This article touches upon the problem of organizing security space under the conditions of armed aggression of the Russian Federation against Ukraine in 2022. According to the understanding of the “security” concept, it is determined that the security space should put a state and its vital interests under protection from any internal and external threats. It is emphasized that in conditions of armed aggression, the central components of the security space should be international (global) security and national security. The main areas of international (global) security should include the development and control of weapons, the fight against international terrorism, the development by the international community of effective mechanisms for countering modern global security challenges (proliferation of mass destruction weapons, namely nuclear weapons). Inclusion of military, state, information and cyber security is proposed as the main areas of national security.

Problems related to social security can be seen as a particular type of security in various aspects. In the literature of political science, economics, sociology or security studies there are different concepts of characterizing this category. The issue of social security is a complex and ambiguous, because this phenomenon is dynamic and depends on many factors. This work is an attempt to answer the question of what are the theoretical basis of social security on the basis of the security studies and whether it can enter the other, closely related to national security category concept, eg. social security of the nation. The reference point for discussion is the system of national security. Authors proposed a definition of societal security of the nation and pointed out the main elements characterizing this concept as an opposition to the social security, understood in terms of welfare state. The other rationale for the choice of topic is also a need to shape the way to solve scientific problems of modern science on the basis of security studies, including those related to operationalization of concepts and gaps in knowledge, which should focus on the search for representatives of this new scientific subdiscipline.

Goal – to present a stricter legal regulation and legal understanding of the National Security Conception’s areas. Research methodology – general scientific logical methods were used, including the system analysis method, the definition method, and the argumentation theory methods. In addition, private, legal methods were used, compromising of the formal legal method and the comparative legal method. Score/results – the article reflects an understanding of the national security of the Republic of Belarus and threats to its sustainable development. The structure of national security currently includes 8 areas requiring the assurance of safety. In relation to each area of security, an analysis of the concept of this area, the main national interests in this area, and the pertinent internal threats have been researched. It was concluded that the section of the National Security Conception on the neutralization of threats to national security does not specify measures of neutralization. Originality/value – the work is done by the author independently. The links to citations and legislation in the article are presented. The article is a review report that presents the sphere and structure of National Security Conception in the Republic of Belarus. In the author’s point of view, the goal is achieved.

In the light of the presented evolution of the term “national security” and the essence of the process of providing this security, the article presents a new approach to the strategic basis for this process. The selected issues of the process of providing national security discussed in the article may serve as a basis for improving the rationality of public administration efforts to ensure existential and behavioral needs of the society.

The task to ensure security in contemporary world is a complicated political, scientific-technological and socio-economic problem. As the security itself is complicated, multifactor and hierarchized phenomen also its investigation has to be of an interdisciplinary character. The character of security environment, the character of security risks and threats and also the character of tools for their elimination are essentially changing. The basis to security of social subject consisted in arrangement of the conditions for their existence, to surviving in the present time and advancement into the future. Assurance of this condition means it provided ability to the social subjects to eliminated threats that are defined. In situations of asymmetrical security, the threats are not always clearly defined. They often consist of their own structure systems, in relationships and status the subjects of internationals relations. Asymmetrical of security, by our opinion, presents a discrepancy, unbalance, non-parity between subjects of the international security environment. The unbalance, discrepancy, non-parity has political, military, economic, law, social and societal dimensions.

Security Studies include almost every aspect of human activities and various environments where humanity functions. Research that is held in this field results in theoretical conclusions, as well as catalogs of utilitarian good practices and optimal solutions. The descriptions of scientific inquires includes and uses terms that have their origins in various fields of social science, which forces the user to be able to properly use the specialist language. When looking at the literature in this field, one can see that there are many instances of wrong usage of specialist terminology, words borrowed from foreign languages and creation of new terms that are not necessarily useful when trying to understand security, systematization of views, or creating paradigms. The aim of this paper is to sensitize researchers from the field of security studies to take care to use the proper terminology apparatus that helps to develop this particular field of social studies.

Goal The goal of this article is to present the author’s definition of security environment. It constitutes a redefinition and expansion of the narrow (four-element) approach presented in the White Book on National Security of the Republic of Poland. I propose a broad, eight-element approach. Methods I redefine security environment based on several premises. The first is the concept of the triangle of (the need for) security – the existence of this triangle necessitates and is sufficient for the need for security to arise. The second premise is the existence of the rhombus of security (culture), which necessitates and is sufficient for security to manifest, i.e. for the need for security to be satisfied. Results The above premises lead to the conclusion that the narrow approach to security environment should be ontically expanded to include elements comprising the triangle of the (need for) security and the security (culture) rhombus. This results in an eight-element definition of security environment. Conclusions The article illustrates an important issue in the security sciences – the need to expand the definition of security environment. I present and justify an alternative to the narrow approach to security environment, which is based on the narrow definition presented in the White Book on National Security of the Republic of Poland.

