise has been laden with responsibility towards its small neighbours while prioritising its security concerns. Methodologically, this study is embedded in literature review; the materials comprise both academic and general debates on India's neighbourhood policy, particularly during the Modi administration.

South Asia, East Asia and South-East Asia have a significant number of recipients of Official Development Assistance (ODA), including the Least Developed Countries. The importance of this part of the world in terms of global trade and geopolitics is self-evident and contributes to the reasons why major members of the OECD Development Assistance Committee (DAC), including Japan and South Korea, have a clear interest in being actively engaged in development cooperation within the region. There are, however, at least five emerging donor states, also active in the region, who operate outside the framework of the DAC. The aim of the text is to provide a brief comparative analysis of the development activities of: India, the Peoples Republic of China, the Republic of China, Singapore and Thailand.

The Republic of South Africa is a country which is extremely diversified regarding the prosperity and wealth of her citizens. This non-uniform distribution of goods and wealth is confirmed by the constantly increasing Gini coefficient, which is an index commonly used worldwide as a measure of inequality of income or wealth often called Coefficient of Social Unevenness. One specific problem which is characteristic for this country is the problem of the particularly disadvantageous situation of the black Africans living in South Africa whose average earnings constitute to be no more than just 13 per cent of the average wages received by a white person. However the primary aim of this article is to find and indicate these specific moments in art and culture when the phenomenon of poverty and social stratification which results from it finds its outcome in the artistic works of various artists. Some examples in the area of literature are the short stories written by Can Themba, especially „Kwashiorkor" or by Alex La Guma „A Walk in the Night" which are particularly meaningful. In his stories Can Themba described the frustrations of the university-educated urban black people; unavailable to realise their true potential because of the racial restrictions of apartheid and trying to balance their modern urban culture with the historical rural tribal one. On the other hand Alex La Guma's vivid style, distinctive dialogue, and realistic, sympathetic portrayal of oppressed groups have made him one of the most notable South African writers of the 20th century. A. La Guma was awarded the 1969 Lotus Prize for Literature for his works. In the fine arts the suggestive visions of poverty afflicting the black occupants of townships and Bantustans are present in great number in the black and white drawings, as well as brown sculptures created by the Khosa artist Mslaba „Dumile" Feni and Gerard Sekoto who is widely recognised as the pioneer the so-called „Black Art". David Mogano, Durant Sihlali, Welcome Koboka and James Salang are a group of artists who are all among the most interesting continuators of the watercolour tradition of creating colourful scenes from the ordinary life of townships. The political changes which occurred in South Africa in 1994 were expected to lead to the creation of the Rainbow Nation, that is a multi-coloured and multicultural society living in peace, harmony and prosperity. However many active artists in the last two decades, still remain very sensitive to various matters of social unevenness’s and poverty. Nowadays the major problem which is often raised by them in both literature as well as in fine arts is the ubiquitous threat connected with the untreated HIV and AIDS pandemia in South Africa.

In contemporary Republic of South Africa (RSA) religion plays very important role for citizens. Christianity is predominantly religion (about 75-80 per cent) but Islam is regarded as the fastest and the most expanding religion. The official figures of about 650.000 Muslims are neglected and it is estimated that Muslim community is estimated for two million. The number of converts especially among Africans are growing rapidly. Most of contemporary Muslims in the RSA are descendents of Malays and Asians. The socio-political and economic transition since 1994 seriously impacted the community in negative sense (unemployment, high crime rate, homeless, poverty etc.) but also gave incentive to "turning to the core" of Islam. Muslim organizations protested against abortion, prostitution and pornography and developed their own institutions. Contemporary Muslim community in the RSA is very well organized. They posses a network of hundreds of religion, social and political institutions. With foreign aid new mosques are built or old churches and synagogues are adopted to new faith. They have their own schools, theological institutes, mass media (press, radio, television, Internet), insurance companies and banks. The community is becoming an intellectual center of Muslim world. In political sphere, the Muslim community is not so active. Some Muslim political parties contested in the election on parliamentary, provincial and local levels but with no significant results (except participation of Africa Muslim Party in an election to the Cape Metropolitan Council). Since 1994 in every South African government persons from Muslim community, sometimes without link to faith, participated. Muslims are members of the Parliament and provincial and local governments. In the 90's particular activity showed radical Muslim organizations, some of them even denied the democratic elected authority or called for armed Islamic Revolution and carried out bomb attacks (e.g. PAGAD Fundamentalists did not gain support from the Muslim community). Unquestionable majority of Muslims in the RSA respect highly the values of democracy which gave them possibility to develop religion life of the community.

