Finansowanie zadań społecznych odbywa się przede wszystkim poprzez wykorzystanie środków publicznych, a uzyskane rezultaty nie zawsze odpowiadają wymiernym efektom wykonania zadania publicznego czy wysokiej jakości oferowanej usługi. Nowym instrumentem łączącym sferę finansowania zadań społecznych z koniecznością osiągania pozytywnych efektów, jako rezultatu tego finansowania, jest obligacja społeczna. Artykuł ma na celu prezentację obligacji społecznych jako potencjalnie nowego w Polsce instrumentu finansowania zadań społecznych. Autor omawia ekonomiczną koncepcję tego instrumentu finansowego oraz skalę rozwoju rynku obligacji społecznych na świecie. Szczególna uwaga została poświęcona ogłoszonemu i rozstrzygniętemu w 2017 r. konkursowi Ministerstwa Rozwoju na opracowanie modelu polskiej obligacji społecznej.
Social tasks financing is made through the use of public funds, and the obtained results do not always correspond to the measurable effects of completion of a public task or the high quality of offered service. A social impact bond is a new instrument combining the aspect of social tasks financing with the need to achieve positive effects, as a result of such financing. The main aim of the study is to present social impact bonds as a potentially new instrument for social tasks financing in Poland. The author discusses the economic concept of this financial instrument and a scale of social impact bonds market development in the world. Particular attention was paid to the announced and settled in 2017 by the Ministry of Development the contest for the development of Polish social impact bond model.

In this work is resolved task of monitoring of databases, functioning for a long period of time and serving the end users. Data of such databases are characterized by a number of parameters one of which is their actuality. For example, collection of outdated data leads to overload of databases. So, such data need to be removed from the databases. In this work is resolved the task of detection of various parameters of data nd conditions, determining necessity of their removal from the databases. Due to this, during the long term use of the databases, the last ones will be automatically cleaned up from outdated data preventing the database from overload.

The article presents the tasks of psychological therapy, speech therapy, sensory integration, and the planned activities undertaken to support the development of communication in children with the autism spectrum disorder. This attempt to describe communication disorders and their relationship with therapy is based on the selected case study. It should be emphasised that the theoretical part of the article discusses social and emotional deficits in children with autism spectrum disorders, and describes their communication disorders. Moreover, two classifications used in the diagnosis of autism spectrum disorders are presented.

The democratic transformation in Poland, the beginning of which dates back to the 1980s, brought political and economic freedom that additionally inspired the activity of civil movements taking the form of non-governmental organizations. Since the early 1990s, Polish society has become clearly divided, which was illustrated by the emergence of three distinct areas of public activity. The Law of March 8, 1990 on Territorial Self-Government began the rapid development of local governments, which were given the task of handling local public matters. The Law on Business Operations, which was in force at the time, ensured freedom of operations and the principle of quality of all participants of business life. Other laws, the Law on Foundations of April 6, 1984 and the Law on Associations of April 7, 1989 restored the possibility of civil self-organization, working for one’s own circle and fulfilling social needs. Throughout the whole period of political transformation, and in particular in the decade after Poland’s accession to the European Union, NGOs have become one of the most active actors of public life, and a capable partner to local and regional authorities in designing policies. One significant element of politics involves ensuring the security of citizens. Social security is of particular importance. NGOs initiate a number of projects aiming to fulfill the basic needs of residents, thereby ensuring their personal development and confidence. Cooperation with territorial self-government isof exceptional importance here.

Opis:
Many studies have confirmed the importance of tasks on language learning. Nowadays, many teachers apply different kinds of tasks in their classrooms. The current study investigated the effect of mobile assisted language learning tasks (MALL) on participants’ English grammar learning. The researcher administered a pre-validated grammar test to 90 junior high school participants aged between 14 to 16 with the mean age 15. The researcher taught grammar to both groups inductively and asked the participants to do their assignments according to their group’s tasks. Based on the post-test results, it can be concluded that the experimental groups had better results than the control group. The study supports the hypothesis that sharing tasks in virtual networks can have positive results for language learning, specifically grammar learning.

