Opis:
This study examined the content analysis of the articles published in International Journal on Marine Navigation and Safety of Sea Transportation (TransNav). A content analysis was conducted for a 6‐year period from 2007 to 2012. The journal published 6 volumes, 24 issues and 401 articles since 2007. The articles were submitted by 637 authors from 49 different countries. A total of 401 research papers were analyzed in the sense of the author’s score, country and institution ranks of articles published in the TransNav Journal. In this study, no attempt was made to distinguish between departments, research centers, and agencies within an institution. The analyses were found that the authors from Poland made the most contribution to the journal. This shows that the journal should be more attractive for authors from other countries to enhance sending their scientific studies. This study also found that the journal mostly attends safety and security in sea transportation. Algorithms and methods are also widely included in the journal as a topic chapter.

Opis:
In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.

Opis:
Propensity of cargoes to self-heating is determined by many factors which can be divided into two main types - properties of the cargo and environment/storage conditions. Some agricultural products are susceptible to self-heating which can cause many serious problems during handling, storage and sea transportation of such commodities. Palm kernel shells (PKS) have been shipped in bulk since 2007 but they are not a currently listed cargo in the IMSBC. PKS are a natural by-product of palm oil processing and differ materially from the palm kernel expellers currently regulated by the IMSBC Code. However, their specific characteristics and negative external influences may cause them to behave like a substance from Class 4.2 (Substances liable to spontaneous combustion) or MHB cargo. Due to the importance of spontaneous combustion, particularly with respect to the storage and sea transportation of PKS, an investigation has been conducted.

Author of the paper analyzes problems related to the safety of the oversize cargo in ports and in the sea transport. Various modes of transport are used to carry oversized units that often include maritime transport. Transport of oversized cargo includes non-standard large and heavy pieces of cargo, such as electric transformers, reactor vessels, wind turbines, airplane fuselage or nuclear power plant components. The above paper is based on results of research oversized cargo in the Elpo Service Company and Pol-Mare Ltd. forwarding consulting agency.

Opis:
Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

Opis:
The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

Opis:
The paper presents the statistic data analysis of total losses of the fishing vessels. The emphasis is put on the total losses caused by the insufficient stability of considered ships. The research is focused on the fishing vessels, which are relatively small ones in marine industry, so they are most affected by the wind and rough sea. The correlation between type of the vessel, its size, the shape of its hull and the capsizing statistic is presented. The regularities noticed in course of statistic analysis allows to formulate the suggestions regarding the influence of some hydrodynamic phenomena on the safety of fishing vessels and the number on their total losses at the sea.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). This paper addresses implications of these changes and assess whether ship-owners and ship-operators can comply with these without having to incur excessive additional expenses. The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. Efficient and effective transport system is the key element for the future development of European economy. Simultaneously, the process of transport development is connected also with the negative effects for environment and society. For that reason, the concept of internalization of all external costs of transport is developing in European Union. The concept characteristics and specificity in the maritime transport is the main issue of the following analysis. The special interest is focused on the maritime safety, one of the key external cost category.

The paper presents the model of interaction between ship’s tank structure and water contained in the tank. The experimental investigation of sloshing loads in ships’ tank is characterized and the need for description of mutual influence is underlined. The model of interaction is made up for rectangular ship’s tanks and it is assumed to be in time-domain and nonlinear. The solution is based on the data obtained by the experimental research and numerical simulation. The study may be the contribution to more sophisticated estimation of ship’s stability than it takes place nowadays.