The new national security vision of Poland came after political transformation in Poland in 1989, the liquidation of the Warsaw Pact and aspirations to join the Western security and political system. After joining the NATO (1999), admission to the European Union (2004), has been fully integrated with the structures of these institutions. This placed the new challenges by identifying key priorities in its national security. New quality in the global and national security occurred on 11 September 2001, since when it has directly threatened the security of the United States. Under the influence of the country were changed the strategy of global security, followed by the national security of many countries, including the Polish market. In it, there was also the threat of international terrorism and declaration – also actively involved – to participate in its combat missions. A particularly important tool for the implementation of national security strategy, in addition to international guarantees and block and properly conducted foreign policy, is to have adequate national military capabilities including appropriate to the threats of the armed forces. The management of Polish political and military formally recognizes that premise – this has been reflected in the developed "Vision – 2030 Armed Forces."

Until very recently, security was associated with threats originating from the political and military situation of the state, not individuals. The traditional system was based on the state-centric approach to security. The idea of human security, on the other hand, in contrast to the traditional system, expands the definition of security threats. Human security combines the security of individuals with that of the state. The article focuses on examining the relations between the security of the state the idea of human security. Analysing those relations allowed for the development of the term: personal security.

Personal security is a new perspective for the security research and description, which has grown in our times out of a human security concept developed by UN experts. The concept, which the English-language literature analyses mainly from the perspective of security studies, is now becoming a theoretical construct that stands a chance to become an independent subdiscipline of security studies in Poland because it is more and more often invoked as a basic category of national security, next to the security of the state. In this paper, the author presents the current status of the reflection on personal security in Poland and worldwide. He gives an overview of how this new security category is defined, identifies the entities that can be analysed from its perspective, and points out to further directions of research in this area.

The author benefitted from the support of the private security sector as the Chief Officer of the City Police. When, after leaving the service, he was the President of the Polish Association of Employers Protection Branch “Małopolska”, one of the basic objectives of his activity was to ensure a high level of functioning of the private security sector as an important component of public security. Optimisation of the use of private security companies to ensure public security and order is one of the basic directions of his practical operation and research conducted by him. In the article, the author discusses the role of the private security sector and the tasks set for this sector. The genesis of security companies, their evolution and development in various countries of Europe and the world is covered. Much attention is devoted to the de-monopolisation of security in Poland, in which the security companies played a special role. The author outlines the most important objectives of private sector development in Poland as a specific type of economic activity. The basic concepts related to the functioning of security companies are explained, exposing their priority task, which is the protection of facilities, areas and equipment important for the functioning of the state. The author shows that the current level of terrorist threats implies the need for greater involvement of security companies in providing security to facilities constituting the critical infrastructure of the state. The role of specialist armed security formations in this area is highlighted. In the conducted research process, a positive answer to the main question is given, demonstrating that security companies are currently an important element of the public security system in Poland, and their use in this area should be constantly strengthened.

Wireless network communication standards have become very common due to the huge benefits of their application. The use of radio waves to create networks has reduced infrastructure costs and increased the mobility of devices. The advantages of wireless communication (WLAN) also pose a challenge to the security of transmitted data. However, the use of a wireless signal poses certain threats to network security. The aim of the study was to analyse problems related to the security of WLAN 802.11. and assess its resistance to various attack strategies. It was assumed that wireless networks have an insufficient level of security. The assumed assumption is verifiable due to the ability to monitor events in networks. In order to verify the hypothesis, a number of experiments have been carried out in laboratory conditions, concerning the currently used WLAN protections from the IEEE 802.11 family of standards. The electromagnetic waves used for communication are available to the public at a distance of a few / several dozen metres from the communicating devices. It is easy to monitor air traffic using a network card that operates in monitor mode. The communication itself cannot be secured in any way, so data encryption is one way of secure transmission. During the research, the applied security features were successfully broken with the help of publicly available tools. The obtained results are distinguished by a high level of objectivity and reliability in the assessment of applied wireless network security. It was shown that there are still imperfections in the security and it is possible to break the security measures. The consequences of attacks are very serious and lead to a breach of each of the attributes of secure information. Practice has shown that it is impossible to create a wireless network that is fully secure. The findings of the study should be used to develop methods to improve information security, as well as to raise users’ awareness of existing threats. Not all users of wireless networks are aware of how easy some of the commonly used security features are to break.

