Opis:
Airport security management is a rapidly evolving process which results in new regulations, new procedures or equipment and the acquisition of new skills for aviation personnel. The fire protection of the Chopin Airport in Warsaw serves as an example intended to show a pattern of activities of entities responsible for safety that clearly strive for perfection, and are comprised by the safety management process, which can be replicated by other institutions. The essence of the article is to identify the key factors that determine the safety of an airport on the example of the Chopin Airport in Warsaw. The article presents the results of own research. The analysis of expert interviews conducted with airport personnel responsible for security and officers of the State Fire Service showed the reality of airport security management from the perspective of the entity responsible for it. New directions of change and areas for improvement were thus acknowledged. The result of the interviews is the development of the author’s concept of the improvement of tools used within the Safety Management System at the Warsaw Frederic Chopin Airport.
Zarządzanie bezpieczeństwem portów lotniczych jest bardzo szybko rozwijającym się procesem, co przekłada się na powstawanie nowych uregulowań prawnych, nowych procedur czy wyposażenia i nabywania nowych umiejętności personelu lotniczego. Ochrona przeciwpożarowa Lotniska Chopina w Warszawie to przykład, który ma ukazać dążący do perfekcji schemat działania podmiotów odpowiedzialnych za bezpieczeństwo, ujęty w procesie zarządzania bezpieczeństwem, mogący być naśladowany przez inne instytucje. Istotą artykułu jest identyfikacja kluczowych czynników determinujących bezpieczeństwo portu lotniczego na przykładzie Lotniska Chopina w Warszawie. W artykule przedstawiono wyniki badań własnych. Analiza wywiadów eksperckich przeprowadzonych z personelem lotniska odpowiedzialnym za bezpieczeństwo oraz z funkcjonariuszami Państwowej Straży Pożarnej pokazała rzeczywistość zarządzania bezpieczeństwem portów lotniczych z perspektywy podmiotu za nie odpowiedzialnego. Dostrzeżono dzięki temu nowe kierunki zmian i obszarów wymagających doskonalenia. Wynikiem przeprowadzonych wywiadów jest opracowanie autorskiej koncepcji doskonalenia narzędzi wykorzystywanych w ramach Safety Management System na Lotnisku im. Fryderyka Chopina w Warszawie.

Opis:
The safety risk management is crucial for aviation industry companies. Each of aviation organizations (i.e. airlines, aerodrome operators, General Aviation entities, etc.) has different specificity and deals with different factors. Numerous studies on safety risk management have been conducted, however authors of presented paper have seen a need to review one of the its’ numerous aspect - the risk assessment from the perspective of aerodrome operator. The variety of risk assessment tools and techniques gives many possibilities, but can also cause disarray if rules or selection criteria for their use have not been developed. The aim of the article is to present the risk assessment tools and techniques, that may be the most beneficial and useful for selected safety aspects of aerodrome functioning. For this purpose, existing risk assessment techniques and tools were collected and briefly reviewed, as well as their usefulness for the aerodrome operator was verified according to the proposed issues related to the safety of aerodrome operations. Analysis have shown that a manual summarizing and reviewing risk assessment tools and techniques could be useful for aerodrome operators.

Opis:
Purpose: To develop a system of automated protection of employees from Covid-19 and other infections, it is implemented through minimizing the risks of contracting the SARS-CoV-2 virus and other respiratory viral infections within the enterprise. Design/methodology/approach: Analysis of legal normative documents and scientific and technical literature – to update the scientific problem and formulate the research tasks; methods of system analysis - to build the overall structure of the system and to establish relationships between its elements; simulation methods - to develop the algorithms of functioning and interaction of sensors and actuators of the corresponding subsystems; methods of decision theory and data mining - to develop the training programs and testing the knowledge of employees on epidemic safety. Findings: The system of automated protection of employees from Covid-19 and other infections was developed, which, due to the connection of functionally independent elements according to a certain scheme, allows minimizing the risk of contracting the SARS-CoV-2 virus and other respiratory viral infections of employees at the enterprise and increasing their protection from the occurrence of the corresponding infections by implementing a complex of anti-epidemic measures within the system and providing and constant support of the quarantine regime at the enterprise in accordance with WHO recommendations. The developed system was implemented and pilot tested at the industrial enterprise "Odessa Experimental Plant" (Odessa, Ukraine). Based on the results of the development of the system, an application was filed for obtaining a patent for invention No. a 202105894 dated 20.10.2021. Research limitations/implications: The number of system elements can change (increase/decrease) depending on the number of workplaces, as well as areas requiring control. Practical implications: The implementation of the proposed system allows increasing the level of economic sustainability of the enterprise in a complex epidemiological situation of the state or world level by minimizing the risks of enterprise shutdown as a result of the need to limit social and labour connections between employees due to implementation a full range of antiepidemic measures (in accordance with WHO recommendations) at the enterprise and constant compliance with the established quarantine regime by the employees at enterprise. Originality/value: For the first time, the system of automated protection of employees from Covid-19 and other infections was developed and proposed for use at enterprises, institutions and organizations, which, unlike others, allows the implementation of a full range of appropriate anti-epidemic measures at the enterprise (according to WHO recommendations) and ensure compliance with the established quarantine regime by the employees, due to the constant management of the sanitary-epidemic control modes of admission to the enterprise, disinfection of surfaces, ventilation and air decontamination of industrial premises etc.

