In the last part of the article the author looks at social policy as a practice.

Opis:: The problem of social security is closely related to meeting the needs of residents with a focus on inequalities between different groups at both the regional and local levels. Meeting the needs requires the existence and proper operation of certain institutions that solve social issues. It could be said that this is an area linked to and dependent on social policy, which has no clear definition in literature. Without a doubt, in the context of the development of security the essential elements of that policy are such as social policy, labor protection, employment, health, housing, educational, cultural and environmental protection, prevention and combating social pathology, population, family, policy considering the youth and old people. It is obvious that this kind of policy is limited to providing no equivalent benefits.

Opis:: The family as the smallest social entity underlies each society and fulfils three basic functions: procreative, educational and economic. Among others, deteriorating economic conditions, i.e. high unemployment rate, low salary, increase of both running and educational costs are the main problems that face contemporary families. Expansion of pathological phenomena e.g. alcoholism, drug addiction, violence within the family, and crime can lead to the breakdown of the family. Other threats to the family persistence are disintegration of an extended family, lowering number of children per family.

Opis:: The main goal of this paper is a collation of methods for diagnosing subjective poverty. The comparison concerns the methods of identification of poverty in the sub-regions of the Pomeranian region. The methods of identification proposed by the author indicate that the proposed methods identify poverty much more precisely than the universal methods. It can be considered to carry on the policy of limiting poverty areas based on the local monitoring. The assembled conclusions can allow improvement of accuracy of directing social help and at the same time can increase acceptance of the rules used in administering this help.

Opis:: The aim of this article is to draw attention to changes in family policy in Poland after 2008, primarily the increased involvement of the state (government) in the family matters. This state of affairs is noteworthy for two main reasons. Firstly, it seems that such a significant increase in activities of Polish government for families had not been since 1989. So far in the transformation reality of our country withdrawal of the state institutions of social tasks could be rather seen. Secondly it should be noted that this increased involvement falls in a period of economic crisis, and thus occurred despite the particular challenges to the economy and the risks for the possibility of state interference in the affairs of society. These changes and their conditions are worth noting, inter alia, in the context of a discussion which is recently animated on the basis of social policy and economics on the directions of transformation of the tasks of the modern welfare state.

Opis:: Goal – the aim of the paper is to present the fundamental institutional changes which took place in the Polish social policy between 1918 and 1956, i.e. from regaining independence to the end of the Stalinist period in Poland. Therefore, the paper will present both the processes that constitute the construction of the social policy system, embedded in the European tradition and capitalist economy, and the process of dismantling of that system carried out by the communists at the end of the 1940s and at the beginning of the next decade, which imitated the Stalinist model of social activity of the state. Research methodology – the paper has been prepared with the use of a number of research methods in the field of humanities and social studies, necessary for the proper reconstruction of institutional changes which took place in the Polish social policy in the discussed period. The research has been based on the query of the archival sources, printed and legal, as well as specialist press and research papers. Score – the construction of the social policy system, which began in 1918, was not completed in the interwar period, but strong institutional foundations for such a system were created. After the World War II its reconstruction was, understandably, based on the pre-war rules. Political and systemic changes, which took place in Poland after communists gained full power, meant even greater nonuniformity between the institutional solutions, which stemmed from capitalism, and the model of socialism built in the late 1940s. Along with this process, social policy also underwent salinization and, as the result of institutional changes at the beginning of the 1950s, it had completely different functions than in the capitalist economy. It was objectified and it became an instrument of economic policy aimed at socialist industrialization and collectivization of villages. Its main task was no longer to solve social issues but to meet social needs. This new role, resulting from the Stalinist system, meant significant impoverishment of social policy and limiting the effectiveness of the state activity on social life.

Opis:: The family is the fundamental environment for every human being’s development. A functional family is the basic component of the common good. Presently, there are often situations when a family cannot cope with fulfilling important tasks, so it becomes inefficient, inconsiderate, and problematic. Part of the responsibility for the proper functioning of such a family is taken over by institutions and professionals supporting the family, and the family assistance profession recently joined this group. Family assistance is a “young” profession, introduced in 2012, and by the end of 2014, it was an optional solution. As of January 1, 2015, the obligation to employ family assistants was imposed on every community. The profession of a family assistant is still developing. More and more assistants are being recruited from year to year, which points to their high demand. However, the organizational context of the profession still needs to be clarified. Issues such as the competence of family assistants, their workshops, methods, tools, and qualifications are particularly important when considering the difficulty of working with a dysfunctional family. The main purpose of the article is to indicate the preferred competences and skills needed to perform the profession of a family assistant, and thus the prerequisites for improving the service quality of family assistants. The presented position results from the analysis of research carried out among family assistants in 2016–2017. Research shows, however, that there are new challenges and needs for meeting competences.

Opis:: The social exclusion is impossibilities determined in categories of participating in relevant aspects of the, economic, political social life and the cultural given society. The poverty is being related to persons, families or groups of people, of which resources (financial, cultural and social) they are limited in such a step, that the level of their life is lowering beyond the accepted minimum in the country of residence. A homelessness is both a cause and effect of other states of the poverty, lack of motivation, rejecting moral norms, lack of the ability, too pathological having socially recognised features. A poverty and a homelessness are one of social important issues of contemporary world which requires preventive concrete actions preventing of coming into existence of this phenomenon in order not to lead to the social exclusion.

Opis:: In reflection summary it can be stated that social policy is both a possibility and a barrier in the development of a new corporate culture-civilization, referred to as globalization. Main forces shaping the new global reality, and the face of social policy are: technical and scientific progress, international laws and education focused on raising awareness of global change. Quick pace of civilization reveals an inability to adapt to a wide range of society the realities of the world of IT and information, and consequently the phenomenon of exclusion and widening of social pathologies. The image shaping social policy sets out the special role of participatory unit. The implementation of the project of European integration reveals a large gap between the assumptions and practice of social life. Standards of social policy remain in the realm of vision, a declaration of hope, the boundaries between the real world and virtual information and disinformation and manipulation. An important role in this regard play the media, which in its action shall submit to the effectiveness of the delivering authentic information about contemporary social realities and social policy pursued in its various structural dimensions.

Opis:: This paper addresses the issues related to higher education in selected EU Member States and its contribution to the creation of wealth. Special emphasis was placed on the shape of education policy in selected countries through an analysis of the main indicators characterizing the same. The paper raises a number of questions which are important from the point of view of social policy: these questions relate to the policy of higher education funding and attempts to isolate and identify the relationships between higher education funding and the situation of people with higher education on the labour market. In the first part of this paper, the author presents the phenomenon of welfare by taking into account its measurement, especially those measures that relate to education related elements. Then the author indicates the relationship between education, especially its availability, and the process of wealth creation in the economy. In the empirical part of the paper an analysis is carried out on the basis of available and comparable indicators for selected EU Member States and conclusions are drawn based on the indicators.

Today obesity is a global social issue. The scale of the problem has become so large that World Health Organization (WHO) began to talk about the worldwide obesity epidemic. The main objective of the article is to present obesity as one of the most important challenges for the modern social policy. We will try to find the answer for the following questions: What is the essence and prevalence of obesity? What are the socio-economic consequences of obesity? What actions are taken to reduce obesity? The article uses the following research methods: literature review, legislative research and the analysis of statistical data.

In many ways, policy provides three trajectories for older people; first, as independent self-managing consumers with private means and resources; second, as people in need of some support to enable them to continue to self-manage and third, as dependent and unable to commit to self-management. Governmentality provides the theoretical framework through which to view policy and practice that is largely governed by discourses of personalisation.

