W artykule na podstawie dokumentacji biurowej i źródeł pochodzenia osobistego autor ujawnia „polski element” w kolonizacyjnych instytucjach późnej imperialnej i wczesnej sowieckiej Rosji. Biorąc pod uwagę cechy jakościowe szerszej grupy – ekspertów kolonizacyjnych, autorka podejmuje próbę ujawnienia różnych dodatkowych czynników kształtowania się hierarchii tożsamości w grupie, oprócz polityki państwa i właściwych preferencji narodowych. Typologizacja w połączeniu z analizą biografii zawodowych urzędników polskiego pochodzenia pozwala zrekonstruować indywidualne cechy społeczno-kulturowe grupy, w tym uczucia społeczno-polityczne, charakter edukacji, choroby zawodowe itp.
In the article, on the basis of records and sources of personal origin, a “Polish element” is revealed in the colonial institutions of late imperial and early Soviet Russia. Taking into account the qualitative characteristics of a wider group – colonization experts, the author attempts to identify various additional factors, in addition to state policy and national preferences proper, the formation of hierarchies of identities in the group. Typologization in combination with the analysis of career biographies of officials of Polish origin allows us to reconstruct individual socio-cultural characteristics of the group, including socio-political sentiments, the level and nature of education, occupational diseases.

This article deals with Poles who served in the Caucasus in the Russian troops or as civilian officials throughout almost the entire 19th century. Regardless of how the Poles came there, of their own free will, as representatives of ‟economic emigration”, or, conversely, as recruits-conscripts or prisoners, they contributed a lot to the economic and socio-cultural development of the land, which has been identified with the roots of the European civilization. While studying the biographies of such Poles, it can be noted with great confidence that they became a vital part of the life of the Caucasian region, having inscribed their names in the annals of local history. It is extremely difficult to identify the actual number of Poles who participated in the conquest of the Caucasus, just as it is difficult to say whether these people were aware of their role in this process, but the result is indisputable – the Poles helped Russia to conquer this region, turning it into an integral part of the Russian state.

Opis:
The article considers the possibility of forming a collective biography and socio-cultural portrait of the military bureaucracy of the XIX century, based on the analysis of an extensive complex of departmental records management. The Fund of the Department of military settlements of the Military Ministry was chosen as the source base. The information potential of the collection of service records, award materials, materials on production in ranks or making career (chinoproizvodstvo) and other cases, including biographical information, is determined. The documentary collection of the Department provides researchers with a lot of aggregated information for the formation of meta-sources in the development of issues of collective and personal biography, prosopography and socio-cultural portrait of the military bureaucracy. With the expansion of the source base by attracting the departmental office appears the possibility specifying the place of military bureaucracy in the community serving the Russian bureaucracy and identifies all the features of its service, and determines ways of forming this group of the Russian bureaucracy.

A characteristic feature of modern society is the changes in all spheres of life, which today drive the economy, science, culture, education, industry and determine the development of consulting. The sphere of consulting activities in the education system of Ukraine has expanded from vocational training to solving problems in the management of educational institutions, labor relations, service in public authorities, social security and more. The article highlights the specifics of consulting and highlights the features of providing consumers with consulting services. The essence of the advisory function is revealed, which is based on providing assistance to education managers, analysis, development, provision and monitoring of the effectiveness of the implementation of the requested positions. The necessity and peculiarities of providing consulting services in the field of education are widely covered and substantiated. The main features of consulting in higher education institutions are highlighted in the article. The directions of cooperation between consulting campaigns and educational institutions are described. An important place in this process belongs to the conduct of various studies for the needs of the education sector. Emphasis is placed on the legal support of educational activities, scientific and methodological support of the educational process and management consulting. An important place today is devoted to reforming the education system, focusing on ensuring the quality of higher education to the demands of modern society and the needs of the country’s development. In this process, consulting services in the field of quality assessment of higher education play a crucial role. Large-scale transformations in all spheres of human life enable educational institutions to effectively adapt to the changing external environment using consulting services in the field of higher education, based on the need to use the professionalism and deeper experience of professional consulting organizations.
Характерною ознакою сучасного суспільства є зміни в усіх сферах життя, які сьогодні рухають економіку, науку, культуру, освіту, промисловість та зумовлюють розвиток консалтингу. Стрімке зростання консультаційних послуг зумовлює розвиток консультаційної діяльності та передує значним втратам спричиненими через допущення помилок керівниками при управлінській діяльності тощо. Сфера консалтингової діяльності в системі освіти України розширилась від професійного навчання до вирішення проблем в управлінні закладом освіти, у трудових відносинах, службі в органах державної влади, соціальному забезпеченню тощо. У статті висвітлено специфіку консалтингу та виокремлено особливості надання споживачам консалтингових послуг. Стрімке зростання кількості консалтингових організацій висуває особливі вимоги до якості надання послуг та зростання попиту освітньої сфери. Розкрито суть консультаційної функції, яка ґрунтується в наданні допомоги менеджерам освіти, аналізі, розробці, наданні та моніторингу ефективності реалізації запитуваних позицій. Широко висвітлено й обгрунтовано необхідність та особливості надання консалтингових послуг в галузі освіти. У статті виокремлено основні функції консалтингу в закладах вищої освіти. Охарактеризовано напрями співпраці консалтингових кампаній та закладів освіти. Важливе місце в цьому процесі належить проведенню різноманітних досліджень для потреб освітньої галузі. Наголошено на правовому забезпеченні освітньої діяльності, науково-методичному супроводі освітнього процесу та управлінського консалтингу. Зокрема зазначено, що співпраця у сфері управління персоналом та проведення процедури незалежного експерного дослідження оцінювання якості освіти є перспективними напрямками співпраці консалтингових організацій та закладів вищої освіти. Важливе місце сьогодення присвячено реформуванню системи освіти, орієнтації на забезпечення відповідності якості вищої освіти запитам сучасного суспільства й потребам розвитку країни. У данному процесі вирішальну роль відіграють консалтингові послуги у сфері оцінювання якості вищої освіти. Маштабні перетворення у всіх сферах людського життя надають можливість закладам освіти ефективно пристосовуватись до змінного зовнішнього середовища використовуючи консалтингові послуги в галузі вищої освіти, грунтуючись на необхідністі використання професоналізму та більш глибокого досвіду працівників-професіоналів консалтингових організацій.

