The goal of this article is to sum up the past hundred years of the social security system in Poland, starting with establishment thereof as Poland regained statehood in 1918. The changes which occurred in that time have been divided into three subsequent stages of the history of the Polish social security system. The first was the Interwar period when efforts were made to establish a social security system in independent Poland, in areas formerly divided between Austria, Prussia and Russia with extreme systems of social security. The next period was the Polish People’s Republic (1944–1989) when the communist authorities dismantled the pre-war social security system based on cooperation between state-owned and social organisations and the Church, replacing it with inefficient structures interested only in selected social groups in need. On the other hand, the third stage, commenced in 1989, of reconstructing social security, at first offered social protection for individuals affected by the system transformation. The last dozen or so years of development of social security is characterised by increasingly visible stimulation of social and economic growth to activate people from the fringes of the society.

Opis:
Concepts of systems theory imply possibility of using universal theoretical framework for the different safety concepts. Systems theory can be one of the paradigms in organizing the discourse on security, which combines an interdisciplinary exploration of representatives of different disciplines. Development model of social security implies that the organizational structure of the form elements that minimize the social risks (defenses). The satisfaction of social needs and opportunities of life chances (quality of life) may be the measure of system security evaluation. Social security model assumes that the social system affect different types of threats. A systemic approach reflects the various theories and methodological approaches.

Since the beginning of 1999 a fundamental reorganization of the social security system was introduced, which has substantially changed the existing mechanisms of its functioning. Within this reform a situation of the main social security performer, The Social Security Institution, had undergone a great changement in executive as well as organizational and legal form. As a consequence of the above mentioned rarely commented on and considered outcomes have appeared and determined further functioning of the Institution. Filling this gap, hereby the author takes upon a subject of the transformation of The Social Security Institution into the state administration body, equipped with legal personality, as well as issues related to the “transfer” of the employees of the state administration into the new unit, and endowment of the newly formed entity with possessions. He also does not leave unmentioned the subject of the liability and legal responsibility for the predecessor. The situation of the Institution as a legal successor of social insurance institutions, operating sine 1950, and as a successor of the further organizational units competent in the matters of pensions and annuities was also discussed. The author analyzes the organizationally and legally transformed institution, and puts a big emphasis on its legal status as a legal personality, introducing a conclusion by mentioning that the Social Security Institution is primarily a state organization unit and only then a legal personality and that its dualistic character can favourably affect the fulfillment of its statutory assigned tasks.

The problem of social security is closely related to meeting the needs of residents with a focus on inequalities between different groups at both the regional and local levels. Meeting the needs requires the existence and proper operation of certain institutions that solve social issues. It could be said that this is an area linked to and dependent on social policy, which has no clear definition in literature. Without a doubt, in the context of the development of security the essential elements of that policy are such as social policy, labor protection, employment, health, housing, educational, cultural and environmental protection, prevention and combating social pathology, population, family, policy considering the youth and old people. It is obvious that this kind of policy is limited to providing no equivalent benefits.

The article attempts to assess the trends of the fourth industrial revolution, which is a new stage of scientific information or scientific and technical revolution (the first stage of which is the third industrial revolution) as an industrial revolution in the modern era related to the transition to a new production principle, namely: scientific information, which replaces the industrial one. Positive and negative tendencies that may appear in the field of social security in Ukraine were indicated. Based on the examples of previous industrial revolutions, the conditions of the fourth industrial revolution were found to create a gap between the necessary and practical level of consumption of services providing social security, and the processes of spiritual degradation of society are intensifying. Therefore, it is necessary to improve the social security system in the future.

The article explores the issue of the integration of foreigners in contemporary Poland from the perspective of certain problems typical for the social policy research and practice. After defining the main concepts, the text examines the question of social integration and its three aspects. The first aspect refers to the formal regulatory issues. The second is the psycho-cultural aspect of the integration of foreigners. The main category applied here is the notion of „ontological security” understood in Anthony Giddens’ fashion. The third aspect, the one most commonly explored, relates to the dilemmas posed by the marginalization of discriminated groups, foreigners included. The overall purpose of the analysis is to demonstrate that if the category of ontological security is included in the research traditionally dominated by the social security narrative, a better understanding could be achieved of the intricacies of the process of „negotiating” the immigrants’ position in Polish society.

Societal security is undoubtedly an instrument for creating populist attitudes. This is related primarily to the quality of different democratic mechanisms and their representations affecting the political system. However, in the largest extent the merge of societal security and populism are triggered by the political elite, and the recipients of their communication - the citizens. It is related to the belief, which is increasingly affecting the public that ‘the elite should do what people order them to’ (Markowski 2004: 14). Undoubtedly, this situation creates series of consequences related primarily to the lack of political and economic civic competences. On the other hand, it may contribute to the growth of citizens’ dissatisfaction with the government actions that results in the loss of the legitimacy.

The aim of the article is to indicate the reasons for institutional changes in the provision of specialist counseling services in Poland. The author poses a thesis that specialist counseling is too closely associated with the social assistance system and becomes synonymous with social counseling. This results in lack of universality of the service which is directed almost exclusively to beneficiaries of social security. In the meantime, specialist counseling should “overtake” the social security system and act immediately after the problem has been identified, in the early stages of a difficult situation. The article is of analyticalempirical nature. The presented position results from the quantitative and qualitative analysis of research carried out among representatives of social services, specialists, local authorities, representatives of the III sector, people managing social security systems and local communities.

1. Objective The objective of this article is to present the need to control society in order to ensure security both to the society itself and to the state, and to draw an extremely fluid boundary line between what is necessary and what is unnecessary, which may turn into unnecessary surveillance which sometimes becomes caricatural. The duty to ensure security to the society, particularly in the era of increasing religious terrorism in Europe (resulting from simple relationships in the society), is an obligation aimed at permanence of existence of a given social group (national, supranational) functioning within the state and as such should be connected with aptly chosen methods of supervision. 2. Introduction Security is the overriding need of humans and it determines their other needs and the motives for the actions they take. It manifests itself not only in the lack of hazards (which constitutes its basic principle related to the assurance of existence) but also in the need to take action to ensure appropriate conditions for development of individuals as well as smaller and larger social groups. Hence, today’s understanding of security is not exclusively linked with the existence of humans or social groups (lack of hazards); it must be analysed from the point of view of its development, which in turn determines the evolution of such categories of security as economic, scientific cultural security, or job security. However, such secondary categories of security, which ensure the development of individuals and various social groups, cannot be pursued without eliminating potential threats to the existence of humans, particularly those related to their life and health, and ensuring continuity of generations. In order to meet this objective, especially in the era of increasing terrorism, it is necessary to supervise the society, which is more and more culturally and religiously diverse, in the right way, and the supervision may not become caricatural as was the case with the German Democratic Republic. 3. Methodology The authors identify the need to exercise permanent supervision in the society, particularly in areas threatened with terrorism, and, at the same time, point out that it is possible to overstep the necessary surveillance in a manner leading to its caricatural forms, which occurred in the German Democratic Republic, non-existent today. The adopted comparative historical method allows for direct analysis of needs regarding security in comparison with the potential threat of adopting wrong methods to meet them. A glance at current threats to social security, including terrorism, confronted with the surveillance that was common in the German Democratic Republic, which ceased to exist over twenty-five years ago, throws doubt on the boundaries of the needed and acceptable social surveillance. 4. Conclusions The authors prove that it is difficult to draw a clear line between what is permissible and what is impermissible in social surveillance, especially in view of terrorism threats. Therefore, the actions of national authorities should be marked by far-reaching carefulness in the selection of surveillance methods so that a democratic state does not turn into a police state. They agree, however, that supervision in the form of well administered surveillance is one of the methods of ensuring security to individuals and society.

Brazilian Social Security System is based in intergeneracional solidarity. It means that today’s taxpayers maintain active pensions and need future taxpayers to sustain future pensions. There is no individual investment account and the actuarial health of the system depends on economic and populational growth to maintain itself. Economic crisis, socio- political context, gave rise to successive reforms intended to hinder access and reduce the amount of paid benefits. When the pandemic hit Brazil, and workers needed to activate social security to ganrantee income in the face of non-essential activities block, they found a bleack scenario in a dismantled protective system.

Artykuł obejmuje rozważania dotyczące problematyki związanej z prawem do świadczeń z zabezpieczenia społecznego na gruncie Konstytucji Rzeczypospolitej Polskiej. Celem jego jest wyjaśnienie terminu zabezpieczenie społeczne i wskazanie instytucji prawnych wchodzących w skład zabezpieczenia społecznego, tj. ubezpieczenia społecznego, zaopatrzenia społecznego i pomocy społecznej. Na podstawie materiału w nim zgromadzonego można zasadnie przypuszczać, że treścią prawa do świadczeń z zabezpieczenia społecznego jest zagwarantowanie każdemu obywatelowi świadczeń na wypadek niezdolności do pracy ze względu na chorobę, inwalidztwo, osiągnięcie wieku emerytalnego, po-zostawanie bez pracy nie z własnej woli i nie posiadania innych środków utrzymania. Do istoty prawa do świadczeń z zabezpieczenia społecznego należy ochrona obywatela w razie wystąpienia określonych ryzyk ubezpieczeniowych powodujących całkowitą lub częściową utratę możliwości samodzielnego utrzymania się. W niniejszym artykule analizie poddano również zakres oraz formy realizacji konstytucyjnego prawa do za-bezpieczenia społecznego.
This article covers considerations related to the right to social security benefits under the Constitution of the Republic of Poland. Its purpose is to clarify the term social security and the indication of legal institutions that are part of social security, social security, social supply and social assistance. It is reasonable to assume that the content of the right to social security benefits is to guarantee every citizen benefits in the event of incapacity for work due to sickness, disability, reaching the retirement age, being out of work not of their own will and not having other means of subsistence. The essence of the right to social security benefits is to protect the citizen in the case of certain insurance risks result-ing in the total or partial loss of self-subsistence. This article also analyses the scope and forms of implementation of the constitutional right to social security.