Opis:: The ageing of societies has recently become one the most important phenomena shaping social policy in Poland and other developed countries. At the same time, it is becoming increasingly clear that ageing should not be perceived only in terms of threats. Silver economy, age management, and lifelong learning are the notions that become acknowledged by various labour market and social policy stakeholders. The rationale behind these ideas is to make the best use of the potential of people around the retirement, in line with the life cycle concept, but also of new social needs that arise with an increasing proportion of people aged 50+ in the society, and with considerably improving quality of their lives. The discussion presented in the article is limited to problems in extending working life of Poles. The aim of this paper is analysis of the factors influencing the extension of the working life in Poland, from an individual perspective, i.e. by looking at the reasons of individual decisions of people close to the retirement age. The article is both theoretical and empirical in nature, presenting a review of studies including the support for the economic activity of “older” workers, coupled with the outcomes of a statistical analysis carried out in the project „Equal opportunities in the labour market for people aged 50+”.

An important factor in the development of social policy objectives was their dependence on economic conditions and the related development of methods for solving the ever changing social issues. With time, the modernization efforts were more and more important, due to them the Polish social policy was supposed to become more modern and focused on the removal of not only the effects but also the causes of the problems in society.

Opis:: In the second part of the 20th century “welfare state” model became a recognizable part of social-economic policy in majority of Western countries, called west civilisation countries. Remarkable achievements of this model like: generous social care programs, free education and healthcare systems, complex and universal state support for the families, supplementary payments for them and egalitarian way of income distribution distinguish it from other countries and civilisations. For many years this model was recognized as undoubted achievement of Western civilisation. However, changes in the global economy at the turn of 20th and 21st centuries influenced the “welfare state” policy, which started to be interpreted as a barrier in economic growth. Nowadays, for many people it seems to be a kind of dilemma either to choose dynamic economic growth or rich social state contribution to its society.

One of the oldest myths which historically has accompanied human beings from the dawn of history is the myth of wealth which, expressing the thing historically, appeared in the most various forms (tales, fairy tales, legends, the motives of the paradise, etc.). In the present time the desire of becoming rich has dominated the minds of the majority of people. Some people regard wealth as the true holy grail. Unfortunately, neither economists nor philosophers, nor moralists are interested in these issues. On the contrary, wealth is regarded by some of them as an expression of “practical cleverness”, “intelligence”, ability to manage one’s life, a symptom of an initiative, that is, resourcefulness etc. Saying it the most briefly it is the praise of wealth. The myth of wealth spreads like a pandemic, but is it the aim of a human life?

Opis:: The paper presents main directions of family policy in Poland. The author distinguishes and analyses three main periods: the transformation period (1989–1997), the transition period (1997–2005), and the mature period (2005–2015). The paper identifies and discusses three most durable characteristics of the Polish model of family policy, i.e. the lack of coherence and institutional integrity, pro-natalism, and familialism. In general, differences between main political actors in the area of family policy have not been significant. However, the tensions between pro-market and culturally conservative ideas have influenced the policies to the largest extent.

Opis:: The process of social exclusion influences especially the dynamically aging Polish society, particularly elderly persons living in an urban environment. There are many factors influencing the exclusion from the society, which include: the economic, health and living environment factors. Social inclusion of the seniors should be conducted on all levels of the social policy, however the most important role should be played by the local governments. Only on the local level it is possible to recognize the reasons for social exclusion and create a system in which a number of entities will include the eldest citizens to the society by way of a process of social activation. The process of activation should be programmed, realized and monitored, because only then it will become a successful process which will create a real chance to counteract social exclusion of seniors. In the introduction to the article, the author presents the theoretical aspects of social exclusion and the goals of the inclusion process. In the part devoted to the abilities of influencing social policies by the local government, the author presents an example of Częstochowa as a city that has created a senior aid program. In the third part of the article the author presents the results of the studies based on the monographic sheets of the Senior Initiative Bank, according to which, the range of the activation activities for the local senior society can be evaluated.

Opis:: The paper aims at analysing the relation between the model of social policy implemented in Poland after 1989 and the scale and structure of migration processes. The statistical data analysed in the paper show the impact of the deficit of good jobs, weakening protection of workers' rights, and low levels of social security in Poland on the post-accession emigration of Poles. The paper has tried to challenge the strategy implemented in Poland after 2004, which is based on compensating for the effects of emigration of young and well-educated Poles with the influx of foreign workers. It has been also emphasized that social policy instruments towards immigration and immigrants tend to be one-sided, as they focus on the labour market needs and do not provide enough support for the process of adaptation and integration of immigrants in Poland. Moreover, a verification of the assumptions of the governmental document "Migration policy of Poland” (2012) has been suggested, i.e. taking into account the negative effects of the post-accession economic emigration and recognizing the issue of contemporary Polish emigration as an important area of Poland’s migration policy. Finally, the paper has outlined the role of social policy in stimulating migration processes in accordance with the principle of protection of native human capital, the needs of the economy, and the Polish raison d'etat. It has also identified spheres of social policy development which are necessary to achieve this objective.

Opis:: Active ageing is more and more popular concept treated as medicine against expected problems of increasing proportions of the elderly. Active ageing approach has relatively short history because it was started in 1980. In particular intellectual climate. The paper is aimed at indicating genesis of the approach due to analysis how some ways of thinking popular in the second half of the 20thcentury affected the concept. Attention is paid to phenomenology, critical gerontology, neoliberalism, processual approach and future studies.
Koncepcja aktywnego starzenia się staje się coraz bardziej popularna receptą na spodziewane problemy związane ze wzrostem odsetka osób starszych. Jest ona relatywnie świeżej daty, albowiem powstała w latach 1980., w określonym klimacie intelektualnym. Celem artykułu jest wskazanie genezy tego podejścia, poprzez wskazanie najważniejszych nurtów intelektualnych drugiej połowy XX w. oddziałujących na ostateczny kształt koncepcji aktywnego starzenia się. Omówiony został wpływ fenomenologii, gerontologii krytycznej, neoliberalizmu, podejścia procesualnego i zarządzania przyszłością.

Opis:: The health of homeless people is a serious public health and social problem, which is enhanced by the lack of interest of homeless people to care about their own health. Homeless people are more likely to succumb to various diseases. It is a consequence of their lifestyle, lack of hygiene, diet, drinking too much alcohol, not attending regular medical preventive examinations, mandatory vaccinations, and so on. Homeless people seek medical help late when their illness is unbearable, or when they be- come victims of an accident or a violent crime. The submitted paper in the theoretical and practical part explains the issue of the health status of homeless people. The aim of the paper is to identify the presence of diseases among homeless people and the mutual relationship between their health status and reintegration into the mainstream society. The research part of the paper presents the results of a survey conducted within the Streetwork project in Trnava through qualitative research. The research file consists of 10 homeless people aged 22 to 52 living in the city of Trnava. The group of participants includes 6 women and 4 men. The results of the survey showed the unfavorable health status of ho- meless people. The conclusion of the paper classifies the recommendations for practice directed to streamline health care of homeless people.

Maria Grzegorzewska – a forerunner in special needs education in Poland − introduced the notion of “social misadaptation” to Polish terminology. The following triple causes influence coming into existence of social misadaptation: - biological (internal) of an individual - including organic, e.g., the damages of the central nervous arrangement causing personality disorder; - psychical - conditioned, first of all, by the heredity factors encompassing the emotional and volitionary sphere- concerning the impulses what causes psychopathic changes; - environmental - a defective family structure, negligence of the upbringing environment, upbringing mistakes made by family and school, influence of the mass media on the formation of the social and moral attitudes of children and adolescents. That emotional rejection is an important factor influencing the rise of children’s social mis − adaptation. According to many pedagogues it appears when the child is unwanted, ignored and when parents do not dedicate appropriate amount of time to their child, disregard his school problems, do not take care of his health, education, clothes, but instead they use corporal punishments as a result of the lack of their upbringing skills. These disturbed interactions between the child and his parents, unsatisfied basic needs of the child, the lack of a sense of security at home can lead to behaviours unaccepted by the whole society in the future.

