This paper presents human and operational factors related to risk assessment during the operations of crude oil, petroleum products, and liquefied gas transfer between ships, called Ship to Ship (STS) operations. The lessons learned from accidents during STS when both ships are underway show that the most frequent accidents occur due to ship handling errors. Several influencing factors have already been identified, however there is still a need to investigate the human factor. Both human and operational factors are interrelated as the operational factors influence the human stress level. This paper identifies the stressors related to the external pressures imposed on the ship’s staff, which can be limited to improve safety. The preliminary study of the influence of particular elements of human factors, e.g., personality traits and stress levels, on the probability of ship handling error is presented.

Nowadays managers and decision-makers around the world seek every opportunity to lower costs of the ship’s mooring time at seaports. In this article, main operations taking place at maritime container terminals are first disaggregated in several elementary activities. Then the vessel cycle time is analysed while separately investigating the STS (Ship to Shore) crane cycle time, the RTG (Rubber-Tyred Gantry) crane work cycle time and the IMV (Internal Movement Vehicle) transfer time. A triangular distribution describes times of each of the container handling stages while the PERT (Program Evaluation and Review Technique) method is used to estimate the total time for all reloading activities. The paper demonstrates the proposed method effectiveness with data of Baltic Container Terminal (BCT) Gdynia. The use of formulas developed for the calculation of times of individual operations that affect the reloading of a container at maritime container terminals enables an in-depth assessment of the effectiveness of the reloading processes. Thus, the proposed tool gives terminal managers opportunity to track which stage of the container reloading consumes most time and generates biggest costs.

In this paper are presented problems of modelling seakeeping qualities of open-top container carriers in the preliminary design phase. Approximations of accelerations and occurrence rate of green water ingress to holds are presented in function of main ship design and wave parameters. The approximations have been elaborated by applying theory of artificial neural networks in the wide range of ship hull dimensions and forms, while ship motion and wave parameters have been limited to real operational conditions described by means of the so called operational scenario. Such approach has made it possible to reach high accuracy of approximation and simple structure of mathematical model simulatneously.

To confront climate change, decarbonization strategies must change the global economy. According to statements made as part of the European Green Deal, maritime transport should also become drastically less polluting. As a result, the price of transport must reflect the impact it has on the environment and on health. In such a framework, the purpose of this paper is to suggest a novel method for minimizing emissions from ships, based on so-called Pareto multi-objective optimization. For a given voyage by a ship, the problem is to minimize emissions on the one hand and minimize fuel consumption or passage time on the other. Minimizing emissions is considered as the preferred objective. Therefore, the objective of minimizing fuel consumption or passage time needs to be reformulated as a constraint. Solving such a problem consists of finding most favourable path and speed for the ship and satisfying the optimization criteria. Relatively new systems such as hybrid diesel–electric systems have the potential to offer significant emissions benefits. A hybrid power supply utilizes the maximum efficiency of the direct mechanical drive and the flexibility of a combination of combustion power from the prime mover and stored power from energy storage from an electrical supply, at part load and overload. A new report by the American Bureau of Shipping suggests that maritime transport is likely to meet the International Maritime Organization’s target by 2030, solely by using current technology and operational measures. However, this would not be enough to attain the target of reducing CO2 emissions by 2050 by at least 50% compared to 2008. New technologies and operational methods must be applied.

Rozwój transportu morskiego na przeł. XIX i XX w. przyczynił się do międzynarodowej unifikacji prawa morskiego w zakresie przywilejów na statku i hipoteki morskiej. Potrzeba ujednolicenia przepisów wynikała z konieczności realnego zapewnienia wierzycielom zaspokojenia ich roszczeń, bowiem różnorodność przepisów poszczególnych państw, szczególnie ilość przywilejów morskich, która powstała pod rządem różnych systemów prawnych oraz hierarchia ich stosowania ograniczały znaczenie instytucji hipoteki morskiej. Treść przepisów międzynarodowych stała się podstawą do kształtowania polskich przepisów 76 dotyczących wyżej wskazanych instytucji prawa morskiego. Te jednakże powstały dopiero z początkiem lat 60-tych XX w., stąd też bogata literatura przedmiotu dotyczy głównie okresu z przeł. XX i XXI w. Problematyka instytucji przywileju morskiego w okresie dwudziestolecia międzywojennego była dotąd jedynie sygnalizowana w literaturze przedmiotu, dlatego też niniejsza publikacja ma na celu kompleksowe omówienie zagadnienia.
The development of maritime transport at the turn of the 19th and 20th centuries contributed to the international unification of maritime law with regard to shipboard privileges and maritime mortgage. The need to harmonize the regulations resulted from the necessity of real assurance for creditors to satisfy their claims, because the diversity of regulations of individual states, the number of maritime privileges was established under different legal systems and the hierarchy of their application limited the significance of the maritime mortgage institution. The content of international regulations has become the basis for shaping Polish regulations regarding the above-mentioned maritime law institutions. These, however, were created only at the beginning of the 1960s, hence the rich literature of the subject mainly concerns the period from the turn of the 20th and the 21st century. The issue of maritime privilege institutions in the interwar period has so far only been signalled, therefore, this publication aims to provide a comprehensive discussion of the issue.