This study analyses various non-military factors in shaping the security policy of the Russian Federation. This work undertakes to establish their substance, content and scope, and to draw the conditions and trends in the political, economic and social security of modern Russia in the context of its international ambitions, role and state security. In the work theoretical method analysis, synthesis, abstracting and generalization were used. Based on the results of the research, it was determined that the specificity of its location definitely exerts an adverse effect on Russian state security. The reconstruction of imperial Russia is among the key goals set forth by Vladimir Putin in Russia’s foreign and military policy. In fact, the entire economic, political and military activity of Russia is subordinated to this goal. With regard to the economic and social state, the dependence of the Russian Federation on the extraction and export of crude oil and natural gas is an obvious indication of the constraints of its economy. Moscow’s particular interests are formulated in official state documents, such as the Military Doctrine and the National Security Strategy. These documents identify not only external and internal threats to state security but above all indicate the means and methods of possible deterrence.

The aim of the article is to present and describe how to counteract threats to social security through sport. The theoretical method of analysis and criticism of the literature was used in the research work. The conducted research allowed to determine that mainly trainers and pedagogues play an important role in the prevention of risky behavior. The review of the literature allowed to conclude that the research work is based primarily on surveys and currently only a few researchers conduct research on combating social security threats through physical activity. In connection with the above, it is necessary to continue research in this direction, using such research methods as the individual case method.

Social insurance law and labour law have been intrinsically interrelated since the very beginning of their existence, as they cover the same sphere of human activity. At present we can observe that these relations are weakening mainly due to the continuously extending personal scope of social insurance law. The most important relations between social insurance law and labour law may be classified as relations of material (defining conditions of granting benefits), functional (legal methodology and political measures) and organisational (administrative) nature. A shift in the direction of the influence on shaping the rights and obligations of the labour relationship parties may be observed. It is no longer labour law that exclusively determines the situations protected (insurance risk), but to a broader extent both social insurance law and labour law are used simultaneously to reach a goal that is pursued.

At a time when there is still the effects of the global economic crisis, many companies on the brink of bankruptcy. Many businesses deferred fulfillment of its obligations, paying bills and working on the debt. The emergence of insolvency raises additional cost (penalty payment to suppliers, increased interest on loans outstanding in the period and others), reducing corporate income, resulting from increased costs associated with overcoming the subsequent insolvency (obtaining additional financial resources), or. forced liquidation of the company. It also finds many businesses and entrepreneurs, who does not remit contributions for its employees do not pay them their wages and other demands. Progressive business indebtedness may result in failure of the company. Every employer must pay, however, guarantee insurance in the event of insolvency. Therefore, the employee is protected from the condition that the employer failed to pay him for his work when it becomes insolvent, so when it comes to disposing of the company. This includes not only employees working in Slovakia, but also in all European Union Member States. They are obliged to comply with the directives issued by the European Union to regulate all matters relating to employer insolvency.

The long-term process of education, and above all, shaping the desired social attitudes among young citizens of each country is the basis of the future social order. Individual moral order translates directly into order in social structures and relations, which is important in the context of ensuring both internal and external security. In an orderly society, the so-called “strong moral backbone” is much more resistant to threats, and also much more effective in counteracting them. Unfortunately, the issue of moral education is not much emphasised in contemporary educational systems. Therefore, the main goal of this article is to identify the components of the moral education process as key factors shaping the contemporary order and social security. Thus, the issues of moral disorder as a source of real threats, both in the individual and social dimension, as well as the problem of moral education as the basis for shaping the desired social attitudes in the contemporary world, were analysed. In order to achieve the assumed goal, the following research methods (theoretical) were used: analysis, synthesis, abstraction, explanation, generalization, and inference. The research was carried out using the technique of examining documents and source materials.

The right to social security is recognised as a human right implemented through the activities of a particular country, and therefore one difficult to guarantee in complex situations regarding nationality or place of residence of singular persons or families. In order to regulate their situation, states create legal instruments at international or supranational level. Also the role of national law is important here. This study presents selected legal aspects of ensuring social security for Ukrainian citizens residing in Poland. It focuses on benefits outside the scope of the universal social insurance system, i.e., mainly on social benefits that are not directly related to professional activity.
Prawo do zabezpieczenia społecznego jest uznawane za prawo człowieka realizowane poprzez działania konkretnego państwa, a zatem trudne do zagwarantowania w sytuacjach złożonych pod względem przynależności państwowej lub miejsca pobytu poszczególnych osób i rodzin. Dla pożądanego uregulowania ich sytuacji państwa tworzą instrumenty prawne na szczeblu międzynarodowym lub ponadnarodowym. Istotna jest przy tym rola prawa krajowego. Niniejsze opracowanie przedstawia wybrane prawne aspekty zapewnienia bezpieczeństwa socjalnego obywatelom Ukrainy mieszkającym lub przebywającym w Polsce. Skupia się na świadczeniach pozostających poza zakresem powszechnego systemu ubezpieczeń społecznych, a więc głównie na świadczeniach socjalnych, które nie pozostają w bezpośrednim związku z aktywnością zawodową.

2030 Agenda constitutes a comprehensive framework for sustainable development. Nevertheless, not all sustainable development goals properly match the most important utilitarian values (human life and health). It is especially noticeable in terms of disasters and crises, which commonly determine social security. The research objective is to indicate the placement of the values in the particular goals. The systematic literature review indicates 47 information sources. That enables an in-depth analysis of the goals and social security specification elements, highlighting the direct or indirect character of relevant relations. The gaps can be identified considering the social character of the goals, characteristic hazards, danger to human life, and health and urgency of the response. In most cases, the relations between the goals and the values are indirect. They can be improved with a potentially positive influence on sustainable development in all circumstances (including the most dangerous ones). The goals specification states many references for the improvement in a synergistic way respecting the most important utilitarian values, especially in zero hunger, good health and well-being, sustainable cities and communities, climate action, partnership for the goals.

The Convention of ILO № 102 is the basic source of international-law rules in the area of social security. This convention concerns the standards of judicial review in matters regarding social security. It declares that whenever a claim is settled by a special tribunal established to deal with social security questions and on which the protected persons are represented, no right of appeal should be required. It means that matters regarding social security should be settled by tribunals that are organizationally, personally and procedurally separated from those dealing with other cases. In Poland, most of the matters regarding social security are settled by common courts, by their special departments, in a special procedure. Nevertheless, relevant departments can also deal with cases concerning labor law and they do not consist of persons who are not judges and represent protected persons. It means that the Polish regulations concerning the judicial review in matters regarding social security do not fulfill the standard established by the Convention № 102.

This article refers to unemployment as a social phenomenon constituting a threat to the development of the labor market in Poland. Professional activity recently was associated with social security and stability in life. Currently, for the ever-growing group of people, labor market participation is associated with a constant threat of poverty, uncertainty about the future or the inability to establishment and maintenance of the family. The reason is not only lack of work, but also the disappearance of the typical forms of employment in favor of flexible forms of employment which are consisted of poor quality. As it turns out, not always any job is always better than no job, which means that the quality of employment is now becoming a social issue whose solution or mitigation its results are beyond the scope of the free market and the modern country. The labor market is a social institution but also the problems associated with the changes of production and employment (labor demand) require a response from the social adjustment. In the interests of society, giving sufficient earnings and enabling development of their own free time ought to be done for an individual to gain market through decent work.

Ubezpieczenie społeczne rolników w Polsce (tak jak zresztą i w wielu innych krajach) stanowi system odrębny od powszechnych ubezpieczeń społecznych, którym podlegają pracownicy i osoby prowadzące pozarolniczą działalność zarobkową na własny rachunek. Instytucją administrującą ubezpieczeniem społecznym rolników jest Kasa Rolniczego Ubezpieczenia Społecznego (KRUS), podczas gdy powszechne ubezpieczenia społeczne są administrowane przez Zakład Ubezpieczeń Społecznych (ZUS).
Social insurance for farmers in Poland (as well as in many other countries) is a separate system from general social insurance, which applies to employees and self-employed non-agricultural workers. Farmers' social insurance is administered by the Agricultural Social Insurance Fund (KRUS), while general social insurance is administered by the Social Insurance Institution (ZUS).

Opis:
Cybersecurity belongs to the area of activity of state and supra-state actors, giving direction to national and international systems of law as components of national and supranational systems of political, economic, military cooperation, etc. Still, the state has a monopoly on the causality of lawmaking, which forms the basis of cyberspace use security activities. The state responds to national security needs by actively participating in the formation of the collective security order of the supranational level. The aim of this paper is to demonstrate the significance of the national Cybersecurity Strategy of the Republic of Poland for ensuring the safe use of cyberspace. The Strategy, while referring to the national order, is at the same time an implementation of supranational arrangements within the scopes adopted by the state authorities, which means that the Strategy is subjected to logical evaluation depending on the impact of cyber conditions or binding arrangements of the international environment. The text is based on two research methods: the doctrinal legal research method to analyse the applicable legal regulations governing the issues related to the strategic aspects of cybersecurity and the law theory method aimed at evaluating the strategic solutions in respect of security in cyberspace.

