    Zajęcie Wileńszczyzny przez gen. Żeligowskiego, ukształtowanie się struktur Litwy Środkowej, wybory do Sejmu Wileńskiego i uchwała o połączeniu ziemi wileńskiej z Rzeczpospolitą stworzyły nową jakość w bilateralnych stosunkach Polski i Litwy. Państwo litewskie konsekwentnie unikało nawiązania stosunków dyplomatycznych z Polską, zaś geopolityczne położenie II RP wymagało, aby Litwa stała po stronie polskich sojuszników i wspierała wysiłki Polski w budowaniu frontu przeciwko wspólnemu zagrożeniu w regionie. The seizure of Vilnius Region by Gen. Lucjan Żeligowski, development of the structures of Central Lithuania, elections to the Vilnius Parliament and a resolution of Vilnius Region to join the Polish Republic created a new quality in the bilateral Polish-Lithuanian relations. The seizure of Vilnius Region was a success of Warsaw. The Lithuanian state consequently avoided the establishment of diplomatic relations with Poland, while the geopolitical position of the Second Polish Republic made it necessary for Poland to have Lithuania as an ally supporting Polish efforts to form a common front against threats in the region.

    Opis:
    The question of ‘belonging’ in the Vilnius Region became a significant problem in Pol- ish – Lithuanian relations following World War I. The Polish population of this region spontanously expressed its will to join the reborn Polish state. It was treated by them as a natural historical consequence and as an example of the tradition and the work and goals of previous generations. In the elections of January 8th 1922, this will was formally expressed. It was confirmed by the proceedings of the elected Sejm, which was domi- nated by the Polish National Democracy fraction (aka the Polish Central Elections’ Com- mittee). Minutes of the sessions of the Sejm show that different concepts for the future of the Vilnius Region were presented. Discussions were of a highly emotional character with MPs using arguments in personam. Similarly, accusations were vented about past events. However, the debate was meritous and demonstrated sound political argument. The debate in the Sejm of the Vilnius Region ended on Feb. 20th 1922, when the act on joining the Polish state was passed, along with some additional declarations regarding its execution.

    The Vogt of Vilnius, Royal Secretary Augustinus Rotundus (the Rotund, Mieleski) was present at the Sejm of Lublin in 1569 at the initiative of the Lithuanian Chancellor and Vilnius Voivode Mikołaj “the Red” Radziwiłł. He participated in the Sejm as the Royal Secretary and Counsellor of the Lithuanian delegation, as well as a renowned historian and an experienced lawyer. Rotundus remained in close relations with the Radziwiłłs, perhaps even as a cliens. Likewise, in his capacity of notary public, Rotundus was the proxy of the Bishop of Vilnius Walerian Protasewicz. Thus, the Vogt of Vilnius was not a member of the Lithuanian delegation or a representative of the city of Vilnius. He could not be the latter due to the specificity of the office of the vogt – until the beginning of the 17 th century the vogt of Vilnius was not elected by the magistrate; he was the king’s representative in the city. As a Royal Secretary, harbouring aspirations to nobility, Rotundus (originating from a bourgeois family in Wieluń) did not want to be identified with the city. Nevertheless, Rotundus has served Vilnius well through his behind-the-scenes activities to the benefit of the city.