The paper presents Energy Efficiency Operational Index (EEOI) introduced through International Maritime Organization (IMO) which defined the carbon dioxide emission as a result of transport specific cargo mass on specific distance. The total fuel consumption from all elements of vessel energetic system causes the carbon dioxide emission. Ship-owners should inform the marine administration about the fuel consumption from all vessels of 5000 tons of gross tonnage or more from 1st January 2018. In marine transport about 85% of carbon dioxide emission comes from such vessels. The calculating of EEOI is voluntary now but it is indicated to do it. It allows on an assessment the differences between the Energy Efficiency Design Index (EEDI) obligatory during design process of a vessel and its power plant and EEOI. Due to it may be estimated the correctness of vessel and power plant operation in exploitational conditions. The basic way of EEOI decreasing is slow steaming of a vessel. The power demand for propulsion (and fuel consumption) is proportional to the third power of vessel velocity (according to the propeller characteristics) on the other hand the hull resistance (the demand for thrust by propeller) is proportional to the second power of vessel velocity. As a result it causes the decreasing of total fuel consumption for covering the same distance but increasing the time of voyage. It is for acceptance during a bad economic situation. Although it will be no acceptable during a good economic situation when it will be required the increasing of vessel velocity (decreasing the time of voyage). The other effective methods are under research which allows to reach the same aim. It is known such methods of vessel operation which leading to the decreasing of that index. The paper shows these methods with their characteristics.
W artykule omówiono wprowadzony przez Międzynarodową Organizację Morską (IMO) wskaźnik zwany eksploatacyjnym indeksem efektywności energetycznej statku (EEOI), który określa emisję dwutlenku węgla w wyniku transportu jednostki masy ładunku na jednostkową odległość. Za emisję CO2 odpowiada zużycie paliwa przez wszystkie elementy okrętowego układu energetycznego. Od 1 stycznia 2018 r. armatorzy muszą zgłaszać do administracji morskiej ilość zużytego paliwa przez poszczególne statki o tonażu od 5000, które odpowiadają za 85% zużycia paliwa w transporcie morskim. Wyznaczanie wskaźnika EEOI jest obecnie dobrowolne, ale wskazane, aby go wyznaczać. Pozwala to na określenie różnic między projektowym indeksem efektywności energetycznej statku (EEDI), który jest obligatoryjny w procesie projektowania statku i elementów układu energetycznego, a eksploatacyjnym. Dzięki temu można oszacować poprawność eksploatacji siłowni i statku w warunkach rzeczywistych. Podstawowym sposobem zmniejszenia wskaźnika EEOI jest zmniejszenie prędkości eksploatacyjnej statku. Zapotrzebowanie na moc napędu (i zużycie paliwa) jest proporcjonalne do trzeciej potęgi prędkości statku (wg tzw. charakterystyki śrubowej), natomiast opór kadłuba (zapotrzebowanie na siłę naporu przez śrubę okrętową) jest proporcjonalny do potęgi drugiej prędkości statku. Skutkuje to zmniejszeniem zużycia paliwa na pokonanie tej samej drogi, ale wydłuża czas podróży. W okresie dekoniunktury na rynku żeglugowym jest to do przyjęcia. Jednak wraz z pojawieniem się oznak koniunktury, które będą wymagać wzrostu prędkości statku (skrócenia czasu podróży) będzie to niemożliwe. Poszukuje się więc innych skutecznych metod, które pozwolą osiągnąć ten sam cel. Znane są możliwości takich sposobów eksploatacji statku, które prowadzą do zmniejszenia tego wskaźnika. W artykule wskazano na te metody wraz z ich charakterystyką.

The paper has been presented the methods of nitrogen oxides emission reduction to fulfill the Tier 2 and Tier 3 requirements of the Annex VI of MARPOL Convention. It has been shown the development of marine two-stroke diesel engines and the change of nitrogen oxides emission from 1960 to 2000 and later up to 2020 after the implementation of NOx emission reduction methods. Specific fuel consumption before 2000, and as a prediction and given data in the manufacturers manuals for Tier 3 engines up to 2020, and as only a prediction up to 2030 has been analyzed and elaborated. Impact of nitrogen oxides reduction methods on the specific fuel consumption of the marine diesel engine has been evaluated. Additional emission of some gases to the atmosphere due to the implementation of reduction methods has been determined. EGR and SCR systems have got a lot of imperfections: required to install additional reduction systems (investment cost, required volume in the engine room), need maintenance and operation costs, produced wastes during treatment process. The estimated additional cost is about 0.8 USD/MWh of produced energy, taking into account only the cost of excessive used fuel. The whole increased cost may reach the level two-three times more due to cleaning systems investment costs, their operational cost and waste disposal. It has been the one of the reasons of worsening the transport effectiveness and competitiveness.