The deep changes in Polish legal system and economy that took place after 1989 contributed to the emergence of new challenges for public administration. The legislator, in order to satisfy growing numbers of social demands, appointed new tasks and created a new legal form of action for public administration entities. However, not every of the new forms were fitted to classically understood administrative law. Part of this new forms at the same time combines some features characteristic for administrative law as well as typical for civil law, which gives them untypical (hybrid) character. As an example, there can be mentioned: civil law contracts with so called “overlays” (obligatory additional conditions) imposed by certain legal acts as well as administrative settlements and administrative contracts. The aim of this article is to analyze those hybrid forms of action of public administration entities in terms of implementation the objectives of regulation set by the legislator.

Progressive demographic transformations and their consequences including the increasing risk of the lack of replacement of generations, family and institutional deficits in fulfilling of the caring and protective functions – create an urgent need to resume the social discourse on creating the social security of the 60+ generation. The pandemic time brought many additional changes, both in social behaviour and in the catalogue of individual needs. It revealed new challenges and axiological priorities, requiring a broader understanding of the nature of social policy towards the third generation.

The aim of this study was to examine whether there are differences in the performance on simple and complex mathematical tasks depending on the personality traits and the presence of an audience. After completing the personality questionnaire, within the first experimental session, participants (N=70) solved one set of simple and one set of complex mathematical tasks. In the second session participants solved another set of simple and another set of complex tasks. In one of the sessions, participants were solving tasks in front of the audience, while in the other session the audience was absent. The results indicate that presence of an audience facilitates performance of those participants low on neuroticism, but only when they are solving simple tasks.

This paper shows how conducting the ethnographic study of a theater hall and company can help define theater activity. Once the aesthetic of the social organization is set apart from the proper division of labor, theater appears as a collective activity which requires the cooperation of eight groups playing different social roles. The cooperation modes rest on a meshing of direct or indirect services for the actors who carry out the core task of performing. This specific organization of work around a central group is what makes the activity artistic. Simultaneously, the service relation offers the possibility for some categories to bring their relationship with actors closer to a state of symmetry and sometimes reverse asymmetry. As a status enhancing opportunity, service relationship for actors also directly or indirectly provide the grounds for participant commitment and thus guarantee long-lasting operation for the theatrical organization.

The article presents the basic issues concerning the legal solutions contained in the on the Realization of Social Services by the Social Services Center Act. This legal act provides new tasks for municipalities concerning the creation of new organizational units of the commune i.e. social service centers. The aim of the this legal solutions is to develop and integrate the social services system at the local level. Establishing a social service center (CUS) is not an obligatory task of the commune. Therefore the question arises if the creation of the new organizational units would be related to the financial issues of the commune. Probably the communes would also take into the account the fact that in many of them have been running the social service centers targeted at specific social groups, usually seniors or disabled people for several years.

