Demograficzne starzenie się społeczeństwa jest procesem, który zgodnie z najnowszą prognozą ludności Polski w kolejnych dziesięcioleciach przebiegać będzie coraz szybciej. Takie szybkie tempo starzenia się ludności będzie miało istotne znaczenie dla wielu obszarów życia społecznego i gospodarczego. Już obecnie stanowi to wyzwanie dla lokalnej i regionalnej polityki społecznej, wymaga bowiem reakcji ze strony samorządów terytorialnych, zarówno w krótkookresowej perspektywie czasowej, jak i w dłuższym horyzoncie czasowym. Z uwagi na konieczność prowadzenia polityki społecznej przez jednostki samorządu terytorialnego niezbędne jest realizowanie jej w oparciu o długookresowe plany działania, jakimi są strategie. W artykule skoncentrowano się na analizie wojewódzkich strategii w zakresie polityki społecznej i zaprogramowanych w nich celach i kierunkach działań skierowanych na potrzeby osób starszych.
Demographic aging of the society is a process which, according to the recent forecast for the population of Poland, will intensify greatly in the next few decades. Such a rapid pace of aging will be of considerable significance to numerous spheres of social and economic life. It is already a challenge to local and regional social policies, as it calls for response from local governments both in short- and long-term perspectives. The article points to the need of a comprehensive perception of the socioeconomic challenges related to the aging of the society. Because social policy should of necessity be carried out by local self-governing bodies, it is essential for the policy to be based on long-term plans of action, i.e. strategies. The main focus of the article is the analysis of provincial (voivodeship) strategies for social policy, especially the strategies' aims and courses of action designed to address the needs of senior citizens.

Social and economic cohesion is the essence of the European Union’s activities regarding regions. The level of development in many regions is below the EU average. For this reason, investments used by the EU’s Cohesion policy to achieve more coherence in the EU at the regional level. The aim of the paper is to assess the differentials of socio-economic cohesion among Polish regions for 2010 and 2015. The chosen aspects (such as affluence, health, education, innovativeness, entrepreneurship, regional infrastructure), which characterize socio-economic development, were analysed. The taxonomic method and cluster analysis were used to accomplish the goal. The analysis is crucial to assess the disparity between Polish regions regarding the level of development in terms of the effects of the cohesion policy.
Spójność społeczno-gospodarcza stanowi istotę działań UE w odniesieniu do regionów. Poziom rozwoju wielu z nich jest poniżej średniej UE. Dlatego inwestycje realizowane z funduszy polityki spójności zmierzają do osiągnięcia większej spójności na poziomie regionalnym. Celem artykułu jest ocena zróżnicowań spójności społeczno-gospodarczej województw w latach 2010 i 2015. Do analizy przyjęto wybrane aspekty charakteryzujące rozwój społeczny i gospodarczy, takie jak zamożność, zdrowie, edukacja, innowacyjność, infrastruktura regionalna. Do realizacji celu zastosowano metodę taksonomiczną (Z. Hellwiga) oraz analizę skupień (metoda Warda). Analiza istotna jest dla oceny dystansu dzielącego województwa pod względem poziomu rozwoju w aspekcie efektów polityki spójności.

The reflections undertaken in this article concern the issue of strategic planning of regional social policy related to older people. Due to the changes to the political system in Poland, initiated in 1989 and continued in 1999, local and regional authorities have been transformed into a kind of independent organizations pursuing their own policies based on long-term action plans – strategies. The aim of this article is to present the measures for supporting the opportunities and improve the quality of life of people aged 50+, programmed in voivodeship strategies relating to wider social policy issues
Rozważania podjęte w niniejszym artykule dotyczą zagadnienia starzejących się populacji poszczególnych województw Polski, jako strategicznego wyzwania dla regionalnej polityki społecznej. Przemiany ustrojowe zapoczątkowane w Polsce w 1989 roku i kontynuowane w 1999 roku spowodowały, że jednostki terytorialne stały się swego rodzaju samodzielnymi organizacjami, realizującymi własną politykę w oparciu o długookresowe plany działania – strategie. Konieczność opracowania strategii wojewódzkich wynika nie tylko z przepisów prawa, ale i szeregu innych pobudek m.in. chęci pozyskania środków z funduszy strukturalnych UE, konieczności integrowania działań o charakterze lokalnym czy diagnozowania podstawowych potrzeb, zasobów i problemów występujących w regionie. Treść niniejszego artykułu koncentruje się na zagadnieniu decentralizacji polityki społecznej wobec osób starszych, w szczególności na działaniach aktywizujących społecznie i zawodowo osoby starsze, zaprogramowanych w wojewódzkich strategiach w zakresie polityki społecznej.