Opis:: The topic of the article is the situation of the Roma ethnic group in Poland as beneficiaries of assistance activities in the broad sense of the term – both of the social welfare system, as well as education and labour market institutions. In the first part, a short description of the Roma community in Poland will be presented on the background of other countries of the region, with particular emphasis on their social and living situation and moral changes. The situation of Roma living in Poland as clients of the social welfare sector will be described further along with challenges and dilemmas for social work and designing sectoral policies, including labour market and education, resulting from working in a culturally different environment from the majority society. In the context of multiculturalism policy implementation, the issue of potential possibilities of adapting national social policy to the specific needs and cultural requirements of the Roma ethnic minority will be discussed, as well as examples of good practices will be presented. The text is based on existing data sources, as well as partly on the author's own research conducted due to being prepared PhD dissertation and her personal experience in working with Roma in Małopolska and Upper Silesia.

Opis:: The subject of this article is a big city social Policy towards old people with an example of Warsaw. The author was inspired to write this text with her partici- pation in a workgroup “Exclusion of elderly persons,” which prepared a diagnosis and formulated initial suggestions to the Social Strategy for Warsaw 2009–2020. It seems, that regardless the differences between big towns, basic goals and assumptions for the policy towards senior citizens are similar in the majority of metropolitan communities. Due to the fact that any proposal concerning social policy should be preceded by a diag- nosis, the article begins with the description of demographic situation of big Polish towns (above half million population) and with a diagnosis of the situation of senior citi- zens in Warsaw. Demographic and socio-economic data were obtained from the Central Statistical Office publications.

Opis:: The article explores the issue of the integration of foreigners in contemporary Poland from the perspective of certain problems typical for the social policy research and practice. After defining the main concepts, the text examines the question of social integration and its three aspects. The first aspect refers to the formal regulatory issues. The second is the psycho-cultural aspect of the integration of foreigners. The main category applied here is the notion of „ontological security” understood in Anthony Giddens’ fashion. The third aspect, the one most commonly explored, relates to the dilemmas posed by the marginalization of discriminated groups, foreigners included. The overall purpose of the analysis is to demonstrate that if the category of ontological security is included in the research traditionally dominated by the social security narrative, a better understanding could be achieved of the intricacies of the process of „negotiating” the immigrants’ position in Polish society.

Opis:: The unfavorable demographic situation and the falling number of births resulted in an increased interest among Polish politicians in introducing tools to social policy that would reverse this negative trend. Implemented to social policy by Prawo i Sprawiedliwość Party in 2016, the “Family 500+” benefit has become such a tool. According to the government’s intention, this financial aid for families with children aims to reverse the decline in the number of births observed for many years and reduce the scale of poverty among families with the most complex financial situation. After several years of the “Family 500+” Program in force, it is difficult to clearly define whether the goals were achieved and whether the expenses for financing the program were adequate to the results. The aim of the article is an attempt at the assessment of the functioning of the Family 500+ Programme. Both the statutory assumptions of the programme, the costs of its functioning, and its results so far were analyzed. The central part of the analysis covered the period 2016–2019.

Opis:: In this article, we call for greater recognition of friendship as a basic social relation that should play a pivotal role in re-imagining social resilience if it is to be future-proof in the face of social upheaval, such as the current pandemic. Drawing on existing research and early scoping of emergent information about the impact of the Covid-19 pandemic, we suggest that friendship is an important component of heterogenic social realities. The specific focus of our discussion is twofold. Firstly, attention is paid to the narrow lens of social policy that privileges particular familial set-ups and living arrangements, and in doing so marginalises groups which are already disenfranchised; secondly, we consider the dangers of nationalism and Eurocentrism as they relate to these issues. We suggest that thinking in terms of friendship can open up new avenues of academic and political imagination, offering strategies with greater potential for building socially resilient communities.

Opis:: The subject of this paper is to analyse the reconstruction of the pension system resulting from legislative changes introduced in 2011, the most important being the transfer of part of pension contributions from the open pension fund (OFE) to a newly set up special subaccount managed by the Social Insurance Institution, modifications in administrative regulation of open pension funds investment policy and introduction of tax incentives for making additional savings for retirement purposes. These transformations result from assumed financial goals such as reduction of public debt growth by reducing the cost of introducing the second capital pillar in 1999. Opis:: The article is devoted to the analysis of the directions and mechanisms of adapting the social policy of Belarus to the demographic, migration, communication and technological challenges of modern society. The purpose of the article is to search for social policy mechanisms aimed at developing human potential and stimulating the social activity of citizens. The author analyses the directions of the state’s social policy in the absence of the reproduction of labor resources, an increase in the demographic burden on the ablebodied population, an uneven distribution of labor resources, the emigration of skilled personnel, growth in automation and robotization of production, and a growing need to build effective communication between the government and the population. The article provides an extensive analysis of statistical information, sociological research data, the legislative framework, methods and social technologies of social policy. As a result of the study the author comes to the conclusion that it is necessary to search for new mechanisms for implementing social policy in various fields. Therefore, in the field of demography, it is advisable to search for indirect measures to increase social guarantees for women in order to stimulate fertility, and transform the pension system in order to reduce the demographic burden on the working population. In the field of migration, it is advisable to take government action to prevent the outflow of highly qualified specialists abroad and to return of students who have received education abroad. In the field of social and labor relations existing personnel technologists should be improved and objective methods for evaluating the effectiveness of employees based on a competency-based approach should be introduced. In the field of communication between society and the state it is necessary to inform the public about the current state policy and to organize public discussions of the state initiatives before making them.

Opis:: The research project deals with the current issue of precarity, its mechanisms, risks, effects, coping strategies as well as coping competences and addresses the impact of work-based insecurities, rising social inequalities within and across nations, with a specific regional focus on South Tyrol - a multicultural, rural area in northern Italy, bordering with Austria. Finally, it is important to identify possible innovative solutions for the labour market, Human Resources strategies and social policies. The concept of work will be related to all securitized fundamental rights, their socialization context, the global change of values and the social change in the welfare state. The recent transformation from discourses on inequality and poverty towards social exclusion and inclusion indicates a conceptual shift in the societal management of social inequalities. The global financial crisis has highlighted the connectedness between corporate and household risk behaviour and management, and their socially inequitable effects. The interdisciplinary view enables a focus on multiple insecurities and how they interact to produceprecarious work relations, in reference to working conditions and the experience of social exclusion, the links between de-regulation, liberalization and the individualization of employment risks, but also the development of interest representation and social organizations for supporting labour market outsiders. The paper describes the current process of defining the research design, preliminary reflections for the case study and shows first outcomes of the project.

Opis:: A family as the oldest and the most widespread form of the collective life in the world is close to every intelligent and acting pro-socially human being. It is the basis of existence of nations and societies. The family is one of the main socializing institutions in which children learn and internalize gradually basic values and behaviour rules preparing to fulfil important social roles. The family is the place of conveying cultural heritage, and its influence does not stop even after reaching maturity. That is why proper functioning of every family is so important. There are distinguished three following variants of socialization which favour pathologisation of attitudes and components of personality: -“disturbed socialisation”- it is a result of applying inappropriate educational methods, pedagogical negligence, emotional rejection of the child in his early developmental stages, -“demoralisation”- it consists in abandonment of traditional values and insufficiently strong assimilating new values or also rejection of all values, -“subcultural socialisation”- it takes place within the limits outlined by the narrow social group and having subcultural character (e.g. in the family of thieves). In the consequence socialization leads to a conflict of an individual with the wider social community because of the content of norms and patterns assimilated within the given subculture.