Though current conservation policy in Poland refl ects world trends and approaches to action, compliance with all of its assumptions would entail the Polish authorities remodelling both the system and the methods by which natural resources are managed. On the one hand this requires a change of approach to the management of natural resources from the traditional, purely nature-related one, to a more modern inter-disciplinary one that takes in social and economic conditioning. On the other hand, a system need to be put in place to allow these ideas to be introduced in practice. The work described here deals with the participation of different stakeholder groups in nature management, with this regarded as a method of increasing the latter’s effi ciency. The many examples (of good practice) presented by the author well illustrate the wisdom of the approach, which often seems to achieve success where it is attempted. W niniejszym artykule dokonano oceny założeń szkolnej edukacji na poziomie ponadgminazjalnym z punktu widzenia zadań rozwoju społecznego okresie późnej adolescencji, na wejściu dorosłość. W związku z tym najpierw sformułowano pytanie badawcze: Czy podstawa programowa dla IV etapu edukacyjnego zakłada osiągnięcie takich efektów uczenia się, które są zbieżne z zadaniami rozwoju społecznego młodzieży w okresie późnej adolescencji? Następnie dokonano oceny tych kompetencji z punktu widzenia kompetencji społecznych szczególnie potrzebnych w dorosłości. W analizie skoncentrowano się na wybranych umiejętnościach i postawach, wpisujących się w następujące zadania rozwojowe: wchodzenie w role społeczne związane z odpowiedzialnością, w tym przygotowanie do roli pracownika, współpraca w wielokulturowych i międzynarodowych zespołach oraz aktywność polityczna. Analiza wykazała, że podstawa programowa dla IV etapu edukacyjnego zakłada rozwijanie u uczniów i uczennic umiejętności krytycznej oceny oraz umiejętności konstruktywnego rozwiązywania problemów. Jednocześnie stwierdzono niepokojące braki lub słabą reprezentację w odniesieniu do wielu istotnych kompetencji takich, jak np. : gotowość do autonomicznego działania, umiejętność radzenia sobie ze stresem i frustracją czy też zainteresowanie komunikacją międzykulturową. Przeprowadzone badania prowadzą do wniosku, że podstawa programowa na poziomie szkoły ponadgimnazjalnej nie stanowi spójnego projektu rozwijania kompetencji społecznych uczniów i uczennic.
The study presents an evaluation of the assumptions of school education on the upper secondary level, taking into account the criterion of developing of social competences which are important in the lives of adults. Therefore the following research question has been constructed: does the core curriculum for the fourth educational stage assumes achieving the learning outcomes relevant to the tasks of the social development of youth in late adolescent period? The study has been focused on selected skills and attitudes, which play a significant role in the following development tasks: entering the social roles connected with responsibility, including preparation for the role of employee, cooperation in multicultural and international teams, and political activity. The analysis showed that the core curriculum for the fourth educational stage assumes developing school students’ skills of critical assessment and their ability to constructively solve problems. At the same time alarming deficiencies or poor representation of a number of important competences such as, for instance, readiness to operate autonomously, the ability to cope with stress and frustration, or an interest in intercultural communication have been found. The research leads to the conclusion that the core curriculum created for the upper secondary schools does not constitute a coherent project which would develop social competences of school students.

Opis:
Intensive and fast development of digital technology as well as the world financial crisis, which resulted in the collapse of economy created changes that had a serious impact upon the young generation both in their everyday activities and in planning their future life. However, the plans may depend to a considerable degree upon social and political situation of a given country. Therefore, the present study aimed at making comparison of planning and imagining their future by young Poles and Ukrainians as the two countries underwent serious transformations. The modified Social Readjustment Rating Scale, Cantril’s Ladder and The Vision of Future developed by L. Oryshchyn were administered. The obtained results reflect optimistic but differentiated attitudes towards future life in both examined groups.
Współczesna rzeczywistość jest niestabilna, niepewna i niespokojna. Kryzys finansowy, a w jego następstwie kryzys ekonomiczny, którego doświadczamy od pierwszej dekady XXI w., przyczynił się do wzrostu bezrobocia zwłaszcza wśród pokolenia młodych dorosłych. Pociągnęło to za sobą szereg następstw, jak odraczanie decyzji o zakładaniu rodziny czy powrót po ukończeniu studiów do „rodzinnego gniazda”. Z drugiej strony transformacje współczesnej rzeczywistości dotyczą zjawisk, które można rozpatrywać w kategoriach pozytywnych. Gwałtowny, niezwykle intensywny rozwój nowoczesnych technologii cyfrowych otwiera przed współczesnym człowiekiem granice nie tylko związane z miejscem zamieszkania czy pracy, ale również ułatwia dostęp do dóbr intelektualnych. Zasygnalizowane transformacje wpływają na funkcjonowanie młodego pokolenia, odbijają się na codziennym życiu i wpływają na oczekiwania dotyczące przyszłości. Powodują też zmiany realizacji zadań rozwojowych. Celem prezentowanych badań było przeprowadzenie charakterystyki porównawczej oczekiwań oraz nastawienia przyszłościowego młodych Polaków i Ukraińców w warunkach transformacji społecznych. W badaniach zastosowano Zmodyfikowaną Skalę Strategicznego Podejścia do Stresu, „drabinę Cantrila” oraz ankietę autorską L. Oryshchyn Wizja przyszłości. Uzyskane wyniki wskazują na wprawdzie optymistyczne, lecz zróżnicowane nastawienie wobec przyszłości obu badanych grup narodowościowych.