OPSEC (Operations Security) model was developed during the Vietnam War era as a part of military strategies to protect critical information, analyzing vulnerabilities and threats, assessing risks and applying proper countermeasures. 5 steps OPSEC model have been functional for US Army’s operational security and used by other NATO members as well. When threats have spread widely in 21 st Century OPSEC began to be used and applied in a more general context of security world. Today even in cyber security this model serves practically for protection of critical data and information. In this paper we are going to proceed in two levels: on the one hand we will explain the OPSEC principles, steps and conceptual aspects through the main sources of this field; on the other hand we will discuss applications of the model in real world (military, politics, industry, etc.) via some explanatory examples and its potential usages for securing modern life and societies. Our approach will be based on an interdisciplinary view with references to sociology, security studies and management.

Issues related to national security problems have long been of interest to many research centres. National security, due to its role and importance for the functioning of both the state and society, has become an important research area not only for military specialists, but also civilian experts. However, despite the unquestioned principle of the need to study the problems of national security, dispute issues are increasingly appearing that require new solutions based on scientific foundations or a fuller interpretation of the applicable rules of conduct. Security as a research area is multidimensional, it is analysed primarily in terms of organisation and subject. Therefore, there is no doubt the thesis that ensuring security is a fundamental duty of the state, because it really determines the sense of its existence. The security of the state is of course also the security of its citizens. Since the dawn of human history, the security of the individual has been associated with state-forming processes. Unfortunately, security, like many other common phenomena of everyday life of individuals and societies is intuitively made aware and does not succumb to unambiguous definitions, which is why a number of discussions arise and not only in the scientific community. The national security of the Republic of Poland is a specific range of challenges generated for the state. The article looks at the conditions of external and internal national security of the Republic of Poland, which is the starting point for research on national security. National security was defined and its typology made.

This article aims to analyze the common manifesto of the Christian Democratic Union of Germany and the Christian-Social Union in Bavaria regarding social security, with regard to the elections to the German parliament in 2017. The basic assumption was to verify whether the CDU/CSU grouping referred to each of the elements of social security, i.e. social security system, welfare security, community security and developmental security, in its 2017 election manifesto. The method used to complete the study was content analysis. The study shows that the CDU/CSU Union in its common manifesto of 2017 – Für ein Deutschland, in dem wir gut und gerne leben. Regierungsprogramm 2017–2021, raised issues related to building the social security of citizens. The proposals that were included in the program allow us to conclude that the CDU/CSU proposed a program that develops each of the pillars of social security in part, but which is still lacking in some ways. It should be noted that the issue of culture has been somewhat overlooked, which undoubtedly has a huge impact on the development of social capital and human capital, despite its enormous impact on two of the pillars, community and development. Other areas and proposals aimed at their development manage to fill this gap. It should also be pointed out that in the electoral proposals included in the manifesto, the most developed pillar was related to social security, implemented as part of the social policy of the state.

An important problematic issue of the war caused by a specific policy is the relationship between strategy and politics. In the article, the author makes considerations using the research tools, trying to determine the nature of these relationships and where are the boundaries between these two areas, also considering the war in Ukraine. Many strategists and theorists of war state that the line between politics and strategy is obvious. When the conflict turns into the phase of the war, it is up to the military to end it. Politicians should stay in the background pending peace negotiations, giving troops priority in defining and managing strategy. Considering the above, we can conclude that war is an instrument of politics. The military strategy is, therefore, part of a global strategy that defines procedures throughout the conflict without preventing soldiers from being in command.

The aim of this article is to try to establish a family position in three dimensions, in the three pillars of security, as a security entity responsible for shaping and modelling a security culture. A culture of security is a continuous process in which the family as an entity acts in many fields and in many ways. This process is aimed at shaping the desired social attitudes, behaviors, norms and values and developing personality under the influence of many factors, events, experiences and beliefs. The article tries to confirm the thesis that the family is the foundation on which society is built and should be under special protection, with its security unconditionally belonging to the mainstream activities in every sphere of human life.

