The research in a broader aspect contributes to the question whether women, especially thosewith a high professional and social status, playing political roles in the Real Socialist system had a real impacton changing the existing reality and whether their activity translated into specific normative decisions orsolutions of a permanent nature.

    Mikolaj Rej was not only one of the most notable 16th century Polish writers, but also an active member of the parliament. Among others, he worked on the Polish-Lithuanian issues. Based on the governmental documentation, Rej was engaged in these issues from 1542 onwards. He also dedicated a few pieces of writing to the matter, the most important of which is a poem written around 1567 entitled ‘Union with Lithuania’. In the poem he condemned the sluggishness in debating the unification of the two countries, but emphasized that the Lithuanians should have taken a greater interest in the matter, since Poland could have helped their fights with the Eastern neighbours. As he did during the parliamentary sessions, the author also stressed the need for electing a common king.Despite hoping for a quick resolution and unification, Rej did not regard Lithuania as an equal parter for Poland. Based on a few poets, the author seems to think of the Lithuanians as of a backward  nation (e.g. their table manners during the feasts and the use of primitive language). It is worth noting that Rej treated the Lithuanian aristocracy differently. While describing the clans and noble families (e.g. the Radziwiłł family or the Chodkiewicz family), he emphasised their patriotism and bravery. Rej’s remarks on the Lithuanians and the union did not stand out from the common opinion at the time. They could represent the feelings of a typical member of the Polish gentry.

    Ksiądz Józef Męciński (1748–1814) to postać mająca od dawna swe miejsce zarówno w opracowaniach dotyczących dziejów polskiej homiletyki, jak i idei społeczno-gospodarczych czasów stanisławowskich. W latach 1786–1793 Męciński przebywał w Lublinie. Poczynając od 1788 roku. wygłosił w kościele św. Ducha serię kazań kierowanych do szlachty, w których nawiązywał do aktualnych wydarzeń – obrad Sejmu Czteroletniego. Jego opinie o modzie wpisują się w ówczesną dyskusję o modzie, obyczaju i roli rzemiosła. Męciński w swoich kazaniach głosił popularne w czasach oświecenia idee merkantylistyczne, zbytek w ubieraniu się porównywał do trądu, postulował, aby szlachta nosiła ubrania szyte jedynie z materiałów wyprodukowanych w Polsce. Podobne opinie już w latach 70. XVIII wieku przeczytać można było na łamach czasopisma „Monitor”, problemem tym zajmowały się też konstytucje sejmowe. Trudno się jednak dziwić, że Męciński w kazaniach zajął się ubiorem, który podczas Sejmu Wielkiego zyskał szczególny, polityczny wymiar. W kilku zdaniach omawianego lubelskiego kazania Józefa Męcińskiego mieści się właściwie esencja dyskusji z czasów stanisławowskich dotyczącej strojów i zbytku (brak jedynie wątku stroju narodowego), część jego poglądów zdaje się jednak oryginalna.
    Rev. Joseph Męciński (1748–1814) was a significant figure in both studies of the history of Polish homiletics and socio-economic issues of the Stanislavian period. Between 1786 and 1793 Męciński resided in Lublin. Starting from 1788 when he delivered a series of sermons addressed to the nobility at St. Spirit’s Church, in which he referred to current events – the meeting of the Four Years’ Seym. His opinions about fashion fit well into the contemporary discussion about the above, as well as customs and role of craft. In his sermons Męciński elaborated on mercantilist ideas, popular as they were during the Enlightenment. He would also compare dressing lavishly to leprosy, advocating the nobility to wear clothes produced from fabric made in Poland only. It was possible to trace similar ideas already in 1770s in the “Monitor” newspaper. These problems were being dealt with by Polish parliamentary constitutions as well. Yet it is hardly surprising that Męciński elaborated on the dressing code, which gained significant political dimension during the Great Seym. Short as it seems, Męciński’s Lublin sermon summarizes the essence of Stanislaus period’s discussions about clothes and opulence (the national costume issue was not covered). Some of his views seems to be unchanged.

    The political activity of Adam Kazanowski (1599–1649) Adam Kazanowski and his entire political career was closely associated with king Władysław IV (Ladislaus IV Vasa). As the monarch’s favorite, and since 1637 also one of the senators, Kazanowski became involved in issues relating to the state’s policy. Due to his close relations with the king and consequently his royalist views, he often identified with the opinions represented by the monarch and sided with his will. Yet on some occasions, Kazanowski’s attitude was far removed from the views represented by the monarch. Being close to the monarch’s inner circle, he participated in the majority of Parliament sessions (Diet sessions) during the reign of Władysław IV. Shortly after the monarch’s death, he was also involved in political issues associated with Chmielnicki’s Uprising. Yet due to the unfavorable attitude of king Jan Kazimierz (John II Casimir Vasa) and the continually worsening state of his health, his political activity became considerably less intense. The one-time king’s favorite ended his life not long afterwards, on 25 December 1649.

