V príspevku je vymedzený pojem bezpečnostné elity (elity bezpečnostného sektoru), s dôrazom na tri možne pohľady ich vnímania: Prvý chápe bezpečnostné elity ako osoby, ovplyvňujúce svojou pozíciou a autoritou zaistenie všeobecnej bezpečnosti. Druhý ich chápe ako osoby, ktoré svojou pozíciou a autoritou zaisťujú bezpečnosť v určitej sfére spoločnosti. Napokon tretí pohľad považuje za elity osoby zaisťujúce bezpečnosť v danej sfére svojou pozíciou a autoritou, ktorú získali špecifickou prípravou (tzv. elitné skupiny).
The article defines the term „security elites“ (security sector elites) and presents three possible approaches towards its perception. The first defines security elites as people who use their authority and position to provide general security. The second approach perceives them as persons whose authority and position provide security in a particular realm of the society. The third approach describes elites as people providing security in a particular field using their positon and authority they gained through specific training (so-called elite groups).

The article is to show the weaknesses of the Ukrainian security sector which, according to the thesis of the paper, result from the lack of decommunization after regaining independence by Ukraine, and from Yanukovych’s policy towards Ukrainian intelligence agencies. Those two factors made infiltration of Ukrainian secret service by the Russians much easier. The article draws on sources such as online and newspaper articles. The aspects explored here are mostly connected with the current military conflict between Russia and Ukraine. By identifying the patterns which governed recent events in Ukraine, it was logical to conclude that Ukrainian secret service is not free from Russian agents, and unless it is reformed, the state will become a victim of its neighbour.

The author benefitted from the support of the private security sector as the Chief Officer of the City Police. When, after leaving the service, he was the President of the Polish Association of Employers Protection Branch “Małopolska”, one of the basic objectives of his activity was to ensure a high level of functioning of the private security sector as an important component of public security. Optimisation of the use of private security companies to ensure public security and order is one of the basic directions of his practical operation and research conducted by him. In the article, the author discusses the role of the private security sector and the tasks set for this sector. The genesis of security companies, their evolution and development in various countries of Europe and the world is covered. Much attention is devoted to the de-monopolisation of security in Poland, in which the security companies played a special role. The author outlines the most important objectives of private sector development in Poland as a specific type of economic activity. The basic concepts related to the functioning of security companies are explained, exposing their priority task, which is the protection of facilities, areas and equipment important for the functioning of the state. The author shows that the current level of terrorist threats implies the need for greater involvement of security companies in providing security to facilities constituting the critical infrastructure of the state. The role of specialist armed security formations in this area is highlighted. In the conducted research process, a positive answer to the main question is given, demonstrating that security companies are currently an important element of the public security system in Poland, and their use in this area should be constantly strengthened.

Reforma sektora bezpieczeństwa SSR (ang. Security Sector Reform) jest współczesnym zagadnieniem przemian systemów obronności i praworządności, które w ostatnich latach, w kontekście demokratycznych transformacji wielu państw, znacznie zyskało na popularności i zainteresowaniu wiodących międzynarodowych organizacji bezpieczeństwa oraz pojedynczych państw. Procesy reform zostały zapoczątkowane i nadal trwają w szczególności w państwach Afryki i Bliskiego Wschodu, choć do największych wyzwań ostatnich lat zalicza się konieczność przeprowadzenia reformy sektora bezpieczeństwa Ukrainy. Procesy związane z reformą cechują się dużym stopniem złożoności. Społeczność międzynarodowa podjęła próby znormalizowania zasad, założeń i etapów prowadzenia reformy, w celu zapewnienia możliwie najwyższej efektywności, a jednocześnie największych korzyści dla państw, w których reformy mają być prowadzone. Jednakże do dnia dzisiejszego możemy jedynie mówić o wyodrębnieniu zbiorów tzw. dobrych praktyk do stosowania w procesach SSR. Problematyka reformy sektora bezpieczeństwa jest relatywnie nowym obszarem wiedzy, a jej poszczególne aspekty, w szczególności w literaturze polskojęzycznej, są jeszcze słabo udokumentowane. Niniejsze opracowanie ma na celu przedstawienie wybranych aspektów teoretycznych, kluczowych dla zwiększenia efektywności prowadzonych reform.
Security Sector Reform (SSR) is a contemporary concept for transforming defence and rule of law systems, which, in recent years, in the context of democratic evolutions in many states, gained popularity and the interest of leading international security organisations and single states. Reform processes have been started and continued, in particular in African and Middle East countries, although to the need to conduct security sector reform in Ukraine is among the biggest challenges. The reform processes are characterised by a high degree of complexity. The international community has made efforts to normalise the rules, conditions and phases of their conduct, to ensure greatest possible effectiveness and, at the same time, the biggest advantages for states in which SSR is to be conducted. Nevertheless, up until today, we can only talk about extracting a series of “good practices” to be applied in the reforms. Security sector reform is a relatively new area of knowledge and its respective aspects, particularly in the Polish language, are scarcely documented. The aim of this essay is to present selected theoretical aspects of SSR, essential for increasing the effectiveness of the reforms conducted.