This study analyses various non-military factors in shaping the security policy of the Russian Federation. This work undertakes to establish their substance, content and scope, and to draw the conditions and trends in the political, economic and social security of modern Russia in the context of its international ambitions, role and state security. In the work theoretical method analysis, synthesis, abstracting and generalization were used. Based on the results of the research, it was determined that the specificity of its location definitely exerts an adverse effect on Russian state security. The reconstruction of imperial Russia is among the key goals set forth by Vladimir Putin in Russia’s foreign and military policy. In fact, the entire economic, political and military activity of Russia is subordinated to this goal. With regard to the economic and social state, the dependence of the Russian Federation on the extraction and export of crude oil and natural gas is an obvious indication of the constraints of its economy. Moscow’s particular interests are formulated in official state documents, such as the Military Doctrine and the National Security Strategy. These documents identify not only external and internal threats to state security but above all indicate the means and methods of possible deterrence.

Each consciously existing entity has its own unique, hierarchical set of values, helping to make decisions and set directions for action. This power is a security culture, also defined as a set of universal values, attitudes and beliefs. The foundation upon which the security culture grows is the three pillars of security – the three energy streams of the security culture. The objective is to estimate the level of the entity’s security culture and present its structure. The determination of the empirical size of a security culture is made by adapting Shalom Schwartz’s value theory and his ten types of fundamental values. The values placed on the Schwartz circle model are aggregated to the appropriate energy streams of the security culture, and this move allows for empirical determination of the level of the security culture of an individual. The obtained results show the structure of energy streams and determine the empirical level of the subject’s security culture. The approach taken shows that the level of security culture is computable.

The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. Occupational stress factors of the security employee are undisputable. The action of the security guard can be a person’s security, valuables’ security, convoying, a V.I.P. bodyguard duty, protection of the mass events, etc. Multiple stressors are frequently present, especially during a 24-hrs duty of the security employees, under bad weather conditions, and under constant potential danger. Several other negative factors of the security guard occupation can be distinguished: low wages, overtime work fatigue, traumatic work incidents, risk of the license revoked, objectification of the worker by the employer. Other frequent factors can be observed such as low self-esteem of the security guard, low competence of the co-worker within the team, unsecured employment conditions, conflict of functions within the team, maintaining the security guard function under the pressure of unemployment and/or lack of perspectives, or lack of concretized life plans of the employee. A major negative factor, among essential disadvantages (unfavorable conditions) of the security guard occupation, is the absence of any psychological support under crisis situations. The absence of systemic solutions, which could facilitate elimination of the occupational stressors, is evident in the security sector. Lack of adequate knowledge and skills in managing the occupational stress pose a substantial risk of „radical solution”, such as a suicide attempt. Incidents of the bodyguard suicides in the real life conditions are presented and possible preventive actions are proposed (suggested).

Both security sciences and security studies have traditionally mainly focused on the state as the most important security subject; however, as anthropology of security and the idea of human security assert, it is the security of a human individual that should be highlighted as well. The authors start from discussing the typologies of threat and security. This leads them to focusing on the idea of human security, a concept first proposed by researchers and then taken up by international organizations. The concept of human security, combined with anthropology of security, constitutes a scientific basis for the shift from the state-centric to the anthropocentric approach to security. The authors corroborate this stance by discussing a range of definitions of the concept of security, which focus on either more general or more specific aspects of security. They favour the more universal understanding of the concept and conclude that security, being the same type of anthropological social construct as other humane values such as beauty, happiness, love, etc., and a phenomenon relating to a great extent to the quality of human existence, should possess its universal essence.

Internal security is today an intensively explored area of national security. This is hardly surprising. It is this area that is mainly concerned with emerging threats. Hence, new scientifically justified solutions are being sought to counteract them and minimise the effects of their occurrence. Given the above, the research has been conducted, and its results are presented in this paper. It addresses the main problems relating to internal security through the prism of identification criteria, essence, and systemic approach. That has made it possible to present the assumptions of the project in question. The research aimed to diagnose the functioning of the state’s internal security system, and the participation of academic centres dealing with security issues. One of such centres is the Police Academy, which is implementing a project entitled “Vacuum chamber for revealing fingerprints with organic compounds in the gas phase’, No DOB-BIO9/03/01/2018. It was financed by the National Centre for Research and Development under call for proposals No 9/2018 for the execution and financing of projects in the field of scientific research or development work for the benefit of national defence and security. After they were implemented, it was stated that the constant changes in the internal security environment, and the limited potential of state institutions designated to care for this security entail the need to continually search for practical solutions to ensure the undisturbed existence and development opportunities of each entity. These searches are conducted by scientific institutions, which with their knowledge and experience serve to improve the tools used in the practice of institutions responsible for internal security.

