In the last 25 years, polemics about Constantin Noica multiplied. For a significant part of the Romanian intellectual élite, he is an exceptional philosopher, maybe the most representative of the Romanian culture in the 20th century. For a little one, his work and his activity represent the “embodiment” of all the critical problems of Romanian culture in the last century. A few scholars criticize philosopher’s ideological options, toward authoritarianism and totalitarianism. In my paper, I present an intellectual profile of the philosopher by revisiting his ontology. I strongly agree with Ion Ianoşi, who stressed that the philosophy of Noica is mainly based on the traditionalism. From this perspective of interpretation, Noica remains a controversial author, but reveals himself as one of the most consistent Romanian philosopher from the last century, who preserved his views till the end of his life.

Opis:
Poles settled in present-day Romania in the fourteenth century. A subsequent influx of Polish settlers followed the fall of the Kościuszko Uprising. The aim of this study is to present the history of education in the Polish minority in Romania. The work focuses on showing various forms of educational and upbringing institutions from the early 19th century to 1939. In the analyzed period, the Poles organized mainly kindergartens and comprehensive primary and secondary schools in Bukowina (now northern Romania). They also made attempts at introducing the Polish language to teachers’ training institutions i.e. teachers’ training colleges for men and women. They established their own socio-educational societies and built Polish Houses in which they pursued a wide range of educational and cultural activities. In the Kingdom of Romania, Polish children could also attend (under certain conditions) Polish language classes in Romanian state schools. Owing to the Polish Schools in Romania, followed by the Polish School Association in Romania, Polish private education assumed various forms.

Along with the political, social and political changes in Bulgaria and Romania, new threads have appeared in the debate on identity since the early 1990s. From one side, it was the result of challenges and threats in the dimension of foreign policy and security of these two countries, and on the other side – the result of new opportunities that emerged in front of Bulgaria and Romania in the generally changed geopolitical situation. It seems that Romania remains more consistent and expressive in its choices. In turn, Bulgaria has undergone a greater evolution, and given the level from which it began after 1989, maybe even a revolution in the perception of its European identity.

After 1989, the Hungarian minority in Romania could receive basic rights, the execution of which — without mayor conflict — is followed by the subsequent governments. This was the result of an over two decades long process. In the first period, between 1989 and 1996, Romanian nationalism did not allow for substantial changes in the approach to the Hungarian minority. Only after the Hungarian-Romanian Treaty on Understanding, Cooperation, and Good Neighbourship, the two countries started their cooperation, which gradually reduced the tension on the international level and allowed for the creation of a legal system guaranteeing basic right of the Hungarian minority in Romania. Surely, the actions and skilfully created programme of the largest Hungarian political party in Romania, the Democratic Alliance of Hungarians in Romania (Romanian: Uniunea Democrată Maghiară din România, UDMR, Hungarian: Romániai Magyar Demokrata Szövetség, RMDSZ), a regional party, that was able to secure a place on the political scene as a co-ruling party or lend its support to the government in order to achieve its goals through participation in politics on the central level, contributed to the creation of a well-functioning legal system in 1996–2011. The UDMR tries to use its participation in the elections to the European Parliament, in which it has two representatives, to implement its own policy, i.e. the elaboration appropriate programs of regional cooperation in the name of the idea of a "Europe of the regions”. Accession to the EU, adopting the Council of Europe’s Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages served as a basis for adopting a range of acts sought by the UDMR. In 2001, Victor Orbán’s government established the Hungarian’s Card, which led to ethnic tensions. Its amendment normalised the tense situation between Budapest and Bucharest. Currently, the aspiration to obtain political and territorial autonomy for Hungarians in Transylvania, which is contrary to the provision of the constitution of Romania — is increasing and causing conflicts, which antagonises the Romanians, who are afraid that such demands may result in losing a part of Transylvania, towards the Hungarian minority. Nationalist Hungarian parties in Parliament support these demands. The government does not reject them either. UDMR, officially emphasising the development of infrastructure in Transylvania and the education of the Hungarian minority, aims at decentralisation of power a self-governance in order to take over some competences of the central authorities.

The present paper aims at inventorying the geomophosites in Bucharest as well as introducing geotouristic itineraries that take into account the long-time developed high value cultural heritage of the area. The process included several stages: studying Bucharest’s relief and cultural-historical elements with tourist value from existing bibliography, cartographic methods (aerial photos and different editions of topographic maps), as well as the information gathered from field investigations; identifying and inventorying geomorphosites, assessing the population’s opinion about geoheritage (geomorphosites) and its capitalization in tourism activities, 100 questionnaires were applied; creating geotouristic itineraries and later promoting them. The most valuable and representative geomorphosites identified are: on Colentina Valley (the Plumbuita, Ostrov, Dobroeşti and Pantelimon hills) (aren’t located in the study area), on Dâmboviței Valley (Cotroceni, Șerban Vodă, Mitropoliei, Spirii, Filaret and Arsenal hills, Țăcăliei, Procopoaiei, University terraces, Dâmbovița Meadow). The authors suggest two geotouristic itineraries that emphasize the relationship between the scientific, cultural, and historic elements as well as the human-nature report within the urban area.