Opis:
Collision risk measurement is an essential topic for ship collision prevention. Many risk measures, i.e. DCPA/TCPA, etc., decouple the ship traffic into several pairs of ships and then evaluate the risk in each pair. This kind of measurement loses some information of the entire traffic and might include some biases in risk measurement, especially in multiple-ship scenarios. In this article, Imminent Collision Risk Assessment (ICRA) is extended, which formulates collision risk as a ratio of reachable maneuvers leading to a collision and all reachable maneuvers (velocities). Two groups of scenarios have been simulated to show the ICRA is suitable for assessing the collision risk in multiple-ship scenarios. Moreover, two improvements have been introduced: (1) a generalized velocity obstacle algorithm is introduced to collect the maneuvers leading to collisions, which considers ship dynamics; (2) the constraints of forces are considered in the formulation of reachable maneuvers. As a result, the proposed measurement helps one ship assess the risk of approaching obstacles which are difficult to avoid the collision in terms of own-ship’s dynamics and kinetic constraints.

In studies for the Dutch Ministry of Infrastructure and the Environment, MARIN has developed methods to classify ship encounters on the North Sea from AIS data. The methods use the Distance at Closest Point of Approach (DCPA), Time to Closest Point of Approach (TCPA), and an estimate of ship domains, to determine for each crossing, head-on, and overtaking encounter, whether these follow abnormal patterns. On august 1 2013, the route structure on the North Sea, was rearranged to improve safety and efficiency. The encounter classification methods were applied to two years of AIS data. Heat maps of encounters show how the junctions have shifted. For these junctions, the numbers of encounters were compared. This paper discusses the methods to classify encounters, and the results of the comparison of the route structures. The results show a decrease of the number of exceptional head-on and crossing encounters in the new route structure.

This article aims to analyse the statistical parameters of waterways forming the entrance to the port and the construction of a model for determining the optimum parameters of the entrance to the port. It has been analyzed parameters of the entrances to the 100 selected global ports, based on the analysis it was examined the interdependence between certain parameters and the impact they have on the maximum size of the ship which can enter to the port. This analysis allowed to develop a model, which can possible to be applied to the entrance of initial port design.

The paper describes the usage of neuroevolutionary method in collision avoidance of two power-driven vessels approaching each other regarding COLREGs rules. This may be also be seen as the ship handling system that simulates a learning process of a group of artificial helmsmen - autonomous control units, created with artificial neural networks. The helmsman observes an environment by its input signals and according to assigned CORLEGs rule, he calculates the values of required parameters of maneuvers (propellers rpm and rudder deflection) in a collision avoidance situation. In neuroevolution such units are treated as individuals in population of artificial neural networks, which through environmental sensing and evolutionary algorithms learn to perform given task safely and efficiently. The main task of this project is to evolve a population of helmsmen which is able to effectively implement chosen rule: crossing or overtaking.

This paper presents a comparative analysis of manoeuvring patterns through the fairway which is marked with physical and virtual Aids to Navigation (AtoN). The impact of V-AtoN environment on decision-making and on consequent manoeuvres has never been studied in such a way. The results published in this paper were obtained using TRANSAS Navi Trainer 5000 and TRANSAS ECDIS 4000 simulators where 12 deck officers with at least 5 years of sea service participated. The results of the study indicate that there is a significant difference in manoeuvring patterns between the two environments. In case of virtual environment, more intense drift angles, ROTs as well as XTDs are observed. The paper demonstrates significant impact of virtual environment on behaviour of OOW.

Ro-Ro and Ro-Pax ships works on basis of regular schedule and try keep this schedule as accurate as possible. In same time difficulties during Ro-Ro and Ro-Pax ships voyages like bad weather conditions, waiting time to entry in to port, ship's failures and others, sometime request more time as it was planned initially. Ro-Ro and Ro-Pax ships arrivals in to port evaluation is important not only just for the Ro-Ro and Ro-Pax shipping lines planning but as well it is very important for passengers, transport units (trucks) and port terminals. In this Article are analyzed delay times of Ro-Ro and Ro-Pax ships arrival to port on basis of statistical data and used mathematical models for calculation of the arrival time pass.

Opis:
Ro-ro vessels use shipside and shore ramps as roll-on/roll-off loading facilities. Baltic Sea has not tidal effects and water level did not change very much. In same time water level fluctuations in ports areas make difficulties to establish proper access to shore for ro-ro vessels during loading and unloading operations. Flexibility of ro-ro vessel-to-shore links pan is one of the key elements for optimization of ro-ro operations in ports. Feasibility outline of pontoon ramp potential, calculation methods and practical usage is studded and presented further in the article.