Celem artykułu jest ukazanie znaczenia zabezpieczenia społecznego, w szczególności sposobu jego postrzegania i roli, jaką odgrywa w dokumentach strategicznych z zakresu bezpieczeństwa narodowego RP. Jednocześnie zdecydowano się skupić na czterech opracowaniach strategicznych i wskazać główne podobieństwa i różnice. Generalnie znaczenie zabezpieczenia społecznego uwidacznia się we wszystkich dokumentach,  jednak komponenty i główne projekty, kierunki wsparcia są inne. Dominuje ukierunkowanie na zabezpieczenie społeczne, choć są równie inne aspekty, tj. wspólnotowość i rozwój. Ponadto, analizowany pozamilitarny obszar bezpieczeństwa powiązany jest z innymi, tj.  gospodarczym czy ekologicznym, jak wynika z najnowszej Strategii Bezpieczeństwa Narodowego RP z 2020 r.
The aim of the article is to show the importance of social security, in particular the way it is perceived and what role it plays in strategic documents in the field of national security of the Republic of Poland. At the same time, it was decided to focus on four strategic studies and indicate the main similarities and differences. In general, the importance of social security can be seen in all documents, it is present, but the components and main projects, directions of support are different. The social model dominates, focusing on social security, although other aspects are also present, i.e. community and development. In addition, the analyzed, non- military field of social security is most often recognized with economic potential, and, as can be seen in the latest National Security Strategy of the Republic of Poland from 2020, it is treated together with other, non- military fields of security.

Family is a basic social group influencing the shaping up of a young citizen’s personality, attitudes and values. Healthy, properly functioning one gives its members the sense of security and results in proper educational process including the education for security. Dysfunctional family presented as one of social pathologies affects the sense of personal security of its members and may pose the threat to social security. The research carried out by Alicja Keplinger in 2007 resulted in the statement that respondents consider social pathologies the main threat to national security, whereas natural calamities took the second place. The article is divided into two parts, in the first part it is explained what the national security is, and its role in the national security is depicted. In the second part the problem of family is discussed in the area of its functionality and dysfunctionality, as well as the significance of the threat to national and social security this phenomenon poses, which is frequently only mentioned in the literature of the subject where contemporary social threats are named. On the basis of the literature analyses and my own experience one can claim that frequently one pathology is the source of another. Family dysfunctionality is indicated as one of the reasons for many other pathologies, such as crime, drug addiction or alcoholism, which constitute a threat to the citizens security. For example, the fact that in the research conducted in 2013 by CBOS concerning the sense of security, in this case related to crime, 44 per cent of respondents feel anxiety and security threat. Besides the fact that dysfunctional family poses a threat to the citizens’ security of the whole society through triggering negative and antisocial behavior, it also poses a threat by, for instance, not fulfilling or limited fulfillment of procreation functions which endangers the continuity of the society, its identity and threatens social benefits (financial provision) for the citizens of a given country. According to GUS the birth rate in 2010 amounted to 34.8, in 2011 – 12.9 and in 2012 only 1.5. The article is aimed to present how important but scarcely depicted the problem of family dysfunctionality is, as a serious threat to social security.

Współczesny proces gospodarowania ma charakter złożony. Wymaga to od decydentów kształtujących politykę gospodarczą doboru adekwatnych oraz zróżnicowanych metod i technik oddziaływania. Trzeba mieć świadomość, iż tworzenie dogodnych warunków do rozwoju społeczno-gospodarczego powinno odbywać się na różnych szczeblach organizacji państwa. Stymulowanie rozwoju jest wpisane w istotę i naturę działań samorządowych, zaś wspieranie przedsiębiorczości społecznej pozostaje jednym z największych wyzwań na poziomie gmin i powiatów. Celem opracowania jest wskazanie na znaczenie przedsiębiorczości społecznej w tworzeniu podstaw bezpieczeństwa społecznego. Przedsiębiorczość społeczna nierozerwalnie łączy się z jednym ze współczesnych nurtów ekonomii, a mianowicie ekonomią społeczną. W Polsce ekonomia społeczna zyskuje na popularności w ostatnich latach, kiedy po burzliwym okresie transformacji gospodarki i jej przekształceń własnościowych oraz strukturalnych, zaobserwowano szereg negatywnych skutków społecznych. W opracowaniu scharakteryzowano istotę przedsiębiorczości społecznej jako ważnego działania służącego poprawie poczucia bezpieczeństwa społecznego. Odniesiono się także do przykładu województwa świętokrzyskiego, w tym wskazano na znaczenie przedsiębiorczości społecznej, jakie przypisują jej decydenci odpowiedzialni za politykę rozwoju. Stymulowanie rozwoju podmiotów ekonomii społecznej może być ważnym uzupełnieniem polityki regionalnej skierowanej na przyciąganie inwestycji zewnętrznych (przy niedoborach kapitału związanego z regionalną gospodarką). Wynika to z faktu, iż uruchomienie działalności w sektorze ekonomii społecznej nie wymaga znaczących nakładów kapitałowych, a stanowić może także szansę na zaangażowanie młodych osób, chcących sprawdzić się w roli początkujących przedsiębiorców. Propagowanie przedsiębiorczości społecznej może także przyczynić się do wzmocnienia spójności społecznej, budowania regionalnego kapitału społecznego poprzez włączanie w rynek pracy grup „zapomnianych” i trudno odnajdujących się na otwartym rynku pracy. Artykuł ma charakter przeglądowy.
Contemporary processes of administration are of a complex character. It requires from policymakers who form the economic policy the choice of adequate and diverse methods and interaction techniques. One needs to be aware of the fact that creating suitable conditions for socio-economic development should take place on different levels of a country’s organisation. Stimulation of development is inscribed into the core and nature of local government actions and supporting social entrepreneurship constitutes one of the biggest challenges on the level of municipalities and counties. The aim of the study is to point to the meaning of social entrepreneurship in creating the foundations of social security. Social entrepreneurship is inseparably connected to one of the contemporary trends in the economy, namely the social economy. In Poland, the social economy has been gaining in popularity in recent years, following a number of negative social effects observed after the rough period of economic transformation and its ownership and structural transitions. In the study, the essence of social entrepreneurship has been characterised as an important action aimed at improving the feeling of social security. The reference has been made to Świętokrzyskie voivodeship, in which the meaning of social entrepreneurship has been pointed and attributed by policymakers responsible for the development policy. The stimulation of social economy subjects may be an important supplement of regional policy aimed at attracting external investments (with shortages of capital connected to the regional policy). This results from the fact that launching business in the social economy sector does not require significant capital outlay, and may constitute a chance for involving young people who want to test themselves in a role of budding entrepreneurs. Promotion of social entrepreneurship might as well contribute to the reinforcement of social cohesion as well as building regional social capital by including into the labour market some groups that are “forgotten” and feel it difficult to find themselves on the open labour market. The article is of an overview character.

The process of creating the basic assumptions of the social policy of the Second Republic was extremely complicated and a coherent vision of the state's involvement in solving social issues was developed only in the thirties. At that time there was a clear definition of the Polish social policy framework. The final design included the issue of employment, social security, welfare, immigration and health care. An important factor in the development of social policy objectives was their dependence on economic conditions and the related development of methods for solving the ever changing social issues. With time, the modernization efforts were more and more important, due to them the Polish social policy was supposed to become more modern and focused on the removal of not only the effects but also the causes of the problems in society.

In the proposed draft position the author claims that the challenged provisions of the Act of 13 October 1998 on Social Insurance, insofar as it takes no account of the situation in which the day of death of the decedent was considered to be the date when the court decision declaring the person (for whom social security contributions were collected) dead was made, do not conform with the Constitution. In her opinion, in order to achieve compliance of the above-mentioned Act with the Constitution it would be sufficient to take into account – as a precondition – the suspension of the limitation period due to the death of the decedent. The author notes that in would be at risk of irrationality for the Constitutional Tribunal to adjudicate on both examined provisions, as it is difficult to consider the issue of suspension of the limitation period in relation to the claim for undue contributions when the limitation period has not yet started.

Provisions of the Act on Pensions from the Social Insurance Fund are contested by a citizen in an the extent that they grant the right to working disability pension not earlier than from a month in which the application was submitted, conform to the Constitution. A contradiction with Article 67 para. 1 of the Constitution, is perceived by the complainant in the assumption that the date from which the claim for payment of social security benefits may be requested, is the date of submission of the application instead of the date of an invalidity and the resulting working disability. In the complainant’s case there was a large difference between the time when the terms of acquiring the right to a pension were fulfilled and the moment in which when the application for the benefit was submitted. The legislator, in the case of retirement benefits, including permanent disability pensions, assumed as a rule that the right to retirement and working disability benefits arises from the date of meeting the conditions required to acquire that right

This article examines the connection between media use and social in/security from the perspective of Finnish Russian-speakers. Based on 25 interviews conducted in Finland in 2015–2016, it analyses the ways in which people in conflict situations mitigate social risks and attempt to produce security by governing their use of the media. Drawing from von Benda-Beckmann and von Benda-Beckmann’s work on social security, the article argues that security studies ought to include transnational media use in their scope and broaden the emphasis towards the social and societal aspects of threat and insecurity. Furthermore, it explains how, in times of conflict, transnational media may turn into a digitalised ‘war zone’ with alarming consequences on the identification and social security of their audiences.

The introduction of a one-off cash benefit for pensioners and disability pensioners in 2019 is aimed at reducing income disparities in society. The governmental bill implements of the announced, socalled “thirteenth” pension benefit for each retired citizen. The author estimates that the act aims at reducing income disparities in society, and the government’s bill effectively implements this social objective. This law has far-reaching financial consequences, which may cause the need for transfers in the budget and financial plans of state special purpose funds. In the author’s opinion, this may lead to an amendment of the budget law increasing the level of the budget deficit, especially if other electoral promises will be implemented or economic downturn will occur.