Politicians and political campaigns are not inadvertent to the development of social media platforms as environments that allow access to a larger audience. Not relying solely on the traditional media as a mouthpiece for their messages and taking matters into their own hands offers new segues for analyzing political communication. However, not all elections are of equal interest, both for the electorate and for the candidates, as second-order election theory suggests (Reif & Schmitt, 1980; Hix & Marsh, 2004). Th is paper investigates the area situated at the intersection of these two research directions. This quantitative study aims to analyze how Romanian political parties and candidates used Facebook in the electoral campaign for the European Parliament, in May 2019. The study follows the correlation between Facebook metrics, like frequency of posts and the popularity of the pages, and the political agendas refl ected in each party’s Facebook posts. The conclusions are consistent with second-order elections theory, but raise questions about the dependable nature of Facebook metrics.

The dinosaur footprints cf. Parabrontopodus isp. Lockley, Farlow et Meyer, 1994, attributed to sauropods, have been found in Hettangian (earliest Jurassic) alluvial deposits in Anina (Colonia Ceha Quarry, Resita Basin), belonging to the Getic Nappe in the Southern Carpathians, Western Romania. Heteropodous pes-manus sets and one short, narrow-gauge trackway have been recognized on a large sandstone surface trampled by sauropods. Agreater load was carried by the inner digits of the pes, particularly digit I, and the heel pad is deeply imprinted, which points to a sub-plantigrade pes and gravipodal posture, typical for Eusaropoda. A pentadactyl manus imprint suggestetthat manus digits of early sauropods might have been separate and perhaps more functional when supporting walking on unstable, sticky ground. These tracks, the first find of Jurassic dinosaur footprints in Romania, add an important site to the relatively rare record of earliest Jurassic sauropod footprints. These tracks also confirm that Pangaean islands and peninsulas around the Western Tethys were inhabited by early sauropods. These peninsulas or islands, including a hypothetical "Moesian Island", must have been at least temporarily connected with the mainland. The sizes of the Romanian footprints are similar to the Hettangian Parabrontopodus isp. tracks described from Poland (mainland Pangaea — Eurasian area) and Italy (Tethyan domain) and do not indicate insular dwarfism.

The article refers to the debate over the presence of the Orthodox icons in the Romanian state schools which, after the fall of communism in Romania, replaced the dominant portraits of the dictator. Answering the question whether they might be considered as a symbol of Orthodox identity some important moments from the history of Christianity in Romania are analysed. The article presents also the main points of the proponents and opponents in the discussion over the icons in the context of broader Romanian identity.

This paper unpacks the legitimacy gap existing between post-communist policies of citizenship restitution, the experiences of these policies, and the media coverage of these policies. Considering citizenship restitution first as analogous to property restitution, theoretically citizenship restitution appears as compensatory, to right the wrongs of communist- and Soviet-era seizures and border changes, and appears to establish citizenship restitution as a right. Using UK media coverage of Romania’s policy of citizenship restitution vis-à-vis Moldova, the paper shows the extent to which this policy is framed as an illegitimate loophole propagated by a ‘Romanian Other’ which is ‘giving out’ EU passports, exploited by an impoverished and criminal ‘Moldovan Other’, and inflicted on a ‘UK Self’ that is powerless to stem the tide of migration and block routes to gaining access to the EU via such policies. However, the paper also contrasts, and challenges, this media framing by using interviews with those acquiring Romanian citizenship in Moldova to demonstrate the extent to which acquiring Romanian citizenship in Moldova is a costly and lengthy procedure. Overall, the paper shows the extent to which citizenship restitution is a contested procedure, constructed as a right by the state seeking to compensate former citizens, and as illegitimate by those who construct a logic resulting from feeling threatened by policies of citizenship restitution.

This article offers a reading of two volumes of short stories, 'Geotenn ar Werhez' by Breton author Jakez Rioù (1899-1937) and 'L’horizon bleu de la mort' by the Romanian Marin Preda. Both works describe traditional agrarian societies, one in western the other in eastern Europe, in the early to mid-twentieth century. We examine here attitudes to death and manifestations of death in Rioù’s and Preda’s writing. The thrust of the article is to suggest that these works provide rare insights into rural life in Europe before the advent of mechanisation. This leads us to consider litterature in the Celtic languages, Breton in this instance, and Romanian, as a primary sources for evidence of aspects of European culture little documented in the metropolitan traditions of other languages. Rioù’s text is translated by Youenn Drezen, Preda’s by Micaela Slăvescu.

