A new species of the Mimomys is described from the Far East Russia (the Medvezhyi Klyk cave, Sikhote-Alin). Layer 7 of the Medvezhyi Klyk cave (1.08–1.18 m) was dated to be 13 790–14 200 BP. Mimomys chandolensis sp. nov. was found in a deeper layer (2.63–2.68 m) and therefore assuming there was no redeposition of the remains and that the accumulation proceeded gradually, the molar specimen we found is 30–50 kyr old. Due to the extent of the preservation we observed in the molar and the structure of the cave, the specimen does not seem likely to have been redeposited. Our hypothesis is that due to the warm and wet climate of the region, the vole, which became extinct more than 600 kyr ago, had been extant there by the Late Pleistocene period. The new species is hypsodont, with a few cement, a lack of enamel isle or prismatic fold; tangential and lamellar layers of enamel ultrastructure are poorly expressed.

Modern states use any means necessary that are provided by foreign policy. At this point, states more often use new means to implement foreign policy – there are, in a broad sense, soft power policies – public diplomacy and promotion of state’s international interests. While tasks of traditional diplomacy that are connected with state’s political security and military security have to be implemented by state’s central organs, however, all the rest can be and are implemented by decentralized self-government authorities. These new forms of diplomatic activity developed, especially, after the Cold War ended and can be classified as paradiplomacy i.e. the involvement of sub-national actors (regions) of the national states in international relations. Russian regions, including the Russian Far East, establish these forms of activity. However, legal conditions are quite alike, the practice between regions differs from each other. The general conclusion, which emerges from the analysis, points to the fact that many decisions concerning paradiplomacy are made by federal authorities and the level of regional authorities’ activity in new millennium has decreased comparing to the 1990s. This conclusion also concerns the Russian Far East. The external surroundings of the Russian Far East – Asia-Pacific region is extremely active international actor. Russia looks with more concerns on the region and sees itself a strategic approach for further international activities. This approach is also important due to the Russian Far East international activity, however, any attempt at adding this region to East Asia integration concepts is inefficient. Problem is noted and the goal of Ministry of Foreign Policy of Russian Federation is to incorporate regional diplomacy to traditional diplomacy. In activity of regions is still ample potential, which is clearly noticeable. In 2013, the 5th program – The Far East and Trans-Baikal Socio-Economic Development Strategy to 2025 was adopted. However, there is a concern that this program may suffer the same fate as other unrealized programs to exploit potential and development of this region, if a few requirements, which are listed in paradiplomacy theoretical models, are not accomplished e.g. the strengthen of regional authorities. They are better in defining its needs and opportunities but they should efficiently cooperate with inhabitants living in these regions. However, the requirements are greater influence on their choice, greater trust and identifying with activities of authority.

This article is an empirical analysis of modern Sino-Russian Economic and Political Relations based on past events and present data. This issue has recently been an important question for many scholars. Both countries became neighbours only in 17th century, but the history of their mutual relations is much deeper. At a time when China is rising and its position in world affairs is getting stronger, analysis of its foreign policy towards its neighbour is extremely interesting. On the other side of the fence, a former great power, is becoming less important on the world stage: its actions may be important for the worldwide community. This analysis covers political relations, connections and ties in present times. It also explains some cultural obstacles in a hard way to achieve equilibrium in the relations. The part which covers economic relations tries to prove, that the trade imbalance is in China’s favour and that common border issues are extremely significant for both countries. Last but not least the importance of energy cooperation and the obstacles in building common pipeline are covered.

The article presents the role of Polish clergy in the Russo-Japanese war of 1904-1905 on the basis of press publications of the time. Tens of thousands of Poles took part in this conflict. Their engagement in this war is still little known. Even less known is the involvement of Polish Catholic priests in this war. The author has analyzed about 50 Polish-language magazines published in Polish territories under the Russian partition. The work contains memoirs from the war front, included in letters written by Polish Catholic priests, their opinions and accounts. These men played a great role at the war front. They provided spiritual support and raised the morale of Polish soldiers. They helped to treat the wounded and performed daily field-duties. Catholic priests were treated with great respect and recognition.