This paper aims to make an analysis of the private security sector evolution in Romania. The analysis is conducted for the period 2005‒2015 and it aims at a number of core indicators for this sector, such as the average gross monthly income, number of companies, number of employees and turnover. Other important indicators for the sector could have been analyzed, but due to the lack of official information about them, they were not considered. The objectives pursued by this study refer to the trend estimation for the mentioned indicators and building a more accurate picture of this sector in Romania and its future. The problem of determining the trend of a particular statistical indicator is not simple, certain functions available in Excel being used in this study.

Opis:
For centuries Kosovo remained a disputed region between Serbs and Albanians. Sparse historical data reaching back to 14th century indicated the origins of the conflict, resulting from the outcomes of the Battle of Kosovo Polje in 1389, out of which derived statehoods of both Serbia and Kosovo. For Serbs this region is connected to the dawn of the Serb Orthodox Church. On the other hand the Kosovo Albanians claim that themselves being the descendants of the ancient nation of Illyrians, inhabited this region for millennia. Currently it is estimated that among the republic’s population approximately 90% are Kosovo Albanians. During Yugoslavia’s existence, Kosovo gained the status of an autonomous province within the borders of Serbia, one of the six republics of the Socialist Federal Republic of Yugoslavia. In spite of its autonomy Kosovo was entirely dominated by the Serb Republic. People of Kosovo never ceased in their efforts to obtain the status of a separate republic. The dispute turned into an armed conflict resulting in ethnic cleansing conducted by Serbs on the Albanian population. They were one of the reasons for the armed intervention and ensuing long-term presence in Kosovo of the NATO forces, the United Nations UNMIK mission, the European Union EULEX mission and a number of humanitarian and non-governmental organizations assisting in the state-building of the newly created republic. In the current publication the author presents the issue of multidimensionality of the international support for Kosovo in the area of security after 1998, with a special focus on the reform of the security sector. This article is a result of theoretical and empirical research. The scientific method was based on the analyses of the outcomes of discussions, consultations and interviews conducted with representatives of international organizations and selected countries. This publication was also based on interpretations of recent international events and conclusions of analyses of the indicated bibliography.

Security Sector Reform (SSR) is a contemporary concept for transformation of defense, security and rule of law systems. In the last years it gained popularity and interest of international security organizations and single states. The SSR is characterized by a large degree of complexity. Because of the recent evolution of the security sector in the Islamic Republic of Afghanistan after 2001, with participation of leading international organizations engaged in one of the most complicated and multidimensional efforts of the kind, it is worth to look into its nature. The aim of this essay is to present the reforms’ context, reasons for respective actors’ participation and then illustrating the engagement of the North Atlantic Treaty Organization and the European Union for the benefit of Afghanistan and its society.

The article aims to show the selected challenges and pathologies that affect the private security agencies in Poland. The author first indicates problems related to the legal regulations concerning the protection of persons and property, the most important of which concerns the amendment of the acts regulating the performance of some professions; then he briefly defines the organizational problems of most companies in the security sector, pointing out that the entrepreneurs in the private security sector often have no idea how to develop their own companies, have great difficulties with adapting to the changing market of the security services, do not keep up with the innovations, which all lead to offering their customers the solutions that are already outdated. This article also describes significant problems related to the market trends, with the indication of the growing costs of the remuneration of employees in this sector and the use of various forms of employment and the irregularities related to it. Finally, some of the most important problems are listed as the pathologies of the entire industry. This leads to the conclusion that the private security agencies in Poland are an incredibly significant element of the functioning of the security system, which without significant legislative changes will not fully function as intended and in accordance with its function. The presented results prove that the research on the functioning of the security agencies should be carried out on a continuous basis due to their direct impact on the internal security of the country.

The article concerns the safety needs and the private security sector. Its content is focused on three questions: 1) what are safety needs; 2) what distinguishes safety needs; and 3) what results from the knowledge about safety needs? These three questions concern relationship between safety needs and the private security sector. Their content shows the way of understanding needs, particularly safety needs, their functioning and examples. It also indicates the features safety needs that decide their differences from other needs. The article ends conclusions that concern the private security sector.