The paper is focused on the introduction and operation of a novel model of EU-induced structure of governance networks-composed of public administration, business and civil society actors. It takes up a case of institutional structures to manage EU structural funds in Poland. In particular, the role of social partners, i.e. representatives of non-governmental organizations in the European Regional Development Fund-related region-level and nation-level steering and monitoring committees is analyzed. Following a brief exposition of regionalization principles, arrangement for regional development policy in Poland and changes induced by the country’s accession to the EU, legal and institutional frameworks for the inclusion of social partners in the committees responsible for the programming, management and evaluation of the EuropeanRegional Development Fund are scrutinized. Empirical evidence of social partners’ participation in the proceedings of such selected committees is introduced and analyzed. Opportunities, challenges and dilemmas of civil society actors faced with new modes of governance are discussed.

The article shows the growing potential of social economy in the Podkarpackie, a region which in the recent decades has experienced fundamental economic transformation and mod-ernization of the entire social and cultural sphere. Despite the spectacular acceleration of growth, the Podkarpackie still faces such challenges as low salaries in economic operations, high rate of long-term unemployment, and unemployment among young people as well as economic migrations. Social economy is consistent with the region’s main strategic documents promoting inclu-siveness as a priority for development, and it creates real opportunities for preventing conse-quences of exclusion or for resuming one’s career and active social life. It also creates a unique opportunity for increased involvement of local communities and for awakening the dormant potential located away from major centres of economic, social and cultural life.

The article is focused on reviewing the performance of left-wing governments that dominated Latin America at the beginning of the 21st century. The purpose is to identify and analyse significant shortcomings and challenges faced by pink tide governments in relation to social progress, economic development and regional integration. Drawing from previous studies and reports on social progress, development, political economy, and regionalism, I argue that the left fell short of its promise to tackle inequality sustainably and comprehensively. Moreover, the pink tide failed to ensure stable economic growth due to over-reliance on natural-resource exports and was not successful in strengthening regional cooperation. Nowadays, six major Latin American economies are run by the left, which some perceive as a resurgence of the pink tide. Based on the analysis of the experiences and factors that contributed to the political decline of the original pink tide, the article provides key lessons for the new generation of Latin American left-wing governments. By using an explanatory and comparative research method, I examine the social, economic and political context of the region with the purpose of juxtaposing the two waves, highlighting present challenges faced by regional actors, and offering recommendations for the contemporary Latin American decision-makers.

The article deals with youth policy in the Westpomeranian Region. The author focused in particular on the local and regional aspects of this policy. Its aim is to diagnose the situation of youth policy in Westpomeranian Region at the regional and local level. The author asked the following research questions: does the system of youth policy work properly? What is the thematic scope of youth council activities? Do young people involved in youth policy know the mechanisms of its functioning in the Westpomeranian Region? Do the Secretariat for Youth of the Westpomeranian Region and the Youth Council of the Westpomeranian Region fulfill their function of running youth policy in Westpomeranian Region? To find answers to the above research questions, the following methods were used: analysis of existing data, survey and interview techniques. The conducted analyzes showed the recognition and visibility of the activities of Secretariat for Youth and Youth Council of the Westpomerania in the region. The research indicated that Youth Council of Westpomerania has an increasing impact on youth policy and Westpomeranian Region. Through the analysis of data, the correct dynamics of formation of youth councils in the region was observed. Some problems of youth policy were also diagnosed, i.e. lack of budget, lack of cooperation with adults and low youth involvement. According to the author, these elements require further work of entities involved in youth policy.  
W artykule podjęto tematykę polityki młodzieżowej w województwie zachodniopomorskim. Autorka w szczególności skupiła się na aspekcie lokalnym i regionalnym tejże polityki. Jego celem jest diagnoza sytuacji polityki młodzieżowej w województwie zachodniopomorskim na poziomie regionalnym i lokalnym. Autorka postawiła następujące pytania badawcze: czy system funkcjonowania polityki młodzieżowej działa prawidłowo, jaki jest zakres tematyczny działalności rad młodzieży, czy młodzież angażująca się w politykę młodzieżową zna mechanizmy jej funkcjonowania w województwie zachodniopomorskim, czy Sekretariat ds. Młodzieży Województwa Zachodniopomorskiego oraz Rada Młodzieży Województwa Zachodniopomorskiego spełniają swoją funkcję dotyczącą prowadzenia polityki młodzieżowej w województwie zachodniopomorskim. Aby znaleźć odpowiedzi na powyższe pytania badawcze użyto: metody analizy danych zastanych, badania ankietowego oraz techniki wywiadów. Przeprowadzone analizy wykazały rozpoznawalność i widoczność działań SdsM WZ i RMWZ w regionie. Pokazały, że RMWZ ma coraz wyraźniejszy wpływ na politykę młodzieżową oraz województwo zachodniopomorskie. Za pomocą analiz danych zaobserwowano prawidłową dynamikę powstawania rad młodzieży w województwie. Zdiagnozowano również pewne problemy polityki młodzieżowej tj. brak budżetu, brak współpracy z dorosłymi oraz niskie zaangażowanie młodzieży. Te elementy wymagają, w opinii autorki, dalszej pracy podmiotów zaangażowanych w politykę młodzieżową.

