Opis:
The main concepts of the term ‘region' have been determined in this paper and the term ‘innovation' has been analyzed. The problem of regional innovation system's place and role in the development of a region and its internal potential in its competitiveness has been emphasized. Moreover, the diagnostics model of innovation product implementation has been proposed as well as the comparison of innovation indexes, which are identified at the level of an individual country or a group of them. Finally, the Polish experience of the regional innovation system development under decentralization changes in the country has been explored.

Building upon insights from earlier investigations of innovation collaboration from A regional perspective as well as the triple helix perspective, local/regional innovation systems and open innovation approaches, this study explores whether cooperation between firms, universities and government increases the intensity of innovation equally for the capital city and peripheral regions. We investigate whether firms located in the capital region benefit more from public support, cooperation with universities, and cooperation with different stakeholders than firms located in peripheral regions. Using logistic binary regressions, we find that capital region firms are generally not more innovative than those located elsewhere. We also find no effect on innovation from cooperation with universities, although public support is related to engagement in product and process innovations. Our results warn against simple applications of triple helix and open innovation approaches, as many forms of collaboration seem to have little impact on innovation, regardless of regional context.

The Regional Strategy of Innovation in the Silesian region, formulated and realized in years 2013-020, has been an important factor and an instrument to create and implement innovations. The strategy is intended to develop smart specializations which in Silesia are power industry, medicine and ICT. The paper presents the conception of implementing intelligent innovations and their development as well as it estimates the possibilities of increasing innovativeness in companies which have been making use of programs, and projects released within the framework of the RIS.

Celem podjętych badań było przeprowadzenie analizy innowacyjności regionów Polski przy użyciu metod porządkowania liniowego wraz z oceną podobieństwa wyników. Szczególnej diagnozie poddano wartości cech syntetycznych z uwagi na przyjęte kryterium ogólne w kolejnych latach analizowanego przedziału badań, w tym podejściu bowiem taksonomiczny miernik rozwoju ustalono oddzielnie dla każdego roku w rozpatrywanym okresie 2005-2013. Na potrzeby hierarchizacji obiektów zastosowano natomiast odpowiednie miary agregatowe, tzw. syntetyczne mierniki rozwoju (SMR). (fragment tekstu)
Regional innovation is a complex economic category and in the era of knowledge-based economy it determines regional development. The ambiguity of its measurement, which is the consequence of problems with the quantification of the test area as well as the difficulties arising from the lack or limited availability of certain empirical data, is a methodological challenge that makes scientific and public services of statistics play a huge role in the diagnosis of the problem. This issue has been developed and perfected for decades and recently research in this area has gained more importance. What proves to be extremely useful here are quantitative methods, in particular the methods of multivariate statistical analysis (SAW). In this article, by using the capabilities of public information databases of the CSO (GUS), a set of regional innovation indicators in Poland has been proposed - the set methodically convergent with EU guidelines. The region is associated with each of the sixteen existing voivodships. By using selected SAW methods changes in this area in recent years in Poland has been analyzed, including the assessment of the similarity of results over time. (original abstract)

The importance of innovativeness and competitiveness is rising and it is the essential condition for the survival in a global market. Especially it is vitally important for small countries (and their regions), which do not have the exceptional situation and position in the market, acknowledged products (services) or resources, even stable long-term traditions of innovation culture, etc. The present paper focuses on absorptive capacity, its development issues in regional innovation systems and well-being creation in a small country’s regions. For the purposes of the research, analyses were carried out, identifying reasons (or barriers), promoting (or limiting) innovative activities, impeding organizational propensities and desire to develop activities of knowledge access, anchoring and diffusion at the organizational and inter-organizational level. This paper reveals the experience of Lithuanian regions from the point of view of experts, representing institutions of science, business, innovation and business support. This paper represents the experience of partnerships (successful and failed) for the knowledge absorption in Lithuania and their connection to subsequent directions of organizational behavior and decisions. Furthermore, the author suggests main aspects for managers, seeking to maintain (gain) organizational absorptive capacity, corresponding to requirements and speed of the modern market.

Local innovation systems (LIS) constitute a relatively new term as usually the discussion about the systemic approach to innovation has focused on the level of countries, and most of all - regions. In this article an attempt was made to assess Polish municipalities from the perspective of their potential for development of local innovative systems. The performed factor analysis allowed characterization of five types of institution networks which may impact creation and development of LIS. The study was completed with case studies in selected voivodeship cities as centres of the highest concentration of institutions usually building local innovation systems, three of which were capitals of the poorest regions in Poland.

W artykule przedstawiono model wdrażania RSI oparty na rozwoju inteligentnych specjalizacji na przykładzie województwa śląskiego. W regionie tym jako wiodące specjalizacje wybrano: energetykę, medycynę oraz ICT.
The growth of innovation level constitutes the development of our country both in social and economic way. Implementing innovations is to a large extent a key factor in building competition advance of enterprises. Regional Innovation Strategy (RIS) is one of the most crucial instruments of creating and supporting innovations. This study presents a model of implementing RIS based on the progress of smart specializations, giving the Silesian region as an example. The key specializations in the region have been chosen as follows: energy production, medicine and ICT.

The regional knowledge laboratory, being a part of the regional innovation system, impacts the regional innovation potential of regional firms, especially SMEs. Diffusion of innovations consists of the penetration of innovative solutions into the whole social and economic system, the result of which is a change in its functioning and overall development. The process of diffusion of innovations in a sense forces the innovativeness of the competing enterprises by necessitating their adaptation to the changing conditions of the environment. Diffusion of innovations is a determinant of the growth and development of enterprises, especially those of the SME sector. The paper is an attempt to empirically verify the dependence between the development of small and medium-sized enterprises and the innovative potential of the studied region. Due to utilitarian reasons, the region was defined in accordance with the European statistical terminology (NUTS1 – regions in the total number of 6) as the area of two administration regions (NUTS2 – voivodeships in the total number of 16): małopolskie and śląskie, which makes of one statistical regional (PL2 – Southern Region of Poland). The empirical material was based on a random sample of 109 micro, small and medium-sized enterprises located in the studied region. With the use of computer statistical tools, the hypothesis made in the paper was confirmed, namely that the level of commercialization of knowledge and the transfer of technology in the studied region influences the development of small and medium-sized enterprises.

The economic development of Poland and its regions results from a complex interaction of many factors, which include regional innovation policy. The task of regional innovation policy is to identify and develop smart specialisations, which may offer an opportunity of building up sustained competitive advantage of Poland’s provinces. The identification of regional specialisations for the needs of regional policy carried out by Poland’s provinces is a complex process. It must be placed within the context of all other processes of territorial development. To formulate specialisations, it is necessary to perform a thorough analysis of regional economic structures, taking into account both resources of a given region and possibilities of generating revenue. One of the methods used to identify potential regional specialisations is the Krugman dissimilarity index. In the paper, it is employed to analyse dissimilarities between economic structures of Poland’s regions.