Opis:: Welfare states in Europe and across the Atlantic introduced various social policies aiming at integrating refugees or facilitating their self-sufficiency. Since the beginning of 2015 when the so called “refugee crisis” started in Europe and anti-refugee rhetoric appeared in public discourse, these policies became jeopardized. Surprisingly, only a handful of studies provide evidence on how these policies operate amidst the current political conditions. Even fewer deliver comparative evidence from different countries. This article aims to address this gap using qualitative comparative case study design and interpretative policy analysis. It answers how asylum and social policies have been shaped and delivered in countries as different as the United States and Poland, including the context of the 2015 and 2016 political shifts. This article argues that despite being shaped and delivered differently, some of the current framing and shaping of the policies are similar and can have parallel outcomes for refugee communities and organizations assisting them. Chances for upward mobility for refugees can decrease and income and social inequalities may deepen.

Opis:: Social insurance was conceived from a great thought of the social caution, from the thought of protection of an uncertain future. That thought of caution, during the time of development of social insurance, was implemented by the public entities on the one hand and by the civil activity on the other one. However, the process of creation of the social insurance system in Poland did not represent the policy of caution executed by the state. The only sign of caution could be seen with reference to the insurance associations as there the participants decided whether to enter the system or not whereas the state executed the policy of giving privileges to the certain social groups.

Opis:: The objective of this paper is to critically assess the framework of repatriation policy in Poland, with particular attention given to the role of local communities and non‑governmental organizations (NGOs). The author claims that the government still has not elaborated a sound answer to repatriation problems. Opis:: Social cohesion may be considered as a factor of economic development and therefore of paramount importance to African countries. Yet, there is limited number of studies that would aim to measure social cohesion in the African continent. This paper offers a social cohesion indicator grounded in an axiological model of social cohesion; it is based on the assumption that a society needs to share certain values in order to be cohered. This study provides a social cohesion rank for 13 African states and reveals that countries from North Africa are on average more cohered than the ones south of the equator. Also, Muslim countries prevail among the leaders of social cohesion. Furthermore, based on the OLS regression model results, the relevance of private remittances and the size of the welfare state as determinants of increased social cohesion in Africa is suggested.

Opis:: The undeniable fact is that various social sciences and other disciplines constitute the research perspective which relates to the practice of a multidimensional phenomenon. The welfare state is an excellent example of such notion, which in its nature unifies many theoretical and practical positions. It seems, however, that the economic and political dimensions of the welfare state (as conceptual or pro-social proposals) are disproportionately exposed both on the basis of scientific reflection and pragmatic approaches used by the institutions of the state. This tendency to think in economic and political terms, which incidentally is maintained for several decades, represents: (a) only one side of a complex nature of social welfare, and (b) a significant reductionism, leading to the elimination of sociological, cultural, educational, and psychological consequences of the functioning of the welfare state. This article is designed to reverse the trend of the dominant perception of the construct of the welfare state in economic and political terms, and replace it with the highlight of the mainly sociological dimension of this phenomenon (the welfare state sociology). However, it does not mean abandonment of the economic and political dimensions in general, as they are an integral part of the issue.

Article refers results of research on successful practices in the employment of disabled workers in enterprises and institutions and the conditions for the implementation of advisable organizational solutions. Also presents the argument of limited effectiveness of economic instruments to motivate employers for employing people with disabilities. Submit proposals for social policy, pointing the growing educational and professional potential of people with disabilities and their expectations to create a more individualized social policy towards this category of citizens and workers.

Opis:: In the light of rules of labour law a social worker has the same status as every different worker employed. The law does not “favour” workers, and surely quite justly. Therefore, all workers are even in the light of the majesty of law. And this makes up the superb interpretation for deliberations being conducted here (even in the sense of law). However, except for clear formal and legal criteria, there are different criteria for the worker no less important than their clear legal aspects. The herewith article has just treated about them (it concerns personal character traits). So, what is this “social worker”? It is an exceptional worker due to the following reasons: - it is a people-oriented job, but in a different way than a teacher’s job, a doctor’s job, or a clergyman’s job. A social worker does not act as a healer, but fully as a carer, so in the sphere of the material and spiritual existence, - a social worker co-exists with a person he looks after. He is emotionally involved with that person, - a social worker is not a clerk. He does not work from … to …, but in accordance with the specific nature of the situations and problems, - a social worker must possess not only professional qualifications, but should be well-mannered and at a suitable ethical and moral level of development. These are really demanding criteria, - a social worker shares his fate with the fate of the aggrieved party. It makes this work exceptional and peculiar, - a social worker becomes in certain situations someone like a confessor for a person receiving help, - social work is something more than “public relations”, - social work is, first of all, dedication and devotion, and it makes up its exceptionality, - a social worker is a servant of a person waiting for help. He is also an adviser and a consoler. Not everyone can be a social worker, because apart from education and qualifications, he has to have a kind of “calling”, the inner need of the spirit.

Opis:: This paper describes the strategy of counteraction of minority groups marginalization on the labor market. Social policy should solve major social problems, and the minority groups marginalization on the labor market is a major social problem. The first part of this paper describes the features of the two minority groups - Roma in Poland and Orthodox Jews in Israel. The second part of the paper discusses the barriers to the functioning of minority groups in the labor market, and suggests diagram of minority groups marginalization on the labor market. The article ends with conclusions on the actions of social policies in this area.

Opis:: The article is based on an analysis of Polish and international legal acts, government programs and literature, and aims at presenting the concept and the scope of consumer policy in the period of systemic transformation in Poland. The publication features an analysis of the major factors shaping consumer policy in Poland in the years 1989-2004. Selected international legal acts affecting consumer protection in the years 1989-1997 were also analyzed. Elements of consumer policy present in selected governmental economic programs in the period of transformation were synthesized. It was assumed that consumer policy in the period of systemic transformation indirectly resulted from the economic policy of the government. Its shape was primarily affected by the social and economic transformation occurring since 1989 and the birth of free-market economy. The process of adjusting the Polish legislation to the European Union standards, which began in 1991, and subsequent accession to the European Union in 2004 also played an important role.

Opis:: The article considers pertinent issues related to social policymaking and its implementation in Ukraine. Emphasis is placed on remuneration as the key element of ensuring citizens’ welfare and economic development of the state. Remuneration plays one of the most important roles in the economic system and ensuring a decent standard of living. The wage reflects the employee’s welfare level and should be correlated with the qualification level and productivity in the production spheres or determined according to the set qualification criteria, quality assessment system and efficiency of employees in non-production spheres. Low remuneration standards and low correlation between wages and productivity affect the motivation of the workforce and reduce its economic and labour activity. The analysis of the minimum wage and subsistence level as the categories defining the status and directions of economic and social policy of the state has been performed. The minimum wage has a decisive influence on many social and economic processes. A significant issue in Ukraine is that establishing the minimum wage in the legislation is made without objective analysis and taking into account the financial and economic conditions that should be the basis for the state social policymaking. The minimum wage directly affects the volume and structure of the expenditure part of state and local budgets, as it is one of the basic elements for making the payroll of budgetary institutions and organizations. For business structures, the minimum wage is an indicator that reflects the economic and social policy of the state, as well as a microeconomic category that affects their current business activities and the production and financial strategy making. Some aspects of the current social protection system in Ukraine have been described. One of the main issues in Ukraine is the excessive number of legislative acts regulating social protection matters. Another important issue is that a significant number of benefits and social transfers, which are stipulated in the legislation and guaranteed to the citizens, cannot be implemented due to lack of financial resources in the state budget. Today, one of the priority tasks of the state policy is to address issues of reforming the social protection system and the introduction of new efficient mechanisms for financing and managing the social services system. It has been noted about the need to develop and set in the legislation a system of social standards and norms, as well as the development of a standardised mechanism for determining the minimum wage and subsistence level based on and depending on the socio-economic development indicators.

