Opis:
This study deals with the development of ship watch keeping supporting aids that will be useful for ship deck officers in recognizing navigational harmful obstacles such as sea marks and small floating objects on the sea. The developed watch keeping supporting aids is made up of four components; a composite video sensor to produce video signal, a laser distance measuring part, a Pan/Tilt part and a central control part. The system was installed in a ship in order to verify its performance of the recognition ability on the sea. The comparison was made between the recognition ability of the system and that of watch keeping deck officers’. The image from the watch keeping supporting system was found to be more recognizable than that of a binocular telescope within a 5 km distance. The newly suggested system is expected to be used to recognize small dangerous floating objects more easily when navigation deck officers have a duty of watch keeping for navigation especially near harbor area.

In parallel with the increase in the volume of world trade, cargo handling rates and seafarers' pace of work has increased. Although the STCW regulations and restrictions on working hours has improved, this tempo has brought with it insufficient resting hours, especially in short sea transport. It is known that individuals under stress and intensive workloads are more prone to making mistakes due to fatigue. In this study, the officers’ working hours are simulated in full-mission simulator at short sea transport to investigate errors made during the navigation and port watches. For this purpose, the data were obtained from 7 volunteers watchkeeping officers with the help of video monitoring and check lists in the full-bridge simulator system and also, system records in cargo handling simulator. With this study, introduced what types of errors made during navigation and port watches by watchkeeping officers under the intense pace of work. And the errors are evaluated under the legislation of international maritime. As a result, to comply with the limitations of working hours, it is necessary to increase the number of officers responsible for operations on short sea transport.

A comprehensive assessment of watchkeeping officers should be considered as a preventive measure in terms of safety of navigation. Watchkeeping officers are assigned after passing exams of state authorities and various evaluation procedures of companies. However, they are not subjected to comprehensive evaluations with practical implementations. Therefore, this study aims to develop effective use of simulators in terms of comprehensive evaluation of watchkeeping officers. In this study, simulation was designed with Goal-Directed Task Analysis (GDTA) technique to indicate important points on the situations watchkeeping officers face in navigation. 3 parameters were determined for difficulty adjustment; visibility, traffic density, geography. At the last phase of this study, performance evaluation method was prepared for performance evaluation of watchkeeping officer and scenario was evaluated for comprehensiveness by oceangoing masters. Hereby, the developed performance evaluation method for navigation can be used to generate more reliable method to evaluate the officers’ competence of technical skills.