    Celem opracowania jest analiza porównawcza wypowiedzi sejmowych, wygłoszonych przez przywódców partii politycznych w Polsce odnośnie do religii. Zakres merytoryczny obejmuje cztery główne partie polityczne (PiS, PO, PSL, SLD) oraz ich 15 przywódców, wypowiadających się w Sejmie RP w latach 1991-2015. Należy stwierdzić, że problematyka szeroko rozumianej religii jest rzadko poruszana przez przywódców partii, na co wskazują 62 wypowiedzi spośród 3795. W ujęciu liczbowym o kwestiach związanych z religią częściej niż przywódcy PiS (8 odniesień) i PO (6) wypowiadali się liderzy SLD (28) oraz PSL (20). Przywódcami, którzy najczęściej odnosili się do aspektów religijnych, byli J. Oleksy (13 wystąpień – 5,8% ogółu jego wypowiedzi) oraz L. Miller (11 – 2,6%). Brak odwoływania się do kwestii religii dotyczy pięciu przywódców partyjnych: L. Kaczyńskiego, M. Płażyńskiego, R. Bartoszcze, J. Wojciechowskiego, K. Janika. Analiza jakościowa pokazała, że przywódcy partii odnosili się zasadniczo pozytywnie bądź neutralnie do kwestii związanych z religią. Pozytywny stosunek przejawiali głównie przywódcy PiS, PO oraz PSL. Natomiast neutralny, nie zaś negatywny (zwalczający) stosunek werbalny cechował przywódców SLD.
    This is a comparative study of the parliamentary utterances delivered by fifteen different leaders of the four main political parties in Poland (PiS, PO, PSL, SLD) on matters relating to religion in the years 1991-2015. Religion as such rarely made it into their sphere of interest, judging from the frequency of their remarks on it (62 out of total 3,795). Most instances belong to the politicians from SLD and PSL (28 and 20 times respectively). Leaders of PiS and PO mentioned religion 8 and 6 times respectively. Among leaders most often touching on aspects relating to religion were J. Oleksy (13 times, amounting to 5,8% of his parliamentary utterances) and L. Miller (11 times, that is, 2,6 of his total utterances). Five leaders, namely L. Kaczyński, M. Płażyński, R. Bartoszcze, J. Wojciechowski and K. Janik did not mention religion at all. Analysis of the remarks on religion by political leaders indicates their generally positive or neutral attitude to religious issues. The positive utterances would come mostly from the leaders of PiS, PO and PSL. Leaders of SLD would rather express their neutral attitude, and not a negative, or hostile one.

    W Rzeczypospolitej Obojga Narodów prymas, a zarazem arcybiskup gnieźnieński po śmierci monarchy przejmował obowiązki w zakresie reprezentowania państwa na zewnątrz, przygotowywał wybór nowego króla i w tym celu zwoływał sejmiki orz sejm konwokacyjny. Prymas wreszcie ogłaszał wybór elekta, czyli dokonywał nominacji. Po śmierci Zygmunta III Wazy w 1632 r. funkcję interreksa w okresie bezkrólewia pełnił prymas Jan Wężyk (1575-1638). Z funkcji tej wywiązał się znakomicie. Sprawowane prze niego urzędy postawiły go w rzędzie osób, które wpływały na kształt Rzeczypospolitej i Kościoła. Za prymasostwa Jana Wężyka częściowo rozwiązano sprawę compositio inter status, od kilkudziesięciu lat ciążącą na stosunkach szlachty z duchowieństwem. Prymas Jan Wężyk był również mecenasem kultury i sztuki.
    It was customary in the Polish-Lithuanian Commonwealth that the current Primate and – at the same time – Archbishop of Gniezno in one person – accepted the function of interrex after the death of the incumbent monarch and was responsible for taking over the duties of representing the state outside as well as preparing election of the new king. To make it happen he convened local assemblies and the so-called Convocation Seym. At last, it was also the interrex’s duty to finally announce the selection of the elect and duly execute the enthronement procedure. Following the death of King Sigismund III Vasa in 1632, the function of interrex during the interregnum fell to Primate Jan Wężyk (1575-1638). It must be stated that he was extremely successful at carrying out the duties, and the offices that he held won him a well-deserved place among the personages who influenced the shape of the Commonwealth and the Church in the history of Poland. Apart from that, during Jan Wężyk’s holding of the dignity of the Primate, the case of compositio inter status was partially solved. For several decades, the problem had been weighing heavily on the relations between the nobility and the clergy. Primate Jan Wężyk was also a patron of culture and art.

