Opis:
The article presents the results of a study into the degree to which the tools are used that support managing the human capital (GKL) in the group of research institutes affiliated to the Ministry of Economy. The group includes 71 institutes, 45 of which agreed to participate in the research. A questionnaire was used in the study, that contained 14 questions ordered in the way paralleling the order of actions undertaken when employing a new person. They concerned: forms of planning the executive staff, selection of offers gathered during the employment procedure, the use of introductory programs for new employees, the frequency of studying the new employees' training needs, the ways of assessing the employees' effectiveness, assessing the effectiveness of trainings after they are concluded, the use of motivating tools, assessing the jobs, compiling descriptions of jobs, the range of responsibility of the personnel management, the use of computer systems of information about the human potential. In studying particular parts of the staff process the standard procedures of modern GKL and the specific features of the studied group were the reference points.

Opis:
Finansowanie sfery badań i innowacji uległo znacznej zmianie po roku 1990, a uzyskało instytucjonalne wsparcie z chwilą powstania KBN w 1991. Wypracowano tam przedmiotowe dofinansowanie Instytutów Badawczych i Wydziałów Uczelnianych, które miało szereg zalet, a i sporo wad. Od kilku lat zatem zaczęły się prace nad nowym systemem oceny Jednostek, inaczej mówiąc parametryzacji ich osiągnięć, która wg starych zasad odbyło się ostatni raz w 2000r. W sierpniu 2005 ukazało się zarządzenie Ministra Nauki precyzujące zasady i kryteria nowej parametryzacji, Jednostki złożyły stosowne opracowania, a Ośrodek Przetwarzania Informacji (OPI) zebrał to i przetworzył w postaci zbioru danych na CD. Jest to ponad 800 Jednostek badawczych, od teologii do obronności, potraktowanych w ten sam sposób. Jest to zatem doskonała okazja do zbadania możliwości opisu statystycznego tej populacji i wyciagnięcia na wierzch jej istotnych charakterystyk. Praca niniejsza poświęcona jest temu zagadnieniu, a mniej wchodzi w merytoryczne kwestie jakościowe, które były przedmiotem wielu dyskusji w KBN, niestety w większości po opublikowaniu Zarządzenia.
The change of political system in Poland in 1989 has given also the change in financing of educational and research entities such as University Faculties and research institutions of Polish Academy of Sciences and innovation institution in industry. In the year 1991 the State Committee for Scientific Research as an equivalence of Ministry of Science and Technology was created and a new method of financing of research and innovation domain in the country was introduced. In short, two streams of money for every entity from that area were possible. The first the subjective stream, given almost to every entity, have the essential goal to keep the entity in life and work. The second stream based on individual grants given to individuals, or research teams after successful end of the process of assessment of a given application for research or innovation. The subjective stream of financing of research and innovation entity is connected with the assessment of the quality of every individual entity (unit). Such assessment is based on yearly records supplied by the unit in question, and on the basis of that record special quality assessment form has been prepared by OPI, with some number of points for every important activity (publications, patents, license implementation, etc) in the area of research and innovation. In this way some parametric assessment of the research quality has been possible. On the basis of such parametric assessment some quality categories has been foreseen, as the main help in financing the basic activity of research and innovation entities in Poland. The goal of this paper is to characterize statistically the population of research entities in Poland obtained by this assessment process, and in this way to give some methodological guidelines, how to design the quality categories and how to describe objectively the quality of every entity. Using some statistical methods applied to the data describing the population it was found that we have right hand side Pareto like distribution of research quality, and it is possible on this basis to divide population into four quality categories, for example. As the measure of quality the Euclidean distance of every entity from the defined 'best entity' in a given subpopulation has been proposed. Some open question remains, how to define subpopulation, and how to make normalization of results to a given entity, if any - what was illustrated by some calculations. And this seems to be most important problem awaiting for solution.

Opis:
Health policy as a process and as activities in the sphere of public responsibility may cause different evaluation problems but at the same time the proper and reliable assessment should be understood as the essential interest of the engaged stakeholders: government at different levels, payers, providers and patients as well. The paper concerns the problem of difficulties influencing the research focused on the health policy description aiming at the indication of the most important factors, effects, possible development dimensions that may significantly change the health system. The methodology in this case is also a complicated issue: quite often based on the instruments typical for social disciplines but not completely applicable for the presented subject. The paper describes the new innovative and universal tool for the purpose of the analysis aiming at reliable and comparable health policy assessment, it presents the stages and objectives of such evaluation and the perspectives of the HPA matrix development both for research and for didactic purposes.

The distinction between two types of diagnosis of family was inspired by the concept of surface and source features of personality by R.B. Cattell. By means of existing psychological questionnaires we can only know the surface of consciously available mental phenomena. The same is true in the diagnosis of family. The McMaster model of family, systemic in its assumptions, developed research tools giving access only to the surface of the phenomena. Although they are divided into certain thematic categories they do not reveal what is really important in the family system. In this article, the author, after a detailed discussion of one of the tests based on the McMaster theoretical model, is attempting to identify the source features (here: unavailable for conscious cognition) of the family, hereinafter called systemic traits. In this research the exploration factor analysis was used. Three perspectives of the opinion of the family were maintained (like in the Family Assessment Measure). Factor analysis allowed identification of three factors for each perspective of the family assessment. Confirmative analysis proved a satisfactory match (using RMSEA, GFI and AGFI statistics). The accuracy of the identified systemic model was then tested by a confirmation study (confirmative factor analysis using Amos from SPSS). The authors also prepared a provisional questionnaire for measuring these systemic traits of the family. The tool proved to be promising and the work worth continuing. Incidentally, it turned out that the characteristics of the family system are relatively independent of personality traits of family members.