The idea of community policing is contained in the statement: Police without peer social support little things happen. The project named Integrated Safety Policy is aimed at universities. The article „Cyberspace in the military system of state security” presents the basic concepts related to security, which is nowadays considered to be a state of certainty, peace, security and lack of threat and protection against danger, and cyberspace, which is understood as a virtual environment of information and interaction between people. This article also shows the definitions of terms relating to the values most valued and protected by man, i.e. state security, which is an integral part of the state policy related to the creation and use of national defense potential to prevent and counteract various types of threats. The importance of important units of the Polish Armed Forces as the basic organ of shaping cyberspace in the military area has been shown. The role and place of bodies in the Polish Armed Forces ready to respond to threats to ICT systems and networks connected by cyberspace has been defined.

Na początku rozważań wyjaśnione zostało pojęcie bezpieczeństwa oraz przedstawione zostały jego podstawowe typologie. Następnie zdefiniowano pojęcie „bezpieczeństwa jednostki”. W dalszej części artykułu scharakteryzowane zostały zagrożenia dla bezpieczeństwa człowieka, ze szczególnym uwzględnieniem mających swoje źródło we współczesnej cywilizacji. Na koniec przedstawione zostały filary ochrony bezpieczeństwa jednostki w prawie międzynarodowym.
The study is devoted to the issues of personal security and its place and importance in the modern understanding of security. First, the concept of security is explained and its basic typologies are presented and next there is made an attempt to define the individuals’ security. Later, threats of human security, particularly, those that are the product of present civilization are described. At the end, issues of international law dedicated to personal security are presented.

Bezpieczeństwo jest jedną z podstawowych potrzeb każdego obywatela. W. Kitler przedstawia bezpieczeństwo narodowe jako najważniejszą wartość, potrzebę narodową i priorytetowy cel działania państwa, jednostek i grup społecznych, a jednocześnie proces obejmujący różnorodne środki, gwarantujące trwały, wolny od zakłóceń byt i rozwój narodowy, obronę i ochronę państwa jako instytucji politycznej oraz ochronę jednostek i całego społeczeństwa, ich dóbr i środowiska naturalnego przed zagrożeniami, które w znaczący sposób ograniczają jego funkcjonowanie lub godzą w dobra podlegające szczególnej ochronie. Jednym z uwarunkowań bezpieczeństwa narodowego są jego środki i narzędzia. Artykuł przedstawia trzy powiązane ze sobą zagadnienia tj. bezpieczeństwo narodowe, środki i narzędzia bezpieczeństwa oraz ewaluację warunków bezpieczeństwa wraz z rozwojem i zmianami zachodzącymi w działaniach (środkach) i wytworach ludzkich i naturalnych warunkujących bezpieczeństwo (narzędziach). Celem artykułu jest wskazanie jak ważne są odpowiednio dobierane środki i narzędzia dla dążenia do zapewnienia bezpieczeństwa narodowego. Autor stawia tezy, że bez środków i narzędzi stale zmieniających się, dostosowujących się do ewoluujących warunków zapewnienie bezpieczeństwa narodowego byłoby nieosiągalne, oraz że rozwój tych działań i wytworów może mieć konsekwencje pozytywne, ale też i negatywne.
Security is one of fundamental needs of every citizen. W. Kitler defines national security as the most important value, national need, and prioritised objective of not only state but also individual and social functioning. National Security is also a process which entails a variety of measures, which guarantee a permanent and free from disturbance existence and national development. A state as a political entity along with individuals, the whole society, their properties and natural environment are defended and protected against threats which significantly affect their functioning or target values and goods subjected to special protection. What affects national security are, amongst the others, its measures and tools. The article includes three issues linked one with another i.e. national security, security measures and tools, and evaluation of security conditions affected by development and changes of human activities (measures) and man-made goods and resources (tools), which all affect security. The article’s objective is to emphasise how crucial a relevant selection of measures and tools is, when the goal is to ensure national security. The author proposes theses that without continuously changing measures and tools, which adjust to evolving conditions, ensuring national security would be virtually impossible. Moreover, the development of these activities and goods might have either positive or negative impact.

This study is based on the assumption that the primary aim of the emergence of states was to provide security and development opportunities for its citizens. This objective determines the method of exercising power, the applicable legal system reflecting the adopted norms of social coexistence, and the public administration system. It was also presumed that security is associated with a sense of threat and confidence. They can be both objective and subjective, which means that they can be measurable or not. Due to the fact that while there are no major problems with determining the definition of a state, there are still difficulties related to identifying the essence of security and, consequently, also the security of the state. Therefore, the paper is based on the results of the bibliographic method and presents an overview of representative outlooks on issues related to threats, security and national security. This was done by reference to works created on the basis of the law, political sciences, and security sciences. The work was divided into three parts. The first introduces the considerations. The second presents views allowing the nature of security to be determined, and the third part presents the subject-entity scope of state security and the determinants of that security.