Opis:
Celem tego artykułu jest analiza potencjału informacyjnego szlacheckich ksiąg genealogicznych jako źródła historii rosyjskiej biurokracji. Analiza została przeprowadzona na przykładzie szlacheckiej genealogicznej księgi prowincji kazańskiej. Wszystkie informacje biograficzne o przodkach rodzin szlacheckich i ich potomkach, zaczerpnięte z dokumentów przedstawionych jako dowód praw do szlachectwa, zostały zapisane w postaci drzewa genealogicznego. Dla osób ubiegających się o szlachectwo za państwową służbę cywilną takimi dowodami były patenty rangowe, listy formalne służby i świadectwa rezygnacji, których streszczenia były wpisywane do księgi genealogicznej. Są one dość pouczającymi źródłami na temat historii rosyjskiej biurokracji, z których wiele, zwłaszcza z końca XVIII - początku XIX wieku, zachowało się tylko w tych księgach. Studium źródłowe szlacheckich drzew genealogicznych pozwala nadać nowy akcent społecznemu portretowi rosyjskiej szlachcie biurokratycznej.

Goal – to carry out a comparative analysis of civil service in the judiciary of Europe and Ukraine and highlight the positive foreign experience for the possibility of borrowing it in the Ukrainian state. The article analyzes the administrative and legal powers of forest protection and hunting service within the system of state management bodies in the field of forest protection and hunting. The relevance of the research topic is due to the processes of general reform of the forestry industry of Ukraine and the need to clarify the law enforcement powers of officials in this industry. The purpose of the study is to highlight the problems of law enforcement in the forestry industry; clarifying the powers of law enforcement entities, directions for reforming forestry law enforcement agencies, and prospects for improving their activities. The object of the study is the legal regulation of security activities aimed at ensuring law and order and legality in the forestry industry. The research is based on the use of general scientific and special methods. With the help of the dialectical method, internal contradictions in the activities of law enforcement agencies in the forestry industry were revealed. The analysis method is used to identify gaps in legislation regulating the powers of supervisory bodies, etc. Formulated conclusions are aimed at practical use. Thus, it is proposed: definition of the concept of «huntsman»; separation of the management function and state control in forestry enterprises; transfer of the control function to the level of territorial bodies of the State Forestry Agency. Thus, at the enterprises of the State Forestry Agency system and other permanent forest users, the functioning of forest protection will remain without the status of a law enforcement body, but with the right to draw up protocols and the limited right to consider cases of administrative offenses in the field of forest protection.
У статті проаналізовано адміністративно-правові повноваження осіб лісової охорони та єгерської служби в межах системи органів державного управління галуззю охорони лісів та мисливського господарства. Актуальність теми дослідження зумовлено процесами загального реформування лісомисливської галузі України та потребою уточнення правоохоронних повноважень посадових осіб у цій галузі. Метою дослідження є висвітлення проблем правоохоронної діяльности в лісомисливській галузі; з’ясування повноважень суб’єктів правоохоронної діяльності, напрямів реформування лісомисливських правоохоронних органів та перспектив удосконалення їхньої діяльности. Об’єктом дослідження є правове регулювання охоронної діяльности, спрямованої на забезпечення правопорядку і законности в лісомисливській галузі. Дослідження побудовано на використанні загальнонаукових і спеціальних методів. За допомогою діалектичного методу виявлено внутрішні суперечності в діяльності правоохоронних органів лісомисливської галузі. Метод аналізу застосовано для встановлення прогалин у законодавстві, що регламентує повноваження контрольних органів та ін. Сформульовані висновки спрямовано на практичне використання. Зокрема, запропоновано таке: визначення поняття «єгер»; відокремлення функції господарювання і державного контролю в лісогосподарських підприємствах; передання функції контролю на рівень територіальних органів Держлісагентства. Отож на підприємствах системи Держлісагентства та інших постійних лісокористувачів залишиться функціонування лісової охорони без статусу правоохоронного органу, але з правом складання протоколів та лімітованим правом розгляду справ про адміністративні правопорушення у сфері охорони лісів.

