In recent years, cities are facing the rapid urbanization phenomenon, the urban population growth and the immigration. This has resulted in a lot of problems such as difficulty in waste management, urban congestion, excessive energy use, shortage of supplies, traffic congestion and air pollution. All above force government to use ICT technology and introduce the concept of ‘smart city’ to promote the sustainable development of a city. As regions face similar problems, the goal of this study is to examine whether or not the concept of ‘smart city’ could be expanded and used to region and we present the case study of a Greek Smart/Digital Region.
W ostatnich latach miasta stają w obliczu takich zjawisk, jak szybko postępująca urbanizacja, wzrost liczby mieszkańców miast i imigracja. Powoduje to wiele problemów, takich jak: trudności w gospodarowaniu odpadami, zatłoczenie miast, nadmierne zużycie energii, niedobory w zaopatrzeniu, kongestia i zanieczyszczenie powietrza, zmuszając rząd do korzystania z technologii ICT i wprowadzenia koncepcji „inteligentnego miasta” w celu promowania zrównoważonego rozwoju miasta. W związku z tym, że regiony borykają się z podobnymi problemami, celem tego badania było sprawdzenie, czy pojęcie „smart city” może zostać rozszerzone i wykorzystane w regionie. Przedstawiono również studium przypadku greckiego Inteligentnego/Cyfrowego Regionu, opisujące korzyści wynikające z zastosowania proponowanych ram.

Opis:
Purpose: The main goal of the study is to document and attempt to assess the impact of the latest European Union development strategy, i.e. Europe 2020 Strategy. It is inextricably linked to smart specialization, development and competitive capabilities of regions of EU member states. The partial goals are: • presenting Europe 2020 Strategy in the context of setting goals and management areas for regional policy which is part of multi-level transnational structure management in EU the Europe 2020 Strategy setting goals and management for regional policy and region will be described; • presenting smart specialization as a result of the development of integration conditions and determining new opportunities, challenges, decision-management orders for EU regions. Design/methodology/approach: At work, the authors mainly use source materials of European Commission, as well as foreign language studies which are also based on source material from EU institutions. Sometimes the authors had to use archival materials to take into account the value and sense of the latest integration conditions. Findings: The work mainly shows the links between: Europe 2020 Strategy, regional policy, regions of member states, smart specialization, guidelines for multi-level management in an international structure, and practicalisation of a development strategy. Practical implications: A member country of an integration group (EU) should be viewed in the context of an international structure and multi-level governance (including decision-making). The consequences of that concern the impact on the member state, on the regions, on other entities in the regions. This is mainly about implementation of knowledge, environmental protection, quality of human capital. Changes (or actually adaptations) also apply to socio-economic development. Social implications: The analyzes, documentation and authors’ suggestions regarding mutual dependencies and connections carried out here, have an undoubted impact on society. Europe 2020 Strategy has a social dimension in all its assumptions. And they concern intelligent growth, sustainable growth, but also (above all) the growth of social integration. Originality/value: The study has values of originality because it goes beyond the collected materials and their presentation. The collected materials were used to capture relationships and interrelationships. A development strategy and smart specialization were used to present the latest integration conditions. Then, these conditions were presented as guidelines for multi-level governance and, consequently, for the competitiveness of European Union and its regions in the global economy.

Regional Innovation Strategies (RIS) represent an important instrument supporting innovativeness in a developed economy. Smart specializations play a special role for developing and implementing of RIS. The purpose of the paper is to present the role of smart specialization in the design and implementation of RIS in the Silesia Province. The article presents models and methods for creating and implementing of RSI. .Especially, it shows these elements and processes, which are related to the impact and development of smart specializations. In case of the Silesian region, smart specializations are power industry, medicine and Information and Communication Technology (ICT). The paper is based on research and design works, that resulted in the development of RIS and model for its implementation in the Silesian Province within 2014-2020.