When I think about a museum, many different threads come to mind, including memories from both my childhood and adult life. In the past, school trips were often organized to museums, where for the first time for many it was an opportunity to encounter a large amount of art and works gathered in one place. Although as a child it is difficult to evaluate and develop deeper reflections on the work you are learning, contact with exhibits from an early age teaches you proper respect for learning about them, emphasizing how important they are for everyone. The topic of museums is also often reflected in film art, where these places often become targets for thieves who plan in a sophisticated way over a long period of time to obtain a given exhibit. Often silently, bypassing all security measures, so that the museum only learns about this fact when the morning shift comes to work, and the works are already far outside the museum, and this security issue is the subject of this work.

Be aware of the security threats currently out there to help you stay safe online. In Europe, concerns about privacy linked to security are particularly acute, as evidenced by proposals for a new cyber security directive that link privacy and security. The proposals aim to impose EU-wide reporting requirements on companies that run large databases, including social networking firms. Although the final wording of the directive remains to be seen, the proposals are a good indication of just how seriously European authorities view data security breaches

It suggests a formula for energy acquisition and usage which embraces issues of peace and war, social conflicts, and stability determined by access to energy conditioned by the state of the climate of our planet. The question is how will an interdisciplinary combination of progress and future implementation of technologies influence energy security of states and social entities, their natural environment, up to 2030 and beyond? The methods used in the work rely on a non – linear approach to disruptive technologies combined with empirical verifiability of scientific progress in the field of energy acquisition and use. They are reinforced with drivers taken from development scenarios gained through technological development in quantum mechanics, molecular biology, and computational techniques. The result is a conceptual approach to energy acquisition and distribution for states, their communities and individuals regardless of whether the technologies are “civil” or “military” in their essence. The recalled disruptive technologies shape factors of social development and create conditions for human existence and the natural environment that influence the security of states and social entities. The development of automation and robotics, digital transformation, bio-technologies and cognitive science creates new energy security for states, social entities and the natural environment. Technologies for the generation, processing and distribution of energy create an almost unlimited perspective of reconfiguration of existing forms of life and their safety.

W XXI wieku bezpieczeństwo współczesnych państw buduje się na podstawie całościowych spojrzeń na zagadnienie bezpieczeństwa we wszystkich jego płaszczyznach i wymiarach takich, jak bezpieczeństwo narodowe i międzynarodowe, polityczne, wojskowe, społeczne, kulturowe, ekologiczne, informacyjne, lokalne. Niniejszy artykuł podejmuje zagadnienie bezpieczeństwa społecznego jako jednej z kategorii bezpieczeństwa narodowego. Społeczny wymiar bezpieczeństwa, jako dynamiczny proces charakteryzuje się ciągłymi zmianami, w których biorą udział wszystkie podmioty państwowości. Przemiany te mają przede wszystkim na celu zapewnienie egzystencjalnych podstaw życia człowieka oraz stworzenie możliwości do rozwoju indywidualnych potrzeb każdego człowieka, zarówno tych materialnych, jak i niematerialnych. Współcześnie zagrożeniem dla rozwoju i stabilności bezpieczeństwa społecznego Polaków są między innymi migracje zarobkowe, tendencje demograficzne, czy rozległa grupa patologii społecznych, w tym alkoholizm czy degradacja rodziny. Odpowiedzią na zaistniałe zagrożenia jest budowa silnego i obywatelskiego społeczeństwa powstałego na podstawie adekwatnych i dobrze przygotowanych programów edukacyjnych.
Security has always been among the most desired values. In the 21st century, security of the state rests on holistic premises, covering all its aspects and dimensions, such as national, international, political, military, social, cultural, ecological, information and local-level security. This article deals with the issue of social security as part of national security. The social dimension of security is dynamic and undergoes constant changes engaging all the agents of statehood. These changes are first of all meant to provide the existential foundations of human life and to create opportunities for the personal development of each human being - material and spiritual. An example of a contemporary risk to the stability and growth of the social security of Poles are economic migrations, adverse demographic tendencies and a wide range of social pathologies, such as alcoholism or family degradation. These challenges can be faced through constructing of a strong civil society, built on the foundation of adequate and well-designed educational programmes.

