Celem badań była analiza realizacji Planu Rozwoju Obszarów Wiejskich w latach 2004-2006, której dokonano z uwzględnieniem makroregionów występujących w kraju. Badaniom poddano 7 merytorycznych działań występujących w ramach PROW. Dostęp do programów unijnych dokonywał się poprzez złożenie odpowiednich wniosków przez przyszłych beneficjentów. Najwięcej wniosków wpłynęło w II makroregionie środkowowschodnim (57,8%) i w I makroregionie środkowo-zachodnim (19,3%). Średnio w kraju każdy rolnik złożył 1,5 wniosku, zaś analizując ten problem bez danych uwzględniających złożenie wniosków w związku z niekorzystnymi warunkami gospodarowania, każdy rolnik złożył statystycznie 0.3 wniosku. Do omawianych dwóch makroregionów napłynęło również 64,6% wszystkich środków finansowych przewidzianych na 7 analizowanych działań PROW, wobec pozostających w ich dyspozycji 54,1% powierzchni użytków rolnych. Badania realizacji PROW w układzie makroregionów wskazują na dominującą pozycję dwóch makroregionów (I i II) leżących w pasie środkowym kraju. Absorbowały one najwięcej środków pomocy finansowej pochodzących z Unii Europejskiej.
The aim of the research was to analyze the Plan of Rural Areas Development 2004 - 2006 (PRAD 2004 -2006) which was done by taking macro-regions into consideration. There were examined 7 content-related actions occurring in the frame of the PRAD 2004 - 2006. To be able to access to the program the beneficiaries had to apply the suitable proposals. The highest numbers of proposals were handed in the 2nd middle-east macro-region (57.8%) and 1st middle-west region (19.3%). On average every farmer in Poland handed in 1.5 proposals. Analyzing the issue without the data concerning unfavourably farming conditions, every farmer handed in 0.3 proposals (on average). The two discussed regions used 64.6% of the whole amount of financial support provided for the 7 actions within the PRAD 2004 - 2006, in the face of having by the regions 54.1% of arable lands. The research concerning macro-regional order shown dominant position of the two regions (1st and 2nd) located in the middle belt of the country which absorbed the highest amount of financial support coming from the European Union.

The general normative model of spatial planning is not adequate to the current needs of the organization of rural development. Expanded and procedurally unwieldy local spatial development plan serves well as an instrument of organizing urban development (within the administrative boundaries of cities). Used for rural development focuses on the use of the agricultural production space, notwithstanding the fact that rural areas are not only the areas of agricultural production but also a multifunctional areas, inhabited by people working outside agriculture. The doctrinal proposal is the postulate to consider the legitimacy of separation two categories of local spatial development plans: urban and rural.

Many rural communes are currently affected by the problem of unfavorable spatial and structural changes which manifests in chaotic building development and increase of unprofitable phenomena in agricultural productive space. The aim of the paper is to analyze spatial development of the chosen commune in conditions of south-eastern Poland and the way of its management in case of possession or lack of a local plan and a program of rural management works. The Subcarpathian Nozdrzec commune was used as a sample of the research. Performed analyses show that the surveyed commune has got numerous problems in the range of building structure, agricultural productive space development and landscape changes. The significant result of the analyses establishes that part of local plans did not guarantee proper building development and did not include decisions concerning agricultural productive space development at all. The commune also did not execute programs of rural management works which enable solving numerous problems of structural and spatial character. These problems also make possible to carry out many goals, including the equalization of developmental chances of rural areas in regard to urban ones.

W Instytucie Geografii i Przestrzennego Zagospodarowania PAN od 2005 r. wykonywane są na potrzeby rządowego monitoringu planowania przestrzennego coroczne raporty o stanie i uwarunkowaniach prac planistycznych w gminach. Bazują one na danych zbieranych przez GUS w ramach programu badań statystyki publicznej według ankiety przygotowywanej w resorcie odpo- 62 wiedzialnym za gospodarkę przestrzenną (aktualnie Ministerstwo Infrastruktury i Budownictwa). Głównym celem analiz jest otrzymywanie uporządkowanej informacji na temat studiów uwarunkowań i kierunków zagospodarowania przestrzennego gmin (studiów gminnych), miejscowych planów zagospodarowania przestrzennego (planów miejscowych), decyzji o warunkach zabudowy i zagospodarowania przestrzennego (decyzji lokalizacyjnych – inwestycji celu publicznego i warunków zabudowy) i śledzenie zmian w czasie w tym zakresie. Od 2009 r. nastąpiło rozszerzenie ankiety o strukturę przeznaczenia terenów w studiach gminnych i planach miejscowych, od 2012 r. – o prognozy skutków finansowych planów miejscowych, a w 2014 r. została wprowadzona tematyka wdrażania Dyrektywy INSPIRE i rozwiązań informatycznych.
The article presents the results of monitoring of the local spatial planning made for communes with depopulation processes observed. These studies are conducted at the Institute of Geography and Spatial Organization of PAS since 2005 in co-operation of experts of the ministry responsible for spatial economy. Analyzed the progress of the planning work related to communes documents: study of conditions and directions of spatial organization, local spatial development plan, the decision on building conditions. The situation of planning in the depopulated communes is not favorable. Among other things, it found very low coverage planning. It is recommended that the preparation of indications for spatial policy, preferably separately for individual voivodships in which the processes of depopulation of rural areas took on larger dimensions (especially Podlaskie, Lubelskie, Mazowieckie, Świętokrzyskie, Opolskie, Łódzkie and Warmińsko-Mazurskie). These recommendations should refer to guidance, particularly associated with the development of abandoned infrastructure and changes in the function of the depopulation areas.