The author analyzes the contribution of the Romanian Polonists to studying Polish literature on the basis of theories and methodologies that are characteristic of comparative studies, developed within the Romanian area (T. Vianu, Al. Dima, G. Calinescu, N. Manolescu). Thanks to the comparative method, Romanian specialists have extended their interpreting perspective by voicing original ideas on motifs, themes, influences, parallelisms etc. that are present in the works of Polish and Romanian writers. Special attention has been granted to comparative studies about Mickiewicz – Asachi, Sienkiewicz – Sadoveanu, Reymont – Re-breanu. In conclusion, the comparative method becomes a basic tool in the critical approach of foreign Polonists.

W cieniu najdłuższego na świecie mostu wiszącego Çanakkale 1915 w Turcji i bez specjalnej reklamy budowany jest najdłuższy w Rumunii, a zarazem jeden z najdłuższych w Europie mostów wiszących – most Brăila na Dunaju we wschodniej części kraju (ryc. 1). Łączy miasta Brăila (pol. Braiła) i Galați (pol. Gałacz) z miejscowością Măcin w okręgu Tulcea (pol. Tulcza) na przeciwległym brzegu rzeki. Będzie to pierwszy most w dolnym biegu Dunaju, przepływającego przez 10 krajów europejskich.

This work focuses on the paleoenvironmental and palaeoclimatological history of the undisturbed core sequence of 8.6 m extracted from the Bottomless Lake (Tăul fără fund) sphagnum peat bog located in Bǎgǎu, Romania, which covers the last 8,600 years based on radiocarbon dating. By comparing results of archaeological and palaeoenvironmental investigations carried out so far in the area, results of the loss on ignition analyses and the data of the chronological analyses, it was possible to reconstruct climatic factors and anthropogenic impacts on the local environment. The undisturbed core sequence has above 86% organic matter content all along excluding the erosion horizons. Anthropogenic effects (building, woodcutting, pasturage, husbandry, farming) and changes in the local climate, vegetation, and environment increased the rate of the erosion and decreased the rate of the accumulation.

Changes in Romanian transport network are dependent on many economic, social and geographical factors. First of all, from the possibility of financing the development of the transport network including the degree of utilization of funds assigned during the process of accession and after it. The general direction of changes in the transport network, which has a large impact for the development of the Romanian economy, is dependent on the implementation of the ambitious plan for its development. It specifies the order of execution of individual tasks in rail and road transport and the size of the necessary inputs. However, among the most important factors affecting the development of the Romanian transport network, despite to economic and social factors, it should be emphasized the role of physico-geographical factors, especially the relief of the country. Mountainous area is for so far a barrier to the development of roads and railways. Although modern technical solutions in the field of transport infrastructure construction permit to cross all barriers, its implementation is related to the very high costs of individual transport projects. The aim of this paper, beyond the presentation of changes in the transport network of the country in the last twenty years, is an indication of the level of regional differentiation of the transport network and diversity of freight volume by individual types of transport.

Existence outside of marriage associated, especially in the case of women, with the lack of children carries an almost universal stigma. It has historically been perceived as a violation of social norms and a danger to local communities and states. In the latest couple of decades, a growing number of studies focused on the stereotypes and stigma of singlehood, but not many of them addressed the issues of stereotype formation and the etiology of stigma related to never-married people. This paper explores the relationship between Romanian terms referring to never-married people and the local socio-demographic context from a historical perspective. It also makes a few cultural-comparative remarks to show that, as it is said, language mirrors culture and society. The number and the linguistic form of the available words for men and women who did not marry reflect society’s concerns at one point in time or another. The way the language is used affects the persistence of category representation and the consensualisation of stereotypes. Finally, this paper supports the idea that historical, multidisciplinary and comparative approaches provide a better understanding of social and cultural realities.

The article focuses on the process, events and attempts from the end of the 17ᵗʰ and the beginning of the 18ᵗʰ century to unite the Romanian Orthodox Church or rather a part of it belonging to the Orthodox Metropolitan of Transylvania with the Roman Catholic Church. The author analyzes the challenges and consequences of such a union for the Romanian identity. To overcome the controversies and strengthen a common Romanian identity, the cultural program of the Transylvanian School movement was initiated.

