Traditional concept of seafarers’ training was based upon theoretical teaching in class room followed by the practical training onboard ship. This concept underwent profound changes in 80s due economic and practical reasons emanating from new face of the marine industry. Simulator based training had obvious advantages of being economical, safe and redundant. But it had its own implications as well. How perfect a simulator may be, it still was far away from real ship experiences. Instructor became more and more important and he is actually responsible to connect up the simulator experience with real ship experiences through his visualization and does not let the trainee get into a discourse or fall into a game mood. This study examines how the importance of simulator instructor is on the rise and present tools available for the qualification of the simulator instructors need to be augmented with new measures so as to ensure the quality of the simulator based training of the seafarers.

The purpose of this study was to ascertain the problem behaviours among children of Filipino seafarers in Iloilo City, Philippines. The researchers used random sampling technique to determine the 200 respondents of the study. This research employed the descriptive method of analysis. The statistical tools were frequency and rank to describe the children problem behaviours. When taken as an entire group, data showed that the problem behaviours were self-centeredness, substance use, delinquency, and physical aggression. When grouped according to program, the problem behaviours were self-centeredness, delinquency, physical aggression, and substance use as reference to high school program, while those who were in college, the problem behaviours were self-centeredness, substance use, delinquency, physical aggression. When grouped according to sibling rank, the results showed that out of the 76 eldest children, the problem behaviours were self-centeredness, substance use, delinquency, and physical aggression. While, the problem behaviours of the 66 middle children of Filipino seafarers were self-centeredness, substance use, physical aggression, and delinquency. The 58 youngest children of Filipino seafarers’ problem behaviours were self-centeredness, substance use, physical aggression, and delinquency. When grouped according to gender, male children problem behaviours were self-centeredness, delinquency, substance use, and physical aggression. And, 86 female children problem behaviours were self-centeredness, delinquency, substance use, and physical aggression. As to the marital status, children whose parents were living, the problem behaviour were self-centeredness, substance use, delinquency, and physical aggression. Children of Filipino seafarers who had separated parents, the problem behaviours were self-centeredness, substance use, physical aggression, and delinquency.

Pracownicy zatrudnieni na statkach morskich od zawsze narażeni byli na różnego rodzaju niebezpieczeństwa. Dlatego tak ważne jest wprowadzanie przepisów prawa, mających na celu ochronę zdrowia marynarzy. W artykule omówiono wybrane przepisy prawa zawarte w konwencjach Międzynarodowej Organizacji Pracy, dotyczące pomieszczenia załogi na statkach oraz minimalnych norm na statkach handlowych. Wskazano również na konieczność uwzględnienia przy omawianiu ochrony zdrowia załóg statków innych konwencji, które w sposób pośredni dotyczą poruszanego problemu.
Ship workers have always been exposed to various dangers. Hence the importance of introducing legislation designed to protect the health of seafarers. The article presents selected regulations contained in the International Labour Organization Conventions in terms of manning vessels, accommodation on board, and minimum standards in merchant shipping. It also points to the necessity of taking into consideration - when discussing health protection and the manning of ships - other conventions, which are indirectly related to the issue.

Considering several forms of diasporas, in this theoretical paper it is conceptualized as phenomena of contemporary world, primarily of transnational capitalism and informational technology. As specific form of so called sea-based diaspora, we refer to Filipino overseas workers. Indicating the national state as key actor with specific implications on Filipino seafarers diaspora at sea and on land, we affirmed our notion that global diaspora is social construct where different, often contradictory, interest of several social actors at diverse levels of agency are involved. In this context, sea and ship can be understood within third place spatial theory as highly globalized, multiethnic places of experienced diversity. Hence sociology of sea provides methodological and theoretical framework for rethinking social world and sociology itself beyond terrestrial.

