One of the most important applications of spatial data regards the ability to inform decision makers on spatially distributed and disaggregated hazards and risks, thus enhancing strategic decision making on how to manage and limit risks for a given area or region and prioritize investments. However, a full risk based adaptation assessment inside a Geographical Information System (GIS) can be cumbersome, since some complex tasks cannot be carried out directly. One example of these tasks involves Bayesian probabilistic analysis and decision making, which is a fundamental component of risk analysis, yet requires dedicated tools/software which usually do not belong to a standard GIS portfolio. For this reason, exploring the various capabilities of a GIS platform in connection with a Bayesian Network (BN) software is essential. The objective is to have an effective tool for knowledge representation and reasoning under the influence of uncertainty that can be displayed in a spatial manner. A case study using this tool was performed to assess the risk levels faced by the electrical distribution system of Long Island because of storm events as the Sandy Storm.

Opis:
Measurements of dangerous, harmful and annoying factors in the working environment are used to assess occupational risk. Surveys on workers’ subjective perception of risk are used, too. This study aimed to compare subjective assessment of work-related factors with their objective measurements and a national database on occupational risk. Spearman’s correlation analysis, stepwise regression analysis and structural modelling were used to determine the relationship between subjective and objective risk assessment and to acquire knowledge about the role of psychosocial job characteristics as predictors of subjective assessment. Subjective assessment of hazards was related not only to their objective measurements but also to psychosocial job characteristics, workers’ individual characteristics and work load. Even though subjective and objective assessments of hazard are strongly related, they are distinct phenomena. Hence, risk assessment should be carried out with both objective and subjective methods.

The catering industry is developing rapidly in China. Statistics in 2002 indicated that there were over 3.5 million dining places in China, hiring over 18 million people. However, the accident rate was high. Occupational health and safety (OHS) has to be watched more carefully. It is proposed to develop an OHS management system for the catering industry and to integrate it with an ongoing management system by referring to OHSAS 18001:1999. The first step is risk identification and evaluating the major factors concerned by referring to the codes in China, the list of occupational diseases, operation rules, requirements of the law, and records of past incidents. The technological aspect has to be considered in working out the safety strategies. This includes technical measures in accident prevention at the workplace. The kitchen is the main area to be focused on. Methods for hazard identification and risk assessment of dangerous factors in kitchens are proposed in this paper.

Transport morski jest jednym z kluczowych elementów globalnego handlu. Obecnie ok. 90% towarów jest przewożonych drogą morską. Wraz ze wzrostem znaczenia światowego handlu morskiego pojawia się potrzeba oceny ryzyka stwarzanego przez statki. W artykule zaprezentowano propozycję podejścia do analizy ryzyka morskiego, opierając się na szacowaniu w czasie rzeczywistym poziomu ryzyka pojedynczego statku, a tym samym oceny bezpieczeństwa morskiego systemu transportowego w krótkim horyzoncie czasowym. Podejście skupia się na dynamicznej ocenie ryzyka, bazując na szeregu czynników i zmiennych odnoszących się do ryzyka. Zaproponowana metoda ma na celu ułatwić porównanie statków z punktu widzenia ryzyka, jakie stwarzają. Może ona być zastosowana w systemach wspomagania decyzji jako klasyfikator statków wymagających szczególnej uwagi. W artykule przedstawiono kilka scenariuszy biznesowych, w których proponowane podejście do analizy ryzyka statku może być stosowane.
The oversea shipping is nowadays one of the key elements of the global trade. Currently about 90% of cargo is carried by sea. With the growing importance of the world seaborne trade, the need to assess the risk posed by ships appears. The paper presents an approach to analyze the maritime risk, by estimating in realtime the risk level of an individual ship, and thus assess the security of maritime transportation system in the short-term horizon. The approach is based on a dynamic evaluation of risk, using various risk factors and variables. The aim of the approach is to facilitate the automatic comparison of ships from the point of view of risk they pose. It can be used in decision support systems to classify ships, which require a special attention. The paper presents several business scenarios, where the approach to risk analysis can be applied.

Managing occupational safety in any kind of industry, especially in processing, is very important and complex. This paper develops a new method for occupational risk assessment in the presence of uncertainties. Uncertain values of hazardous factors and consequence frequencies are described with linguistic expressions defined by a safety management team. They are modeled with fuzzy sets. Consequence severities depend on current hazardous factors, and their values are calculated with the proposed procedure. The proposed model is tested with real-life data from fruit processing firms in Central Serbia.

In most NATO countries, pilots are prepared in accordance with a modern system of three-stage training: selection, basic and advanced. For each phase, the purpose and scope of the training shall be defined and the aviation equipment together with training support systems should be appropriate selected. The practical training in the air is performed according to the parallelism of the training, which describes the technological relationships between the individual exercises. The purpose of this contribution is to propose a mathematical model which would enable the selection of exercises for each pilot, the appropriate selection of the aircraft and the moment of beginning of each exercise, so that all required exercises are carried out in the shortest possible time. Additionally, in this paper the concept of pilot’s habits and skills improvements is presented.