Celem artykułu jest charakterystyka i analiza ewolucji stanowisk do kwestii społecznych największych partii politycznych, tj. Prawa i Sprawiedliwości oraz Platformy Obywatelskiej na podstawie ich programów wyborczych z lat 2007, 2011 i 2015.
For many years after 1989, in the Polish socio-political discourse, the issues related to social policy were subordinated to economic matters, in accordance with the assumption that the construction of a stable market system is a priority for Polish transformations. High unemployment rate, growing poverty of Polish families, demographic collapse, and finally the global economic crisis of 2008, prompted the most important actors of political life to pay attention to social policy and to include discussions about its desired shape to the electoral agenda. The aim of the article is to characterize and analyze the evolution of positions on social issues of the largest political parties, i.e. Prawo i Sprawiedliwość and Platforma Obywatelska based on their electoral programs in 2007, 2011 and 2015.

Nowy paradygmat zmienia, w porównaniu z „paradygmatem kompensacji”, podejście do poszczególnych etapów cyklu życia; wskazuje, że dla skuteczności polityki społecznej kluczowe znaczenie ma to, w jakim momencie życia są podejmowane jej działania, i że powinna ona być nastawiona na osią- ganie celów ex post. Za egzemplifikację jego zastosowania posłużą wybrane zmiany polityki społecznej wobec rodziny i dzieci oraz wobec osób starszych w Polsce — przedstawione na tle wybra- nego kraju (Szwecji) oraz dokumentów Unii Europejskiej. Opis:: An important object of state policy is the regulation of social relations, i.e. a system of sufficiently stable and independent ties between individuals and social groups that are essential for the existence and functioning of society. The constitutional consolidation of Ukraine’s status as a social state implies the need to pursue an active policy to ensure the rights of all members of society to a decent living, social protection, participation in production management, maintaining a stable socio-economic situation, and mitigating social inequality. Therefore, the state’s social dialogue is a means of establishing a social compromise in society and a factor in the formation of a unified labor and social policy. The methodological basis of the study is several general scientific and special methods of cognition, the choice of which is determined by the peculiarities of its object, subject, purpose, and objectives. The purpose of the article is to clarify the theoretical, legal, and legislative characteristics of the concept of social dialogue from the perspective of their compliance with the current trends in the development of labor and legal doctrine, and to study the issues of social dialogue at the national and European levels as a factor in the formation of a common labor and social policy.

Opis:: The aim of the study is to show discrepancies between the intention of the legislator and the actual functioning of solutions contained in the law on family support and foster care adopted in 2011. The article confronts selected system solutions of the Act on Family Support and Foster Care binding from 2012 on secondary institutional sources as well as research results based on literature sources. Analyzing selected legal and organizational solutions, they showed their unsatisfactory social effectiveness. The biggest problem of the current system of foster care is the failure of the available instruments as the result of the lack of a coordination mechanism and, in part, also the will to introduce them. It is all the more incomprehensible that we have not only well diagnosed needs in terms of instruments for family support and foster care, but also recommendations allowing effectively eliminate systemic dysfunctions by implementing adequate coordination mechanisms.

Opis:: Social policy has the ideal of cohesion and inclusiveness of all citizens, but it has to “play” an active role in creating opportunities for them. It encopmasses in itself primarily a balance between economic efficiency and social solidarity distribution, and strives towards a consensual social model in which the government and the opposition generally agree on the fundamental priorities of society. Starting from July 1st, 2013, Croatia has been a member of the European Union. What experiences can that country bring to European Union? In spite of the differences between the European countries becoming more and more expressed and bigger, there is a common element: a conscience that social justice and social reconciliation could contribute to an economical development and that are not just an expense; but the opposite: an economical development that must contribute to social reconciliation. In the process of the preparation for this work and during the process of its realization, I used the methods of reading a lot of literature, including professional books, professional journals and legislation literature. Social policy has been for years one of my major fields of interest, so some facts I knew already. My research goal is to examine the development so far of the social policy in Croatia, to detect the most important conditions which are necessary to develop high-quality social policies, to discover which are strong sides, and which are weak sides of the Croatian social policy, and therefore what is important to strongly develop, and what is redundant and/or old-fashioned, to throw away or neglect.

Opis:: Artykuł zawiera analizę podstawowych założeń neoliberalizmu i ordoliberalizmu w sferze socjalnej i ich przydatności do rozwiązywania bieżących problemów. W warunkach osłabienia finansów publicznych nie jest możliwa kontynuacja aktywności państwa w sferze socjalnej prowadząca do nadmiernego wzrostu długu publicznego. Zdaniem autora warto powrócić do liberalnych koncepcji łagodzenia problemów socjalnych. Po pierwsze: ustanowić ramy porządku gospodarczego niezbędne do podjęcia przez każdego odpowiedzialności za utrzymanie siebie i najbliższych. Po drugie: wprowadzić adekwatne do bieżącej kondycji finansowej państwa mechanizmy pomocy socjalnej, charakteryzujące się przejrzystymi zasadami i niskimi kosztami funkcjonowania, w formie ujemnego podatku dochodowego.
The article contains analysis of the fundamental assumptions of the neoliberalism and ordoliberalism in the social sphere and their usefulness for solving contemporary issues. In conditions of weakening the public finance, it is not possible to continue such an activity of the state in the social sphere which is leading to the more distant debt increase. According to the authors, it is worthwhile to return to liberal concepts of relieving social problems. Firstly, ensuring appropriate conditions, establishing frames of economic order, essential to take the responsibility of supporting oneself by everyone and the nearest. Secondly, introducing appropriate to the current financial position of mechanisms of the public assistance, being characterized by clear rules and lowest costs of functioning in the form of negative income tax.

Opis:: Pomoc społeczna jako instytucja polityki społecznej państwa realizowana przez organy administracji rządowej i samorządowej oraz inne organizacje społeczne bądź charytatywne nabrała szczególnego znaczenia we współczesnym zglobalizowanym świecie, w którym obserwujemy wzrost takich zjawisk, jak: bezrobocie, starzenie się społeczeństwa, nadużywanie używek, osłabienie instytucji rodziny i rozpad rodziny wielopokoleniowej, wzrost dysproporcji w dochodach ludności. W przeszłości opieka społeczna koncentrowała się na najpilniejszych potrzebach, to znaczy na prowadzeniu przytułków dla najuboższych. Następnie pojawiły się zasiłki pieniężne (niektóre o charakterze stałym). Współczesne formy pomocy społecznej ulegają dalszemu zróżnicowaniu. W Polsce reforma administracyjna państwa z 1998 roku zreorganizowała zadania organów administracji publicznej w zakresie pomocy społecznej. Podstawowe zadania w tym zakresie realizują gminy, zadania specjalistyczne powiat, z kolei zadania realizowane przez samorząd województwa mają charakter bardziej ogólny, strategiczny, wspierający gminy i powiaty w realizacji ich zadań. Obowiązek wykonywania zadań z zakresu pomocy społecznej spoczywa również na organach administracji rządowej.
Social assistance as an institution of the social policy of the State is developed by both the administrative authorities of central and local governments and other social and charitable organizations. It has acquired special significance within the globalised world especially at a time when numerous unfavourable phenomena like unemployment, the aging population, the abuse of stimulants, the weakening of the family, the disintegration of extended families and the growing disparities in terms of income of the population can be observed in the modern world. In the past social assistance focused on the most urgent needs, i.e. the running of poorhouses and at a later stage financial allowances, some of the of a permanent nature. Nowadays the modern forms of social assistance are undergoing the process of diversifying. In Poland the administrative reform of the State carried out in 1998 reorganised the tasks of the public administrative authorities in the field of social assistance. The tasks performed by the communes are of a basic nature, performed by the districts are of a more specific nature and the tasks performed by the voivodship-level administration are of a general and strategic nature aiming at supporting the communes and districts in fulfilling the tasks imposed. The duty to perform all the tasks in the area of social assistance also lies with the central authorities of the government.