This article aims to analyze the common manifesto of the Christian Democratic Union of Germany and the Christian-Social Union in Bavaria regarding social security, with regard to the elections to the German parliament in 2017. The basic assumption was to verify whether the CDU/CSU grouping referred to each of the elements of social security, i.e. social security system, welfare security, community security and developmental security, in its 2017 election manifesto. The method used to complete the study was content analysis. The study shows that the CDU/CSU Union in its common manifesto of 2017 – Für ein Deutschland, in dem wir gut und gerne leben. Regierungsprogramm 2017–2021, raised issues related to building the social security of citizens. The proposals that were included in the program allow us to conclude that the CDU/CSU proposed a program that develops each of the pillars of social security in part, but which is still lacking in some ways. It should be noted that the issue of culture has been somewhat overlooked, which undoubtedly has a huge impact on the development of social capital and human capital, despite its enormous impact on two of the pillars, community and development. Other areas and proposals aimed at their development manage to fill this gap. It should also be pointed out that in the electoral proposals included in the manifesto, the most developed pillar was related to social security, implemented as part of the social policy of the state.

The paper aims at analysing the relation between the model of social policy implemented in Poland after 1989 and the scale and structure of migration processes. The statistical data analysed in the paper show the impact of the deficit of good jobs, weakening protection of workers' rights, and low levels of social security in Poland on the post-accession emigration of Poles. The paper has tried to challenge the strategy implemented in Poland after 2004, which is based on compensating for the effects of emigration of young and well-educated Poles with the influx of foreign workers. It has been also emphasized that social policy instruments towards immigration and immigrants tend to be one-sided, as they focus on the labour market needs and do not provide enough support for the process of adaptation and integration of immigrants in Poland. Moreover, a verification of the assumptions of the governmental document "Migration policy of Poland” (2012) has been suggested, i.e. taking into account the negative effects of the post-accession economic emigration and recognizing the issue of contemporary Polish emigration as an important area of Poland’s migration policy. Finally, the paper has outlined the role of social policy in stimulating migration processes in accordance with the principle of protection of native human capital, the needs of the economy, and the Polish raison d'etat. It has also identified spheres of social policy development which are necessary to achieve this objective.

Celem artykułu jest przedstawienie znaczenia bezpieczeństwa społecznego oraz pokazanie roli, jaką odgrywa ono w kształtowaniu bezpieczeństwa narodowego Rzeczypospolitej Polskiej. Publikacja pokazuje również zagrożenia społeczne i psychospołeczne wywoływane przez współczesne patologie. Omówiono tu także zagrożenie powstałe w wyniku problemów demograficznych. Przeanalizowano dane Głównego Urzędu Statystycznego i materiały opublikowane w tej sprawie. Ukazano zagrożenia społeczne i ich wpływ na bezpieczeństwo państwa. Ponadto omówiono najważ- niejsze wyzwania stojące przed Polską w celu zapewnienia bezpiecznej egzystencji obywateli. Autor wskazuje na możliwe konsekwencje i ryzyko przedstawionych tu zagrożeń dla kraju.

Its implementation may take place with the participation of social economy entities, supported by the state in a financial manner as well as through appropriate legislation in the scope of shaping the conditions for the development of the social economy. The aim of this study is to get to know the scope of social economy enterprises in the municipal services and their impact on people employed in this type of institutions, including the possibility of increasing the sense of social security of this people and confirming or denying that the majority of people working in this type social economy entities are people who are socially excluded or threatened with this phenomenon.

Niniejszy artykuł podejmuje zagadnienie bezpieczeństwa społecznego jako jednej z kategorii bezpieczeństwa narodowego. Społeczny wymiar bezpieczeństwa, jako dynamiczny proces charakteryzuje się ciągłymi zmianami, w których biorą udział wszystkie podmioty państwowości. Przemiany te mają przede wszystkim na celu zapewnienie egzystencjalnych podstaw życia człowieka oraz stworzenie możliwości do rozwoju indywidualnych potrzeb każdego człowieka, zarówno tych materialnych, jak i niematerialnych. Współcześnie zagrożeniem dla rozwoju i stabilności bezpieczeństwa społecznego Polaków są między innymi migracje zarobkowe, tendencje demograficzne, czy rozległa grupa patologii społecznych, w tym alkoholizm czy degradacja rodziny. Odpowiedzią na zaistniałe zagrożenia jest budowa silnego i obywatelskiego społeczeństwa powstałego na podstawie adekwatnych i dobrze przygotowanych programów edukacyjnych.
Security has always been among the most desired values. In the 21st century, security of the state rests on holistic premises, covering all its aspects and dimensions, such as national, international, political, military, social, cultural, ecological, information and local-level security. This article deals with the issue of social security as part of national security. The social dimension of security is dynamic and undergoes constant changes engaging all the agents of statehood. These changes are first of all meant to provide the existential foundations of human life and to create opportunities for the personal development of each human being - material and spiritual. An example of a contemporary risk to the stability and growth of the social security of Poles are economic migrations, adverse demographic tendencies and a wide range of social pathologies, such as alcoholism or family degradation. These challenges can be faced through constructing of a strong civil society, built on the foundation of adequate and well-designed educational programmes.

Security as one of the human's critical needs assumes importance. Security lays the ground for development in various economic, social and cultural dimensions; for this, it is of high significance to measure it. The goal of the current research was to assess sense of security and its role in the expansion of tourism with emphasis on communicative planning components in coastal cities. The research methodology used in this paper was a case study and the information gathering method was document based and it fell in survey types. In document based method, domestic and foreign credible books and researches were applied and in the survey type method, too the tool of questionnaire has been used for gathering information. The statistical population in this research consisted of all tourists who had travelled to the city of Bandar Abbas with some economic, social, political, scientific, and cultural and entertainment aims. The number of 384 tourists was selected as the sample. While analyzing data, T test statistical tests were used for examining the research hypotheses. The result arising from the examination of the research's questions and hypotheses revealed that current tourists in the city of Bandar Abbas enjoy a favorable level as to the sense of security and in comparison between female and male tourists; the latter enjoys higher average of sense of security. Of among the eight hypotheses raised in the research, sense of security of tourists is not only significantly related with age and educational degree while it has a significant relationship with other variables including, the presence of tourists in the city, later travels to the city, choosing of the place of tourism, sense of satisfaction with the travel, gender and income. This is indicative of the fact that the more sense of security increases among tourists, and the more this issue circulates among them, the more tourists' presence and their tendency to reside in the city and even their later travels to the city of Bandar Abbas will increase, because security is found to be the most fundamental factor for tourism development in each city and region that aims to conforms with the features of superior regions within the tourism industry. Development of the tourism industry in each city, though is a product of appropriate security conditions, this means stability of security of that particular in that region.

This paper explores the historical challenge of social inclusion relying on the example of the Japanese social security system. The current public assistance system in Japan is grounded on the Public Assistance Act of 1951, which was originally constituted in 1946 and already declared equal treatment of all citizens. We will focus on a hidden aspect in this introductory period of the public assistance system, the actual situations of people who depend on it. We have digitally restored a survey data for households receiving public assistance. This data was collected in a Japanese prefecture in 1952. The results of this survey indicate that differences in poverty by gender are remarkable. For male householders, the total number of events that caused the onset of public assistance, principally injured or diseases, in 1950 or 1951 was more than that of 1944 or 1945. On the other hand, for female householders, the events of 1944 or 1945 were related to the Second World War, principally the death of male breadwinners, which induced poverty. Moreover, we broke down recipients by gender, age, and household types and revealed, in particular, two facts. First, many widows were receiving public assistance, but not all had lost their spouses in the war. Second, the largest age cluster of recipients was composed of children in the compulsory education age group. The increasing inclusion of the ‘standard’ type of household indicates the success of the Public Assistance Act’s universalism. This digitally restored sample has much potential to provide detailed descriptions of life courses and information on the jobs of household members.

Problematyka i metody okazała się publikacją nadzwyczajną: mimo że autor napisał ją w innych warunkach ustrojowych i upłynęło wiele czasu od jej wydania, w Polsce w zakresie szeroko rozumianej problematyki polityki społecznej jest to jedna z najczęściej cytowanych pozycji literatury przedmiotu. Wywołanie dyskusji naukowej na temat zabezpieczenia społecznego pod pretekstem jubileuszu książki Jerzego Piotrowskiego wydaje się jak najbardziej uzasadnione. W niniejszym artykule zaproponowano rozpatrywanie systemu zabezpieczenia społecznego w ujęciu aspektowym. Każdy z ośmiu wyróżnionych aspektów można opisywać i wyjaśniać, odnosząc się zarówno do rozważań teoretycznych, jak i rozwiązań praktycznych, dostrzegając przenikanie się zakresów problematyki czy też charakterystyk poglądów.
Published 50 years ago book by professor Jerzy Piotrowski „Zabezpieczenie społeczne. Problematyka i metody” (Social security. Problems and methods) turned out the extraordinary publication: despite of the fact the author wrote it in the different political conditions and many years passed since its release, in Poland this is one of the most cited literature in the scope of social policy science. Calling the scientific discussion about social security under the pretext of the anniversary book by Jerzy Piotrowski seems like the most reasonable. This article proposes a considertion of the social security system in the aspects-oriented approach. Each of the eight distinguished aspects can be described and explained, referring to both the theoretical and practical solutions, recognizing the permeation range issues or characteristics views.