The paper concerns the intersectoral collaboration in social policy. It focuses on the cooperation between regional self-government and local social policy entities. The main goal of this text is to present the factors which affect this partnership. The presented analysis of the relation tries to describe “imponderables” of this relation. It points out the conditionings of collaboration apart from the legal or economic issues. The paper is based on the mixed qualitative (in-depth interviews) and quantitative (paper & pencil interviews) research. It shows the different aspects of the relation amongst voivodships self- government and commune, land district and NGO’s.
Artykuł dotyczy problematyki współpracy samorządu regionalnego z lokalnymi podmiotami polityki społecznej. Jego celem jest zdiagnozowanie uwarunkowań współpracy w odniesieniu do przykładu samorządu województwa wielkopolskiego. Empirycznie opisane zostaną relacje z podmiotami samorządowymi na poziomie gminnym i powiatowym oraz przedstawicielami trzeciego sektora, jako głównymi partnerami województwa w realizacji usług społecznych. Wnioski formułowane są na podstawie badań ilościowych przeprowadzonych techniką wywiadu kwestionariuszowego (PAPI) wśród przedstawicieli lokalnych podmiotów polityki społecznej oraz wywiadów pogłębionych (IDI). Analiza empiryczna poprzedzona jest uzasadnieniem wagi międzysektorowych relacji we współczesnej polityce społecznej, co podjęty problem lokuje w kontekście współczesnych przemian państwa opiekuńczego.

Sufficient public transport service is an important element of social inclusion policy in the regions. However, the scattered population and weak demand makes the typical public transport services ineffective and new, innovative and cost effective forms of transport are necessary. The paper describes the transport needs of people threatened by social exclusion. Further, the innovative organizational forms of flexible transport and some examples of good practice are presented.

The paper discusses the evolution of regional policy in Poland from 1990 to 2010 and examines guidelines for modifying this policy in 2010-2020. Poland’s entry to the European Union in 2004 and European cohesion policy have had a substantial impact on regional policy in Poland. In recent years new important theoretical inspirations have appeared for regional policymakers, including new economic geography and the economics of location. International organizations such as the OECD, the World Bank and the EU are formulating proposals for a major modification of regional policy in the world. The research method is based on a benchmarking analysis and qualitative assessment of program documents. The results obtained by the researchers point to a shortage of theoretical foundations and the growing importance of regional policy to Poland’s socioeconomic development. Szlachta and Zaleski identify various risks connected with the implementation of a modern regional policy in Poland and formulate a set of questions about the theory of regional policymaking. In the first part of the paper, the authors discuss the experience of regional development programming in Poland since 1990. The next part focuses on the financial and institutional dilemmas of regional policymaking in Poland in the coming years. Later on the authors propose benchmarks for a National Regional Development Strategy until 2020. The paper ends with the formulation of key conclusions, recommendations and questions about the theory of regional policymaking.

W Polsce po wprowadzeniu w roku 1998 reformy administracyjnej oraz po akcesji do Unii Europejskiej w roku 2004 stało się możliwe zastosowanie strategicznego programowania rozwoju nie tylko na poziomie centralnym (interregionalnym), ale także regionalnym (intraregionalnym). W pierwszej części tego opracowania opisano dotychczasowe doświadczenia programowania rozwoju na poziomie województw, które są równocześnie obszarami typu NUTS 2 Unii Europejskiej. W drugiej części przedstawiono znaczenie europejskiej polityki spójności dla wdrożenia strategicznego podejścia do rozwoju na poziomie regionalnym. Krajowe uwarunkowania programowania rozwoju regionalnego zmieniły się całkowicie w ciągu ostatniej dekady, dlatego wprowadzono koncepcję trzeciej generacji strategii rozwoju regionalnego. Wreszcie przedstawione zostało znaczenie nowego paradygmatu rozwoju regionalnego, zaproponowanego przez OECD i Bank Światowy. W części końcowej artykułu określono kluczowe wnioski oraz zaproponowano rekomendacje dla przyszłej polityki.
In Poland after implementation of administrative reform in 1998, and after accession to European Union in 2004 was possible to apply strategic programming of socio-economic development not only on central (interregional programming) but also on regional (intraregional programming) level. In first chapter experiences of such programming in voivodships, which are also NUTS 2 regions, were presented. In second chapter importance of European cohesion policy for implementation of strategic approach on regional level was elaborated. Domestic circumstances of regional development programming in Poland changed dramatically during last decade, so concept of third generations of regional development strategies was introduced. Finally the role of new paradigm of regional development policy proposed by OECD and The World Bank was elaborated. In last part of that paper key findings and policy recommendations for the future were proposed.