Seafarers working in the 21st century global shipping industry are multi-national crew of migrant contract labourers, recruited by crewing agencies to work on a variety of ships for specific periods of time. Types of ships found today may include bulk carriers, container ships, tankers, gas carriers, heavy lift vessels, car carriers, ferries and passenger ships such as luxury cruise liners, among others. The voyages undertaken on board ships cover an expansive global maritime environment depending on where the goods are sourced, the destination, goods being transported, the type of ship, and if there are any designated ports of call for loading and offloading goods as well as boarding and disembarking passengers on the way. Typically, the greater proportion of the seafarers’ contract period is spent at sea, working in a maritime work environment on board different ships where he is assigned by his employer. During this time, crew interact with colleagues from a variety of nationalities, performing role-specific tasks in the same built environment and within a maritime mobile workspace. While conducting an empirical research on ship crew in the international fleet to harness their views on how maritime piracy in Eastern Africa may be affecting their health and wellbeing, the author observed that the ripple effects of structural changes in the shipping industry in the last few decades could be adversely influencing the seafarer work environment and social interactions, in ways that justify the description by Lane and Smith (2011) of ‘ships as jails’. The author has analysed the social adjustments that seafarers constantly make in order to fit into their evolving mobile workplaces. This discussion has been done using ideas espoused form Goffman’s ‘Total Institutions’ conceptual framework. This article therefore seeks to discuss the acculturation process that crew undergo within their mobile work built environment, as being comparable to some extent, to the social adjustments that Goffman’s subjects underwent in their institutions. Through ‘mortification processes’, the residents in Goffman’s studies were impacted psychologically by the regimented social life in the enclosed institution spaces interacting within limited social circles. Although a number of aspects have been identified that have the potential to adversely affect seafaring occupational health and safety regime (Walters, Bailey, 2013), this article will concentrate on highlighting some factors within the seafarers work place that in the author’s opinion, have directly influenced some psychological adjustments that seafarers make, in order to adapt the seafaring culture befitting their workplace. Three noteworthy influential factors discussed in this article include(a) the cumulative effect of living and working in an enclosed built environment (b) the seafarers’ limited social circle while onboard ships (c) the physical and social isolation of seafarers from colleagues while on-board ships, and from their families and land-based communities by the ship structure and the geographical maritime nature of their workplace. These features were selected as they could be discussed from Goffman’s theoretical framework as possible influences on the seafarers’ workplace socialization process. They are just a few comparable factors between the situation of modern seafarers and Goffman’s subjects. The scope of this paper will explore the potential for these three key factors to impact on psychological adjustments that seafarers make during their career working on ships. The author has based the discussion of ‘Ships as Total Institutions’ on the fact that there exists evidence of the cumulative effect of each of these three factors over time in the career of seafarers. The empirical studies provide the evidence upon which the author concludes that the ship is a ‘Total Institution’. This article has been written as the drafting of the author’s thesis is at an advanced stage. The intention of this paper is not prescriptive, rather as a catalyst for discussion of seafarers’ work environment and occupational health and safety from an additional social theoretical perspectives.

That goes particularly for the special (technical) subjects, which are being taught to future marine engineers and form the level of their proficiency by the time of the graduation.

Shortage of seafarers is important topic as maritime industry plays a key role for economy of the European Union. According to the latest assessment of economic value of shipping industry in 2012, the EU shipping industry is estimated to have directly contributed €56 billion to GDP, employed 590,000 people, and generated tax revenues of €6 billion. During recent years increasing attention is paid to the education and training of seafarers as the seafarers and their knowledge are essential to sustainable development of the maritime cluster, as indicated in the maritime strategy of European Union. Indicative estimates suggest there were almost 38,000 students/cadets in maritime academy – type training across the EU and Norway in 2012, a 11% increase from 2004. Understanding of current trends in the pool of seafarers is prerequisite for successful implementation of the strategy. Main obstacle for assessment of effectiveness is lack of possibilities to monitor contribution from maritime education institutions to current state of European seafarers’ pool. The aim of this article is to show parameters which should be taken into account to model seafarers’ supply in future. The parameters are discussed on the basis of information from the Seamen Registry of Maritime Administration of Latvia.

This study takes its departure in the difficulties to recruit and retain qualified senior seafarers in the Swedish shipping sector. The study focus is on seafarers’ motivation at work for the specific shipping company (organizational commitment), and seafarers’ motivation towards their occupation (occupational commitment), in times of flagging out. It was hypothesized that the youngest seafarers and the oldest may be most sensitive to foreign registration of ships. Statistical analyses were employed, using a survey material of 1,309 Swedish seafarers randomly collected in 2010 from a national register of seafarers. The results of the analyses show that flagging-out imposes a significant decline in organizational commitment for all seafarers. This decline is related to the perception of the social composition of crew. In addition, the oldest seafarers (age 55+) demonstrate diminished occupational commitment under a foreign flag. This decline is related to the degree of satisfaction with the social security structure. Occupational commitment among the youngest seafarers (age 19-30) is not affected by the nationality of flag. However, this type of commitment is decreasing by the time served on the same ship. This effect is partly related to a decline in satisfaction with the work content. In the concluding discussion, the findings are discussed in more details and recommendations are put forward.

The scope of this article is to analyze and evaluate the activity of the companies providing placement services for seafarers in Poland. For the intended purpose the study of legal conditions of employment of seafarers on ships was conducted – both national legislation and implemented in August 2013 Maritime Labour Convention (MLC 2006). Farther examination were subjected number and range of activity of all located on Polish area companies providing placement services for seafarers. As a example to analyze the industry manned agency Polaris Maritime Services Ltd. in Szczecin was served, which provides intermediary services in employment of Polish crew for ship owners from around the world. Verification of data from the company and those obtained through a survey allowed for evaluation of situation seafarers taking up employment via an agency and compare it with the situation of those sailors who alone are looking for a job in foreign shipowners alone.