The GNSS positioning performance is commonly defined and described in terms unspecified to particular GNSS-based application. The approach causes difficulties to GNSS application developers, operators, and users, rendering the impact assessment of GNSS performance on the GNSS application Quality of Service (QoS) particularly difficult. Here the Probability of Occurrence (PoO) Model is introduced, which allows for a risk assessment of the probability for the GNSS positioning accuracy failure to meet the requirements of the particular GNSS-based application. The proposed PoO Model development procedure requires a large set of position estimation errors observations, which shall cover a range of classes of positioning environment (space weather, troposphere, multi-path etc.) disturbances affecting GNSS positioning accuracy. As result, the PoO Model becomes a tool that returns the probability of failure in meeting the positioning accuracy requirements of the GNSS applications considered, thus providing the input for a GNSS deployment risk assessment. The proposed PoO Model and its development procedure are demonstrated in the case of polar region positioning environment, with raw GNSS pseudorange observations taken at the International GNSS Service (IGS) Network reference station Iqualuit, Canada are used for the PoO Model development. The PoO Model proof-of-principle is then used to estimate the probability of the unmet required positioning accuracy for a number of polar maritime navigation applications. Manuscript concludes with a discussion of the PoO Model benefits and shortcomings, a summary of contribution, and intentions for the future research.

The article deals with problems connected to crisis management regarding mining companies. In accordance with adequate decrees, mining companies, including mining plants, belong to objects towards which crisis management rules should be applied. In mining plants, apart from underground threats, ground threats that lead to a crisis situation might also emerge on the entrepreneur’s territory. By this reason, they should be guided by the principles for the preparation for their special protection through conceptual, planning, organizational, logistic, technical, training and control activities taken to develop, agree and update specific protection plans, implement projects under the alert and notification system, and exchange information on threats. A summary of possible hazards to a particular site and a separate mining plant facility, assessment and risk control are essential to develop a safety concept and prevent risks. There is a need of continual analyses of potential threats and actions taken to eliminate them, and if they occur the rapid response of individual services and appropriate integrated rescue operations.

Oil spills from maritime activities can lead to very extensive damage to the marine environment and disrupt maritime ecosystem services. Shipping is an important activity in the Northern Baltic Sea, and with the complex and dynamic ice conditions present in this sea area, navigational accidents occur rather frequently. Recent risk analysis results indicate those oil spills are particularly likely in the event of collisions. In Finnish sea areas, the current wintertime response preparedness is designed to a level of 5000 tonnes of oil, whereas a state-of-the-art risk analysis conservatively estimates that spills up to 15000 tonnes are possible. Hence, there is a need to more accurately estimate oil spill scenarios in the Northern Baltic Sea, to assist the relevant authorities in planning the response fleet organization and its operations. An issue that has not received prior consideration in maritime waterway oil spill analysis is the dynamics of the oil outflow, i.e. how the oil outflow extent depends on time. Hence, this paper focuses on time-dependent oil spill scenarios from collision accidents possibly occurring to tankers operating in the Northern Baltic Sea. To estimate these, a Bayesian Network model is developed, integrating information about designs of typical tankers operating in this area, information about possible damage scenarios in collision accidents, and a state-of-the-art time-domain oil outflow model. The resulting model efficiently provides information about the possible amounts of oil spilled in the sea in different periods of time, thus contributing to enhanced oil spill risk assessment and response preparedness planning.

This paper aims to help enhance the process of risk identification and assessment in small enterprises by facilitating the incorporation of insights from accident, human error and risk perception models. This effort takes place through grouping and classification models of all these aspects according to certain criteria, to fit the proper set of models to each situation. To further facilitate the process, the main guidelines of each model are presented. The whole approach is not a new theoretical model but a simplified presentation to help safety engineers in selecting the proper model for the workplace to better assess its risks. An example of the application of this approach is also presented.

For contemporary software systems, security is considered to be a key quality factor and the analysis of IT security risk becomes an indispensable stage during software deployment. However, performing risk assessment according to methodologies and standards issued for the public sector or large institutions can be too costly and time consuming. Current business practice tends to circumvent risk assessment by defining sets of standard safeguards and applying them to all developed systems. This leads to a substantial gap: threats are not re-evaluated for particular systems and the selection of security functions is not based on risk models. This paper discusses a new lightweight risk assessment method aimed at filling this gap. In this proposal, Fuzzy Cognitive Maps (FCMs) are used to capture dependencies between assets, and FCM-based reasoning is performed to calculate risks. An application of the method is studied using an example of an e-health system providing remote telemonitoring, data storage and teleconsultation services. Lessons learned indicate that the proposed method is an efficient and low-cost approach, giving instantaneous feedback and enabling reasoning on the effectiveness of the security system.

Objective We propose a method for a reliable quantitative measure of subjectively perceived occupational stress applicable in any company to enhance occupational safety and psychosocial health, to enable precise prevention policies and intervention and to improve work quality and efficiency. Materials and Methods A suitable questionnaire was telephonically administered to a stratified sample of the whole Italian population of employees. Combined multivariate statistical methods, including principal component, cluster and discriminant analyses, were used to identify risk factors and to design a causal model for understanding work-related stress. Results The model explained the causal links of stress through employee perception of imbalance between job demands and resources for responding appropriately, by supplying a reliable U-shaped nonlinear stress index, expressed in terms of values of human systolic arterial pressure. Low, intermediate and high values indicated demotivation (or inefficiency), well-being and distress, respectively. Costs for stress-dependent productivity shortcomings were estimated to about 3.7% of national income from employment. Conclusions The method identified useful structured information able to supply a simple and precise interpretation of employees’ well-being and stress risk. Results could be compared with estimated national benchmarks to enable targeted intervention strategies to protect the health and safety of workers, and to reduce unproductive costs for firms.
