Sea borders are identified as a major entry point in EU. In order to be adequately prepared to manage illegal immigrant’s inflow and mitigate the significant socioeconomic impact. The present paper introduces a comprehensive risk analysis methodological framework for the analysis of the present situation, risk prioritization and mitigation analysis. The proposed approach will be applied to a specific site in a N. Aegean Island, Greece as the country is the access point of over 80% of all immigration flow to the EU.

Risk assessment is one of the important ways to analyze and protecting production processes. It facilitates to focus on the risks that really matter to execute a fail-safe manufacturing process or task. Risk management is considered to be a proactive and planned approach in order to encounter problems and reacting to them if they arise. On the other hand it provides assistance to continuous monitoring and evaluating of potential failure that might occurs during a process, moreover, it also explores the ways to avoid probable cost, time delays and quality of a product or service. The output of assessment process such as list of potential failures, their consequences and likelihood, and response system is circulated within the enterprise, so that personnel involved of risks and the criticality of a machine itself that performs the specific production process.

The aim of the study was to assess the risk posed by Legionella bacteria in a public building in Krakow. An old building with internal installation risers of different ages, as well as draw-off points of different types, was selected for testing. Samples were collected during two campaigns. In one sample of the first series of tests, no bacteria were found. During the second series of tests, no Legionella bacilli were found in just one sample and in one sample only 4 colony-forming units were detected. At the remaining draw-off points (water taps), the bacteria count detected were greater than the maximum threshold allowed by legal regulations (admissible threshold for public utility buildings – 100 cfu/100 mL). No morphological differences were observed with respect to the occurrence of specific serogroups. In 14 samples, Legionella pneumophila serogroups 2–14 were found, while the Legionella pneumophila serogroup 1 was only found in one sample. The risk assessment was also carried out based on a semi-quantitative risk matrix approach and as a quantitative microbial risk assessment. The risk matrix approach was successfully implemented for the recognition of the potential risk associated with the Legionella occurrence in a water system. The calculated annual cumulative risk is high. The research shows that even if the weekly inhalation exposure dose (and therefore the calculated risk) is high, the number of Legionella pneumophila illness cases found can be equal to zero. This is probably due to the large uncertainty associated with QMRA determination. The size of the room in which the contaminated water is used also affects the possibility of infection.

This paper focuses on the assessment of the degree of risk in all phases of extraction activities in a selected quarry in the Slovak Republic. The research part of the paper assesses the degree of risk resulting from the assessment of the threat, the probability of the threat and the consequence of an adverse event in extraction activities. The paper offers an important basis for decision-making in quarry management in order to eliminate the negative consequences of andesite mining on the environment, equipment and people. The extraction activity in the Kecerovský Lipovec quarry is assessed by this paper as low risk for two phases of extraction, specifically the preparation phase, and the extraction itself. The paper also highlights the importance of taking measures. Regarding the safety criteria in the Kecerovský Lipovec quarry, it is possible, based on the results of the analysis and evaluation, to consider the quarry to be safe. However, a condition for this is the necessary expert training of workers in all activities performed while working in the quarry. Here, the need for personnel to strictly adhere to the set standards for extraction activities is of prime importance. This finding confirms the above that the aim of diagnosing and naming the potential for adverse events in the extraction process must be to minimize risks, as their absolute exclusion is not possible due to the human factor and unforeseeable circumstances.

A widely accepted definition of resilience is the intrinsic ability of a system to adjust its functioning prior to, during, or following changes and disturbances so that it can sustain required operational safety under both expected and unexpected conditions. These concepts have been applied in the process or manufacturing industry with different attempts in switching from the traditional risk management approach to a resilience one, still finding a lack of clarity in the definitions and in the objectives and, consequently, a lack in the methodologies and tools to support those efforts. The attempts and the need for further research or clarification is discussed in this paper.