Рассматриваются разнообразные формы коммуникации между органами местного самоуправления и гражданами, а также, технологии электронного управления в Украине и в городе Львове. Анализируется коммуникативная деятельность местных органов власти, в частности такие формы сотрудничества как общественное партнерство, электронные петиции, веб-сайты, подход "Smart Cіty" и ЦПАУ. Выводом работы является то что отмеченные формы взаимодействия власти с общественностью широко используются в Украине, в частности у городе Львове есть хороший показатель этого сотрудничества, однако есть потребность в дальнейшем улучшать результат.
Artykuł omawia różne formy komunikacji pomiędzy samorządem Lwowa a obywatelami, ze szczególnym uwzględnieniem e-administracji. Dokonano analizy między innymi takich form współpracy jak partnerstwo publiczne, petycje elektroniczne, strony internetowe, podejście „Smart City” oraz działalność Centrów Świadczenia Usług Administracyjnych. Wskaźnik takiej współpracy charakteryzuje się dość wysokim poziomie. Tym nie mniej istnieje jednak potrzeba w ciągłym ulepszeniu jej wyników.
Various communications forms between local governments and citizens, as well as e-governance technologies in UkraineandinLviv are considered. Communicative activities of local authorities, in particular such forms of cooperation as public partnership, e- petitions, websites, «Smart CITY» and Administrative service centers are analyzed. The conclusion is that these forms of interaction between local authorities and the public are used both in Ukraine in particular in Lviv, there is a good indicator of this cooperation, however this issue needs further improvement results.

The article is regarding principles of employing employees of the Forest Service at the Forestry Commission. The article explained the definition of the national forest household, the forest district and the forest service and comprehending the employer which the state treasury was discussed (as an organizational unit), but activities of the work in law, according to Art. 35a forest district manager is making the sec. of 1 act on forests. Deliberation also concerned the criteria for the employment that candidates have to fulfill (Polish citizenship, capacity to act in law, using the height of public laws, suitable qualifications, clean disciplinary record, adequate medical condition, employment in whole working hours). The legal grounds on which employees of the forest service are being employed (employment contract and vocation) were characterized. It was pointed out that in the upcoming changes of the legal acts concerning forests employment will be exclusively based on employment contract.

This article presents the structure and analysis of information security incidents in a production company in 2015-2017. The purpose of the analysis is to identify incidental events and their frequencies. The analysis includes the occurrence of notifications, threatening events, employee errors and false alarms. The conducted research includes also the procedure for handling the incident in the enterprise. The enterprises very often avoid informing their contractors about the occurrence of incidents. Thanks to the analysis of incidents and a clearly defined action plan, the examined enterprise tested the incidents and actions taken with them as a method of creating the added value of the enterprise during the period under consideration. The conducted research has shown that contractors who are aware of preventive actions taken, as well as those affecting information security even after the occurrence of an incident, are more willing to provide trust and even support to the surveyed enterprise. The conducted analysis is a pilot study carried out in one large enterprise in the metallurgical industry. The aim of the conducted research is to show that the incident or negative event may have a positive impact on the company's image. The research was carried out with the use of a questionnaire and in-depth interview with representatives of enterprises that are co-operators of the examined company.