The efficiency-driven trend towards amalgamation characterising local government reforms in Europe seems to have escaped Romania, which displays a significant increase in the number of local governments post- 1989. This is the result of rural first-tier local governments splitting into smaller units. The paper examines objective factors and subjective motivations that have shaped the behaviour of both national and local actors in dealing with territorial reform. First, it explores the rationale and rationality of a central government initiative to facilitate municipal splits against a set of criteria derived from the literature. Second, it examines the municipal splits occurring between 1991 and 2018 against alternative or concurring explanations developed in the literature based on economic, socio-cultural and political elements. The paper argues that in the highly charged political context of the post-communist countries it is reasonable to expect a dominance of subjective rather than objective factors in decision-making on territorial reform.

The irregular distribution of sand injections, traditionally termed “dykes” in the Polish geological literature, within individual Carpathian units and within individual lithofacies were observed during long-lasting field works. Injectites have been observed in the Magura Beds and in the Inoceramian Beds of the Polish and Romanian Carpathians, and in the Central Carpathian Paleogene deposits. However, they are most common in the Oligocene-Miocene Menilite Beds, where they are typical and abundant, particularly in the Skole Unit. Two clastic injectite types were distinguished: sedimentary (S-type) and tectonized (T-type). Based on the occurrence and interpretation of these injectites a new two-stage conceptual model is proposed for the Polish segment of the progressive Oligocene-Miocene Carpathian orogenic belt evolution. Type S clastic injectites are interpreted as having formed in the compressional stage, during foredeep basin migration while depositional slope changes were taking place in the Late Oligocene to Early Miocene. Type T injectites are interpreted as having formed by reactivation of S-type injectites in the last, mainly strike-slip, phases of Carpathian orogenic belt formation.

Beginning with the middle of the nineteenth century, Bucharest was the hub of an emerging nation-state, finally turning into the capital city of a kingdom (in the century’s last quarter). This advancement implied the necessity for the town to adapt to a new status and to represent Romania before the world. To this end, broad-based investment projects were necessary; in the first place, the city had to be bestowed with edifices of public institutions. The forms of these buildings, and the designs of grand boulevards, were primarily rooted in the fascination with Paris of the time of Prefect Haussmann. Foreigners’ accounts of Bucharest testify to the image of a ‘Little Paris’ getting anchored at the time. However, the premises for this nickname are traceable in earlier period: an elitist snobbery about ‘Parisian’ salon life was taking shape in the early nineteenth century, whereas the incipient national ideas fell back on the French revolutionary tradition. The overwhelming French influence on the local elites finally raised increasing resistance as potentially damaging to the Romanian identity. This turn triggered certain political as well as architectural projects that were supposed to bring the country’s modern life to its presumed roots or ‘authentic’ tradition.

In the aftermath of the contested Romanian anti-communist revolution of December 1989, the National Salvation Front (NSF), led by Ion Iliescu, emerged as the country’s provisional government. Amidst increasing suspicions of the revolution having been a strategic coup d’état orches- trated by the neo-communist NSF, in June 1990, protesters gathered in Bucharest’s University Square demanding the removal of the NSF government. To maintain the narrative rationality of the story of an authentic revolution, and to thus legitimize his claim to power, Iliescu employed a set of rhetorical tactics meant to reaffirm his commitment to democracy and to antagonize the emergent sphere of civic activism, while simultaneously reigniting deeply-entrenched class struggles. Through his political discourse, Iliescu managed to shift public perceptions of democracy, legality, and moral purity, by reframing unconstitutional measures, employing the redemptive rhetoric of revolutionary heroism, and strategically using the familiarity of communist rhetoric to ensure the public’s continued allegiance.

The article presents a case study of one of ethnoregional parties – Democratic Union of Hungarians in Romania. The party was established in 1990 and has become one of the primary political powers in Romania. The author of the article relies on unique sources and the results of qualitative research. She presents the program of the party which is a modern mixture of ethnic and national postulates as well as the organizational structures and politics of the party, all seen from the perspective of ethnoregionalism. As a result, the reader receives answers to a series of more general questions connected with the current status and challenges that the group of the “New Politics” party introduces into the party systems.

The Society of Physical sciences (phisycs, chemistry and mineralogy) has been an important Romanian scientific society since its establishment, in 1890 until the middle of the twentieth century. This paper seeks to provide an analysis of its activity in the first two decades of existence, a less studied period, namely how its enterprises contributed to the dissemination and spread of the latest scientific ideas within Romania’s culture. The society was founded at the initiative of some of the most proeminent Romanian scientists of that period and, until the end of the nineteenth century, it expanded its sphere of activity by including sections on mathemathics and natural history. Therefore, its activity, exemplified by public conferences, presentation of members’ personal scientific endeavors, intellectual debates or scientific missions, reflected the general development of physical sciences in Romania in that epoch. This research is based mostly on a close scrutiny of society’s scientific journal.
