    The article deals with the question whether, in the context of the power of appropriate Sejm committees to consider individual parts of draft budgets, as referred to in Article 106 paragraph 2 of the Standing Orders of the Sejm, it is admissible to submit a motion for and to adopt a resolution on holding a public hearing (Article 70a of the Standing Orders of the Sejm). Based on the analysis of the provisions of the Standing Orders of the Sejm, the author draws a conclusion that Sejm committees do not have such a power. According to the Standing Orders of the Sejm, in the course of work on a draft budget, an exclusive right to adopt resolution on holding a public hearing belongs to the Public Finances Committee.

    The subject of the opinion is the answer to the question whether the consent of the Presidium of the Sejm, the Chancellery of the Sejm or a committee of the Sejm is required to use the logo of the Sejm. It flows from the Rules and Regulations of Chancellery of the Sejm and a contract concerning the transfer of copyright, the right to use the logo depends on the nature of an event. In case the event is organised by an external body, a consent of the Chancellery of the Sejm is necessary. Such consent is not required when the logo is to be used in an undertaking organised by a committee of the Sejm. The consent is granted by the Chief of the Chancellery of the Sejm or a person authorised by him.

    Committees of the Sejm which, according to Article 106 para. 2 of the Standing Orders of the Sejm of the Republic of Poland, consider respective parts of a budgetary bill, are not entitled to adopt a resolution on holding a public hearing. In the course of work on the budgetary bill only the Public Finances Committee may be classified as “the committee to which the bill has been referred for consideration”, i.e. as an entity which, according to Article 70a para. 2 of the Standing Orders, possesses an exclusive right to adopt a resolution on holding a public hearing (in the phase of work specified in Article 70a para. 4 of the Standing Orders.

    The article is intended to present the procedural solutions adopted in the Polish Sejm’s Rules of Procedure, the purpose of which was to specify in detail the procedure for hearing petitions in the Sejm, and thus to put the constitutional right of petition into effect. The author refers to historical attempts to statutorily regulate the petition hearing procedure. Remarks on the current statutory basis for filing petitions with the Sejm and the rules on consideration of petitions by the Sejm bodies – the Marshal of the Sejm and the Petitions Committee, are presented in the context of parliamentary practice during recent years. The author presents statistical data on petitions submitted for consideration by the Petitions Committee and the most frequently used manners of processing them in the practice of petition handling. Comments for the law as it should stand regarding the procedure for hearing petitions in the Sejm, which have been the subject of consideration in recent years, are also presented.
    Przedmiotem artykułu jest prezentacja rozwiązań proceduralnych przyjętych w Regulaminie Sejmu, których celem było dookreślenie trybu rozpatrywania petycji w Sejmie, a zatem realizacja konstytucyjnego prawa petycji. Autor nawiązuje do historycznych prób ustawowego uregulowania trybu rozpatrywania petycji. Uwagi dotyczące aktualnych ustawowych podstaw składania petycji do Sejmu oraz przepisy dotyczące wewnątrzsejmowego rozpatrywania petycji przez organy Sejmu – Marszałka Sejmu oraz Komisję do Spraw Petycji, są przedstawione na tle praktyki parlamentarnej ostatnich lat. Autor prezentuje dane statystyczne dotyczące petycji kierowanych do rozpatrzenia przez Komisję do Spraw Petycji oraz dominujące w praktyce rozpatrywania petycji sposoby ich załatwiania. Przedstawione są również uwagi de lege ferenda odnośnie do trybu rozpatrywania petycji w Sejmie, które były przedmiotem rozważań w ostatnich latach.

    Sejm committees are internal, collegiate bodies of the Sejm, the establishment of which is required by the Basic Law. The regulations in force, which set the number of standing parliamentary committees (29), allow to state that we are currently dealing with a complex structure. Standing committees are formed to consider and prepare cases which are the subject of the Sejm’s work, to express opinions in laws delegated to the Sejm, the Marshal of the Sejm or the Presidium of the Sejm, as well as to perform control tasks. The spheres of activity of Sejm committees are analyzed in the broader context of legislative, control or creative functions.
    Komisje sejmowe są wewnętrznymi, kolegialnymi organami Sejmu, których powołania wymaga ustawa zasadnicza. Obowiązujące regulacje regulaminowe ustalające liczbę stałych komisji sejmowych pozwalają stwierdzić, że mamy współcześnie do czynienia z rozbudowaną strukturą. Stałe komisje Sejmu powoływane są do rozpatrywania i przygotowywania spraw stanowiących przedmiot prac Sejmu, wyrażania opinii w prawach przekazanych pod obrady przez Sejm, Marszałka Sejmu lub Prezydium Sejmu, a także są organami realizującymi zadania kontrolne.

