Development of innovative economy will affect the competitiveness of Polish entrepreneurs to more extent. One of the important instruments creating such economy at the level of a region is the Regional Innovation Strategy. The paper presents the concept of the newest Regional Innovation Strategy for the Silesian Province. It is focused on emphasizing the meaning of "smart specialisation" and "smart market" when formulating the challenges and goals of this strategy.

Nowadays companies concern more about how to survive and extend their own business in future in their current marketplace. However, developing and prospering a region of the country is becoming more crucial question. Successful cooperation and partnership between different sectors of economy (for instance, between companies, public and academic sectors) leads to the flourishing and prosperity of the region and consequently of a country. European Commission established smart specialization platform, which is a strategic approach to economic development of a region. By defining and developing of vision, competitive advantages and strategic preferences, region will determine knowledge-based potential. The purpose of this paper is to assign and define the collaboration/relations existed, how strong these relations are and what the expectations are between 3 sectors of economy: public, academic and business. Area of carrying out this research is Ostrobothnia region, however, connections in other regions of Finland and internationally is also presented. There have been chosen 3 industrial peaks from Ostrobothnia region: Energy, Fur and Boat industrial peaks. Analysis is conducted by implementing two core methods: Sense & Respond (S&R) and Sustainable Competitive Advantage (SCA). The goal of this research is also to use S&R method so as to allocate efficiently resources, and to define competitive priorities in cooperation. The main results show that the most tight collaboration and partnership is observed between companies and companies in all around Finland and internationally. While concerning other relationships, companies expect to have tighter cooperation especially in Ostrobothnia and other regions of Finland.

The smart specialisation is a new EU’s concept towards the regions. It assumes upgrading of innovation and competitiveness basing on endogenic potential, in particular, in already existing branches of economy. Smart specialisations should, by definition concentrate economic resources on chosen priorities. Having a smart specialisation will be a pre-condition for access to the UE’s funds in the new financial perspective 2014-2020. Smart specialisation need to be clearly defined and only then can they contribute into economic growth combined with proper management over public financial means. The necessary pre-condition is to understand the very concept and to recognize the mechanism of identification and implementation. The expected pre-conditions also include a proper legal framework and its smart implementation through able application of administrative tools. The objective of the paper is to introduce and characterise assumptions for smart specialisations and to indicate at the progress of implementation and the necessary conditions required in Polish regions. Moreover, the paper reviews and analyses major European and national documents exposing the question of smart specialisations. The empiric part deals with identification and assessment of progress in the implementation of the concept into Polish regions.

W artykule dokonano analizy podstaw teoretycznych i ideologicznych polityki innowacyjnej. Poddano refleksji relacje pomiędzy polityką innowacyjną a innymi politykami państwa: naukową, technologiczną, przemysłową, przedsiębiorczości. Wskazano na rolę polityki innowacyjnej w koncepcji inteligentnej specjalizacji oraz poddano krytycznej analizie związek tych dwóch pojęć. Ukazano, w jaki sposób można wzmocnić potencjał antycypacyjny polityki innowacyjnej za pomocą foresightu.
Theoretical and ideological underpinnings of the concept of innovation policy are analysed in this paper. Relations between innovation policy and other national policies such as science, technological, industrial, and entrepreneurship policies are reflected upon. The role of innovation policy in the concept of smart specialisation is underlined and critically examined. The paper points at foresight as an instrument of strengthening the anticipatory potential of innovation policy.

W artykule poruszono problematykę inteligentnych specjalizacji. W części pierwszej przedstawiono aspekt teoretyczny problemu, ze szczególnym uwzględnieniem definicji, ewolucji pojęcia oraz korzyści płynących z ich implementacji. Następnie krótko scharakteryzowano województwo podlaskie, wskazano inteligentne specjalizacje, które będą rozwijane na tym terenie, oraz zaprezentowano, w jaki sposób mogą one wpłynąć na funkcjonowanie obszaru.
The article describes the issue of smart specialisation. In the first part the theoretical aspect of the issue is presented with particular emphasis on definition, the evolution of terms and the benefits of their implementation. Next, the article presents a short characterisation of the Podlasie region and points out the smart specialisations which will be developed in the region, as well as the way in which they could influence the functioning of the area.