Starting from April 1994 that is from the very moment of abolishment of apartheid, the experience gathered through the common existence on the territory of the Republic of South Africa of both white and black people, produced a completely new quality which has since then been proudly defined as the Rainbow Nation. New liberal policy of the state brought about changes and a true transformation in the world of art and as a result caused a need among historians and critics of art of revising hitherto majority of existing opinions and beliefs and it created a need to write a completely new history of art outright, which would capture the essence of the indigenously African tradition which was neglected and skipped earlier. The most important "neglected" and newly "discovered" South African art creators were among others: G. Sekoto, G. Pemba, G. Bhengu, and G. Mgudlandlu. Moreover many art creators began seeking such forms of artistic statements which would underline and confirm the existence of the common experience and uniqueness of all South Africans, rather than seeking the various differences arising from skin colour. The stress and interests were shifted to the specific African experience, as well as on Africa - centred consciousness. In the earlier period on this area of South Africa, the official policy of the white ruling minority was aimed at denying altogether the existence of mutual actions and opinions and especially the social status. The starting point of all my reflections and considerations on this topic is to single out several constructive plots which might serve to explain the question of perception of the indigenous art of South Africa by its white population (I concentrate especially on artof the 1940's and on such white artists as: H. J. Pierneef, B. Everard, I. Stern) and the presentation of African problems and topics in the art of the early white settlers (ex. drawers and sketchers from the 19th century such as: S. Daniell, F. I'Ons or T. Baines).

The aim of this article is a brief introduction to the iconography of the national identity, created by the white South Africans, who are the descendants of the Dutch settlers, who are commonly known and referred to as Afrikaners in South Africa. Among the most interesting and simultaneously representative paintings and the most obvious examples that one can mention are the works done by Charles Davidson Bell (1813-1882) e.g.: Landing of van Riebeeck at the Cape of Good Hope or Zulu attack on the Voortrekker camp. A good example of a piece of art work with an air and character of a true monument-mausoleum is a monumental sculpture called the Voortrekker Monument, which was created between 1937 and 1949. This object is located in the capital of South Africa i.e. in Pretoria and it presents the events connected with the so-called Great Trek (Afrikaans: Die Groot Trek). Another very essential art work is the interior decoration of the Old Mutual building in Cape Town dating from the late 1930's. The author of the frescoes inside the building often referred to as the „Afrikaner nationalist Sistine Chapel" is Le Roux Smith (1914-1963). The outside sculpture is also connected with the iconography of Africa and it was sculptured by Ivan Mitford-Barberton (1896-1976). At present all the above-mentioned pieces of art work make up the somewhat inconvenient and embarrassing heritage of the era of apartheid.