Today, the shipping industry faces important environmental challenges to reduce the impact of sea transport to the marine environment. In order to enhance compliance and encourage safe and efficient maritime operations, the implementation of a safety culture in both shore organisation and on board ships has been advocated. Similarly, it can be argued that a conscious ‘greening’ of an organisation’s culture may be necessary in order to meet legislative and societal demands, as well as embrace environmentally responsible values, beliefs and behaviours. The present pilot study describes the development and evaluation of a model designed to capture attitudes and perception among seafarers with regards to proactive environmental work in the shipping industry. The overall aim of the model is to enable measurement of the extent to which a ‘green culture’ is present within the shipping industry, and to identify factors that either facilitate or act as barriers to a green culture. Evaluation of the model was done through qualitative individual and focus group interviews with, in all, 13 active Swedish seafarers during the autumn of 2014. The findings show that the model captures the sought after mechanisms fairly well and shows some promise. Future work is needed to further refine and test the model in a larger setting, in order to provide a robust picture of the seafarers’ view on ‘green’ shipping.

All seafarers I have met are concerned with their own safety and all serious shipping companies, national regulatory authorities, unions and larger shipping clients work to improve safety at sea. Formalised risk management systems are at the heart of these efforts, and there is good reason to believe that they have been very successful. One would therefore expect that seafarers had a positive attitude and were committed to their implementation. Empirical data suggests the opposite. During observational fieldworks over the last two and a half years, on eight different ships in Norway, Australia and Malaysia, not one of the observed seafarers expressed mainly positive opinions about the safety management systems imposed on them. The great majority of seafarers whose opinions have been recorded expressed massive negative sentiments. Assuming a Weberian perspective this paper explores how the bureaucratic implementation of such risk management systems may contribute to this picture.

Going back to the beginning of 90-ies of last century before the present STCW-78/95 Convention was established the shipping industry relied on Maritime Education and Training Institutions for well-educated and trained seafarers. Every shipowner simply employed seafarers that his ships needed and the relevant Minimum Safe Manning Certificate required. Generally speaking MET Institutions were the only Institutions responsible for initial and following education and training of seafarers. The last decade in the shipping industry has been marked by plenty changes and quick development in different directions. One of the directions is improving the quality of seafarer’s education and training, knowledge and skills as well. The obligatory competences in STCW-78/95 Convention are not enough for shipowners and they try to extend the education process outside the Convention’s requirements and recommendations. It is a well known and more and more spread practice for Shipowners to organize and perform meetings with officers and engineers working on board their vessels. Such meetings get publicity as Fleet Officer’s Meetings (FOM) or Fleet Officer’s Seminars (FOS). The meetings or seminars are performed at least on a yearly basis but it is the Owner’s decision to establish the agenda and the scope of the topics. The usefulness of the above mentioned events is visible enough and it is easy to understand that the applied efforts are not time wasted. The question is whether the companies can perform such kind of training and whether their lecturers and instructors, who are usually part of the office staff, are ready to deliver their experience at an acceptable level. It has to be highlighted that it is not a rule that good professionals as Masters and Engineers are always good lecturers and trainers. This article describes the summary results of the authors’ experience in participating as a fleet officer and as an assessor in fleet officers’ seminars. The article makes a SWAT analysis of such events and shares experience as a conclusion. The author gives his personal collaboration to the lifelong learning process in the shipping industry. The article makes an attempt to open the door to the co-operation between the shipping industry and MET Institutions at a higher level after the seafarers’ graduation in their MET Institutions.

Seafaring is one of the world's most difficult professions. Seafarers have to face with many negative factors while they are at sea. These negative factors, makes the seafaring profession difficult to be preferred. Fatigue, stress, heavy weather conditions and lack of communication are some of these factors that affect seafarer’s occupational continuity and also make contribution to occurrence of marine accidents. Cadet is one of the seafarers who will be a navigation officer and captain in the near future. That’s why cadets have a significant role in maritime industry. Theoretical and practical training of cadets is very important. Purpose of this study was to examine deck cadets’ training conditions and difficulties they have to face with during their training period. In order to identify these difficulties, render their lives during trainings easier, and establish their expectations, questionnaire conducted with 618 deck cadets. Interviews were carried out with 3 trainers and 10 maritime companies that have substantial shares in Turkey’s maritime trade. As a result of this study identified factors that increase fatigue mostly, reduction measures have been exposed and have tried to offer solutions. This study is an advisory to improve the occupational continuity of cadets in the profession.