    In the period of Nobles’ Democracy, the art of war of the Polish-Lithuanian Commonwealth attained the highest level, making a real phenomenon in the then Europe. It owed its development, among others, to outstanding Hetmans of the Crown and Lithuania, victors in many battles, leaders surrounded by fame and admiration, genuine patriots. In the hall of fame of Grand Hetmans, Field Hetmans and Lithuanian Hetmans, a most prominent place is taken by Stanisław Żółkiewski (1747-1620).On 13 June 2019, Members of Parliament passed an occasional resolution dedicating the year 2020 to Stanisław Żółkiewski. The resolution reads, among others, “Stanisław Żółkiewski always put the good of Poland above his own benefits, stood faithfully on the side of successive kings, also in internal conflicts, despite the critical opinion of Sigismund III’s politics. He advocated religious tolerance and easing conflicts. […] The Seym of the Republic of Poland, upon acknowledging the great contributions of Stanisław Żółkiewski,creator of the victory of Klushino and a conqueror of Moscow, tenacious defender of the Mother Country for which he sacrificed his life, establishes the year 2020, which marks the occasion of the 400th anniversary of his death, the Year of Hetman Stanisław Żółkiewski.”
    W okresie demokracji szlacheckiej sztuka wojenna Rzeczypospolitej Obojga Narodów osiągnęła najwyższy poziom, stanowiąc prawdziwy fenomen w ówczesnej Europie. Swój rozwój zawdzięczała między innymi wybitnym hetmanom koronnym i litewskim, zwycięzcom wielu bitew, wodzom otoczonym sławą i podziwem, autentycznym patriotom. W poczcie staropolskich hetmanów wielkich i polnych koronnych i litewskich poczesne miejsce zajmuje Stanisław Żółkiewski (1547–1620).Dnia 13 czerwca 2019 r. parlamentarzyści w drodze okolicznościowej uchwały ustanowili rok 2020 Rokiem Hetmana Stanisława Żółkiewskiego. W uchwale czytamy między innymi: „Stanisław Żółkiewski zawsze przedkładał dobro Polski ponad własne korzyści, stał wiernie po stronie kolejnych królów, także w wewnętrznych sporach, mimo krytycznego zdania o polityce Zygmunta III. Opowiadał się za tolerancją religijną i łagodzeniem konfliktów. […] Sejm Rzeczypospolitej Polskiej, uznając wielkie zasługi Stanisława Żółkiewskiego, twórcy wiktorii kłuszyńskiej i zdobywcy Moskwy, wytrwałego obrońcy Ojczyzny, za którą oddał swoje życie, ustanawia rok 2020 w 400-lecie Jego śmierci Rokiem Hetmana Stanisława Żółkiewskiego”.

    Opis:
    Subsequent constitutions of the Second Republic of Poland, i.e. the March Constitution (1921) and the April Contitution (1935), determined on the one hand the mutual relation between the State and society as well as the extent of the State’s interference, and on the other the position and tasks of the administration with respect to the other bodies of State authority. Although it was the Prime Minister who represented the government externally, headed its activities and determined the general outline of the State policy, both constitutions provided for individual liability of the interior minister. In addition to parliamentary and constitutional liabilities, the April Constitution added political one, which in fact was to become the most important. As far as the structure of the central bodies (ministries) were concerned, neither of the constitutions specified the number and competences of the ministers, leaving these matters to normal course of legislation. Yet, until 1939 this matter remained unresolved.

    Opis:
    The undermining of the political position of the Constitutional Tribunal by the ruling majority seen since 25 October 2015 is one of a sequence of events, of largely legislative character, which in fact put an end to the status of the Republic of Poland as a state governed by the rule of law. The government, as well as president, is, by taking numerous measures or omitting to take others, putting itself above the Constitution. The manner as well as the speed at which the Seym passes resolutions concerning major spheres of public life such as legislative acts with respect to the police, electronic media, the civil service, or the prosecutor’s office, which are being adopted without public consultation and in an atmosphere in which the rights of the opposition are ignored, is a blight on procedural democracy, stirring deep concerns about the goals that the current government is setting itself. The accompanying movement of personnel in high official positions in the state administration, the police, government agencies, companies with State Treasury participation and public media  would seem to escape full control and the intensity with which it is forcedthrough may lead to chaos in public life and result in a temptation to impose authoritarian rule.
    Podważenie pozycji ustrojowej Trybunału Konstytucyjnego przez większość rządzącą po 25 października 2015 r. wpisuje się w ciąg zdarzeń głównie o charakterze ustawodawczym, które w istocie przekreślają status Rzeczypospolitej Polskiej jako państwo prawa. Rządzący, na czele z prezydentem, podejmują liczne działania i zaniechania stawiające ich ponad Konstytucją. Tryb i tempo uchwalania przez Sejm regulacji dotyczących ważnych dziedzin życia państwowego, takich jak ustawy: o policji, o mediach elektronicznych, o służbie cywilnej czy o prokuraturze, bez społecznych konsultacji i w atmosferze lekceważenia praw opozycji, niweczy demokrację proceduralną i rodzi najwyższy niepokój o cele, które rządzący stawiają przed sobą. Towarzyszące temu ruchy personalne na wysokich stanowiskach w administracji państwowej, w policji czy w agencjach rządowych, spółkach Skarbu Państwa i mediach publicznych, sprawiają wrażenie niekontrolowanych w pełni – ich gwałtowne nasilenie może wywołać chaos w życiu publicznym i pokusę wprowadzenia rządów autorytarnych.