This paper aims to review the evidence demonstrating the role of universities in the knowledge diffusion function for Smart Specialisation strategies. It is not new if many experts question whether Smart Specialisation will apply equally in all regions, plus the reason that the study of the role of universities in Smart Specialisation still needs much attention. Through this evidence-based literature review, I have identified three main points that support the role of universities for Smart Specialisation in less developed regions of Europe, including resources in regional innovation systems, public sector investment support for RandD, and strong bonds of the Triple Helix actors.

W artykule poruszono problematykę inteligentnych specjalizacji. W części pierwszej przedstawiono aspekt teoretyczny problemu, ze szczególnym uwzględnieniem definicji, ewolucji pojęcia oraz korzyści płynących z ich implementacji. Następnie krótko scharakteryzowano województwo podlaskie, wskazano inteligentne specjalizacje, które będą rozwijane na tym terenie, oraz zaprezentowano, w jaki sposób mogą one wpłynąć na funkcjonowanie obszaru.
The article describes the issue of smart specialisation. In the first part the theoretical aspect of the issue is presented with particular emphasis on definition, the evolution of terms and the benefits of their implementation. Next, the article presents a short characterisation of the Podlasie region and points out the smart specialisations which will be developed in the region, as well as the way in which they could influence the functioning of the area.

The aim of the article was to study regional innovative development through the implementation of projects and programs of subregional smart specialization to strengthen consumption safety. To ensure the conceptual integrity of the study, such methods as theoretical generalization, comparison, dialectics, analysis and systematization, institutional analysis, statistical analysis and the smart specialization approach to innovative regional development were used. As a result of the conducted research, an inextricable relationship was established between consumption safety and regional innovative development. The state, problems and prospects of innovative development and smart specialization are studied on the example of Zaporizhzhya National University one with a number environmental problems and corresponding negative consequences for public health, has significant threats to consumption safety. It was found that the application of a sectoral approach to smart specialization will create conditions to position regional producers and products as resource- and environmentally friendly, which will strengthen competitiveness, increase enterprise income, reduce their environmental impact and raise the quality of life of the region. The importance of sectoral and subregional smart specialization (at the level of united territorial communities, urban areas, rural settlements) to strengthen consumption safety is substantiated.

The purpose of the work is to characterize the potential for the smart development of urban-rural communes of the Lublin Province as potential catalysts for the implementation of the smart villages' concept. In order to determine the potential for the smart development, the zero-unitarization method was used. In specific areas of smart village concept a synthetic index was determined. The study negatively verified the relationship between the level of potential for the smart development of the studied communes and the accessibility of transport and communication of the region's capital. The study also revealed a positive correlation between the size of the urban centre in the urban-rural commune and the level of the potential of smart development of urban-rural communes.

The article discusses the regional policy instruments that have influence on the implementation of logistics processes. The transport and logistics infrastructure of two provinces (Silesia and Malopolska) were described. Secondary data analysis is presented in such a way as to make the authorities of the two provinces aware of the need to develop joint/integrated transport and logistics infrastructure in order to strengthen the region's smart specializations and the industries associated with them.

