The article presents a forecast of changes in the level of transport accessibility and mobility in Poland as a result of the anticipated development of the network of expressways and motorways. The progress which has been made in this respect in the last few years in Poland is unquestionable and unrepeatable by any other European country. Will the subsequent investment plans concerning the road network of the highest parameters offer equally impressive results as far as the increase in Poland’s territorial cohesion is concerned? The aim of this article is to establish in what way the planned infrastructure investments will affect the changes in transport accessibility and mobility as well as whether they will result in the changes in traffic flows directed to Warsaw and other regional centres. To achieve this, an analysis of the present and target state of the road network in Poland was conducted from the perspective of changes in accessibility, anticipated traffic flows, and mobility. For this purpose the authors used the analyses of isochrone and accumulative accessibility in ArcMap environment and research into traffic flows and their changes in the Visum software. The conducted research showed that the planned transport network might result in induced traffic through a increase in accessibility (the central variant) with the assumption that an increase in mobility would be vented in the real face of the phenomenon of motility. The fact of opening new road sections of expressways will contribute to substantial changes in the directions of traffic flows only to a slight extent, and the only transformations concern regions with already developed fast car transport infrastructure whose functionality is limited due to the lack of its cohesion in the subsequent course or lack of a developed network of expressways and motorways.

Implementation of infrastructural investments is a key factor contributing to the development potential of a region. The current law in force, regulating the implementation of infrastructural public purpose investments, simplifies the actions leading to terrain acquisition for road investments. The research shows a significant dependence between access to public roads and demand for storage facilities. From an entrepreneur’s point of view, the necessary condition for further development is implementation of infrastructural investments. Locating the investments in the vicinity of traffic routes is a strategic decision, closely related to the field of business. Too long distances combined with poor condition of road infrastructure generate additional transport costs. This fact is directly reflected in the limited economic and development potential of particular regions. In the studied case, the theoretical value of statistics (27.868) is almost a half of the calculated value (54.27). Therefore, the null hypothesis is rejected. Calculations carried out at assumed significance level α = 0.0005, clearly prove, that there is a close correlation between the size of the company, and the choice of the location of the additional storage space with regard to access to infrastructure such as public roads. The carried out analysis confirms the fact, that the enterprise size is directly linked with the selection of location for its additional storage facilities and the transport costs between the locations significantly influence the decisions.

This paper presents the results of research conducted among 100 local government units performing the duties of road network administrators, i.e., administrators of municipal roads (AMR), county roads (ACR) and those operating within the boundaries of cities with county rights (ACCR). The aim of the research was to identify and assess management problems related to the implementation of statutory measures related to the protection and development of respective road networks. A hypothesis was formulated about the existence of statistically significant differences between the AMR, ACR and ACCR groups, which was verified by quantitative analysis of the data obtained from the online survey. They were analysed and interpreted using the SPSS package and using measures of descriptive statistics, the correlation coefficient and the Kruskal–Wallis test by ranks. The results of the study indicate that the difficulties of providing and maintaining an efficient road network pavement, as well as the challenges of developing draft financing plans for the construction, reconstruction, and rehabilitation of the road network, are currently the main points of focus for all road administrators. The lack of statistical significance of intergroup differences was observed in the vast majority of measurements. The exceptions to this were the differences that occurred in the total number of difficulties reported, which were greater among the members of AMR and ACR than ACCR, as well as the differences related to the implementation of measures undertaken for the maintenance of roadside greenery, which were more onerous for ACR.

Presentation of development directions of the Wałbrzych Agglomeration in the context of changes taking place in the area of logistics, including road infrastructure and its accompanying systems is the purpose of this publication. This article presents the results of a survey conducted among 22 territorial self-government units belonging to the Agglomeration. The questionnaire forms were addressed to employees of municipalities holding positions of: mayors, commune heads, their deputies, treasurers and secretaries. The agreement idea of local government units within the framework of the Wałbrzych Agglomeration is to solve problems together and search for integrated methods and development tools. In the course of the research, the authors sought an answer to the question: did the logistics infrastructure change over the last 10 years, and if so, how do they assess the investments undertaken in this area (in the opinion of the employees of territorial self-governments of the Wałbrzych Agglomeration)? This research question allowed the authors to focus on contemporary and future directions of the Wałbrzych Agglomeration development on which the currently implemented logistics processes have a significant impact.

Local development is a dynamic process which mainly relies on qualitative and quantitative changes, accordingly to the needs of the local communities. One of the decisive circumstances of local development is an efficient road infrastructure. The main problem, in terms of road projects, is their socio-economic evaluation. The article presents a model for assessing S16 national road construction project, on the basis of four groups of indicators. The indicators monitor the changes occurring in the districts, located along the road corridor S16, within the framework of sustainable development. Results of the research give opportunity to a more detailed analysis and evaluation of road projects, furthermore they make a strong foundation for the exploration of cause-and-effect relations between the investments in infrastructure and the quality of life in the region.

