Koncepcja polityki regionalnej podlega przemianom pod wpływem złożonych uwarunkowań, m.in. procesu globalizacji, rozwoju technologii informacyjno- -komunikacyjnych. Celem artykułu jest omówienie głównych zmian w europejskiej polityce spójności na lata 2014-2020 oraz przedstawienie rozwiązań dotyczących wdrażania tej polityki w Polsce w nowej perspektywie finansowania. W artykule przedstawiono nowy paradygmat polityki rozwoju regionalnego oraz omówiono najważniejsze założenia tej polityki w Polsce w nowej perspektywie finansowania. Kształt krajowej polityki regionalnej jest zdeterminowany rozwiązaniami przyjętymi w ramach europejskiej polityki spójności. Polityka regionalna realizowana po 2014 r. w Polsce będzie w większym stopniu uwzględniała potrzeby rozwojowe polskich regionów i wspierała wykorzystanie ich potencjału, również dzięki efektywnemu spożytkowaniu funduszy UE.
The concept of regional policy is subject to changes under complex conditions, including the process of globalization, development of information and communication technologies. The main aim of the article is to present the major changes in the European cohesion policy 2014-2020 and discuss solutions concerning its implementation in Poland in the new financial perspective. The article presents the new paradigm of regional development policy. It analyses the main assumptions of regional development policy in Poland in the new perspective of financing. The shape of the national regional policy is strongly determined by solutions adopted within the framework of the European cohesion policy. Regional policy implemented after 2014 in Poland will increasingly take into account the development needs of Polish regions and encourage the use of their potential, also thanks to the efficient use of EU funds.

Nowadays Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The ability to continually generate and adapt new technologies, organizational solutions and new knowledge contribute to socio-economic development. Knowledge, technological development and continuous innovation are key elements for ensuring the development and competitive advantage of particular economies. Great opportunities for diffusion of innovations are related to the identification of potential, “power” of the region. The aim of the article is to present trends in the new concepts of regional development and to explain the issue of smart specializations as the potential of a region. The paper presents new trends in regional policy which focus on the identification of smart specialisations by Member States’ regions and on the preparation of new development strategies − 3S smart specialization strategies. The aim of the paper is also to explain the significance of clusters in process of smart specialization identification. The element connecting smart specialisation with clusters is the view that clusters are perceived as a favourable and facilitating identification of smart specialisations in regions.

At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap relative to the world’s economic powers was the key problem of the European Community. Also, weak innovativeness of the economy, underdeveloped R&D sector with inefficiency of public policy are seen as leading EU challenges These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU’s, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. Article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept and identifies the challenges of its implementation.

This paper aims to review the evidence demonstrating the role of universities in the knowledge diffusion function for Smart Specialisation strategies. It is not new if many experts question whether Smart Specialisation will apply equally in all regions, plus the reason that the study of the role of universities in Smart Specialisation still needs much attention. Through this evidence-based literature review, I have identified three main points that support the role of universities for Smart Specialisation in less developed regions of Europe, including resources in regional innovation systems, public sector investment support for RandD, and strong bonds of the Triple Helix actors.