There were the following areas in which it is advisable to use and develop the conception and conceptual apparatus of the border area within the framework of the regional economy: an approach in which the border area is viewed as an area adjacent to a fixed front line that has a significant socio-economic impact on this territory; an approach in which the border is viewed not as a fixed line, but as a “frontal limit” of the influence of the state border on the adjacent territory. The following are proposed as possible approaches to the analysis and evaluation of regional competitive regions and territories: an approach based on the theory of regional reproduction, concepts of value chains, regional capital, and capitalization of the territory; approach based on categories of human capital, demographic potential, level of socio-economic development of the territory, level and quality of life of the population of the region; an approach based on the theory of bioregionalism, the concept of sustainable (environmentally balanced) development, the concepts of natural resource and ecological potential of the territory; an integrated approach based on the concept of “ecogeotrions”, which allows to assess the degree of balance between the three main components of regional competitiveness (economic, social and environmental).

Przedmiotem artykułu jest analiza wybranych prawnych i społecznych aspektów rozwoju regionu kujawsko-pomorskiego. Głównym celem artykułu jest opracowanie najważniejszych aspektów prawnych i społecznych, które odnoszą się do rozwoju regionu, jakim jest województwo kujawsko-pomorskie. Autorzy artykułu próbują wyjaśnić też zakres podstawowych pojęć, które są związane z rozwojem regionu a także kompetencje władz, które wynikają z przepisów prawa. Autorzy w formule badawczej próbują w pierwszej części pracy skonkretyzować uwarunkowania prawne – przepisy Unii Europejskiej, prawo krajowe i lokalne, z których wynika obowiązek rozwijania danego regionu przez władze samorządowe a także społeczności lokalne. W drugiej części autorzy opisali problemy społeczne województwa kujawsko-pomorskiego w kategoriach ilościowych i jakościowych. Celem praktyczno-wdrożeniowym jest wskazanie przykładów naprawy problemów przyjętych zwyczajowo w katalogu polityki społecznej w województwie kujawsko-pomorskim.
The subject of the article is the analysis of legal and social aspects of the development within the Kuyavian-Pomeranian region. The main goal of the article is to describe the most important legal and social aspects that relate to the development of this region. The authors of the article are going to explain the scope of basic concepts associated with the development. They describe also the European Union regulations, national and local law with self-government authorities projects. Next they explain social issues with the region in quantitative and qualitative terms.

Opis:
The article highlights and systematizes modern and effective management instruments in the implementation of regional environmental policy. It is determined that the regional environmental policy acts as a component of the national environmental policy, which is based on environmental national and international legislation, standards and norms and contributes to the sustainable development of the region as a socio-ecological-economic system. The following groups of instruments for the implementation of environmental policy at the regional level have been identified: instruments of legal regulation (environmental legislation); environmental management instruments (environmental audit, environmental certification, environmental labeling, environmental marketing, strategic environmental assessment, environmental monitoring, environmental education) financial and economic instruments (environmental taxation, environmental payments and fees, environmental regulation, penalties for violation of environmental legislation, preferential taxes, softloans and subsidies, investment and environmental funds); instruments of intersectoral social partnership (intersectoral communication, intersectoral interaction, instruments of public influence); e-environmental management instruments (information and communication technologies). Based on the results of the expert survey, the most effective instruments for the implementation of regional environmental policy (in order of importance and influence) were identified: environmental management instruments (environmental audit and monitoring), economic instruments and intersectoral social partnership; e-environmental management instruments and such environmental management instruments as environmental marketing, certification and labeling received low scores. Statistically significant differences were revealed in the assessments of the effectiveness of instruments depending on the sphere of professional activity of experts: for the representatives of regional authorities in the field of environmental protection, the most influential instruments are strategic environmental assessment, environmental audit and public environmental control; for the representatives of public organizations in the field of ecology – environmental monitoring, environmental audit and public environmental control; for the representatives of business structures of Zaporizhzhia region – economic instruments, environmental marketing, environmentalaudit, environmental certification and product labeling; for the environmental scientists – public environmental control, environmental impact assessment, intersectoral social partnership, environmental monitoring, strategic environmental assessment. The tendencies and ways of improving the instruments for the implementation of the regional environmental policy are highlighted: development of the strategy of the national environmental policy, taking into account the regional specifics; strengthening the powers of regional environmental management bodies for control and monitoring in the field of environmental protection; introduction of environmental management system instruments in the region; strengthening the role of economic instruments, including creating conditions for the development of a „green” investment climate in the region; creation of an extensive regional environmental monitoring system; introduction of an electronic environmental management system in the region; incorporation of cross-sectoral social partnership in the field of regional environmental management with a well- -defined legal and institutional framework.