To ensure their security, organizations reach for more and more new solutions. They implement new co-management models based on the ideology of governance and Compliance Management System. One of the most important elements of the latter is the Whistleblowing Management System (hereinafter WMS), which can serve as an effective preventive barrier for an organization and a tool for collecting information from whistleblowers, verifying received information about violations of law and issuing recommendations on actions to be taken. Legal regulations being introduced in this area, both international and national, will not only allow greater access to whistleblowing channels for the majority of society but will also contribute to build a positive image of the whistleblower and increasing public awareness in this regard. Organizations are often exposed to activities that threaten their security in all dimensions. Starting with financial losses, through the most severe – image losses, or safety of the production line, safety of employees, physical and technical security of facilities. Therefore, it is important to conduct research that will indicate the possibilities of maximizing the use of whistleblowers to ensure the security of organizations and to propose improvements in this process, which should noticeably contribute to increasing the level of security, which in these times is a priority issue.

This article presents some of the generalised results of this research conducted in the form of a diagnostic survey among Safety Managers and a review of safety risk management procedures, including the rules of change risk evaluation, applied in selected civil aviation organisations subject to the survey. This publication aimed to put them under the discussion of experts interested in the issues. Important problems resulting from the necessity to meet general guidelines standardising processes of risk management, formulated in international law regulations [2], as well as in advisory materials of the International Civil Aviation Organisation [6-8], and others [3, 4], including national ones [11], in confrontation with the need for their practical application, were described. Concerning the general rule of risk evaluation described there, inconsistencies in interpretation of the scale of probability and frequency indices and their influence on the evaluation context were pointed out. A model, considering the time aspect in Event Tree Analysis - ETA procedures based on [5, 9], was proposed. Perceived threats to the results of change risk evaluation caused by applying the "the worst foreseeable situation" principle were described. A different approach in the evaluation of change risk based on a comprehensive assessment of the impact of all identified risks on the defined effect was also proposed. Proposals were made to eliminate the disadvantage resulting from the definition of the probability index value – "extremely improbate".

Safety is generally characterised as the state of being “safe”, the condition of being protected from harm or other non-desirable consequences. One effective way of achieving it is to implement a safety management system (SMS). SMS should be seen as an aggregate strategic aspect of standard business management, understanding its high priority to safety. This article describes and illustrates SMS in aviation, focusing on the similarities and differences in the system approaches adopted by selected Civil Aviation Authorities (CAAs) with the primary focus on the safety level. The main goal is to provide a structural comparison of the system framework within individual CAAs and its explanation in safety-related documents. This article also dealt with the chosen safety approach (reactive, proactive and predictive) and safety performance indicators (SPIs), forming a quality and effective safety system that maintains an acceptable safety level. Finally, this article is mainly based on datasets publicly available through the International Civil Aviation Organisation, Transport Canada, Civil Aviation Safety Authority Australia, Federal Aviation Administration, UK Civil Aviation Authority, Civil Aviation Administration of China and Civil Aviation Authority of New Zealand websites and documentation related to safety.

Celem artykułu jest przedstawienie koncepcji systemu oceny kultury bezpieczeństwa pracy w przedsiębiorstwie oraz prezentacja wyników badań empirycznych. W trakcie dwustopniowych badań zidentyfikowano i opisano elementy kultury bezpieczeństwa pracy, które w wysokim stopniu determinują działania z zakresu bezpieczeństwa pracy. Dotyczy to w szczególności: kompetencji technicznych i menedżerskich kadry kierowniczej i pracowników, nowoczesności infrastruktury bezpieczeństwa pracy, metod organizacji pracy zespołowej, kooperacji, wartości cenionych przez pracowników, klientów i przedsiębiorstwo. Czynniki te uznano za istotne kryteria oceny funkcjonalności kultury bezpieczeństwa pracy. Przedstawiono dyskusję wokół pojęcia kultury bezpieczeństwa pracy oraz podano propozycje autorów dotyczące zarządzania bezpieczeństwem pracy. W zakończeniu artykułu podano ogólne rekomendacje merytoryczne oraz wskazania metodyczne dla przedsiębiorstw zainteresowanych oceną kultury bezpieczeństwa pracy, a odniesienie stanowią działania chroniących zdrowie i życie pracowników oraz wyniki przedsiębiorstwa.
The aim of the article is to present the concept of a system for assessing work safety culture in an enterprise and to present the results of empirical research. During the two-stage research, elements of the work safety culture were identified and described, which largely determine activities in the field of work safety. This applies in particular to: technical and managerial competences of managerial staff and employees, modern work safety infrastructure, methods of organizing teamwork, cooperation, values appreciated by employees, customers and the company. These factors were considered important criteria for assessing the functionality of the work safety culture. A discussion on the concept of work safety culture was presented and the authors’ suggestions regarding work safety management were given. At the end of the article, general substantive recommendations and methodological indications for enterprises interested in assessing the culture of work safety are given, and the reference is made of actions protecting the health and life of employees and the company’s results.