W artykule omówiono możliwość wykorzystania koncepcji mikronarzędzi bazujących na relacyjnym modelu danych w zakresie rozwoju kluczowych dla rozwoju innowacyjnego specjalizacji inteligentnych. Opisano główne elementy rozwijanej koncepcji tworzenia narzędzi w arkuszach kalkulacyjnych. Omówiono sposób reprezentacji zidentyfikowanych encji w arkuszach. Przedstawiono proponowane rozwiązania w zakresie zapewnienia integralności danych oraz w zakresie pozyskiwania założonych układów informacji. Zidentyfikowano także obszary specjalizacji inteligentnych, w których rozwój wpisuje się rozwój opisanej koncepcji oraz inne obszary, w zakresie których może ona zostać wykorzystana.
This article addresses the concept of application of micro-tools based on the relational data model for developing smart specialisations of key importance for innovative growth. Major components of the concept proposed for purposes of creation of the tools in spreadsheets have been described. Also the manner in which the identified entities are then represented in spreadsheets has been discussed. The solutions proposed by the author have been elaborated upon with regard to the goal of ensuring data integrity as well as acquisition of the assumed information systems. What has also been identified is the spheres of smart specialisations where development as such has become a part of the development of the concept described, but also the spheres in which the latter may yet find application.

W artykule dokonano analizy strategii inteligentnych specjalizacji państw Unii Europejskiej (UE28) oraz ich specjalizacji naukowej i technologicznej pod kątem sektora rolno-spożywczego. Zidentyfikowano 24 państwa, które określiły sektor rolno-spożywczy w strategiach inteligentnych specjalizacji jako obszary priorytetowe (na poziomie krajowym lub regionalnym) oraz dokonano analizy specjalizacji naukowych i technologicznych tych państw w zakresie sektora rolno-spożywczego na podstawie analizy bibliometrycznej artykułów naukowych oraz zgłoszeń patentowych, a także danych dotyczących finansowania i zatrudnienia w sektorze badawczo-rozwojowym. Na podstawie ww. analizy wyodrębniono trzy grupy państw (liderzy skali, liderzy specjalizacji i państwa budujące skalę lub specjalizację) oraz główne wyzwania związane z ich strategiami inteligentnych specjalizacji w kontekście sektora rolno-spożywczego. Omówiono także najważniejsze ograniczenia związane z przyjętą metodą analizy i zaproponowano kierunki dalszych badań w tym zakresie.
The article presents the analysis of the smart specialization strategy in the EU Member States (EU28) and their research and innovation specializations from the perspective of agri-food industry. 24 countries were identified that indicated agri-food industry in the smart specialization strategies (at the national or regional level). Then research and technological potential and specialization of these countries in agri-food industry were analyzed. On that basis three groups of countries (leaders of scale, leaders of specialization and countries building scale or specialization) and the main challenges associated with their smart specialization strategies in the context of agri-food industry were identified. The article also discusses the limitations of the adopted method of analysis and proposes directions for further research in this area.

Smart specialisation constitutes an important framework for regional innovation policy making in the EU. According to the EU documents, the process of smart specialisation can be applied in all types of regions: the most developed ones as well as the least innovative ones. It is thus of great importance for regions with a low level of innovation performance due to numerous innovation challenges faced by these regions (such a situation can be observed in the case of four least innovative regions in Poland). The main objective of the paper is to assess the advancement of the least innovative Polish regions in the process of smart specialisation. In order to achieve this objective, the following detailed objectives are expected to be met: 1. presentation of innovation challenges for the least developed regions in Europe; 2. selection of the least innovative Polish regions on the basis of four indicators; 3. assessment of the advancement in the smart specialisation process in selected regions with reference to their economic, social and innovation potential. As research methods, the authors used descriptive analysis, analysis of strategic documents, case studies analysis and statistical analysis. As results from the analysis, the approach to the identification process of smart specialisations in the least innovative Polish regions was diverse. Depending on the maturity level of work on updating Regional Innovation Strategies, awareness of competitive advantages at the sectoral and technological level, used methods, different concepts of their identification have been adopted.