The most important piece of road infrastructure is bridges. Wooden bridges have advanced constantly during the past decades. The trend began in Scandinavian countries but has also now gained significant ground in Russia. This research studies experimental endurance potential of the joints of the wooden beam while considering the coefficient of asymmetry of the cycle, which corresponds to the actual operating conditions. Performance analysis of the composite bars is carried out based on the experiment; the development of a special methodology for calculating the joints of wooden elements with the dowel plates for their better endurance is also introduced in this paper. The results of experimental studies on the performance of bending composite wooden bridge bars based on dowel plates operating under cyclic influences thus determine the endurance limit of wood for composite wooden bridge beams based on dowel plates. The calculation technique and interdependence of the endurance coefficient affecting the asymmetry coefficient of the bent composite wooden bridge bars on the dowel plates under cyclic loading are considered. The experimental data on the endurance of composite wooden bridge beams have been obtained, and separate analysis has been made of the compounds under cyclic loading performance; a method has been developed for calculating the bent composite wooden bridge bars reinforced by the dowel plates under cyclic influences.

This article presents the influence of ashes generated in the combustion processes of various types of biomasses on the durability (resistance to freezing and thawing after 25 cycles) of cement mortars. Three types of ashes were used for the tests: two fly ashes and one bottom ash. These differ in chemical composition and microstructure in the amounts of 10%, 20%, and 30% of the cement mass and are used as a substitute for standard sand. The ashes are characterized in terms of microstructure and chemical composition. The research shows that, regardless of the type of ash used, all the cement mortars containing ash are characterized by higher durability than the control mortars. Among the modified mortars, the smallest decrease in resistance (by 0.54%) to the process of freezing and thawing is shown by cement mortars containing 10% fly ash from the combustion process of biomass with the addition of sunflower, and the largest (by 7.56%) show mortars containing 30% bottom ash from the combustion of biomass with the addition of sunflower. These findings suggest that the incorporation of biomass ashes, particularly fly ash, into the cement matrix mixes has the potential to improve their durability for road infrastructure applications.

W ostatnich 20 latach obserwowano w budownictwie okresy bardzo dobrej koniunktury, ale były też lata głębokiego regresu. Kryzysy powstawały w różnych warunkach i różne były czynniki, które je wywoływały, ale powtarzały się dość regularnie, co 8-10 lat. W zależności od skali można je określać jako osłabienie tempa wzrostu, dekoniunkturę lub kryzys. I tak np. dekada lat 90. była korzystna dla budownictwa, a szczególnie duże tempo rozwoju przypada na lata 1995-1999.

Article discusses general issues of the real estate expropriation for the transport roads investment. In assumption, changes in Polish regulations should speed up the road building process. As a result of several amendments in Act on Specific Rules of Preparation and Performance of the Public Roads’ Investments there are many significant changes in the structure of the road investment performance.
W artykule omówiono problematykę związaną z pozyskiwaniem terenów przeznaczonych pod inwestycje dróg transportowych. Zmiany w polskich przepisach prawnych w założeniu powinny przyspieszyć proces budowy dróg. W wyniku przeprowadzonych nowelizacji ustawy o szczególnych zasadach przygotowania i realizacji inwestycji w zakresie dróg publicznych wprowadzono wiele zasadniczych zmian w konstrukcji procesu inwestycyjnego w zakresie dróg publicznych.

A properly prepared and functioning road infrastructure is one of the most crucial elements of the country’s economic development. The growing number of vehicles and increased traf- fic on national roads, mainly related to transit transport, requires the continuous development of the road network, including first of all the implementation of top-class connections, such as the network of motorways and expressways. Good quality of main national road connections creates the possibility of faster and safer movement, both in passenger and freight transport. It also has a positive effect on the travel comfort, at the same time separating local and transit traffic in order to increase travel safety. The article presetnts, in the short description, that linear road in- vestments, apart from economic benefits, require effective and efficient management. Therefore, re- gardless of the construction of new roads or the modernization of existing international connections, the use of modern technologies is of significant importance for the comprehensive management of the national road network.

The constant development of transport systems and the extensive activities related to the safety of its users necessitate the development of methods for assessing the impact of road infrastructure expansion/modernization on road safety. The objective of this paper is to elaborate the concept of such an assessment, which will form part of the author’s activities aimed at creating a methodology for a comprehensive analysis of the operational reliability of transport systems. The concept of assessing the impact of road infrastructure development on road safety presented in this paper refers to the GAMAB and Road Safety Impact Assessment methods from the subject literature. Our method is based on a comparative analysis of the condition of road infrastructure before and following its expansion/modernization, based on commonly available data, which constitutes the main advantage of the concept presented in this paper. Furthermore, the coefficients for occurrence of adverse road events were determined, and then conclusions drawn on this basis. The acquired results constitute an argument for the correctness of the presented concept.