Opis:
Stabilization and reconstruction of countries, although are often considered as distinct actions, usually are an integral part of many activities undertaken in the scope of crisis response operations, including mainly peace support operations. Therefore the statement that stabilization and reconstruction is a set of actions and tasks taken within the confines and background of crisis response operations, which is acknowledged as a main assumption of this consideration, needs to be emphasized. Taking into consideration the need of comprehensive approach to crisis response that is stressed nowadays, such a perception of the processes outlined above seems to be fully justified and desired, both by the political and military decision-makers. It also needs to be pointed out, that wide object scope that includes stabilization and reconstruction, requires knowledge systematization and its distribution among all subjects involved in these specific, but extremely necessary actions. Military success is just a prelude to further actions aimed to achieve a stable situation in a country, and only then the reconstruction of its governmental structures and security forces can be carried out. At the end of the process we should be able to pass on complete responsibility for a proper country's functioning to the local authorities.

The paper is dealing with the role of energy security questions within EU–Russia relations, particularly in the context of their import–export interdepedence. By describing the problems of those two sectors, author is showing on the one hand threats for further Russian economic development and on the other hand risk for EU energetic security. Since EU is the biggest consumer of Russian energy resources and Russia is the biggest supplier of EU energy resources, problems of Russian energy sector strongly influence EU energy security. The article is analyzing this interdependencies.

Polska wzorem innych państw włączyła prywatny sektor ochronny do systemu bezpieczeństwa pod koniec XX wieku. Prawie od początku prywatne firmy zajmujące się ochroną osób i mienia rozwijały się w szybkim tempie. Początek istotnego udziału sektora niepaństwowego w zapewnieniu bezpieczeństwa w Polsce po II wojnie światowej dała Ustawa o Straży Przemysłowej z 31 stycznia 1961, która ograniczała działalność do obiektów państwowych, ale już kilka lat później Ustawa o ochronie osób i mienia z 22 sierpnia 1997 r. - pierwsze specjalne, odrębne uregulowanie prawne na poziomie ustawy w zakresie ochrony mienia i osób w Polsce - dokonała rewolucji w udziale prywatnego sektora w bezpieczeństwie. Wraz z upływem lat rosła w Polsce liczba firm ochroniarskich, rozszerzał się też zakres ich działań ochronnych a także rosło znaczenie ochrony osób i mienia w państwie. Prywatyzacja zadań dotyczących ochrony wynikała głównie z faktu, iż organy i instytucje państwa nie były w stanie same zabezpieczyć wszystkich zadań dotyczących bezpieczeństwa. Wraz z rozwojem firm ochroniarskich pojawiały się wyzwania dot. zakresu zadań oraz uprawnień pracowników ochrony. Wzrastał też udział technologii w działalności ochronnej. Jednym z istotnych wyzwań stawały się regulacje prawne, stanowiące podstawę do działalności prywatnych firm ochroniarskich i dające określone uprawnienia ich pracownikom. Celem niniejszego artykułu jest prześledzenie tych rozwiązań prawnych oraz zaproponowanie nowych uregulowań, które pozwoliłyby na szersze wykorzystanie firm ochroniarskich w Polsce oraz zapewnienie, by już działające firmy i sami pracownicy ochrony mogli bardziej efektywnie działać na rzecz bezpieczeństwa Polski.
At the end of the 20th century Poland, following the example of other countries, included the private security sector in the security system. Almost from the very beginning, private companies dealing with personal and property protection developed at a rapid pace. Obtaining the substantial involvement of non-state sector in security after World War II was triggered by the Act on the protection of persons and property of August 22, 1997 - the first special, separate legal regulation at the level of the act on the protection of property and persons in Poland. It has introduced revolutionary changes into the private sector participation in state security. As the years passed, the number of security companies grew, and the scope of their protective measures in Poland also expanded. The importance of protecting people and property in the state grew. The privatization of securityrelated tasks resulted mainly from the fact that state authorities and institutions were not able to secure all security-related tasks on their own. Along with the development of security companies, there were challenges regarding the scope of tasks and rights of security staff. The share of technology in protective activities has also increased. One of the major challenges was the legal regulations constituting the basis for the activities of private security companies and giving specific rights to their employees. The purpose of this article is to trace these legal solutions and propose new regulations that would allow wider use of security companies in Poland and to ensure that already operating companies and security guards themselves could act more effectively for the security of Poland.

The active phase of hybrid aggression of the Russian Federation which was started from the illegal annexation of Crimea and occupation of the several regions of Donetsk and Luhansk oblasts in 2014 has been accompanied by massive information and disinformation campaigns against Ukraine launched by the aggressor. They were accompanied by spreading fakes, deepfakes, propaganda messages, and manipulations.