The article considers several modern scientific papers substantiating the need for assessing workplace safety and focusing on methods applied for the quantitative assessment of working conditions. The analysis found unsolved problems in qualimetry, which could lead to the development of new practical and generally applicable methods to effectively assess working conditions. The analysis proved the relevance of the topic and helped to determine the aim of the article, i.e., the development of a methodology for the quantitative assessment of working conditions in industries, considering harmful production factors. An exponential distribution, which belongs to the theory of extreme statistics, was proposed for the transition of heterogeneous single indicators of harmful factors into a dimensionless scale. Affine transformations were used to combine dissimilar scales, making it possible to divide segments on dissimilar scales into equal proportions. The article proposes a step-by-step method for determining a complex indicator of working conditions in industries. The proposed methodology allows management decisions that minimise the deviation in actual values of harmful factors from the optimal ones. The developed technique was tested at one specific metallurgical production site.

At the same time, the maintenance system is a set of work processes carried out by people under specific environmental conditions, using specific equipment and within a specific organizational and management structure. The purpose of this article is to identify the main management factors that affect occupational safety and to rank these factors in terms of their effectiveness in ensuring safe maintenance, using the grey systems theory. Based on the literature analysis, 12 key management factors were identified and then subjected to expert assessment. In order to rank the factors, a decision model based on the grey systems theory (GST), i.e. systems with incomplete and uncertain information about structure and behavior, was developed and verified. The use of GST in the area of ensuring safety in maintenance is original. The findings of the article will be very useful for managers in implementing safe maintenance systems in various sectors of the economy.

The article aims to support the Safety Management System's implementation in the Visegrad Four (V4) countries by introducing supporting documentation at the national level or national legislation. The research subjects are the V4 countries (Poland, Hungary, the Czech Republic, Slovakia), where 39 air carriers operate. Safety management in today's world is already necessary, yet introducing a Safety Management System (SMS) is voluntary in many areas, including some transport modes. In air transport, it is mandatory, and the general principles and guidelines of this system are set out in the International Civil Aviation Organization (ICAO), which has issued several regulations and recommendations. The lists of ICAO standards and essential translations can be considered a minimum, which is also approached by different authorities. The article points out the primary differences in SMS in individual V4 countries and presents which country provides the strongest support in implementing this system.

The research is an insightful exploration into what contributes to the deterioration of seafarers’ wellbeing. It unveils the determinant factors and their impact on wellbeing, further exploring the perception and awareness levels of the maritime society on the issue. Moreover, the effectiveness of main regulatory instruments to address seafarers’ wellbeing is analysed and discussed. Qualitative methodology based on semi-structured interviews and content analysis was applied. Twenty-six active seafarers of different nationalities and working on different types of vessels, one pilot and 11 influential maritime stakeholders of the industry were interviewed. The literature review shows that wellbeing can only be fully understood when considering its physical, mental and social dimensions, and emphasizing its significance the workplace. However, the study indicates that despite high awareness of such dimensions and determinant factors of wellbeing, the psychosocial working conditions provided by shipowners onboard ships are not in full compliance with a holistic view of wellbeing. Moreover, shipping companies lack promotion and training on awareness of mental health and wellbeing issues onboard ships and how to handle them, as the existing safety management system is based on incident and accident reduction principles. Results expose excessive workload and lack of sleep (as a result of reduced manning) as major contributors to fatigue further causing deterioration of seafarers’ wellbeing. Other revealed factors include long contracts, lack of shore leave, unavailability of recreational facilities and internet connection, lack of onboard socialising, fear of job loss and stress/anxiety. The regulatory instrument MLC 2006 sets out basic seafarers’ rights but does not fully capture their wellbeing to its fullest. Seafarers’ wellbeing is unlikely to improve unless awareness of the concept of wellbeing is installed within the SMS and all of its dimensions are well addressed in future amendments of the regulatory instruments.