Risk management is an inseparable part of every organization's life. It should be an integral part of the strategy implemented in all of the organizations. The strategy should be constructed in such a way that the management of the risk functions not only as a system avoiding losses, but also allowing to perceive and use opportunities, and create new opportunities for the organization. The aim of the article is to demonstrate the necessity of analyzing the risk of information quality, which significantly affects the customer service process. This analysis was carried out on the basis of T. Kaczmarek's research, which specified the list of 46 elements of the sick enterprise. On its basis, the areas in which information about customer service were created were analyzed, which allowed to identify potentially threatened places and the effects of these threats. The analysis showed that the highest level of risk is related to the delivery time. Individual and corporate clients pay special attention to the lack, or incorrect information on securing the shipment. The lowest level of risk in the examined enterprise concerns the terms of technical assistance, because this item is usually described by the seller in the purchase regulations.

W przedłożonym studium autor wykazuje, że Paweł w propositio (12,1-2) sekcji zachęt (12,3–15,13), choć nie stosuje w nim bezpośrednio słowa syneidēsis, to jednak zastosowanym w nim słownictwem do niego się odnosi przywołując jego podstawowe funkcje i dowodzi w ten sposób jak fundamentalne znaczenie ma odnowa umysłu we właściwym, tzn. zbawczo skutecznym, edukowaniu sumienia chrześcijańskiego. Czyni to w parakletycznym kontekście, aby uświadomić Adresatom jak rozstrzygający głos mają odnowione umysł i sumienie w byciu i nieprzerwanym stawaniu się chrześcijaninem w codziennym i konkretnym przeżywaniu oraz praktykowaniu wiary w Jezusa. Z propositio czyni on fundament na którym buduje parakletyczne przesłanie Listu. Jednoznacznie w nim stwierdza, że trwale odnawiany Ewangelią Bożą umysł to absolutny warunek nieprzerwanego ewangelicznego odnawiania sumienia. Odnawiane zaś w ten sposób sumienie to, jedyny godny okazanego grzesznej ludzkości daru miłosierdzia, gwarant stałej wierności jego norm osądu ze sprawiedliwością Bożą objawioną w Chrystusie Synu Bożym, czyli jego bezwzględnej prawości, co jest niezbywalnym warunkiem osiągnięcia zbawienia wiecznego.
In the submitted study, the author shows that Paul in the propositio (12,1-2)  the section of  encouragement (12,3-15,13), although he does not use the word syneidēsis directly, but the words used in it refer to him in conjunction with his basic functions and prove in this way how fundamental it is to renew the mind in the right, i.e. salvifically effective, education of Christian conscience. He does so in the encouragement context to make the recipients aware of how important it is to have a renewed mind and conscience in being and continuing to become a Christian in everyday and concrete living as well as practicing faith in Jesus . With propositio, he makes the foundation on which he builds the paraclesical message of the Letter. It clearly states that permanently renewed by the Gospel of God mind, is an absolute condition for an uninterrupted evangelical renewal of conscience. Thus, renewed in this way conscience is the only deity of mercy granted to sinful humanity, which guarantees constant faithfulness to its norms of judgment with God's justice revealed in Christ, the Son of God, or his absolute righteousness, which is an indispensable condition for achieving eternal salvation.
In der vorliegenden Studie beweist der Autor, dass Paulus in Propositio (Röm 12,1-2) und in folgenden Ermahnungen (12,3–15,13) sich durch das verwendete Vokabular auf das Gewissen in seinen wichtigsten Funktionen bezieht, wenngleich er hier das Wort syneidēsis nicht verwendet. Paulus zeigt dadurch, welch eine fundamentale Bedeutung die Erneuerung im Denken in ihrer eigenen, d.h. heilseffizienten Bildung des christlichen Gewissens hat. Er tut das im parakletischen Kontext, um den Adressaten ins Bewusstsein zu rufen, welch entscheidende Bedeutung die Erneuerung im Denken sowie das Gewissen im Christsein und im unablässigen Christwerden im täglichen und konkreten Erleben des Glaubens an Jesus besitzt. Aus Propositio macht er ein Fundament, auf dem er die parakletische Botschaft des Briefes weiterentwickelt. Er stellt darin unmissverständlich fest, dass ein dauerhaft durch das Evangelium erneuertes Denken eine absolute Grundbedingung der ununterbrochenen Erneuerung des Gewissens ist. Das auf diese Weise erneuerte Gewissen ist – angesichts der sündigen Menschheit erwiesenen Barmherzigkeit – der einzig würdige Garant einer dauerhaften Treue im Einklang mit der in Christus dem Sohn Gottes offenbarten göttlichen Gerechtigkeit. Es geht also um die bedingungslose Geradlinigkeit, die eine unveräußerliche Bedingung des ewigen Heils ist.