Opis:: The paper discusses the issue of the involvement of older people in decision-making at the level of a housing cooperative in Warsaw (Poland) to examine the characteristics of older adults' participation in the democratic and deliberative process of housing policy. Using the qualitative methodology (case study, exploratory research visit, document analysis and in-depth interviews), the analyses suggest a considerable influence of older people over the decision-making in the selected housing cooperative. The gathered data are indicative of the antagonistic character of the housing policy process. This is due to several factors: diverse attitudes, the opinions and interests of different groups of older people, and communication problems between generations.

Opis:: This article is based on a narrow definition of civil dialogue, which includes interactions between the bodies of public administration and non-governmental organisations (NGOs). The models of civil dialogue present in the basic units of local government (communes-Polish: gmina) were compared with the precepts of the European model of good governance. The author describes local civil dialogue in Poland (on the basis of existing data) and presents the results of his own research. These results show the approach of non-governmental organisations to social consultation with large municipal self-governments, as well as the reasons why NGOs avoid transparent forms of political communication.

Opis:: Now, unemployment among young generation of the Europeans is one of the most crucial problems in the policy of European Union and of the Member States. The economic crisis caused social exclusion of the significant part of the youth who after graduation augments number of the unemployed. Young generation shows less interest in running own business. Fear of bankruptcy forcibly decreases economic activity. European Union for few years has been undertaking measures aiming at coordination of the systems combating unemployment in the Member States. In the same time, it has been developing programs supporting actions undertaken in various states in the field of creating jobs, vocational trainings and probations addressed to the youth. Lowering unemployment rate among the youth is one of the priorities of the strategy Europe 2020. European politicians think that unemployment may be decreased based on the active “knowledge triangles” in which education of various levels, employers and business institutions participate and act together. Economic analysts however underline that unemployment among the youth may be decreased only when global economic growth occurs.

Opis:: State social policy should take into account the subsidiary nature of assistance from public authorities in relation to the activity of the interested parties in their efforts to find and pursue work. Social assistance supports individuals and families in their efforts to meet the necessary needs and enables them to live in conditions which conform to human dignity. This aim is achieved by preventing insurmountable, difficult life situations when an individual in a crisis situation ceases to be self-sufficient. A classified form of this difficult situation is the case of individuals (families) who are on the verge of social exclusion. For it is the category of “social safety” that accommodates those allowances that are directed at individuals (families) being in a particularly difficult situation, and their function is to prevent the deprivation of needs. The group of social safety benefits singled out in this study constitutes a sub-category of social assistance benefits. Providing social safety is implemented with the use of a directory of services of different specifics, roles and functions.

Opis:: Adopted in April 2016 and then amended in July 2016, the Family 500+ programme is the controversial programme of Polish government, which actually supports all families with children by direct cash payments of PLN 500 without any income threshold. This article aims to evaluate the effectiveness of Family 500+ programme in accordance with its three declared goals, mainly to increase the fertility rates, to reduce poverty among families with children and to invest in families in general. The main research question is the following: does the Family 500+ programme reach its goals and at what costs? The hypothesis of the paper is built upon controversy regarding this programme, mainly a number of negative effects that might be caused by this initiative (e.g. a decrease in women’s professional activity) and its non-justification (unfair distribution of resources and political motives). The research method of this paper consists of desk review of relevant data from the Central Statistical Office (GUS) and Eurostat, as well as a range of elaborations conducted by independent researchers.This paper consists of three parts. The first one is devoted to an international perspective, where there is presented an overview of family and child benefits expenditures among European countries and their impact on fertility rates. The second part presents a full range of Polish family and child benefits and the place of the Family 500+ programme within this system. The third section evaluates the implementation of direct goals of the programme, as well as its “side effects”. The conclusive part provides a summary, as well as further ideas regarding the programme improvement. The conclusions are still unclear. The first section proved that high child benefits do not guarantee high fertility rates and vice versa. The second part undermined credibility of the Family 500+ programme as a system of appropriate benefits with income threshold had already presented before. The third section contains a few conclusions: the first one is that there is no reason to argue that the Family 500+ programme increased Polish fertility rates; secondly, in addition to improving the economic situation of the poorest families with children, the lack of income threshold in the programme means unnecessary expenditures on families with good economic conditions; thirdly, an engagement of Polish women in labour market decreased since the implementation of the Family 500+ programme, which has negative effects on Polish economy.

Opis:: Demograficzne starzenie się społeczeństwa jest procesem, który zgodnie z najnowszą prognozą ludności Polski w kolejnych dziesięcioleciach przebiegać będzie coraz szybciej. Takie szybkie tempo starzenia się ludności będzie miało istotne znaczenie dla wielu obszarów życia społecznego i gospodarczego. Już obecnie stanowi to wyzwanie dla lokalnej i regionalnej polityki społecznej, wymaga bowiem reakcji ze strony samorządów terytorialnych, zarówno w krótkookresowej perspektywie czasowej, jak i w dłuższym horyzoncie czasowym. Z uwagi na konieczność prowadzenia polityki społecznej przez jednostki samorządu terytorialnego niezbędne jest realizowanie jej w oparciu o długookresowe plany działania, jakimi są strategie. W artykule skoncentrowano się na analizie wojewódzkich strategii w zakresie polityki społecznej i zaprogramowanych w nich celach i kierunkach działań skierowanych na potrzeby osób starszych.
Demographic aging of the society is a process which, according to the recent forecast for the population of Poland, will intensify greatly in the next few decades. Such a rapid pace of aging will be of considerable significance to numerous spheres of social and economic life. It is already a challenge to local and regional social policies, as it calls for response from local governments both in short- and long-term perspectives. The article points to the need of a comprehensive perception of the socioeconomic challenges related to the aging of the society. Because social policy should of necessity be carried out by local self-governing bodies, it is essential for the policy to be based on long-term plans of action, i.e. strategies. The main focus of the article is the analysis of provincial (voivodeship) strategies for social policy, especially the strategies' aims and courses of action designed to address the needs of senior citizens.

Opis:: The paper concerns the intersectoral collaboration in social policy. It focuses on the cooperation between regional self-government and local social policy entities. The main goal of this text is to present the factors which affect this partnership. The presented analysis of the relation tries to describe “imponderables” of this relation. It points out the conditionings of collaboration apart from the legal or economic issues. The paper is based on the mixed qualitative (in-depth interviews) and quantitative (paper & pencil interviews) research. It shows the different aspects of the relation amongst voivodships self- government and commune, land district and NGO’s.
Artykuł dotyczy problematyki współpracy samorządu regionalnego z lokalnymi podmiotami polityki społecznej. Jego celem jest zdiagnozowanie uwarunkowań współpracy w odniesieniu do przykładu samorządu województwa wielkopolskiego. Empirycznie opisane zostaną relacje z podmiotami samorządowymi na poziomie gminnym i powiatowym oraz przedstawicielami trzeciego sektora, jako głównymi partnerami województwa w realizacji usług społecznych. Wnioski formułowane są na podstawie badań ilościowych przeprowadzonych techniką wywiadu kwestionariuszowego (PAPI) wśród przedstawicieli lokalnych podmiotów polityki społecznej oraz wywiadów pogłębionych (IDI). Analiza empiryczna poprzedzona jest uzasadnieniem wagi międzysektorowych relacji we współczesnej polityce społecznej, co podjęty problem lokuje w kontekście współczesnych przemian państwa opiekuńczego.