    Opis:
    Na sejmie grodzieńskim pojawiła się wyjątkowo skąpa liczba senatorów, wśród których znalazło się tylko trzech biskupów: Józef Kossakowski, Ignacy Massalski i Wojciech Skarszewski. Ich udział w obradach był niezbędny dla zapewnienia względnej legalności sejmu rozbiorowego w Grodnie, ponieważ musieli reprezentować episkopat z Wielkopolski, Małopolski i Litwy. Musieli też uczestniczyć w pracach deputacji sejmowych, którym najczęściej przewodniczyli, co szczególnie często powierzano Skarszewskiemu. W tym wyjątkowym sejmie biskupi nie mieli możliwości uchylenia się od wyrażania swojego zdania w czasie głosowań, co przełożyło się na ich bardzo dużą aktywność oratorską. Wiązała się z tym konieczność prezentowania odpowiednich zdolności krasomówczych, którymi byli obdarzeni w nierównym stopniu. Szczególnie widoczne różnice występowały w sile ich głosu, której pozbawiony był już Massalski, najstarszy i najbardziej schorowany w ich gronie. Różnili się też umiejętnością doboru odpowiedniej argumentacji, szczególnie istotnej dla pozyskania poparcia w sprawie ratyfikacji cesji terytorialnych na rzecz Rosji i Prus, którą to umiejętność w najszerszym zakresie prezentował Kossakowski, zaś nieporadnością w tym względzie charakteryzował się Skarszewski. Wszyscy natomiast prezentowali jednakową uległość wobec żądań zaborców, kierując się interesem własnym (w tym pobierając pensje od ambasadorów) czy też bojaźliwością. Przez opinię publiczną uznani zostali za zdrajców i ostatecznie w 1794 r. dwaj z nich zostali skazani na karę śmierci; ułaskawienia doczekał się tylko Skarszewski, co nie zmienia jego oceny.
    An exceptionally small number of senators appeared at the Grodno Seym, among whom there were only three bishops: Józef Kossakowski, Ignacy Massalski and Wojciech Skarszewski. Their participation in the deliberations was necessary in order to ensure the relative legality of the partition parliament in Grodno, because they had to represent the episcopate from Greater Poland, Lesser Poland and Lithuania. They also had to participate in the work of parliamentary deputies, which they usually chaired, a position often entrusted to Skarszewski. In this exceptional Seym, the bishops had no opportunity to avoid expressing their opinion during the voting, which translated into their very high oratorical activity. It was connected with the need to present appropriate oratory skills, which they were endowed with to an uneven degree. Particularly noticeable differences were in the strength of their voice, though Massalski was already deprived of it as oldest and most ailing in their group. They also differed in the ability to choose the right argumentation, which was particularly important for gaining support for the ratification of territorial cessions to Russia and Prussia, a skill which was demonstrated to the greatest extent by Kossakowski, while Skarszewski, at the same time, was characterized by clumsiness. Still, all of them presented the same submissiveness to the demands of the invaders, guided by their own interest (including collecting salaries from ambassadors) or timidity. They were considered traitors by public opinion and finally, in 1794, two of them were sentenced to death and only Skarszewski was pardoned, which did not change the way he was seen by the public.

    Opis:
    This article presents issues connected with military safety of the Polish-Lithuanian Commonwealth and condition of state army during interregnum of 1764 and its political consequences leading to short-lived civil war. Author tries to state most important aspects of use of State army and private militia against Russian soldiers. Moreover, author presents military issue from the parliamentarian point of view and includes legal arguments and discussion concerning activity of Grand Hetman of the Crown Jan Klemens Branicki.
    Artykuł ma na celu wskazanie zagadnień związanych z obronnością i stanem wojska w okresie bezkrólewia 1764 r. oraz jego politycznymi następstwami prowadzącymi do krótkotrwałej wojny domowej. Autor stara się przedstawić najważniejsze kwestie związane z wykorzystaniem wojska państwowego oraz milicji magnackich, które stoczyły walki z oddziałami rosyjskimi. Jednocześnie prezentuje sejmowy punkt widzenia sytuacji oraz omawia ówczesne wątpliwości prawne co do wykorzystania wojska przez hetmana wielkiego koronnego.