Security is constantly changing, which means security professionals need to be proactive, says a former US military Chief Information Officer. Water security has become a central feature of the global policy agenda. Climate change, population growth, and pollution are altering the distribution of water resources and the political control of these resources is becoming increasingly contested. These and other water security threats are a source of conflict not only within countries but across international boundaries. Security is a multidimensional issue, because individual welfare is more central to policy-making than it was fifty years ago. Individual security can no longer be satisfied only through military measures; it needs a multidimensional understanding. Security is elusive; more than ever, it is embedded in the interaction of localizing and globalizing forces. The axes of conflict in the shadow of the Cold War and under the impact of 9/11 are already proven to be more complex, not less, and more difficult to manage, not easier. The Word is in a very fast changing prosess including international security paradigm. Indeed, everything has not changed - but what has changed did so faster than we ever expected.The Cold War superimposed on the international security agenda a political and conceptual framework that simplified most issues while magnifying some and obscuring others. During this period, almost every western government defined national security in excessively narrow military terms. That meant there was an enduring acceptance of the need for a balance of terror, with mutually assured destruction ensuring a stable international system. The end of the Cold War revealed a different set of threats and dangers, not really new but previously kept outside the Cold War context. These new threats are again global in scope, persistent in nature, and potent in their implications [12]. It’s easy to equate “national security” or “global security” with military defense against rogue states and terrorism, but a leading U.S. military expert says that view is far too narrow—and could lead to catastrophe if not changed. The environmental matters had little overall public concern before. It was a reflection of how limited and unstrategic our thinking about security. Environmental change, in general, can lead to a decrease in the quality of life and increased tension, competition, instability and conflict. In parallel to climate change, water security is an issue today closely linked to environmental security. Natural resources, such as water, show a number of threats and risks that may contribute to the amplification of a conflict. Perhaps if we were to pay more attention to the documented effects of particular conditions and events, rather than to the threat-worthiness, we could see the world differently-and more accurately. The question of the water and environmental security is more ominous than that of peace and war.

The article presents the basic factors determining the level of Poland's energy security. The energy mix of our country was analysed, as well as energy security indicators for energy carriers used in Poland. The indicators used allow to determine the level of security, but also indicate whether Poland is pursuing the objectives of the country's energy policy. Indicators such as the Stirling Index, Herfindahl-Hirschman index, import dependency ratio, energy self-sufficiency and the index of the share of renewable energy in the national balance sheet were used. The results of the analysis were presented and the modifications should be indicated in order to be able to implement the provisions of the energy policy until 2030.

This paper deals with information security and safety issues in public open spaces. Public open spaces include high streets, street markets, shopping centers, community gardens, parks, and playgrounds, each of which plays a vital role in the social, cultural and economic life of a community. Those outdoor public places are mashed up with various ICT tools, such as video surveillance, smartphone apps, Internet of Things (IoT) technologies, and biometric big data (called Cyber Parks). Security and safety in public places may include video surveillance of movement and the securing of personalized information and location-based services. The article introduces technologies used in Cyber Parks to achieve information security in big data era.

The purpose of this article is to indicate changes in the perception of terrorist threats and the approach to them on the basis of normative documents defining strategic objectives in the area of security. The focus is on strategic papers in the field of security from 2000 to 2014, on the one hand, and on the other, on the law of 10 June 2016 about anti-terrorist activities. The content of the following normative documents has been analysed with regard to the recognition, combating, and prevention of terrorist threats. The authors focus their attention on: the Security Strategy of the Republic of Poland from 2000, the National Security Strategy of the Republic of Poland from 2003, the National Security Strategy of National Security Bureau, from 2007, and the National Security Strategy of the National Security Bureau from 2014. The implementation of the Polish security policy strategy is contained in four types of activity, i.e. national activities, integration with Western security structures, involvement in international actions to resolve hazardous situations, and cooperation with other international actors in strengthening international stability and security. The discussed strategies were created on the basis of the provisions of the amended Act on the universal obligation to defend the Republic of Poland.

Opis:
The article presents the issues of energy security with regard to center-peripherality theory using Central and Eastern Europe as an example. Until now the subject of energy security has not been discussed in the context of this theory and the author presents the question of peripherality of the region in terms of energy policy. Due to their long-lasting historical, political and economic dependence, CEE states do not possess secure and well-diversified sources of energy supply; in this area they depend on Russia. Moreover, they do not have an appropriate level of technology for investing in the latest and most ecological energy resources typical for the wealthy states of the former EU-15. Thus, their capability to influence the agenda of EU energy policy is lower than those of the EU-15 states. The following article aims to define the factors of peripherality and to examine its influence on the energy security policy adopted by CEE states.