The article presents selected issues of mutual acts relations that are referred in the Nature Conservation Act and Spatial Planning and Land Development Act with regard to agriculture. It points out the position of systemic farmer in natural areas of precious value. Today, the issue related to spatial planning in rural areas takes on particular significance. In this context a reference to the views of Professor W. Pańko is justified, as they remain perfectly stable. The planning is an instrument promoted by EU which enables permanent and sustainable development of rural areas. The planning is an imminent and integral element of the notion covering the management, as it concerns spatial planning in any economy system. The issue of spatial planning in rural areas should be viewed from the point of view of its functions (synchronisation, coordination and information), where the two last ones takes on particular significance for development of them. The coordination function plays an important role for the policy to support development of rural areas from the Union and national resources; it is expressed in the contents of local master plans and relates to the coordination of actions, as well as the organisation of cooperation among entities operating on the areas in concern and bringing together their interests. The information function, their place and actions in which satisfies openness and transparency of planning procedures gives all entities the awareness of their place and actions in economic space and its value. Construction elements of the prescriptive model of spatial planning ensure logic link between documents which designs spatial management of a commune (strategies of commune development, the spatial development conditions and directions study, local master plans) aim to ensure the spatial order and the sustainable development of communes in rural areas. The process of using the specified mechanisms is a very comprehensive, long-lasting, time consuming and expensive process, therefore there is a huge gap between the prescriptive model and the actual process of spatial development of rural communes. Current prescriptive model of spatial planning gives almost the same attention to the organisation of agricultural space as the legal regulation of 70s of the XX century. This raises the question on the adequacy of the referred model to organise development processes of the current agriculture, as on the one hand the model (the study and the local master plan) seems all perfect, then costly and heavy, and on the other hand a stream of funds for development of rural areas it is intended not only for the agriculture, but also for the whole multi-functional rural area. As the notion of a rural area is not the same as the notion of an agricultural manufacturing space then the concept of multi-functional rural areas should be matched by its expression and reflection in the instruments of spatial planning. However, the provisions of the act on spatial planning and development fail to pay attention to this issue special interest. In the paper’s content the Author seeks to respond to the dilemmas on this matter.

The aim of the study is to analyse and compare the changes in land use in rural areas in the Lubelskie Voivodship at the time of implementation of the Rural Development Plan (RDP) during the period 2004-2006 and 2007-2013. The assessment of changes in land use was made based on aggregate voivodship lists of the land and building register covering the years 2004-2013. In detailed analyses the changes in the register area of particular lands in 20 districts. For the purpose of research presentation QGIS software was used, which allowed to present the changes in land use in the form of a cartogram. The research shows a decrease in the acreage of agricultural land and waste land at the time of implementation of the two programmes, at the expense of, among others, forests, wooded and bushy lands, urban and built-up lands, ecological lands and various land. The effect of financing activities related to the reduction of the human impact on the environment during the period 2007-2013 in Lubelskie Voivodship can be observed in the changes of ecological land acreage. It was observed the overall area increase of 22,21%. Ecological lands constitute a very small percentage of the lands in Lubelskie Voivodship. It is the authors’ opinion that should strive to increase their acreage in order to increase biodiversity in rural areas.

Manorial and grange complexes are characteristic elements of the rural cultural landscape; they constitute significant evidence of the farming tradition of a region. Unfortunately, nowadays these complexes have often become dilapidated, their legibility has been obliterated and there have been radical changes in the spatial context. The aim of this study was to determine whether manorial and grange complexes were given proper attention in the development and strategic plans worked out by communes. The commune of Tarnowo Podgórne, stretching along the western boundary of Poznań city, was selected as a case study and research area. An attempt is also made to recognise what protective provisions the local law makes for those complexes. The authors think that the quality of plans concerning the facilities under study is unsatisfactory. The Land Use Plan includes recommendations to protect nonexistent facilities and lists a complex located beyond the commune boundaries. Although the Plan emphasises the significance of manorial and grange complexes, there are no local spatial development plans for most of them. Some plans referring to the spatial structures under analysis are imprecise and incomplete, which results in ineffective protection.