11th Congress of South-East European Studies. Sofia 2015The 11th Congress of South-East European Studies took place in Sofia, Bulgaria, between 31 August and 4 September 2015. It was organised by the International Association for Southeast European Studies (orig. in French: AIESEE – Associacion Internationale d’ Études du Sud-Est Européen).South-Eastern Europe is an area looked upon by world powers with a large amount of ambivalence. As the region’s states are not considered to be key global players, the events that occur in this part of the continent draw interest that is cyclical in nature and that is usually triggered by cyclical issues, too. Though relatively small, the area has been a point of interest for many researchers for over 100 years due to its ethnic diversity and the related inherent multi-nationality the scale of which is not encountered anywhere else in Europe. The cultural, linguistic, and religious pluralism of this region often produces specific social amalgams. With the cyclical interest aside, for a little more than a century the main European (and not only European) political powers have been making efforts to exert influence in the region, understanding the significance of its geographic location, where East meets West. Regardless of the changing dynamics of interest in South-Eastern Europe, the region will certainly remain one of the most fascinating focus areas for researchers and academics across the world, who will meet again not in five, but in four years at another congress this time to be held in Romanian Constanţa to discuss issues and topics related to this corner of the world. 11. Kongres AIESEE, Sofia 2015W dniach od 31 sierpnia do 4 września 2015 r. w Sofii (Bułgaria) odbył się 11 Kongres Studiów nad Europą Południowo-Wschodnią, zorganizowany przez Międzynarodowe Stowarzyszenie Studiów nad Europą Południowo-Wschodnią (AIESEE - Associacion Internationale d’ Études du Sud-Est Européen).Europa Południowo-Wschodnia jest obszarem, do którego światowe mocarstwa podchodzą z dużą dozą ambiwalencji. Kraje tego regionu nie są głównymi graczami na arenie światowej, przez co wydarzenia związane z tą częścią Europy spotykają się z cyklicznym zainteresowaniem powstającym zazwyczaj w obliczu problemów, które - równie cykliczne wywoływane - zwracają uwagę świata na ten relatywnie nieduży region. Jest on jednak bezsprzecznie obszarem, który wzbudza zainteresowanie badaczy od ponad stu lat ze względu na swoje zróżnicowanie etniczne, pociągające za sobą rdzenną wielonarodowość regionu, niewystępującą na taką skalę gdzie indziej w Europie. Związana z tym wielość kultur, języków i religii generuje często specyficzne dla tej szerokości geograficznej amalgamaty społecznościowe. Również od nieco ponad stu lat o wpływy w tym regionie (abstrahując od wspomnianej cykliczności zainteresowania) zabiegają główne europejskie siły polityczne (a obecnie nie tylko europejskie) ze względu położenie geograficzne, w którym Zachód spotyka Wschód. Bez względu na dynamikę zainteresowania Europą Południowo-Wschodnią jest i będzie ona bezsprzecznie fascynującym obszarem badań naukowców całego świata, którzy ponownie spotkają się za cztery lata na kolejnym kongresie, tym razem w rumuńskiej Constanzy, aby pochylić się nad zagadnieniami związanymi z tą częścią świata.

The article focuses on circumstances connected with establishing consular posts of the Republic of Poland in the Union of South Africa. Their beginnings have fallen at the turn of 20's and 30's of the 20th century. The subject has not been yet investigated by foreign scholars. In Polish scientific literature still exists quite big discrepancies concerning even basic facts. The main reasons for establishing Polish consular post in the Union were political (will to posses colonies and to play superpower role in international relations), economic (raw materials, market for Polish goods) and demographic (settlement of Poles) nature. Initially Polish interests in the Union were represented by Polish Consul General in London. After disputes in the Polish Parliament and adoption of Polish foreign policy strategy it was decided to establish consular post in Cape Town. Polish authorities conferred the post of highest consular rank - Consulate General (1929) what meant special significance in creation of Polish - South African political and economic relations. The main task of the consulate was to promote Polish foreign trade and also maritime matters, public relations and care of Polish citizens. Due to lack of proper activity the Consulate General in Cape Town was reduced to the Consulate Honorary (1931) and then to the Consular Agency (1934). However during holding the function of consul by Jan Majewski and his predecessor Cyril Caro dynamic activity of the consular post was noted with straightening its staff. In 1938 Consular Agency was transformed into Consulate Honorary and a year later in Consulate. Moreover, after years of long efforts, Consular Agency in Johannesburg was opened (1938). The outbreak of the Second World War caused personal changes in the existing consular posts, but first and foremost initiated the process of establishing new consular posts: Consulate General in Pretoria (1940/1941) and Consular Agency in Durban (1942), since 1943 Consulate).

This article is an attempt to establish the time-frame and relative chronology of the š > s and ö, ü > e, i changes that occurred in south-western Karaim. The sample material used for the present article comes from Halych Karaim handwritten prayer books dating back approximately to the second half of the 18th and the first half of the 19th century, and are written in the Karaim semi-cursive variant of the Hebrew script. The final conclusion of the article is that both changes occurred in the final decades of the 18th century.

The aim of the article is to present the trade integration effects for developing countries depending on the economic development level of their partners in the process of merging economies. The article provides a detailed description of the concept of developing countries and an analysis of South – South and North – South integration models.
Celem artykułu jest przedstawienie efektów integracji handlowej krajów rozwijających się w zależności od poziomu rozwoju gospodarczego partnerów uczestniczących w procesie scalania gospodarek. W artykule szczegółowo opisano pojęcie krajów rozwijających się, a także przeanalizowano modele integracji typu Południe – Południe oraz Północ – Południe.