Artykuł dotyczy umowy zawartej między Polską i Izraelem w zakresie zabezpieczenia społecznego. Autorka odnosi się do korzyści oczekiwanych w związku z zawarciem umowy. Prezentuje uzgodnienia wraz z odniesieniami (w przypisach) do innych tego rodzaju umów dwustronnych zawartych przez Polskę, które służą nawiązaniu do możliwych w niektórych obszarach uzgodnień odrębnych. Autorka komentuje także postanowienia umowy dotyczące jej mocy wiążącej. Na koniec proponuje spojrzenie na zawarcie umowy z punktu widzenia jednego z istotniejszych powiązanych obszarów badawczych, jakim jest wspólne unijne podejście do koordynacji systemów zabezpieczenia społecznego w relacjach z państwami trzecimi.
The article deals with the agreement concluded between Poland and Israel on matters of social security. It relates to the expected benefits resulting from this agreement, presenting the agreements of the undertaking together with pointers (in footnotes) to other types of bilateral agreements concluded by Poland which serve as reference to possible separate agreements within certain fields. The author of the article also comments on the ruling over the binding nature of the agreement. Finally she proposes an examination of the concluding of the agreement from the viewpoint of one of the most significant relevant research fields which is the joint EU approach to the coordination of social insurance systems in their dealings with third party state.

Migration is a serious challenge as a result of global changes in the 21st century. The article aims to show the main threats resulting from immigration. Analysis of the emerging threats to the social and political security of the state as a result of immigration will allow to identify possible actions. The experience of the Scandinavian countries` experience allows us to show possible actions to minimize threats. The article describes the outline of the problem, due to the complexity and broadness of the topic.

The human and social security paradigm has been developed and shaped at different levels in various countries and political regions as a result of their diverse development of civilisation. Security in all spheres of social life has become a paradigm of the present and the future and, following its creation, has caused mental changes in the human value system. The system of values developed at universities, in terms of peaceful coexistence, tolerance, respect for the canons of law, and environmental protection, is becoming an interpretation of the quality of human life. This means that universities, regardless of their educational and scientific research profiles, are actively involved in building security in their micro- and macro-environment in the short and long term. The social responsibility of universities to shape a safe environment consists in including the following in the content of education and in the system of values of graduates: human rights, assumptions of humanitarianism, ethics, tolerance, environmental protection, respect for the law, shaping pro-social attitudes, and many others arising from the challenges of the present and future.

The paper presents changes in the solutions of unemployment benefit, introduced in Poland in the years 1990-2013. The author has also undertaken an attempt at determining the influence of these changes on the realization of the income and motivation function of this allowance. As it results from the analysis carried out, in the study period a gradual tightening of the conditions of qualification for the benefit as well as principles for granting the allowance were observed. Consecutive legal regulations led to a limitation in the income function of the benefit and an increase in its motivation function.

The 1983 Code of Canon Law contains numerous instructions for decent support of clerics. Decent support should be such that it provides for the basic necessities of clerical life. The concept of “necessity” should be understood both as necessitas naturae (the temporal goods without which one cannot sustain himself) as well as necessitas personae (goods without which the human person can live but not in a dignified way). Decent support includes everything that is morally necessary for the priest to properly carry out his priestly vocation: food, accommodation, clothing, health care, social security, annual holidays, aiding parents or close family members, giving payment for assistance or further intellectual development. With respect to the issue of the cost of support, the code legislator sets out the general principle that it is to be “appropriate” for the clerical position he is in, and the two factors that make it possible to determine this “appropriateness” more precisely, namely: taking into account the nature of the tasks entrusted and the adjustment of the cost of remuneration to the circumstances of place and time.

At this moment, the presence of foreigners in our country is one of the importan problems aefcting society in Poland. eTh unstable situation on the eastern border with Belarus and numerous attempts to illegally cross the border by emigrants - refug from, among others, Syria, Iraq, or Afghanistan, are one of the very popular topic of public and media disputes or topics discussed by politicians. This topic is very important and crucial - it concerns first of all respect for human rights in relation those people. Nevertheless, in Poland, apart from the problem of illegal foreigne there are also citizens of other countries who reside legally in our country. Curre it is a growing group, whose members are not citizens of our country, but they ar an increasingly important part of our society. eThrefore, it is worth taking up this topic and reflecting on the situation of foreigners who reside legally in Poland. eTh subject of this article is the issue of social security of foreigners staying in Poland. Th basic research question to which this article is to answer is the question of wheth foreigners legally residing in the territory of the Republic of Poland are guaran social security - it means if they have ability to live, survive and develop. eTh article will use the method of an interview and a survey conducted among foreigners livin in our country, as well as an analysis of available documents and sources regardi the situation of foreigners in Poland. eTh results of the research and analyzes indicat that the situation of foreigners in Poland is relatively correct, but not in all are needs of this group are fully satisfied.

In the author’s opinion, when taking the decision the examining physician should take into account the general criteria indicated in the definition, i.e., “a violation of the body’s efficiency to the extent that it requires constant or long-term care and help of another person in satisfying basic life needs”. Decision criteria are not specified by other provisions. Determining the occurrence of incapacity for independent existence is made in specific cases by certifying doctors or medical boards of the Social Insurance Institution (ZUS) or by courts examining appeals against ZUS decisions.

Acquiring blindness or low vision at the senior age usually results in decreased quality of life due to a decrease in functional performance in the areas of activities of everyday activities, spatial orientation and mobility, physical activity, spending free time and obtaining information. Loss of vision also implies serious emotional consequences, which in the absence of professional therapeutic help and social support can lead to mental health disorders. Research analyses indicate that the level of satisfying rehabilitation needs of seniors who are losing vision is relatively low, and the specificity of their functioning resulting from the coexistence of various health problems is rarely included in support programs. The aim of the article is to indicate areas that have been so far neglected in the rehabilitation of elderly people who have acquired visual impairment and to formulate proposals aimed at increasing the availability and quality of therapeutic services for this social group.

This dissertation provides comments on the essence of social security and developmental security as a status, process, value, need, and basic civil right as well as the role of the state in eliminating threats to such security. Issues related to the role of welfare as an institution of the state’s social policy in providing security to individuals and families in difficult or crisis situations have also been discussed. The dissertation describes the level of involvement of Krakow non-governmental organizations in running welfare institutions and providing high-quality public utility services as well as presents examples of good practices by Krakow non-governmental organizations providing social and developmental security to selected categories of people.

Przestępczość socjalną należy uznać za szczególną odmianę szeroko pojmowanej przestępczości gospodarczej. W ramach prowadzonych rozważań teoretycznych zwrócono uwagę na zależności występujące pomiędzy nimi. Główny wątek prowadzonych rozważań koncentruje się na poznaniu różnic i ustaleniu podobieństw w definicjach przestępczości socjalnej i gospodarczej. Temu celowi posłużyło zaprezentowanie różnych koncepcji przestępczości gospodarczej budowanych na przestrzeni lat. Sprecyzowano zasadnicze kierunki zagrożeń rodzajem przestępczości wymierzonej w system ubezpieczeń społecznych, pomoc społeczną, instytucje rynku pracy oraz wsparcie finansowe rehabilitacji osób niepełnosprawnych. Na uwagę zasługują zdiagnozowane czynniki sprzyjające popełnianiu przestępstw socjalnych, porównywane na tle ich odpowiedników właściwych dla przestępczości gospodarczej. Artykuł zawiera kilka innych elementów pozwalających na dokonywanie ukierunkowanych porównań na tej płaszczyźnie.
Social security crimes need to be considered as a specific manifestation of economic crime broadly understood. In these theoretical considerations attention is drawn to the connections between them. The main consideration is concentrated on establishing the differences and similarities in definitions of economic and social security crime. This aim is served by a presentation of various concepts of economic crime built up over the course of time. Defined are the fundamental directions of criminally-orientated threats directed at the social insurance system, social help, institutions of employment as well as financial support for the rehabilitation of the disabled. Of note are the factors identified that are favourable to the committing of social crimes herein compared to their equivalents within the area of economic criminality. The article also contains other elements allowing for channelled comparisons to be made between these two phenomena.

The aim of the paper is to analyse controversial situations in the Polish judicial practice relating to performing incidental paid activities in times of sick leave, both by the insured – employees and persons not being employees, especially entrepreneurs. According to the Author’s opinion only social activities or incidental and mainly formal occupational activities can be qualified as the exceptions from the rule of the loss of the right to sickness benefit. Such view is justified by the public character and formality of the system of social security. Situations resulting in a possible loss of sickness benefit should be assessed each time in the context of the principle of proportionality.

Artykuł dotyczy problematyki zabezpieczenia społecznego rolników, które jest ważnym elementem bezpieczeństwa społecznego. Zabezpieczenie społeczne na odpowiednim poziomie daje gwarancję bezpieczeństwa członkom tej grupy oraz członkom ich rodzin w każdej sytuacji życiowej, a przede wszystkim w tych związanych z brakiem możliwości zarobkowania, chorobą czy innymi przypadkami losowymi. Aby tak się działo, konieczna jest ciągła analiza obowiązujących przepisów i ewentualna ich zmiana, jak również tworzenie nowych rozwiązań zaspokajających potrzeby grupy.

The article analyzes current activities of the European Commission in the field of social security. It presents the initiatives of the Commission related to promotion of active ageing. Briefly discussed the White Paper of 2012 and the Commission’s recommendations for reform of pension systems. Also presented the Regulation 465/2012 of 22 May 2012 amending the Regulation 883/2004 on the coordination of social security system and Regulation 987/2009 on the implementation of Regulation 883/2004.