The aim of this paper was to determine the direction and extent of changes in the size of ecological land use in rural areas in the Lubelskie Voivodeship during the implementation of three Rural Development Programmes (RDPs) in the years 2004-2006, 2007-2013 and 2014-2020 (still in progress) and presentation of the RDP’s method of action for nature protection. The changes in the surface area of ecological land were assessed on the basis of an analysis of aggregate voivodship lists of the Land and Building register covering the years 2004-2016. Detailed analyses were carried out taking into account changes in the cadastral area of ecological land in rural areas in the Lubelskie Voivodeship. The investigations were carried out for 20 districts located in the Lubelskie Voivodeship, with the exclusion of four urban districts. The study showed that, in the years 2004–2016, the area of ecological land generally increased by 25% in the Lubelskie Voivodeship. However, the rate of growth was not stable: in the years 2012-2014 there was a 115 ha decrease in the area of this land. The largest changes in the area of ecological land concerned the 1st and 7th land registration groups, i.e. land belonging to the State Treasury, excluding land leased out for perpetual usufruct, and land owned by natural persons. Ecological land in the Lubelskie Voivodeship emerged mainly as a result of conversion of wasteland and various land areas.

Opracowanie dotyczy analizy przestrzennej udziału gospodarstw rolnych w działaniu 5. PROW „Zalesienia gruntów rolnych” w latach 2004–2006. Uwzględniając zróżnicowanie gmin wiejskich pod względem ich preferencji zalesieniowych, przeprowadzono delimitację, która posłużyła jako wskaźnik poziomu absorpcji środków unijnych w jednym z działań proekologicznych PROW.
The paper offers a spatial analysis of the participation of agricultural holdings in Measure 5 of the Rural Development Programme (RDP), Afforestation of agricultural land, in the years 2004–2006. Taking into account the heterogeneity of rural communes in terms of their afforestation preferences, a delimitation was carried out that served as an indicator of the level of absorption of the Community means under one of the pro-ecological RDP measures. The study showed that those rural communes in which afforestation needs are great and very great (over 15 points) had not made full use of this potential to introduce changes into their farming. Ade-pendence between great afforestation preferences and a high activity of agricultural holdings in acquiring afforestation means and high afforestation intensity was recorded in a mere 3.4% of rural communes of this type, situated largely in the western and northern regions of the country. This can be due, on the one hand, to the afforestation conducted in the previous years (cf. Polna 2006), and on the other, to greater profitability of agricultural production after Poland’s accession to the European Union in 2004. An unfavourable development is certainly also intensive afforestation conducted in areas that do not need it (under 10 points). This dependence was observed in 4.7% of rural communes of this type, which suggests that a substantial role in the distribution of farmland afforestation is played by private landowners’ eagerness to implement this measure. Hence, it is important to popularise afforestation policy among farmers, and to raise their ecological awareness.

In Poland, the changes taking place in rural areas are more and more visible. Local spatial development plans adopted by municipalities regulate the changes taking place. Spatial policy at the local level has a number of legal as well as economic, environmental and social effects. This paper indicates a way of balancing urbanized areas with agricultural areas by means of a legal act serving the implementation of the spatial policy of the Siewierz commune – the local spatial development plan. Protection of agricultural land is important due to the progressing urbanization and the increase of industrialization and services. Often, agricultural areas are supplanted by so-called "second homes" and the appearance of Różanów. Local spatial development plans then become a legal tool enforcing the protection of agricultural areas against progressing urbanization.

The Common Agricultural Policy after 2022 is shaped on two levels. European, which sets the framework for maintaining the EU’s internal market, and the domestic one, which flexibly implements the shaping of rural development. Strategic plans will be one of the key documents enabling the financing of agriculture after 2022 in the EU. In the case of Poland, it will be the National Strategic Plan. The article presents the main assumptions of the plan and the procedural issues related to the issuance of the plan. An assessment of the implementation of the postulates to simplify the Common Agricultural Policy on the example of new regulations was also presented. Attempts were made to find an answer to the question of how the new regulations will affect the competitiveness of Polish agriculture. The National Strategic Plan, by selecting only some aid instruments, has a significant impact on the shape and development of Polish agriculture.

This article explores current legal problems related to legislative work in the field of rural development. An analysis is offered of European regulations concerning the shaping of financial aid in the new perspective of the Common Agricultural Policy for 2023–2027. A preliminary evaluation is carried out of the draft strategic plans for rural development and an attempt is made to assess the advantages and disadvantages of the adopted legal solutions enabling the EU Member States to shape the aid mechanisms. The current issues of direct payments, including eco-schemas or agricultural innovation, are indicated. Issues related to the definition of an active farmer are also raised.