Alexandre Yakovlev was a famous Russian painter, graphic and theatre artist, a graduate from the Imperial Academy of Arts and a member of the “World of Art”. In 1917 by the order of the Academy (material collection to decorate interiors of the Kazanian railway station) Yakovlev went to Beijing, then he traveled a lot throughout China, Mongolia and Japan. He explored Chinese and Japanese theaters, as a result he made many ethnographic sketches, portraits and photographs. He arranged the exhibition of his drawings in Shanghai (in 1919). Finding out about the revolution in Russia he emigrated to France. Since 1919 he lived in Paris. He showed multiple works of Far Eastern cycle at personal exhibitions in Paris (Barbazanges Gallery, 1920 and 1921; together with V. Shuhaev), London (Grafton Gallery, 1920) and Chicago (Art Institute, 1922). In 1922 the pub-lisher Lucien Vogel published an album Drawings and paintings of the Far East, which included 50 reproductions of Yakovlev’s Far-East cycle (the book was designed by Shuhaev). At the same time the artist produced an album on the Chinese theater with accompanying text by a Chinese author Zhu Kim-Kim. In 1931–1932 Yakovlev took part in the “Yellow Cruise” arranged by the “Citroen” company. From this expedition he brought some new series of drawings. At the end of the cruise he presented his artworks in Paris and at foreign exhibitions. This background of the artist’s life is subject to be studied better in Russia.

The aim of this article is to analyze the causes of the increased involvement of the Russian government in the development of the Far East, to identify the directions of actions taken to promote development in this region and to assess them, taking into account the existing barriers. Regardless of the numerous concepts, programs and strategies adopted, the Russian government has been unable to develop a genuinely comprehensive model for the region’s development and to generate tangible development stimuli in the region. Considering the concrete measures taken by the Russian government, energy and transportation should be recognized as the region’s most promising sectors. The consequence of the priorities adopted by the Russian government will result in the deepening reliance of the Russian and regional economies on the energy sector. The main barriers to the development of the Far East are those linked to the systemic problems existing in Russia as a whole, whereas many other barriers have a specifically local character. There are no prerequisites that would permit the assumption that, in the medium or long term, the economy of the Far East could become competitive, given the rapid development of China. In the current circumstances, it appears that its status as a stable supply base of raw materials for Asiancountries is the maximum development potential of the Far East.
Celem artykułu jest analiza przyczyn wzrostu zaangażowania władz Rosji w rozwój Dalekiego Wschodu, identyfikacja kierunków podejmowanych działań na rzecz rozwoju regionu i ich ocena z uwzględnieniem występujących barier. Mimo wielu przyjętych koncepcji, programów i strategii, władze Federacji Rosyjskiej nie potrafiły zdefiniować rzeczywistego, kompleksowego modelu rozwoju regionu i wygenerować skutecznych impulsów rozwojowych w regionie. Uwzględniając realne działania rosyjskich władz, za najbardziej perspektywiczne sektory w regionie należy uznać energetykę i transport. Bezpośrednią konsekwencją przyjętych priorytetów będzie pogłębianie zależności gospodarki rosyjskiej oraz regionalnej od sektora energetycznego. Główne bariery rozwoju rosyjskiego Dalekiego Wschodu są powiązane z problemami systemowymi występującymi w całej Rosji, wiele barier ma charakter specyficznie lokalny. Brak jest przesłanek pozwalających przyjąć, że gospodarka Dalekiego Wschodu mogłaby w perspektywie średnio- i długoterminowej stać się konkurencyjna w stosunku do coraz szybciej rozwijających się Chin. W obecnychuwarunkowaniach, wydaje się, że status zaplecza surowcowego państw azjatyckich to maksimum możliwości rozwojowych rosyjskiego Dalekiego Wschodu.