The aim of this paper was the evaluation of the impact of selected background conditions for implementing the smart village concept in the opinion of entrepreneurs. The assessment was based on an opinion poll on a sample of 240 entrepreneurs from three regions of Eastern Poland, using a questionnaire. The results were presented using descriptive analysis, including a comparative analysis of areas with low and high levels of smart growth potential. The presented results show that rural areas in the abovementioned regions, in general, create disadvantageous conditions for enhancing innovativeness through business activity, and the surveyed agents are characterised by a low level of innovativeness. In the opinion of the surveyed entrepreneurs, on the impact of selected factors on enterprise innovativeness, the potential impact of the local environment is above average. The findings point to a need to develop the endogenous potential of rural areas from peripheral regions by increasing access to modern ITC infrastructure and the role of the institutional environment in the process of knowledge transfer to the local sector of companies, the development of local connections in the business sector and within the scope of cooperation of local authorities with entrepreneurs.
Celem badań była ocena wpływu wybranych uwarunkowań realizacji koncepcji inteligentnego rozwoju obszarów wiejskich w opinii przedsiębiorców. Oceny tej dokonano na podstawie badań sondażowych z wykorzystaniem kwestionariusza wywiadu na próbie 240 przedsiębiorców z trzech regionów Polski Wschodniej. Wyniki zaprezentowano z wykorzystaniem analizy opisowej, w tym analizy porównawczej obszarów o niskim i wysokim poziomie potencjału inteligentnego rozwoju. Wskazują one, że na obszarach wiejskich badanych regionów peryferyjnych występują ogólnie niesprzyjające warunki aktywności proinnowacyjnej przedsiębiorstw, a badane podmioty charakteryzuje niska innowacyjność. W opinii badanych przedsiębiorców na temat wpływu wybranych czynników na innowacyjność przedsiębiorstw potencjalny wpływ środowiska lokalnego jest ponadprzeciętny. Wykazano potrzebę rozwijania potencjału endogenicznego obszarów wiejskich regionów peryferyjnych w zakresie zwiększenia dostępności nowoczesnej infrastruktury informatycznej i komunikacyjnej, zwiększenia roli otoczenia instytucjonalnego w procesie transferu wiedzy do lokalnego sektora przedsiębiorstw, rozwoju lokalnych powiązań w sektorze przedsiębiorstw i w ramach współpracy samorządu lokalnego z przedsiębiorcami.

Konkurencyjność regionalna uznawana jest za siłę napędową współczesnych procesów gospodarczych, wymuszającą zmiany i dostosowanie się do warunków gospodarki globalnej. Koncepcja konkurencyjności regionalnej bardzo szybko stała się celem polityki Komisji Europejskiej (KE), która postrzegała poprawę konkurencyjności we wszystkich regionach Europy, szczególnie w opóźnionych, jako niezbędną w dążeniu do „społecznej spójności”. Koncepcja inteligentnej specjalizacji to nowe podejście unijnej polityki wobec regionów, które pojawiło się w dokumencie Europa 2020, wskazującym trzy priorytety: rozwój inteligentny, rozwój zrównoważony oraz rozwój sprzyjający włączeniu społecznemu. Artykuł przedstawia znaczenie inteligentnych specjalizacji w polityce zrównoważonego rozwoju regionów.
National/regional innovation strategies for smart specialisation (RIS3 strategies) are integrated economic transformation programs that use the region’s strengths, competitive advantages and development potential. Smart specialisation strategies focus on priority development areas selected and adjusted to regional conditions, thus enabling the achievement of a competitive advantage in a given field. The smart specialisation strategy is based on the technological, scientific and economic potential characteristic of a given region. The article presents theoretical assumptions for the concept of smart specialisation and identifies smart specialisation in Polish regions, including the Wielkopolska region. The aim of the article is to identify the impact of implementing the assumptions of the Europe 2020 Strategy in terms of implementing the concept of smart specialisation as a stimulus for the economic development of the Wielkopolska region.

Wśród inteligentnych specjalizacji, na których można budować dalszy rozwój województwa podlaskiego, znalazły się innowacje ekologiczne. W artykule przedstawiono najistotniejsze zagadnienia związane z eko-innowacjami, w kontekście rozwoju analizowanego regionu. Celem artykułu było omówienie możliwości wykorzystania innowacji ekologicznych w podnoszeniu konkurencyjności województwa podlaskiego.
Among the smart specializations on which the Podlaskie Voivodeship is going to build further development are eco-innovations. The article presents the most important issues related to eco-innovations, in the context of the analyzed region . The aim of the study was to describe the possibility of usage of eco-innovation to improve the competitiveness of the Podlaskie Voivodeship.