Opis:: Artykuł prezentuje zagadnienie usług społecznych – jako obszaru wspólnego dla polityki społecznej i gospodarki społecznej. Celem artykułu jest wskazanie, że usługi społeczne trzeba rozwijać i integrować z obu systemów w taki sposób, aby reintegracja społeczno-zawodowa oraz zatrudnienie wspierane skutkowało wejściem osób defaworyzowanych na otwarty rynek pracy i znalezieniem przez nich stabilnych miejsc pracy w gospodarce niesubsydiowanej. W artykule podjęto trud zdefi niowania usług społecznych i socjalnych, a także zaprezentowano dorobek teoretyczny Unii Europejskiej w tym obszarze, wskazując, że przyszłościowym modelem welfare state może być Social services mix state, gdzie integruje się usługi polityki społecznej i ekonomii społecznej. Scharakteryzowano także wielosektorową i aktywną politykę społeczną jako bazową dla integracji usług. Na zakończenie zaprezentowano katalog usług społecznych z konkluzjami i rekomendacjami na przyszłość.
The article presents the question of social services – as a common fi eld of social policy and economy. The article aims to indicate that social services must be developed and integrated from both systems in a way that social and vocational reintegration and supported employment results with entry of defavourised people to an open labour market and with fi nding stable employment in non-subsidised economy. In article the notions of social services was presented as well as theoretical acquis of the European Union in the area was described. It has been indicated that the future model of welfare state can become social welfare mix state, where the social policy and economy services are integrated. Opis:: Modern Catholic social criticism in Heinrich Federer’s publications and prose Heinrich Federer (1866–1928) was one of the most popular German-speaking writers of the pre- and interwar period who fell into oblivion for a half-century as a result of unfortunate policy and propaganda broadcast by publishing houses that pigeonholed his works as both Catholic-mission-like, and provincial regionalist literature (blood-and-soil literature). The breakthrough in reception of his works was achieved in the beginning of the 1980s due to Charles Linsmayer’s publication of anthology of Federer’s texts, which revealed his modern and broad-minded mode of thinking with regard to social issues. Based on selected examples, this article develops and explores the aforementioned hypothesis, indicating a social-critical aspect in Federer’s literary and journalistic work. Following the outline of the autobiographic and historical background, the object of analysis are Federer’s emphasis on social criticism and the postulate of the so-called third way of seeking a solution between capitalism and communism – social market economy, which demonstrate numerous features common with the contemporary Catholic social teaching (Leo XIII’s Rerum novarum, Pius XI’s Quadragesimo anno, Francis’s Sozialenzyklika im Kleinen, Evangelii Gaudium). Therefore, they portray the Swiss writer as a modern social reformer, and his works as a literary presentation of progressive social reforms.

Opis:: The paper presents the research results of the Innovative Social Investment Strenghtening Communities in Europe (InnoSI) project. The main objective of the paper is to analyse the social investment approach implemented in the practice of social policy in Poland. The social investment instruments established in other selected European countries are also included in this article. After introducing the theoretical and conceptual background of social investment, the following models of social policy in Europe are described: Anglo-Saxon, Continental, Mediterranean and Nordic. The typology proposed by G. Esping-Andersen is used to present the approaches to social investment in four European countries represent four models: the Great Britain, Germany, Greece and Finland. Then the Polish social policy case study is analysed. The results of scientific literature review and policy analysis show that Poland represents another type of social policy model, named as paternalistic-market hybrid, inspired by different European solutions. In this model the social investment instruments like for instance parental leaves, vocational trainings, and social activation of elderly people go together with traditional social compensation and benefits.

Opis:: In the period of the Second Polish Republic, social policy became an important field of activity for public authorities. It was distinguished by a high level of awareness of the prevalent social problems, progressive legislation, and advanced management. The only missing element was sufficient financing. In the budgetary policy of the Second Polish Republic, social expenses were of minor importance. For the most part of the period, they amounted to approximately 3% of all expenses. The Ministry of Social Care was underfunded, which was evident in nearly every aspect of its activity. Hence, if one wonders if the origins of the Polish welfare state can be traced back to the Second Polish Republic, the answer must be “no”. Although extra funds (spent on tackling unemployment, pensions, or disability benefits) were found outside of the ministerial budget, the arguments presented in this article only confirm the hypothesis presented above.

Ograniczone środki finansowe w sferze polityki społecznej skutkują brakiem skutecznych i efektywnych rozwiązań w obszarze problemów społecznych i ekonomicznych. Celem artykułu jest ukazanie aktualnego stanu rozwoju PES w województwie opolskim w odniesieniu do perspektywy czasowej 2009–2017. Przedstawiono również zmianę danych ilościowych dotyczących podmiotów ekonomii społecznej w województwie opolskim, w celu ukazania znaczenia tego wskaźnika dla działań publicznych ukierunkowanych na rozwój wsparcia instytucjonalno-organizacyjnego ES. W warstwie teoretycznej wykorzystano analizę literatury przedmiotu, która posłużyła do zbadania uwarunkowań organizacyjnych wspomagających wdrażanie warunków sprzyjających rozwojowi PES w województwie opolskim. W warstwie empirycznej wykorzystano metody analizy danych zastanych (ilościowych) jako metodę badawczą, opierającą się na analizie powstawania nowych PES. Dane te posłużą do lepszego zrozumienia warunków sprzyjających i hamujących rozwój PES w regionie opolskim. Autor wskazuje na niepokojącą tendencję w słabnącej dynamice wzrostu nowych PES.
The development of social economy entities (PES) in the Opole Voivodeship is mainly related to growing regional social needs. Limited financial resources in the sphere of social policy result in the lack of effective solutions in the area of social and economic problems. The aim of this article is to present the current state of PES development in the Opolskie Voivodship with respect to the time perspective 2009-2017. The changes in the number of social economy entities in Opolskie voivodship was also presented in order to show the significance of this indicator for public actions aimed at the development of institutional and organizational support. In the theoretical layer, literature analysis was used to examine the organizational conditions supporting the implementation of conditions conducive to the development of PES in the Opolskie Voivodeship. In the empirical layer, research methods of data analysis (quantitative), based on the analysis of the formation of new PES were used. These data will serve to better understand the conditions that favor and inhibit the development of PES in the Opolskie region. The author shows a disturbing tendency in the slowing growth of new PES.

Opis:: This article is an analysis of the social policy of practical activities implemented for seniors in the environment of their local residence. Tarnów was chosen as the local environment, in which seniors are the majority of the population. It discusses the principles of social policy, the resources of the Tarnów local government, activities and initiatives for seniors in Tarnów as well as the objectives and tasks of the Tarnów local government implemented in 2015–2020 The analysis of social policy shows that the local government authorities in Tarnów organized many valuable and good initiatives for the benefit of seniors. This is demonstrated by the cafeteria of activities undertaken by social institutions (state and local government), non-governmental organizations, religious associations (church), and other economic entities (enterprises and business). However, there are some lacunae, especially in the area of care standards.

The article presents the main assumptions and statistical data contained in draft report on Poland’s implementation of commitments contained in the European Social Charter. This report concerns the realization by Poland in 2010–2013, Art. 7, 8, 16, 17 and 19 of the European Social Charter. These provisions concern the right to legal and economic protection of the following groups: children, young people, workers, families, mothers and migrant workers. The draft report describes the legal changes made i n the years 2010–2013, the public institutions and statistical data on the implementation of the commitments contained in the European Social Charter.

Opis:: Artykuł przedstawia główne wnioski oraz rekomendacje z badania zrealizowanego przez autorkę w ramach pracy doktorskiej. Przedmiotem analizy był status ewaluacji w lokalnej polityce społecznej w kontekście projektów aktywnej integracji, realizowanych w latach 2007-2015. Założono, że realne znaczenie nadawane ich ewaluacji jest wskaźnikiem kondycji lokalnej polityki społecznej w jej nurcie aktywizującym. Zastosowano dwie metody badawcze: analizę danych zastanych oraz wywiad swobodny. Podstawowy wniosek dotyczy pozorności większości działań ewaluacyjnych i przypisywania im głównie biurokratycznego znaczenia. Istnieje potrzeba rozwoju podejść ewaluacyjnych dostosowanych do specyfiki działań służb społecznych. Rekomendacje wskazują konieczność budowania integralnych, wielosektorowych systemów wsparcia na poziomie lokalnym, czemu powinna towarzyszyć rzetelna ewaluacja skoncentrowana na użyteczności.
The topic of the article is the status of evaluation in local social policy in the context of active inclusion projects implemented from 2007 to 2015. It was assumed that the real meaning given to project's evaluation is an indicator of the condition of active social policy at the local level. Two methods were used: data analysis and in-depth interview. Basic conclusion is the majority of evaluation activities had only formal nature and mainly bureaucratic meaning. There is a need to develop evaluation approaches tailored to the specific activities of social services. Recommendations indicate the need to build integral, multi-sectoral social service's systems at local level, which should be accompanied by sound and utilization-focused evaluation.