Dalej przedstawia uwarunkowania poprawy efektywności działalności naukowo-badawczej, wyróżniając warunki stwarzane przez środowisko pracy oraz predyspozycje młodych kandydatów do nauki wśród, których na pierwszy plan wysuwa kreatywność. Duży nacisk kładzie na upraszczane metody oceny parametrycznej jednostek naukowych, które nie ujmują samych autorów prac a głównie rangę wydawnictw naukowych.
In the introduction the author presents definitions of the terms used in the article: the effectiveness of scientific work, career and a careerist in science. Next, he presents the conditions for improving the effectiveness of scientific-research activity distinguishing conditions created by the working environment and predispositions of young candidates towards learning, among which creativity is the most important. He puts particular emphasis on the simplified methods of parametric assessment of scientific units which do not only encompass the authors of studies, but mainly the rank of scientific publishing companies.

The article presents the original methodology of the evaluation of strategic research programmes in the area of technical solutions supporting sustainable economic development. Proposed methodology, containing non-standard procedures, criteria and methods of evaluation of strategic research programmes, enables one to test the implementation maturity level of solutions, the level of the implementation risk of planned solutions, and the analysis of their commercial potential, among others.

Celem artykułu było przekazanie informacji o metodzie określania charakterystyki środowiskowej wyrobów budowlanych w cyklu życia oraz przedstawienie systemu ustalania deklaracji środowiskowych III typu, funkcjonującego w Instytucie Techniki Budowlanej. Podstawową cechą deklaracji środowiskowych jest przygotowanie ich zawartości zgodnie z metodologią pełnego cyklu istnienia, zgodnie z zasadami określonymi przez normy serii ISO 14040 oraz prEN 15804. W artykule dokonano przeglądu aktualnych norm CEN i ISO w zakresie metod oceny cyklu życia oraz procedury określania i przyznawania deklaracji środowiskowej.
The goal of the article is to present actual information about life cycle methods for construction material and to provide a wide information about ITB's system on the environmental declaration type III. The main part of the article presents ITB's experiences on the ISO 14040 and prEN 15804 implementation into the practice and presents list of the related normative references and scientific procedures.

There is a prevailing conviction that Poles cannot sing. The custom of singing has died out in families, and it is even waning in music lessons in school. There is a general perception that singing skills are conditioned by the possession of special musical abilities and that not everyone can master them. This article presents the results of my diagnostic research carried out at the end of the 1980s and reprised by other scholars in recent years. Because the same research method and procedures were used in all this research, it is possible to compare the results and observe any changes in the level of singing skills over the space of around twenty years. The research signals an alarming situation in respect to such an important musical competence as singing. After the twenty years that have passed since the first research, we observe a decline in the ability to sing among children and youngsters.

W ostatnim czasie można zauważyć wzrost zainteresowania i stosowania komputerowej analizy obrazów w różnych obszarach badawczych. Jednym z nich jest ocena jakości żywności, której celem jest zastępowanie tradycyjnych metod instrumentalnych. Celem pracy było opracowanie systemu wizyjnego do oceny jakości ziemniaka i porównanie z wynikami uzyskiwanymi metodą instrumentalną. Analizie poddano ziemniaki odmiany Denar. Dla tej odmiany wybrano cechy charakterystyczne, opisujące prawidłową bulwę. Wyniki oceny poszczególnych bulw ziemniaka sformułowano na podstawie porównania prawidłowych cech z cechami konkretnej bulwy. W trakcie przeprowadzonych badań wykonano cyfrowe fotografie ziemniaków, które stanowiły źródło oceny w programie komputerowym utworzonym w ramach badań.
An increase in applying computer image analysis in different research areas has recently been observed. The food quality assessments performed in order to replace classical instrumental methods is one of the areas of interest. The objective of this work was to develop a vision system for the assessment of potato quality and to compare the results with the ones obtained from the instrumental method. For this purpose, the Denar variety of potato was examined and analyzed. The characteristic qualities typical for the Denar tuber were chosen. The assessment results were made on the basis of a comparison between the typical qualities of the Denar tuber and those of the particular tuber examined. During the research, digital photos of the potatoes were taken. These photos were the source of assessment in the computer program developed during the study.

Wydatki poniesione na poprawę oceny środowiskowej budynku mogą mieć odzwierciedlenie w obniżeniu realnych kosztów konserwacji i utrzymania, wzrostu wpływów z wynajmu czy wzrostu wartości nieruchomości. Celem projektu Green Impact w ramach współpracy w międzynarodowym stowarzyszeniu Sustainable Building Alliance była analiza możliwości wyceny „zielonych inwestycji” i określenie ekonomicznego wpływu zastosowanych rozwiązań korzystnie wpływających na środowisko i na rzeczywisty wzrost wartości inwestycji oraz ustanowienie odpowiednich kryteriów ekonomiczno-społeczno-środowiskowych przy raportowaniu (Global Reporting Initiative). Raport opracowany przez ITB zawiera analizę japońskiego systemu oceny środowiskowej budynku CASBEE w odniesieniu do metody niemieckiej DGNB, a w szczególności dotyczy kryteriów, metod wyceny ekonomicznej oraz wpływu aspektów środowiskowych na ogólną wartość ekonomiczną budynku.
The paper consists of ITBs report concerning environmental assessment of buildings in relation to their financial performance. Works were done in cooperation with construction and real estate experts from different European countries under auspices of Sustainable Building Alliance. Japan CASBEE and German DGNB were analyzed as methods, which include economic criteria in assessment of environmental performance of buildings scheme.