The democratic transformation in Poland, the beginning of which dates back to the 1980s, brought political and economic freedom that additionally inspired the activity of civil movements taking the form of non-governmental organizations. Since the early 1990s, Polish society has become clearly divided, which was illustrated by the emergence of three distinct areas of public activity. The Law of March 8, 1990 on Territorial Self-Government began the rapid development of local governments, which were given the task of handling local public matters. The Law on Business Operations, which was in force at the time, ensured freedom of operations and the principle of quality of all participants of business life. Other laws, the Law on Foundations of April 6, 1984 and the Law on Associations of April 7, 1989 restored the possibility of civil self-organization, working for one’s own circle and fulfilling social needs. Throughout the whole period of political transformation, and in particular in the decade after Poland’s accession to the European Union, NGOs have become one of the most active actors of public life, and a capable partner to local and regional authorities in designing policies. One significant element of politics involves ensuring the security of citizens. Social security is of particular importance. NGOs initiate a number of projects aiming to fulfill the basic needs of residents, thereby ensuring their personal development and confidence. Cooperation with territorial self-government isof exceptional importance here.

This paper draws on an anthropological perspective on social security to explore the complex ways in which Czech- and Slovak-speaking migrants living in Glasgow negotiated their healthcare concerns and built security in the city and beyond. It is based on 12 months of ethnographic research conducted in 2012 with migrants who moved to Glasgow after 2004. Inquiring into healthcare issues and the resulting insecurities from the migrants’ perspective and in their everyday lives, the paper demonstrates how these issues were largely informed by migrants’ experiences of ‘uncaring care’ in Glasgow, rather than due to their lack of knowledge or understanding of the Scottish/UK health system. Furthermore, the findings reveal how these migrants drew on multiple resources and forms of support and care – both locally and transnationally – in order to mitigate and overcome their health problems. At the same time, the analysis also highlights constraints and limitations to the actors’ care negotiations, thus going beyond a functional approach to social security, which tends to overlook instances of ‘unsuccessful’ or unrealised care arrangements. In conclusion, I propose that migrants’ care negotiations can be best understood as an ongoing process of exploring potentialities of care by actively and creatively opening up, probing, rearranging and trying out sources of support and care in their efforts to deal with perceived risks and insecurities in their everyday lives.

The aim of this article is the presentation of the scope of responsibility of employers towards workers’ families in Poland in the interwar period. The article also shows how those duties were fulfilled. This issue appeared in Europe with the development of social insurance programmes and labour laws. The Second Republic of Poland built its own legal system for employees’ families. It included health insurance and benefits, families’ pensions and funeral allowances. Certain obligations were also imposed on employers in the context of labour law. The most important was the obligation to open nursery schools for the children of women who worked in factories.

In the presented project of a position, the author indicates that listed provisions of the act on pensions and allowances from the Fund of Social Insurances are compliant with Article 32 para. 1 of Polish Constitution concerning situation of persons born before the 1st January 1949. The author notes that the differentiating criterion is a presence in one of two separated by a date of birth legal systems of social insurance. The legislator could differentiate legal situation of persons receiving benefits in the system of defined benefit and persons insured, whose pensions shall be paid in a system of defined contribution. In accordance with argumentation “ad maiori ad minus”, if the Constitution allows for a creation of a less favorable legal situation of some insured persons distinguished by their age, a change in favor of insured persons concerning rules of qualifying the time when they did not work, but cared for their children should also be acceptable.

Celem opracowania jest syntetyczne przedstawienie obecnego stanu brytyjskiego systemu zabezpieczenia społecznego w kontekście Brexitu i jego konsekwencji dla Polaków przebywających w Wielkiej Brytanii na przykładzie zabezpieczenia od bezrobocia. Prawa, z których korzystają Polacy, nie posiadają statusu „praw nabytych” w rozumieniu prawa międzynarodowego i dlatego są przedmiotem negocjacji w ramach Brexitu. Brak porozumienia między Wielką Brytanią a Unią Europejską w zakresie zabezpieczenia społecznego będzie miał negatywne konsekwencje dla Polaków przebywających na Wyspach Brytryjskich.
Withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit) will definitely, and in various manners, influence the situation of Poles residing there. Rights, which they currently enjoy, do not possess the status of ‘acquired rights’ under international law and have, in consequence, become subject to Brexit negotiations between the UK and the EU. It is therefore worthwhile to analyse the situation of Poles in the United Kingdom from the point of view of their social rights in particular. The article synthetically presents therefore the current state of the British social security system in this context, focusing on the example of protection from unemployment. It has been written at a time, when guarantees of preservation of the rights in question have already been formally put forward, but their practical implementation is still dependent on the overall result of the EU-UK negotiations, and a still possible lack of agreement between the parties would defifi nitely bring adverse consequences for these rights.

Artykuł przedstawia charakterystykę zmian poziomu przestępczości w Polsce w latach 2004–2018 w kontekście bezpieczeństwa socjalnego, z uwzględnieniem liczby decyzji administracyjnych, na podstawie których przyznano świadczenia społeczne, oraz zmian wysokości wypłacanych świadczeń. Celem badania omówionego w artykule jest ustalenie korelacji między liczbą beneficjentów świadczeń społecznych i wysokością otrzymywanych przez nich świadczeń a poziomem przestępczości w Polsce. Wykorzystano dane z Banku Danych Lokalnych Głównego Urzędu Statystycznego dotyczące liczby osób, którym przyznano świadczenie społeczne, i wysokości świadczeń wypłacanych z budżetów województw, a także dane Komendy Głównej Policji dotyczące liczby przestępstw z wyszczególnieniem ich głównych kategorii i w podziale na województwa. Wyniki przeprowadzonego badania wskazują na występowanie silnej dodatniej korelacji pomiędzy liczbą osób, którym przyznano świadczenie społeczne, a przestępczością oraz brak korelacji pomiędzy przestępczością a wysokością świadczeń wypłacanych z budżetów województw. Na podstawie analizy literatury przedmiotu oraz badania własnego potwierdzono, że czynniki ekonomiczne wywierają wpływ na poziom przestępczości.
The article describes changes in the crime rate in Poland in the years 2004–2018 in the context of social security. The number of administrative decisions on the basis of which social benefits were granted and changes in the amount of the paid benefits were considered. The aim of the paper is to establish the correlation between the number of beneficiaries of social benefits and the total amount of these benefits, and the crime rate in Poland. The data used in the study come from the Local Data Bank of Statistics Poland and comprise the number of people who were granted a social benefit and the amount of benefits paid from voivodship budgets. The study was also based on data from the National Police Headquarters relating to the number and category of committed crimes in particular voivodships. The results of the conducted research indicate that there is a strong positive correlation between the number of beneficiaries of social benefits and the crime rate. On the other hand, no correlation was detected between the amount of benefits paid from voivodship budgets and the crime rate. The analysis of the literature on the subject and the author’s own research results confirm that economic factors have an impact on the crime rate.

Rozpatrywanie zagadnienia nierówności społecznych w polskim systemie ubezpieczeń społecznych jest obecnie szczególnie istotne ze względu na stale zwiększającą się liczbę świadczeniobiorców. Konieczność funkcjonowania systemu ubezpieczeń społecznych zapewniającego osobom niezdolnym do samodzielnego zaspokajania ich potrzeb materialnych w przypadku starości, choroby, macierzyństwa, śmierci jest oczywiste, jednak stosowane w nim rozwiązania mogą budzić wątpliwości co do ich formy i zakresu. Artykuł jest próbą zdiagnozowania, w jakim zakresie i w jakich elementach systemu występują przypadki dyskryminacji, które powodują powstawanie nierówności społecznych. W części pierwszej tekstu scharakteryzowane zostały mechanizmy funkcjonowania systemu ubezpieczeń społecznych w Polsce. Część druga prezentuje ewolucję zmian w tym systemie w ostatnich kilkunastu latach, a w części ostatniej opisano przypadki dyskryminacji w funkcjonowaniu polskiego systemu ubezpieczeń społecznych. W zakończeniu zawarte są propozycje zmian korygujących wadliwe rozwiązania.
Currently the problem of social inequalities in the Polish social security system is particularly important as the beneficiaries are continuously increasing in number. The need for a social security system that will provide benefits to people who are not able to provide for themselves and support themselves, for example people with disabilities, very old people, mothers, and in case of death, is undisputable, however, some solutions used in it may raise doubts about their form and scope. This paper is an attempt to diagnose the scope of discrimination and find the elements of the system where the examples of discrimination which cause social inequalities can be found. In the first chapter of the study, the mechanisms of functioning of the social security system in Poland were characterized. The second chapter presents the legislative changes of the system over the last several years. The last chapter is devoted to the description of examples of discrimination in the Polish social security system. In the summary, proposed changes to correct the erroneous solutions are contained.

W społeczeństwie ryzyka, nie istnieje stan całkowitej wolności od zagrożeń bezpieczeństwa, jednak państwo, jako arcyważny aktor życia, jest odpowiedzialny za maksymalizację bezpieczeństwa a minimalizację jego zagrożeń. Szczególnym aktorem życia społecznego jest rodzina. Jest ona ściśle powiązana z fundamentem bezpieczeństwa społecznego – bezpieczeństwem socjalnym. Składa się na nie bezpieczeństwo ekonomiczne, bezpieczeństwo mieszkaniowe i bezpieczeństwo zdrowotne.
Nowadays, national security is understood widely and its definition goes beyond the mere absence of military action. Security viewed in a broad sense includes not only the lack of risk or a direct threat of war, but also a sense of security in other spheres of life: social, economic, ecological and cultural. Social security encompasses vital welfare not limited to the economic dimension but comprising the possibility of developing and participating in social relations. In a risk society, there is no state of total freedom from security threats. However, the state, as a crucial actor of life, is responsible for maximising security and minimising its risks. The family is a special actor in social life, closely related to the foundation of societal security – social security. It consists of economic security, housing security and health safety.