Opis:
The article raises the issue of risk assessment and its impact on the quality and safety of work. During the assessment of the turning lathe position additional components associated with the jobs personalization were taken into account. Paragraph 2 item 7 of the Regulation of the Minister of Laborr and Social Policy of 26 September 1997 on general safety regulations defines occupational risk as the likelihood of an adverse event. The authors drew attention to the reality of the accident, which sometimes depends on the predisposition of the employee. It turns out that a correct estimation of the probability of occurrence of the accident to be able to react in a timely way seems extremely important.. This parameter will be assessed more accurately if we take into account a number of additional components resulting from the characteristics of the employee. The results of the personalized assessment of risk may allow appropriate planning of corrective and preventive actions.

Ocena ryzyka zawodowego, o czym stanowią akty prawne jest jednym z obowiązków pracodawcy. Istotnymi zagadnieniami w przebiegu oceny ryzyka są: charakterystyka stanowiska pracy, identyfikacja zagrożeń, dalej szacowanie ryzyka odnoszącego się do każdego zidentyfikowanego zagrożenia, następnie wartościowanie ryzyka i określenie działań ograniczających lub eliminujących ryzyko. W konsekwencji powyższych treści obecnie poszukuje się dobrych praktyk w zakresie oceny ryzyka zawodowego, w szczególności w opracowywaniu elementów składających się na tzw. algorytm oceny ryzyka. W artykule przedstawiono dobre praktyki na podstawie przeprowadzonych analiz i obserwacji odnoszących się do systemu zarządzania bezpieczeństwem i higieną pracy. W szczególności zwrócono uwagę na aspekt planowania samej oceny ryzyka, jakości zespołu ds. oceny ryzyka zawodowego i jego umiejętności oraz na poszczególne elementy wchodzące w przebieg oceny ryzyka.
According to the legal acts, making a risk assessment should be the responsibility of the employer. The important issues in the course of the risk assessment are as follows: the characteristics of the job, the identification of hazards, further risk assessment relating to each identified hazard, the valuation of the risks and defining the measures to reduce or eliminate the risk. As a result of the above mentioned, currently, there is a need to find good practices in the field of risk assessment, in particular in the development of elements of the so-called risk assessment algorithm. The article presents good practices on the basis of the analyzes and observations relating to the Safety Management System and Occupational Health. In particular, the attention was paid to the risk management process, the quality and the skills of the team assessing the risk as well as to the individual elements included in the risk assessment process.

International stability norms included in the Code of Intact Stability 2008 adopted by IMO on 4 December 2008 constitutes the latest set of international requirements on intact stability of ships. However the requirements included in the Code, part of them compulsory (Included in the Part A of the Code), other only recommended (included in the Part B of the Code) are considered as not totally sufficient to assure safety of ships. Because of that, IMO decided that there would be the necessity to develop so called new generation stability criteria covering certain identified hazards, such as parametric resonance, loss of stability in the wave crest broaching, dead ship condition and excessive accelerations when rolling .Those criteria, or rather stability norms, are under development since 2008.The present approach, the work on which is well advanced, is however, not fully satisfactory and several important problems were discovered. This approach may need to be reconsidered or supplemented. The author in the paper presented discusses the weak points of the current approach and proposes possible different approach in order to make future ships safer from the stability point of view.

Dynamic methodologies in reliability and PRA are those that explicitly account for the time element in probabilistic system evolution. Dynamic methodologies are usually needed when the system has more than one failure mode, control loops, and/or hardware/process/ software/human interaction. An overview of the dynamic methodologies proposed to date is given, including those that use dynamic event tree generation, continuous time-state space representation, the cell-to-cell mapping technique and graphical schemes. The use of dynamic methodologies for state/parameter estimation in on-line applications is also discussed. Potential on-line use of dynamic methodologies as operator assistance tools for risk informed accident management or normal operation is described and illustrated.

The Directive 99/92/EC deals with the safety and health protection of workers potentially exposed at explosive atmospheres. The application of this Directive requires the assessment of specific risks due to the presence of potentially explosive atmospheres. These can generally be originated by releases of flammable substances typical of industries classified at major hazard, but they often could be generated also in all other industries where flammable materials are handling. Risk assessment of explosive atmospheres is required in both the cases, to this purpose, in this article a quantitative approach has been proposed. The paper describes the main aspects of the methodology, based on a probabilistic risk assessment, and finally its application to a case-study.