The paper discusses the methods and rationale for selecting advanced manufacturing technologies as a smart specialisation priority in Poland at a national level. The studies rely on the desk research of relevant national strategic documents. This article might contribute to a discussion if there is a point in domestic AMTs technologies creation and development or it should be just an agreed approach considering these technologies adoption. The chapter underlines the importance of KETs for the EU and provides the related policy context. The author investigates the smart specialisation process that was imposed by EU to define development domains of Members States at national or regional level with focus on diagnosis (with some attention on foresight) and entrepreneurial discovery process. In the author's opinion, the outcome of the national S3 process maintains the country aspiration regarding AMTs creation and development for its future economic development.
Artykuł analizuje metody i przesłanki stojące za wyborem zaawansowanych technologii produkcyjnych jako inteligentnej specjalizacji w Polsce na poziomie krajowym. Analiza opiera się na przeglądzie strategicznych dokumentów polityki. Studia te mogą kontrybuować do dyskusji czy jest zasadne tworzenie i rozwój tego typu technologii, czy też powinno się raczej skoncentrować na ich absorpcji. Artykuł podkreśla znaczenie Kluczowych Technologii Wspomagających dla UE i przybliża ich kontekst. Autor prześwietla proces wyłaniania inteligentnych specjalizacji, który został nałożony przez UE na Państwa Członkowskie w celu wyłonienia priorytetów na poziomie krajowym lub regionalnym. Główny nacisk został położony na diagnozę (szczególnie na foresight) oraz proces przedsiębiorczych odkryć. Według opinii autora rezultat procesu na poziomie krajowym potwierdza co najmniej aspiracje kraju do rozwoju tego typu technologii.

W strategii Europa 2020 na rzecz wzrostu gospodarczego zakłada się, że Unia Europejska ma stać się inteligentną i zrównoważoną gospodarką sprzyjającą włączeniu społecznemu. Te trzy wzajemnie uzupełniające się priorytety powinny pomóc UE i państwom członkowskim w osiągnięciu wysokiego poziomu zatrudnienia, wydajności i spójności społecznej. Dla ich osiągnięcia niezwykle istotne jest innowacyjne podejście. W Polsce, pomimo wydatkowania w ostatnich latach znaczących środków na wsparcie innowacyjności, poszczególne jej regiony znajdują się daleko w tyle w stosunku do gospodarek europejskich. Najnowszym pomysłem na znalezienie drogi do innowacyjnej gospodarki jest koncepcja inteligentnych specjalizacji (IS). Stąd w aktualnej perspektywie finansowej 2014–2020 przyznawanie dotacji opiera się o zgodność z IS. Oznacza to, że jeśli projekt inwestycyjny jest zgodny z celami regionalnych inteligentnych specjalizacji, ma on większe szanse na pozyskanie dofinansowania. Celem artykułu jest określenie roli transportu i gospodarki morskiej jako IS oraz ukazanie ich wpływu na podnoszenie poziomu innowacyjności i konkurencyjności regionu.
In the Europe 2020 strategy, it is assumed that the European Union will become a smart, sustainable and inclusive economy. These three priorities should help the EU and its Member States in achieving a high level of employment, productivity and social cohesion. The innovative approach is extremely important to achieve this goals. In Poland, despite spending in recent years significant resources to support innovation, its individual regions are far behind on the background of European economies. The latest idea to find a way to innovative economy is the concept of smart specialisation (IS). Thus, in the current 2014–2020 financial perspective the granting of subsidies is based on compliance with IS. This means that if the investment project is in line with the objectives of the regional smart specialisation, it has a better chance of obtaining funding. The aim of this article is to define the role of transport and maritime economy as IS, and to show their impact on raising the level of innovation and competitiveness of the region.