Inteligentna specjalizacja to nowy paradygmat budowania przewagi konkurencyjnej europejskich regionów, eksponujący terytorialny charakter rozwoju. Jest on odpowiedzią na niedorozwój sektora B+R, nieefektywność wydatków publicznych oraz słabnącą innowacyjność europejskiej gospodarki, skutkującą pogłębiającym się dystansem względem światowych potęg gospodarczych. Inteligentna specjalizacja jest zarazem nowym paradygmatem kształtowania regionalnej polityki innowacyjnej, dążącym do wyeliminowania dotychczasowych barier i niepowodzeń w budowaniu zdolności innowacyjnych regionów. Koncepcja inteligentnych specjalizacji regionalnych zaproponowana została wraz z nową wizją rozwoju Unii Europejskiej w Strategii Europa 2020. Celem artykułu jest analiza strategii budowania inteligentnych specjalizacji w polskich regionach. Artykuł pokazuje idee tej koncepcji i eksponuje jej nowatorstwo, by na tak określonej podbudowie pokazać polskie doświadczenia i dylematy w kreowaniu inteligentnego rozwoju regionalnego. Uwaga skupiona jest na identyfikacji obszarów specjalizacji, metod ich wyborów i problemów związanych z tworzeniem polityki ich rozwoju.
Smart specialization is a new paradigm of building a competitive advantage of European regions, exposing the territorial nature of economic development. It is a response to the underdevelopment of R&D sector, inefficiencies in public spending in this sphere, and weakening European the innovativeness of the European economy, resulting in growing development gap between Europe and other parts of the world. Smart specialization is also a new way of shaping the regional innovation policy, aiming to eliminate existing barriers and failures in building innovation capacity of regions. The concept of smart regional specialization was proposed along with a new vision of the development of the European Union’s Europe 2020 Strategy. The purpose of this article is to analyze strategies for building smart specialization in Polish regions. The article shows the ideas of this concept and exposes its novelty, the so-determined to show the Polish foundation of experience and dilemmas in the creation of regional smart growth. It focuses especially on the identification the areas of specialization, methods for their choices and ways of implementation.

Subject and purpose of work: The aim of the work is to present the possibilities and assess the use of support for smart specializations under the EU cohesion policy 2014-2020 in the Lubelskie Voivodeship. Research tasks: classification of projects implemented under the ROP of the Lubelskie Voivodeship 2014-2020 (ROP LV) depending on their adaptation to the region's smart specializations; determining the size of support for the development of region's smart specializations. Materials and methods: The research material is a database of projects co-financed from EU funds for 2014-2020, projects implemented under axis 1 of ROP LV were analyzed. Results: The total value of funding for the region's smart specializations was PLN 194 million. The largest number of projects was implemented by enterprises within the specialization of IT and automation. About 20% of funds were acquired by entities from outside the smart specialization industries. Conclusions: ROP LV is an important tool to support research and development activities in the Lubelskie Voivodeship.

The core premises of the concept of smart specialization, its roots, its role in the future Cohesion Policy of the EU and the place it occupies in the legal regulations for the EU financial perspective 2014-2020 constitute a background for the presentation of the efforts undertaken to identify smart specializations for the Polish regions. These efforts served as the basis for producing new relevant strategic documentation. Proposing a fully-fledged evaluation report on the choices made - with the main emphasis on the growth of cohesion and competitiveness of the regions – is most probably a premature step to take. However, the topicality of the issue at hand and the need for the debate on the pros and cons of the conception of smart specialization, along with the best practices in the field and potential challenges and risks encourage the author to discuss – to the widest possible extent – the following issues:– the role of regional and local government in the processes of implementing the strategy of smart specializations;– the supraregional and subregional dimensions of the smart specialization strategy and their connections with the already functioning and newly created clusters;– opportunities for stimulating positive changes in this area, with the use of the EU structural funds as well as other EU financial instruments;– dilemmas and challenges which must be addressed already at the stage of the identification of the leading areas of smart specialization;– claims and suggestions concerning further actions to foster partnership and support integrated regional development.

