Nowadays, functioning of local governments is mostly affected by two phenomena: globalization and locality. Globalizations processes, and among them, tendency to increase the freedom and speed of movement of capital, people, goods and services; give businesses and citizens particular opportunities. These opportunities among others are related with the freedom to choose their place of business, residence, place of work or a place of rest. The above create a specific outlook for the places of reception of investments, businesses or individuals, and so for territorial units managed by local governments. In order to meet the global market requirements, local governments must demonstrate flexibility, innovation and market-based approach, adapting to the needs of interested groups of customers: businesses, tourists, residents, investors. Counterweight to what entails the processes of globalization is observable tendency to expose what is local by communities to emphasize their own identity and affiliation to the region. Local governments in Poland since the late 90’s have gained greater powers and greater freedom of action, which enabled them to implement their role as “managers” of territorial units, which manage, and thus have influence on the directions of development of their “small homelands”. To take advantage of emerging, therefore, opportunities, local authorities - as mentioned above - have to demonstrate entrepreneurial and innovative approach. The use of the concept of territorial marketing can be regarded without a doubt as an entrepreneurship attitude of local governments in the conditions of globalization. Market-based approach founded on the marketing concept allows one to increase the efficiency of activities related to resource management of individual territorial units, thus being a useful tool to enhance their competitiveness. This paper contains reflections on application of the concepts of territorial marketing by public authorities to manage their own development.

Administration of Polish Communes and the Current Challenges of Europeanisation and ModernisationIn Polish local government units the process of Europeisation has entailed the modernisation of local communities. In local Poland, Europeisation includes such areas of cooperation with the EU as: partner towns, trans-borderrelations (Euroregions), use of EU funds, and the activation o communities at the time of the EU accession referendum campaign (2003). Most of those processes have also entailed modernisation efforts. This is true not just for economic but also social and political issues. The mod- ern face of the Polish local administration in recent years also means new and young corps of local-government staff who are highly qualified and have a vision of their own professional development. The focal point of the Europeaisation and modernisation processes is Uniejów, which over the last few years has become the best developing Polish commune. The article attempts at showing to what an extent major phenomena in economics and regional policy may change the way small communities function as well as how much depends on efficient public governance

Inwestowanie jest procesem, w którym wyniki dzisiejszych decyzji będą znane dopiero jutro. Nikt nie wie, co owo jutro przy-niesie, ponieważ nikt nie potrafi kontrolować wszystkiego, co się jutro zdarzy. Niezależnie od czasów w jakich żyjemy, obyczajów, systemu władzy, pewne wzory związane z finansowaniem inwestycji samorządów lokalnych są przekazywane kolejnym pokoleniom. Obecnie gospodarka finansowa jednostek samorządu terytorialnego jest zaskakiwana nagłymi i często kontrowersyjnymi zmianami przepisów prawa, co znacznie utrudnia realizację potrzeb społecznych. Artykuł prezentuje możliwość pozyskania finansowania rozwoju lokalnego poprzez emisję obligacji komunalnych na rynku Catalyst. Autorka stara się udowodnić, że jest to szansa nie tylko na pozyskanie zwrotnych źródeł na realizację inwestycji, ale także możliwość przyciągnięcia realnego biznesu.
Investment is a process in which the outcomes of today's decisions will be known only tomorrow. No one knows what this tomorrow will bring, because no one is able to control everything that is going to happen tomorrow.1 No matter what times, customs, system of authority we live under, some patterns connected to financing the investments of local governments are passed down from one generation to another. Nowadays the financial economy of the local government units is surprised by sudden and often controversial changes in the law regulations, which substantially hinders the realization of social needs. This article presents the possibility of the acquisition of the local development financing by means of issuing the municipal bonds on the Catalyst market. The author attempts to prove that there is a chance of not only to obtain the returnable sources for the realization of investment, but also that there is a possibility of attracting the real business.

W artykule zaprezentowano rozważania nawiązujące do prowadzonych badań naukowych, które zwracają uwagę na potrzebę wypracowania określonych standardów nadzoru w spółkach komunalnych. Pierwsza część pracy koncentruje się na wyjaśnieniu istoty ładu korporacyjnego, a następnie zostały omówione najważniejsze spostrzeżenia i wnioski sformułowane w wyniku przeprowadzonej analizy stosownych dokumentów, odnoszących się do zasad sprawowania nadzoru właścicielskiego w spółkach komunalnych. Omawiane regulacje mające na celu podwyższenie standardów nadzoru właścicielskiego i wypracowanie dobrych praktyk, w szczególności zwracają uwagę na kwestie wymagań formalnych, jakie obowiązują w procesie wyboru kandydatów na członków rad nadzorczych, a także uwypuklają zadania w ramach nadzoru nad spółkami z uwzględnieniem aspektów ekonomiczno-finansowych. Autor podkreśla, że istotną rolę dla skuteczności tych działań odgrywa proces właściwego obiegu pomiędzy organami spółki informacji, dotyczących bieżącego ich funkcjonowania, co może w istotny sposób wzmocnić wewnętrzną kontrolę i ułatwić zarządzanie ryzykiem.

Territorial self-government is one of the fundamental institutions of a modern democratic state of law. There are numerous European traditions of self-government that have produced different concepts and, consequently, different theories of territorial self-government. The most important ones include the naturalist, state, and political theories. Each of them shows a different picture of the origin, essence and the scope of legal personality a territorial self-government has, of local communities, the position of the administrative unit of the commune and higher units. Depending on the concept one chooses, political and organizational solutions are differentiated, as are the tasks of territorial self-government units, the competences of its organs and the authority of state organs to exercise control and supervision. On the basis of the solutions adopted in every country, and at a given level of development of the state, the degree of decentralization of power, the degree of autonomy, self-reliance and independence of territorial self-government is determined.