W przyjętych rozwiązaniach ustrojowych istotną rolę w zapewnieniu bezpieczeństwa przypisano samorządowi terytorialnemu i instytucjom samorządowym. Kluczową kwestią jest sprawność i skuteczność funkcjonowania podmiotów samorządowych, bo od tego w znacznym stopniu zależy jakość życia obywateli. Ponadto ważnym obszarem pozostaje współpraca organów samorządu terytorialnego z podmiotami odpowiedzialnymi za bezpieczeństwo społeczne (podmioty przypisane m.in. do Krajowego Systemu Ratowniczo-Gaśniczego oraz Państwowego Ratownictwa Medycznego). W tekście poruszono kwestię kształtowania bezpieczeństwa społecznego na poziomie lokalnym z wykorzystaniem podejścia logistycznego. Poprawa skuteczności zapewnienia bezpieczeństwa społecznego jest możliwa przy wykorzystaniu metod logistycznych oraz filozofii logistyki społecznej ukierunkowanej na realizację celów społecznych, a w mniejszym stopniu kierującej się ekonomicznością celów. Jest to stosunkowo nowe podejście, stanowiące uzupełnienie tradycyjnie postrzeganej logistyki militarnej oraz logistyki biznesowej. Zwiększająca się nieustannie liczba zagrożeń o charakterze społecznym skłania do poszukiwania skutecznych metod niwelowania ich skutków oraz pomocy dla osób z różnych powodów wykluczonych, bądź zmarginalizowanych. Ponadto administracja publiczna, która wykonuje ważne funkcje z zakresu administracji świadczącej nieustannie musi doskonalić sposoby osiągania celów związanych z wypełnianiem swojej misji o charakterze publicznym.
The dynamics of economic, political and social changes constantly poses new threats to the existence and creative development of entities (public as well as human communities). The state remains the main entity that is responsible for creating the basics of security, yet it is crucial to study the ways and methods of forming social security for local communities. Under the approved political system, a significant role in ensuring security is ascribed to municipal governments and local governments’ institutions. Of key importance are efficiency and effectiveness in functioning of the local authorities as they greatly determine the citizens’ standard of living . Furthe rmore, an important area is the cooperation of local governments with entities responsible for social security (the entities belonging, among others, to the National Rescue and Fire Fighting System and the National Medical Emergency Services). This paper raises an issue of forming social security at a local level with the use of the logistical approach. An improvement in more effective provision of the social security is possible by using the logistical methods as well as social logistics philosophy. This philosophy aims to focus on achieving social goals and tends to attach less importance to the economics of its objectives. It is a relatively new approach that complements the traditional perception of military and business logistics. The constantly increasing numer of social threats makes one search for effective methods of reducing their effects and the help for people who are excluded or marginalised for various reasons. Moreover, the public administration, which plays important functions as serving administration, constantly needs to improve the ways of achieving goals connected to fulfilling its mission of a public character.

One of the broadly discussed issues, in particular in societies with poor infrastructure of formal care of dependent people (i.e. Poland), is the effect of the ageing process on the efficiency of informal care of the elderly by family members, friends, neighbors, and local communities. The complex situation of elderly care resulting from dropping fertility is further complicated when the emigration rate is high in a given country, such as Poland. The problem is often conceptualized in terms of moral panic. It needs to be emphasized that intergenerational transfers are not unidirectional and not always necessary, as exemplified by parents often helping their children working abroad, and not all elderly parents need care. In this article, I will emphasize the point of view of the parents of migrants, by focusing on the functioning of the transnational system of social security that consists of different actors (migrating and relatively immobile) in both sending and receiving societies. Quantitative and qualitative data from the field studies carried out from 2010–2012 will be used for the purpose of this text.

The Second Polish Republic developed an advanced and, in many ways, modern system of social care; however, the services which the citizens were entitled to seemed to be privileges available only to a small part of the population. The origins of this situation are to be found in the specific social and occupational structure of the population, low industrialization rate and the modest financial capabilities of the state and local governments. These resulted in a limited number of people with access to social insurances, a limited scope of public health care, a selective nature of access to unemployment insurance or radical differences in access to social care. And it is this unavailability of the social offer which determines the consideration of those benefits in Poland as privileges rather than commonly available rights of the Polish citizens.

The European Union, an unique entity on the global scene, is at the crossroads. Original blueprint to create supranational subject is broken, under the pressure of Constitutional crisis (2005) and later economic and financial one (a spectre of Grexit). The process has speeded up in 2014 when external security went to the agenda, followed by unprecedented migrant wave coming to the EU in 2015. As result former euroenthusiasm has been replaced by euroskeptic forces, mostly of populist or nationalist nature what was so strongly confirmed by the British Brexit vote in June 2016. Those accumulated crises brought about many new division lines within the EU, well defined in this study – of political, economic, social, but even religious and cultural nature. Dominating till now liberal mainstream is retreating, while ‘illiberal democracy’, however meant, or even authoritarian solutions are starting to flourish. This is an extraordinary era when the whole project of European integration is at stake. Time to react and to sacrifice a lot to save it, if we don’t want to retreat under the new challenges surrounding us. The EU can be saved, even if it be different than before – the Author claims.

17 października 2017 r. w Warszawie została podpisana umowa o zabezpieczeniu społecznym między Rzeczpospolitą Polską a Republiką Turcji oraz porozumienie administracyjne do tej umowy. Umowa i porozumienie nie weszły dotychczas w życie, jednak ich postanowienia są już znane. Tekst umowy i porozumienia administracyjnego został zamieszczony w Bazie Traktatowej Ministerstwa Spraw Zagranicznych 1. Niniejsza publikacja ma na celu przybliżenie problematyki koordynacji świadczeń emerytalno-rentowych w stosunkach polsko-tureckich, w tym uregulowań zawartych w nowo podpisanej umowie. W publikacji kompleksowo omówiono zakres podmiotowy i przedmiotowy koordynacji emerytur i rent oraz postanowienia merytoryczne w instrumentach prawa unijnego i międzynarodowego wiążących Polskę w stosunkach z Turcją. Porównano postanowienia umowy polsko-tureckiej z umowami Polski z innymi państwami w tym obszarze. Przeanalizowano także status obywateli Turcji na gruncie obowiązujących w Polsce unijnych i międzynarodowych aktów prawnych w zakresie koordynacji emerytur i rent, których stroną nie jest Turcja. Problematyka koordynacji systemów zabezpieczenia społecznego jest szczególnie ważna w aspekcie świadczeń długoterminowych takich jak emerytury i renty. Normy merytoryczne, kolizyjne i proceduralne prawa unijnego i międzynarodowego w tym obszarze zapewniają kompleksową ochronę osobom migrującym i członkom ich rodzin.
On 17 October 2017 in Warsaw, the Republic of Poland and the Republic of Turkey signed an agreement on social security together with the administrative arrangement to that agreement. The agreement and the arrangement have not yet entered into force, however, their provisions are already known. The text of the agreement and the administrative arrangement have been entered into the Treaty Database of the Ministry of Foreign Affairs. This paper aims to present the issue of the coordination of pensions in Poland–Turkey relations, including their regulation in the recently signed agreement. This publication describes in detail the scope and coverage of pension coordination and substantive provisions within the EU and international instruments of law binding for Poland in its relations with Turkey. The provisions of the Poland–Turkey agreement have been compared with agreements between Poland and other states concerning similar matters. Also, the status of Turkish citizens has been analysed based on the EU and international legal instruments applicable in Poland regarding the coordination of pensions to which Turkey is not a party. The problem of social security coordination is particularly important in the aspect of long-term benefits such as social security and retirement pensions. Substantive EU and international conflict-of-laws and legal procedural rules in this sphere ensure for a comprehensive protection of migrants and their family members.

The foregoing study is an element of research conducted by the author as a part of the research project “In search of a legal model of self-employment in Poland. Comparative legal analysis.” In the article, the author analyses the legal position of the economically dependent self-employed people in Polish social security law. The main part of the considerations is the analysis of preferences granted to people conducting non-agricultural economic activity. The regulation in force in Spain is the author’s starting point for developing the concept of separating the economically dependent self-employed as an intermediate entity between those having a status of an employee and self-employed. In conclusion, the author presents the concept of introducing a separate title into the Act on the Social Insurance System – economically dependent self-employed.
Opracowanie stanowi element badań prowadzonych przez autora w ramach projektu badawczego „W poszukiwaniu prawnego modelu pracy na własny rachunek w Polsce. Analiza prawnoporównawcza”. W artykule analizowana jest pozycja prawna samozatrudnionego zależnego ekonomicznie w polskim prawie ubezpieczeń społecznym. Zasadniczą cześć rozważań stanowi analiza preferencji przyznanych osobom prowadzącym pozarolniczą działalność gospodarczą. Regulacja obowiązująca w Hiszpanii stanowi dla autora punkt wyjścia do opracowania koncepcji wyodrębniania samozatrudnionego zależnego ekonomicznie jako bytu pośredniego między zatrudnieniem pracowniczym a samozatrudnieniem. W konkluzji autor prezentuje koncepcję wprowadzenia do ustawy o systemie ubezpieczeń społecznych odrębnego tytułu – samozatrudnionego ekonomicznie zależnego.

The legislator adopts various methods to determine the amount of the basis for calculating social security contributions. In the case of employees, it assumes that it is income from employment. In relation to persons conducting non-agricultural business activity, the legislator established the possibility of declaring the amount constituting the basis for calculating social contributions dimension, but it cannot be lower than 60% and not higher than 250% of the projected average monthly salary. ZUS (Social Insurance Institution) has the competence to determine the amount of contributions and their collection. However, in view of the techniques adopted for determining the basis, the pension authority’s competence in checking the amount of the contribution base is different according to the category of the insured.