Identification and evaluation of risk in the production project in the preliminary phase of its realization has important influence on manager’s decision about the project continuation, the reduction of project realization or the stop of project realization. The method of the quantitative ex-ante risk estimation in the project is proposed in the paper. The aim of the paper is to blow the whistle on importance of the ex-ante identification and estimation of the risk in the production project, as the factor which has positive influence on the project realization and implementation. In the article the following thesis is proposed: the ex-ante identification and estimation of risk in the project contributes to its efficient realization and increase possibility of obtaining the originally defined results.

One of the basic stages of mining operations is development work. During them there can occur the events that affect the process of development work as well as the safety of workers. This article conducts a process risk assessment using the Failure Modes and Effects Analysis (FMEA) method to identify events that disrupt the development work process, along with the causes of the occurrence of these events. The study covered the process of development work i.e. the execution of the M-2 roadway in seam 502/1 realized at a depth of about 550 m with an assumed length of about 500 m. As a result of the study, those risks for which countermeasures should be applied were identified, and measures were proposed to minimize the risks involved. As part of the research, an FMEA evaluation form was created to assess process risks in the execution of similar work. The highest process risk was identified for the drivage of the excavation with a road header, and is related to the possibility of frequent failure of hydraulic systems. Similar process risk results were obtained for the risk associated with improper execution of mining with explosives and the need to perform additional blasting work in the excavated roadway. The results can contribute to reducing the time of coal face stoppage during development work, and thus improve the process of them and reduce the costs incurred during this process.

Introduction. Problems concerning occupational safety and health are commonly found in the construction industry, including falling materials, tools or people from a height, stepping on objects, and injuries caused by hand tools. An important factor in occupational safety in the construction industry is the use of scaffolds. All scaffolds used in construction, renovation, repair (including isolating, painting and decorating) and demolition, should be erected, maintained and dismantledin accordance with safety procedures. Therefore, it is crucial to deal with the safety of scaffolds and risk assessment in the construction industry; thus, the way of undertaking the assessment and the liability of assessment seems to be essential for professionals. However, it has been found that those professionals are prone to rely heavily on their own experience and knowledge in decision-making regarding risk assessment. Materials and method. The Scaffold Use Risk Assessment Model (SURAM) has been developed for assessing risk levels at various stages of the construction process in various work trades. The SURAM is the result of a research project carried out at 60 construction sites in Poland and Portugal where 504 observations have been completed including both harmful physical and chemical factors, stress level, workers’ habits, as well as a hundreds ex-post reconstruction of construction accidents scenarios. Results. It was found that the workers’ Health Behaviour Index (HBI) seems to be a more direct predictor for development of the unsafe chain of events leading to an accident than the workload, and concentration of harmful factors at the workplace. Conclusions. The developed HBI module of SURAM seems to be beneficial for predicting high-risk construction activities, and thus preventing the occurrence of accidents, based on a set of historical accident data.

Lead is an environmental contaminant. The majority of epidemiological research on the health effects of lead has been focused on children, because they are more vulnerable to lead than adults. In children, an elevated blood lead (B-Pb) is associated with reduced Intelligence Quotient (IQ) score. This paper summarizes the current opinions on the assessment of the health risk connected with the children’s environmental exposure to lead. The B-Pb level of concern of 100 μg/l proposed by the US Centers of Disease Control in 1991 was for a long time accepted as the guideline value. In the meantime there has been a significant worldwide decrease of B-Pb levels in children and present geometric mean values in the European countries range from 20 to 30 μg/l. The recent analyses of the association of intelligence test scores and B-Pb levels have revealed that the steepest declines in IQ occur at blood levels < 100 μg/l and that no threshold below which lead does not cause neurodevelopmental toxicity can be defended. European Food Safety Authority (EFSA) concluded in 2010, on the basis of results of Benchmark Dose (BMD) analysis, that an increase in B-Pb of 12 μg/l (BMDL₀₁) could decrease the IQ score by one point. It seems that this value can be used as a “unit risk” to calculate the possible decrease of IQ and, consequently, influence of the low-level exposure to lead (< 100 μg/l) on the health and socioeconomic status of the exposed population.