    W artykule omówiono rolę komisji w funkcji kontrolnej Sejmu RP. Komisje są jednym z kluczowych organów Sejmu. Wykonują one znaczny zakres prac, zarówno legislacyjnych, jak i kontrolnych. W artykule omówiono kompetencje komisji sejmowych, uwypuklono znaczenie obecności najważniejszych osób w państwie na ich posiedzeniach oraz wskazano możliwości zwiększenia skuteczności działań kontrolnych komisji.

    Modern executive authorities created in the final years of the Polish-Lithuanian Commonwealth were controlled by legislative. Sejm elected members of special auditing committees to examine them. Audit procedure was also adopted to verify activities of treasury commissions, but it was ineffective due to lack of time for comprehensive inspection. Only during the Four-Year Sejm (which worked in a continuous manner) full-range examination of treasury commissions and state finance was possible. Although the Four-Year Sejm did not give vote of confidence for treasury commissions, it ordered to print comprehensive reports prepared by the two auditing committees (the first committee examined the Treasury Commission of Crown, the second – the Treasury Commission of the Grand Duchy of Lithuania). These reports are almost unknown, but extremely significant historical documents. They contain proposals for reforms, evidence of the existing irregularities and problems of tax administration in the Polish-Lithuanian Commonwealth.
    Powołanie nowoczesnych organów władzy wykonawczej w czasach stanisławowskich zrodziło potrzebę stworzenia mechanizmu ich kontroli. Powierzono ją sejmowi, który wybierał do tych czynności specjalne deputacje. Kontrola ta w przypadku komisji skarbowych pozostawiała wiele do życzenia przede wszystkim ze względu na szczupłość czasu przeznaczonego na kontrolę. Dopiero podczas Sejmu Czteroletniego, który obradował w sposób ciągły, możliwe było wnikliwe zbadanie funkcjonowania skarbowości. Choć Sejm nie udzielił absolutorium komisjom skarbowym, to nakazał wydrukować obszerne sprawozdania przygotowane przez dwie deputacje kontrolujące (jedna badała Komisję Skarbu Koronnego, druga – Komisję Skarbu Wielkiego Księstwa Litewskiego). Sprawozdania te stanowią niezwykle cenne, a prawie niewykorzystane dokumenty. Zawierają one propozycje reform oraz świadczą o istniejących nieprawidłowościach i problemach działalności administracji skarbowej Rzeczypospolitej.

    The article analyzes representation of women in the Polish Parliament (Sejm) in 1991–2018, a period which corresponds to 8 terms of office. The analysis excludes the Sejm of the 10th term of office (1989–1991) due to the specific nature of the election and a different mode of its operation in the period concerned. Areas of activity and female MP participation were defined based on documents that regulate the working of the Sejm. The hypothesis assumes that main bodies and institutions of the legislative branch (Presidium, Marshal, parliamentary committees) show a disparity between the number of male and female MPs. Another hypothesis is that women are more active in committees that deal with issues stereotypically associated with women, such education and health. The study involved document and statistical analyses to compare data pertaining to the activity of male and female MPs. Research materials comprise data available at sejm.gov.pl (archives of eight terms of office). It is worth emphasizing that the website is a reliable source of information. A large part of resources has been digitized which facilitates access to research materials.
    Celem artykułu jest analiza aktywności kobiet w polskim Sejmie w okresie pomiędzy 1991 a 2018 rokiem, co obejmuje 8 kadencji. Z analiz wyłączono działalność Sejmu X kadencji (1989–1991), ze względu na specyfikę wyborów, jak i odmienny sposób funkcjonowania sejmu w tym okresie. W oparciu o dokumenty regulujące pracę Sejmu, określone zostały możliwe pola aktywności w tym organie oraz udział w nich kobiet. Przyjęto hipotezę zakładającą, że w organach władzy czy miejscach gwarantujących do niej większy dostęp (Prezydium Sejmu, pełnienie funkcji Marszałka Sejmu, przewodniczenie komisjom sejmowym) występuje dysproporcja pomiędzy posłami i posłankami. Założono również, że kobiety są bardziej aktywne w tych komisjach, które zajmują się obszarami stereotypowo przypisywanymi kobietom, takimi jak edukacja czy zdrowie. Zastosowano metodę analizy dokumentów oraz metodę statystyczną w celu porównania danych dotyczących aktywności posłów i posłanek. Materiał badawczy stanowiły dane dostępne na stronie sejm.gov.pl (archiwum ośmiu kadencji). Warto podkreślić, że strona ta stanowi wiarygodne źródło danych, wiele zasobów zostało już zdygitalizowanych, co znacznie ułatwia dostęp do materiału badawczego.