Those accumulated crises brought about many new division lines within the EU, well defined in this study – of political, economic, social, and even religious or cultural nature. The liberal mainstream, which has been dominant until recently, is retreating, while ‘illiberal democracy’, however it is understood, or even authoritarian solutions, are starting to flourish. This is an extraordinary era when the entire project of European integration is at stake. Time to react and sacrifice a lot to save it, if we do not want to retreat under the new challenges surrounding us. According to the author, the EU can be saved, even if it will be different than before.

Ubezpieczenie społeczne, w szczególności ubezpieczenie emerytalne, stanowi jedną z podstaw bezpieczeństwa socjalnego ludzi. Poczucie zaufania oraz pewności lub ich brak odnośnie do przyszłości w podeszłym wieku wpływa na postrzeganie przez obywateli systemu zabezpieczenia społecznego jeszcze przed osiągnięciem wieku emerytalnego. Z tego powodu istotne jest, aby uczestnicy systemu zabezpieczenia społecznego (świadczeniobiorcy i płatnicy składek) posiadali wiedzę na temat jego podstaw i zasad funkcjonowania, swoich uprawnień oraz zobowiązań. System społeczny w danym kraju jest oceniany z punktu widzenia działań podejmowanych przez instytucje zabezpieczenia społecznego. Celem artykułu jest wskazanie narzędzi budowania wizerunku instytucji i jednocześnie zaufania do systemu zabezpieczenia społecznego zastosowanych przez Zakład Ubezpieczeń Społecznych na przestrzeni ostatnich kilkunastu lat. Metoda badawcza obejmuje analizę dokumentów strategicznych ZUS oraz porównanie wyników niezależnych badań nad zaufaniem do instytucji i jej odbiorem w Polsce. Szczególne miejsce w działaniach ZUS zajmuje działalność informacyjno-edukacyjna. Przeprowadzona analiza może stanowić punkt odniesienia do porównawczych badań nad sposobami budowania zaufania do systemów zabezpieczenia społecznego na świecie.
Social insurance, and in particular pension insurance, is one of the foundations of social security for people. The sense of trust and certainty or distrust and uncertainty regarding the future in the elderly, influences the citizens’ perception of the social security system before reaching the retirement age. For this reason, it is important that the participants of the social security system – beneficiaries and contribution payers, have knowledge about the system, its basics and principles of functioning, their entitlements and obligations. The purpose of the article is to show the tools of building the image of the institution and at the same time trust in the social security system used by the Social Insurance Institution over the last several years. Information and education activities occupy a special place in this analysis. The research method used includes the analysis of ZUS strategic documents and comparison of the results of independent research on trust towards institutions in Poland. One of the ways to build trust is informative and educational activity. The analysis of activities carried out by ZUS can be a reference point for comparative research on how to build confidence in social security systems in the world.

Zagrożenia psychospołeczne są coraz częstszym problemem dzisiejszych czasów. Stres zawodowy, oznaki pracoholizmu, czy też obciążenie jakościowe i ilościowe zaobserwować można w każdej organizacji. Występowanie i intensywność zagrożeń psychospołecznych mogą wpływać na ogólny stan zdrowia pracowników oraz ich bezpieczeństwo w miejscu pracy. To w oczywisty sposób będzie mieć przełożenie na cały „organizm”, jakim jest dana organizacja. Oddziaływanie tych zjawisk powodować może wypadki przy pracy oraz choroby zawodowe, co zdecydowanie nie jest oznaką bezpiecznych warunków pracy. Problem wypalenia zawodowego, niestety, przez długi czas pozostawał w cieniu innych problemów targających organizacje. Celem artykułu jest udowodnienie i potwierdzenie, że wypalenie zawodowe jest istotnym zagrożeniem dla bezpieczeństwa społecznego. Artykuł w sposób syntetyczny omawia badany obszar, co jest istotne z punktu widzenia całego spektrum zagrożeń społecznych i pozwala na rozwinięcie badań w przyszłości.
Psychosocial risks are an increasingly common problem today. Occupational stress, signs of workaholism, or qualitative and quantitative load can be observed in every organization. The occurrence and intensity of psychosocial risks can affect workers' overall health and safety in the workplace. This will obviously translate into the entire "organism" that is a given organization. The impact of these phenomena can cause accidents at work and occupational diseases, which is definitely not a sign of safe working conditions. The problem of burnout, unfortunately, for a long time remained in the shadow of other problems plaguing organizations. The aim of the article is to prove and confirm that burnout is a significant threat to social security. The article synthetically discusses the studied area, which is important from the point of view of the entire spectrum of social threats and allows for the development of research in the future.

Najważniejszymi, według mnie wartościami w tej hierarchii są wolność, równość i godność. To właśnie te aspekty są omówione w artykule.
A human is a social being, therefore, the true humanity needs others, maintain peace and security. In social security are important values, because they create a hierarchy, leading to self-realization. The most important values for me in this hierarchy are freedom, equality and dignity. It is these aspects I discuss in this article.

The subject of this study is to analyze the legal arrangements for indexation of social security benefits. Now indexation is a legal and economic formal adjustment mechanism specified by the law, aimed at maintaining the real value of cash benefits performed annually and based on inflation rate, less frequently on the rate of payroll. It is provided for all the entitled persons and has a rather broad scope, including the provision of short and long term benefits. The paper provides the analysis of the nature of rights to indexation of cash benefits taking into account their legal guarantees. Functions of indexation affect the universality of its application, which entails significant financial implications for the state budget. Thus, the aim of this paper is also to discuss the issue of financing indexation.

W artykule opisano istotne kwestie obejmujące funkcjonowanie i rolę Funduszu Rezerwy Demograficznej. Opracowanie ma na celu przedstawienie nieprawidłowości funkcjonowania funduszu i wskazanie niebezpieczeństw przedwczesnego wykorzystania jego środków.
The paper concerns issues of social security, in particular those connected with the first pillar pension scheme in the National Insurance Agency (ZUS), the Demographic Reserve Fund. The Fund was created in order to collect and multiply resources assigned for reducing the shortfall of assets in the pension system, resulting from demographic reasons. Crucial matters connected with the role and operation of the Demographic Reserve Fund are presented in the paper. The aim of the study is to show the irregularities in the Fund’s functioning as well as the dangers of premature exploitation of its resources.

Reforma polskiego systemu ubezpieczeń społecznych wdrożona w 1999 r. była niekompletna, chaotyczna. Konsekwencją tej reformy jest pogarszający się stan finansów Funduszu Ubezpieczeń Społecznych. Do zniwelowania deficytu finansowego FUS wykorzystać można jedną z metod zarządzania finansami. Do podstawowych metod zarządzania finansami ubezpieczeń społecznych zaliczyć można metodę dochodową i metodę kosztową. Aby poprawić efektywność finansową systemu ubezpieczeń społecznych w Polsce, konieczne jest ze względów społeczno-politycznych wykorzystanie metody kosztowej. Polega ona na obniżeniu wysokości wypłacanych świadczeń. Wykorzystano ją już w 1999 r . w reformie ubezpieczenia emerytalnego. Celem artykułu jest wskazanie możliwości wprowadzenia zmian systemowych i parametrycznych w polskich ubezpieczeniach społecznych, by zniwelować istniejący deficyt finansowy. Jako metodę badawczą zastosowano analizę ekonomiczną i analizę literatury przedmiotu. W zdiagnozowaniu kondycji finansowej FUS jako narzędzie badawcze wykorzystano miernik efektywności systemu. W zakończeniu stwierdzono, że ujednolicenie systemu, rekonstrukcja chronionych ryzyk socjalnych oraz zastosowanie Indywidualnego Konta Społecznego umożliwią poprawę efektywności finansowej systemu ubezpieczeń społecznych w Polsce.
The reform of the Polish social security system implemented in 1999 was incomplete and chaotic. The consequence of this reform is the deteriorating financial condition of the Social Insurance Fund. Financial management methods can be used to reduce the financial deficit of the Social Insurance Fund. The basic methods of managing social security’s finances include the income method and the cost method. To improve the financial efficiency of the social insurance system in Poland, it is necessary for socio-political reasons to use the cost method. This method involves a reduction in the amount of paid benefits and has already been used in 1999 in pension reform. The aim of the article is to indicate what systemic and parametric changes should be introduced to the Polish social insurance system in order to overcome the existing financial deficit. The research methods used in the article include an economic analysis and an analysis of the literature. In diagnosing the financial condition of the Social Insurance Fund, the system efficiency measure was used as a research tool. The conclusion offers the unification of the system, social protection reform, and the use of Individual Social Accounts as means of improving the financial efficiency of the social insurance system in Poland.

Niniejszy artykuł koncentruje się na krótkiej analizie zmian wybranych elementów polskiego systemu zabezpieczenia emerytalnego w kontekście dostosowywania jego kształtu do zmian ustrojowych, demograficznych i społecznych. Przedstawiono analizę tych instrumentów, które bezpośrednio lub pośrednio gwarantować mają bezpieczeństwo socjalne osobom starszym (dotkniętym ryzykiem emerytalnym), z uwzględnieniem uzależnienia systemu emerytalnego od zmian demograficznych. Pokazany zostanie również szerszy kontekst rozszerzania zakresów podmiotowego i przedmiotowego, a także wyłączania pewnych grup pracowników z powszechnego systemu. Artykuł opiera się na analizie literatury przedmiotu, polskiego ustawodawstwa z zakresu zabezpieczenia społecznego oraz danych statystycznych zagregowanych na poziomie kraju.
The article concentrates on short analyses of polish social security system’s chosen elements, in context of adjusting its shape to regime changes, as well as demographical and social changes in Poland. The analyse will focus mainly on those instruments, which directly or indirectly are supposed to guarantee social security to old people (pension system). The analyse will show also wider context of extending of subjective and objective scope of social system as well as exclusion of some groups of employers from the common system. The article is based on literature regarding social security, polish and international legislation, as well as statistics.