Nowadays, patriotism is no longer a combat with the occupant, it is also not a gfiht with one's own state; it is concern for national security and the state. It is work in harmony and with respect for the law, for the sake of one's own homeland and fellow citizens.

Over the centuries, mankind has been confronted with many threats of various natures, both local and global. One of them is the epidemic of an infectious disease, which modern civilization is currently undertaking many efforts to face. In the past, epidemics such as plagues, Spanish flu or A/ H1N1 flu put the safety of the societies of that time to a very hard test. Similarly, the current Sars-Cov-2 epidemic is undermining the security of all countries in the world. Undoubtedly, functioning at this time is difficult. In order to prevent and control infections, it is essential to follow the recommendations and guidelines issued by the relevant authorities. Any physical contact with third parties should also be restricted. In this difficult period for all, fears and concerns about life and health of one’s own and one’s loved ones may appear. This is also a time when uncertainties and doubts about your future arise. Finally, the duration of the epidemic may favour the emergence of other threats, such as include widespread disinformation about the coronavirus. It is easy to see that the current situation significantly reduces the level of feeling of safety. The aim of this article is to examine how the current coronavirus epidemic affects the safety of Polish citizens. The article consists of a theoretical part, which raises the issue of safety as a need, presents information on the new coronavirus, presents measures to protect against infection and points to disinformation as one of the important threats spread during the ongoing epidemic. The second part has a research character, because it presents the results of the research on safety in the context of the coronavirus epidemic, which were carried out among the citizens of Poland.

Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.

The history of the nations living in today’s Baltic States is marked by fighting against stronger neighbours: Russia, Poland, Sweden, Denmark and the German settlers in their territories. Unlike Lithuanians, Estonians and Latvians failed to create their own statehood before the 20 th century. The Lithuanians created their own state, a powerful one, which then became a part of an even wider state organism – the Polish-Lithuanian Commonwealth. As a result, the security policy of Lithuania was identical to that of the First Republic of Poland. Although there were tribes living within the area of current Estonia and Latvia for many centuries up to the outbreak of World War I, the lands of Latvia and Estonia had been changing owners and had been under the rule of almost all neighbouring countries. As a result of the positive outcome of the First World War, but also thanks to their efforts, the Baltic States regained independence in order to lose it after only 20 years, as a consequence of another war. After restoring independence with the collapse of the Soviet Union, the Baltic States realised that even acting together they were unable to defend themselves against a potential aggressor. As a result, they decided to follow in the footsteps of other countries of the former Eastern Bloc (e.g. Poland and Slovakia) and to integrate with Western European structures such as NATO and the EU. Following NATO inclusion, the security strategies of the Baltic States have been revised in line with the changes in their surrounding geopolitical environment.

Information confidentiality is the one of the cornerstones of IT security, which is defined and described in ISO/IEC 27000 standard. Contemporary practices of disclosing information to unauthorized persons and systems are the reason for difficulties in this concept implementation. At every step we encounter situations where information is extracted or obtained illegally from different sources. The main purpose of this paper is to present the issue of information confidentiality protection in cyberspace, as a complex, full of contradictions problem of techno-social character. The role of information confidentiality in functioning of a society, organization and individual has been described. The most important information confidentiality threats have been characterized and the description of a number of incidents illustrating those threats has been quoted. Contemporary security threats have been presented as well as selected methods of information confidentiality protection transmitted in ICT networks. The characteristics of protection systems of information confidentiality have been analyzed, with special attention paid to their functionality and vulnerability to existing threats. The concept of protecting the confidentiality of information transmitted on the Internet based on the use of cryptography and steganography has been presented.

The aim of the article is to present a voice on a matter related to the importance of messianic literature on the example of selected literary works by Jerzy Braun which in its own way serves as a motivation for a look on the security and geopolitical significance of contemporary Poland in the world. The main method of the researcher was a creative research of the literature of the subject. The articles is ans- wering the following questions: What is the significance of Messianic literature for Poland’s security and what relationships exist in literature, which may be one of the „soft” determinants of contempo- rary security? The subject matter of the article is based on Jerzy Braun’s texts, because his vision of Messianism and his dedication to understanding the possibility of using Messianic concepts in con- temporary conditions turns out to be interesting point of view for humanistic part of security studies.