W artykule została omówiona istota koncepcji rozwoju regionalnego opierając się na innowacjach, zgodnych z inteligentnymi specjalizacjami. Jego zasadniczym celem była ocena tego, czy wyłonione w regionach inteligentne specjalizacje będą miały decydujący wpływ na możliwość uzyskania finansowania przez beneficjentów w ramach regionalnych programów operacyjnych wybranych województw. Weryfikowana była teza, że w pewnych przypadkach władze regionalne nie koncentrują się na kierunkach rozwoju, określonych w dokumentach strategicznych.
The article presents the essence of smart specialisations and the purpose of their definition in EU member states. The author conducted an analysis of ROP priority axes under which financing could be provided for actions consistent with the adopted specialisations. The principal aim of the article was to evaluate the degree of convergence between support of projects on a regional level and the provisions of strategic documents where directions for region’s development based on smart specialisations are defined. Thus, the validity of the thesis which says that regional authorities sometimes fail to focus on adopted directions associated with allocated funds, could be verified.

Celem niniejszego artykułu jest omówienie i usystematyzowanie kwestii tych zamówień w kontekście innowacyjności. Przedstawione zostały argumenty przemawiające za stosowaniem zamówień publicznych w polityce innowacyjnej i przeciw niemu oraz definicje i typy zamówień publicznych ukierunkowanych na wsparcie innowacji. Działania podejmowane w Polsce stanowią przykład ogólnej polityki w tym zakresie, gdzie zamówienia publiczne na innowacje czy zamówienia przedkomercyjne były dotychczas rzadko stosowane i wiązały się z realizacją projektów finansowanych przez Komisję Europejską. Ich znaczenie powinno jednak zwiększyć się w najbliższych latach w związku ze wzrostem proaktywnej roli państwa w procesach gospodarczych, w tym za sprawą działań wspierających inteligentne specjalizacje.
In recent years, public procurement has become a very popular topic among theorists and practitioners involved in innovation policy in many countries. The purpose of this article is to discuss and systematise procurement-related issues in the context of innovation. The article presents arguments for and against the use of public procurement in innovation policy, definitions and types of public procurement aimed at supporting innovation. The activities relating to public procurement and innovation carried out in Poland are an example of a general policy in the field of innovative public procurement or innovation-friendly policy. Public procurement for innovation or pre-commercial procurement were rarely used in the past and usually they were linked to the projects funded by the European Commission. Their importance, however, should increase in the coming years due to a growing, proactive role of the state in economic processes, including activities related to the implementation of smart specialisation strategy.

Between 1989 and 2014, the Warmian-Masurian Voivodeship (one of the poorest regions in the European Union) was subjected to a number of external stimuli. However, not only has its position in the ranking of provinces failed to improve - it has actually worsened. Despite this, positive adaptive changes have occurred in the region, although they are limited in scope. The attitude of peripheral regions towards external stimuli can be quite reactive, as seen in the case of Warmia and Masuria. It can be assumed that the province's smart specialisations (water economics, high-quality food, and wood and furniture) will contribute to further quality in the economic structure of the region, but it will not necessarily improve its position in relation to other regions in Poland.

The natural environment, as a source of natural resources, has long been perceived as being a factor in determining the development of many states and regions, especially less developed areas. The main research question in this article is what role is played by natural resources and traditional industry sectors based on natural resources (milk production and tourism), in the process of establishing a competitive advantage for Podlaskie Voivodeship, which is one of the less developed regions in Poland. The results of the research reveal weaknesses that are inherent in earlier ways of thinking about these industries and, at the same time, emphasise the importance of making use of natural resources in an integrated way and combining them with new technologies.