The purpose of this article is to place social policy in the axiological dimension, as well as to present the influence of axiology and social acceptance on the conceptual and real shape of social policy. The article presents selected elements of the process of shaping the axiological dimension of social policy and outlines the specificity of this process in the case of social activities of the state. It justifies shaping social policy based on market factors and directing changes towards the multi-sectoral character of this policy and social economy.

Niniejszy artykuł stanowi próbę zdefiniowania najważniejszych problemów społecznych, których występowanie stanowić będzie wyzwanie dla samorządu oraz wskazania takich usług, których realizacja pozwoli na zahamowanie bądź ograniczenie występowania tych problemów. Wskazuje jednocześnie, dlaczego warto zastanowić się nad instytucjonalną zmianą modelu świadczenia usług społecznych na obszarze działania samorządu gminnego.
Local governments, especially municipality self-governments, will soon have to face challenges in public sphere which are significant to their efficient functioning. These challenges will concern tasks related to the provision of social services that fulfill the needs of the citizens who require support and ministration. The following article will try to define the most crucial social issues that will pose a serious challenge for local governments, as well as indicate services, which will enable to reduce or fully prevent the occurrence of such issues. It will also explain why it is so important to reflect on the institutional change of the model of providing social services within the territory of operations of municipality selfgovernments.

Opis:: Seen as the smallest social entity, the family underlies all of society and fulfills three basic functions: procreative, educational and economic. The causes of problems for modern families include, among others, deteriorating economic conditions, i.e. high unemployment rate, low salary, an increase in both the cost of living and education. Another threat leading to the disintegration of the family is the severity of pathological phenomena e.g. alcoholism, drug addiction, domestic violence, and crime. The disappearance of the multi-generational family and a decline in the number of children per family are also noted as threats.

Opis:: The main problem of this article is the basic income guarantee in the perspective of institutional economics. The author evaluates theoretical literature considering the topic and discusses past empirical research. The predicted and the actual outcomes of the programme are compared and synthesized using the New Institutional Economics framework. Hence the basic income guarantee is presented as a social policy proposition, and also as an institution in the meaning of this branch of economics. Opis:: Dane empiryczne wskazują, że kraje europejskie pomimo różnic w poziomie i tempie niwelacji nierówności ponadindywidualnych charakteryzuje podobny system wartości etycznych. Na kanwie wspólnej moralności powstało wiele reguł postępowania w zakresie kształtowania i realizacji zadań polityki społecznej wobec niepełnosprawności. W ostatnich latach szczególnego znaczenia zaczyna nabierać zasada spójności ze względu na konieczność dostosowania strategii krajowych do wymogów unijnych. Przeprowadzona analiza wykazała, że użyte przez władze polskie narzędzia unifikacyjne w postaci uszczelniania systemu ulg we wpłatach na PFRON i dotacji do wynagrodzeń pracowników niepełnosprawnych doprowadziły do zespolenia polskiej oraz unijnej polityki społecznej w zakresie niepełnosprawności.
Years of experience show that European countries, despite the differences in the level and rate of reducing social inequalities, are characterized by a similar system of ethical values. On the basis of the common morality, there has been established a good practice of shaping and accomplishing social policy tasks regarding disability. In recent years, the principle of coherence has been gaining special importance because of the necessity to adjust home strategies to EU requirements. The analysis showed that the unification tools of sealing the system of relieves in PFRON contributions and allowances to remunerations for disabled employees, which Polish authorities applied resulted in the coherence of Polish and EU social policy regarding disability.

Opis:: Polska polityka społeczna została ukształtowana na gruncie głębokich zmian systemowych, jakie dokonały się w kraju na początku lat 90. XX w. Pogłębiający się kryzys polityczny i ekonomiczny, otwarty konflikt społeczny doprowadził do załamania się ustroju i rozpoczęcia przekształceń w formie transformacji systemowej. Przejście od socjalistycznego systemu gospodarowania, opartego na własności państwa oraz centralnym planowaniu i zarządzaniu gospodarką, do kapitalistycznego systemu rynkowego spowodowało radykalne zmiany we wszystkich strukturach państwa. Konieczna była reorganizacja polityczna, ekonomiczna i społeczna kraju na poziomie: zarządzania instytucjami, organizacji zasad działania gospodarki, a także relacji wewnątrzspołecznych. Natomiast okres akcesyjny przed członkostwem w Unii Europejskiej to transformacja, mająca na celu: ekonomiczne ustabilizowanie gospodarki krajowej, dokonanie przekształceń w sferze prawno-instytucjonalnej oraz nawiązanie współpracy ekonomicznej i politycznej z państwami Europy Zachodniej. Kumulacja różnych politycznych, ekonomicznych i społecznych czynników zdeterminowała kierunek procesu transformacyjnego i modernizacyjnego w Polsce przełomu wieków, ale także ukształtowała nowe przesłanki konceptualizowania zadań i celów polityki społecznej. A zatem pytanie brzmi: w jakim stopniu kolejne procesy modernizacyjne zmieniły politykę społeczną, realizowaną w Polsce, w czasie odchodzenia od modelu socjalistycznego i dochodzenia do Europejskiego Modelu Społecznego?
The social policy became formed on background of deep system-changes, which took place in Poland at the beginning 1990s. The deepening political and economic crisis, open social conflict brought to breakup of political system and the beginning of system-transformation. The conversion from socialist system to capitalistic market system caused radical changes in all structures of the state. Necessary was the reorganization political, economic and social system of the country level: managements with institutions, the organization of rules of the activity of the economy and also inside-social relations. Instead the accessional period before the membership in the European Union is the transformation targeting: the economic homoeostasis of the home economy, the execution of transformations in the sphere legally – institutional and linking of the cooperation economic and political with states of Westerly Europe. The cumulation of different political, economic and social factors determined the direction of the process transformation and modernization in Poland, but also formed new conceptions of assignments and aims of the social policy. Now, the question is: how much following modernization processes they changed the social policy realized in Poland, leaving from the socialist model and arriving at the European Social Model.

Nauki o polityce publicznej eksponują rolę administracji publicznej w realizacji jej celów i pozwalają na szersze ujęcie zakresu jej zadań poprzez powiązanie ich z innymi specjalnościami. Dzięki temu możliwe jest uzyskanie w praktyce efektów synergicznych podejmowanych działań, a w warstwie teoretycznej – pełniejsza ocena analizowanych problemów. Historia polityki społecznej w Polsce, a szczególnie Instytutu Gospodarstwa Społecznego pokazuje, że takie szerokie podejście do polityki społecznej cechowało tę dyscyplinę także w przeszłości.
The article aims to discuss the relationship between social policy and public policy and to identify its most important elements. Social policy is linked historically on the one hand with the economy and on the other – with sociology and political sciences. Theory of public policy exposes the role of public administration in achieving its objectives and allows for wider recognition of the tasks by linking them with other specialties. This makes it possible to achieve in practice synergistic effects of actions taken, and at the theoretical level – a more comprehensive assessment of the analyzed problems. The history of social policy in Poland, especially of the Institute of Social Economy shows that such a broad approach to social policy has been characteristic also in the past.