This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

Opis:
RIS3 strategies (Regional Innovation Strategy for Smart Specialisations) from six coastal regions around the Baltic Sea as well as smart specialisation processes in these regions have been reviewed and analysed in order to depict the regions’ potential to foster the blue growth development by means of the smart specialisation tool. Analysis of regional context and innovation potential reveal differences between approaches and processes starting from the level on which RIS3 is defined, through a range of smart specialisation supporting the blue growth, ending in a level of stakeholders engagement. However, several common challenges have been identified, like the lack of large blue enterprises having their own research departments and being able to push innovation within their industries or the lack of skilled workers and specialists. A general observation is that the specific RIS3 processes are understaffed and with limited resources, giving the indication that the RIS3 are still partly more of paper products than really living processes. Another important observation is a gap in legitimacy among blue actors in analysed coastal regions. On the other hand, there are on-going processes related to the regional innovation strategies in general, to open innovation arenas and to cluster initiatives that are going on without being earmarked as RIS3 processes. To address identified challenges and in order to foster blue growth development by means of the smart specialization strategies a set of key questions to be answer as well as recommendations are proposed. These questions should be answered not only by individual regional administration, it is recommended to deal with them in a continued process of enterprenual discovery with close interaction with all stakeholders concerned and affected by the RIS3 process.
Regionalne Strategie Innowacji dla Inteligentnych Specjalizacji (RIS3) z sześciu regionów przybrzeżnych wokół Morza Bałtyckiego oraz procesy ich wdrażania zostały przeanalizowane w celu identyfikacji potencjału regionów do pobudzenia rozwoju błękitnego wzrostu za pomocą narzędzia w postaci Inteligentnych specjalizacji. Analiza regionalnego kontekstu i potencjału innowacyjnego ujawnia różnice między podejściami i procesami, począwszy od poziomu, na jakim zdefiniowano RIS3, poprzez szereg różnych inteligentnych specjalizacji wspierających rozwój niebieskiego, skończywszy na poziomie angażowania/zaangażowania interesariuszy. Wykryto jednak kilka wspólnych wyzwań, takich jak brak dużych przedsiębiorstw z sektora morskiego, posiadających własne działy badawcze i zdolność do wspierania innowacji w swoich branżach lub braku wykwalifikowanych pracowników i specjalistów. Generalną obserwacją jest to, że specyficzne procesy RIS3 są niewystarczające i mają ograniczone zasoby, co wskazuje na fakt, że RIS3 nadal jest jedynie częściowo żywym procesem. Kolejną istotną kwestią jest obserwowany brak (ograniczenie) roli sektorów morskich w definiowaniu inteligentnych specjalizacji zważywszy na istotną role tychże w gospodarce analizowanych regionów nadmorskich. Z drugiej strony jednocześnie trwają procesy skutkujące otwarciem aren na innowacje, które nie są oficjalnie włączone w procesy RIS3. Adresując wyzwania i aby wspierać rozwój niebieskiego wzrostu poprzez strategie inteligentnej specjalizacji, przedstawiono zestaw kluczowych pytań, a także sformułowa szereg rekomendacji. Samorządowa administracja regionalna powinna odpowiedzieć na te pytania w ścisłej współpracy ze wszystkimi zainteresowanymi stronami, których dotyczy RIS3 w ramach procesu przedsiębiorczego odkrywania.

Publikacja koncentruje się na problematyce narzędzi wspierających wprowadzanie koncepcji inteligentnych specjalizacji. W celu dobrej identyfikacji technologii, które mogą być zastosowane w ramach inteligentnych specjalizacji należy stosować różne narzędzia diagnostyczne, takie jak np.: analizy wskaźnikowe, plany działania w zakresie rozwoju nowych technologii, metoda SWOT, metoda foresight, itp. Celem niniejszej publikacji jest analiza podstawowych narzędzi, jakie są stosowane w procesie diagnozowania inteligentnych specjalizacji. W szczególności skoncentrowano się na analizie marszrut rozwoju technologii jako narzędzia szczególnie przydatnego w zakresie identyfikacji inteligentnych specjalizacji w regionie.
The publication focuses on the issue of tools supporting the introduction of the concept of smart specialization. In order to properly identify technology that can be applied in the context of smart specialization it need to be used various diagnostic tools, such as: indicator analysis, action plans for the development of new technologies, SWOT method, foresight method, etc. The purpose of this paperis the analysis of the basic tools that are used in the process of diagnosing the smart specialization. In particular, the paper focuses on the analysis of technology road mapping as a very useful tool in the identification of the smart specialization in the region.
