Do podstawowych celów polityki rozwoju regionalnego należy zapewnienie spójności terytorialnej, w której kształtowaniu zasadniczą rolę odgrywa sprawnie działająca sieć infrastruktury transportowej. Zbudowanie sprawnego systemu transportowego stanowi konsekwencję przyjętego w Polsce modelu rozwoju. W pracy scharakteryzowano sieć kolejową województwa wielkopolskiego, definiując główne problemy w transporcie kolejowym. Dokonano analizy dostępności kolejowej ośrodków powiatowych ze stolicy województwa w aktualnych warunkach infrastrukturalnych. Myślenie o kolei jako czynniku rozwoju województwa wielkopolskiego wymaga oprócz inwestycji w infrastrukturę przede wszystkim zmian organizacyjnych.
The main goals of regional development policy is to ensure territorial cohesion. Fundamental role in its shaping plays an efficiently working transport infrastructure network. Construction of an efficient transport system is consistent with the adopted in Poland model of development. This paper characterizes the railway network in Greater Poland Voivodeship, through the definition of the main problems of rail transport. Were analyzed availability railway of main city county with the capital of Greater Poland Voivodeship, taking into account the current conditions of the infrastructure. Thinking about rail as an factor for the development of the Greater Poland Voivodeship requires not only investment in infrastructure, but most of all changes in the organization.

A number of managerial difficulties arising from the geographical location of Poland's eastern provinces, amongst which are their trans-border and peripheral location as regards major economic centers as well as the abundance of valuable natural resources that restrict forms of economic activity, have exacerbated the threat of economic marginalization particularly in the rural areas of regions characterized by low rates of economic development. This raises the need to implement development strategies aimed at overhauling of both local and regional economic infrastructures to enable the realization of regional coherence policies both at national and EU levels. A key external factor for powering development processes in recent years has been the possibility to source EU funds to co-finance infrastructural investments aimed at ensuring both suitable living conditions as well as economic involvement.

Opis:
The paper attempts to elaborate on the issue of the competitiveness of regions in the framework of the implementation of the Lisbon Strategy. It deals with theoretical aspects of the region's competitiveness, goals of the UE regional policy, as well as with the Lisbon Strategy and the actions planned in the UE budget for the 2007-2013 period. It depicts the most important goals of the cohesion policy in the period of 2007-2013, namely: faster economic growth and higher employment in all the EU regions. The paper also presents the fundamental assumptions of the National Development Strategy 2007-2015, which constitutes an attempt, on the part of Poland, at intensification, of activities envisaged in the Lisbon Strategy. In addition authors evaluate the impact of EU structural funds intervention on the sphere of research and development as well as of the information society.
Celem tego opracowania jest przybliżenie problematyki konkurencyjności regionów w kontekście realizacji Strategii Lizbońskiej, w którym to zaprezentowane zostaną teoretyczne aspekty zjawiska konkurencyjności regionów, cele polityki regionalnej Unii Europejskiej, a także sama Strategia Lizbońska i planowane działania w ramach budżetu UE na lata 2007-2013. Zobrazowano najważniejsze cele polityki spójności na lata 2007-2013, którymi są: większy wzrost gospodarczy i zatrudnienie we wszystkich regionach Unii Europejskiej. Opracowanie prezentuje ponadto podstawowe założenia Strategii Rozwoju Kraju 2007-2015, dokumentu będącego polską odpowiedzią na potrzebę zintensyfikowania działań zawartych w SL, jak również wyniki, przeprowadzonego przez autorów, badania dotyczącego wpływu funduszy strukturalnych na realizację Strategii Lizbońskiej oraz na rozwój sfery B+R i społeczeństwa informacyjnego w Polsce. Wyniki te ukazują, szczególnie w przypadku projektów "unijnych" w zakresie B+R oraz społeczeństwa informacyjnego niepokojąco - z punktu widzenia możliwości budowania GOW w Polsce - niewielki udział tych inwestycji w całości wartości projektów współfinansowanych ze źródeł unijnych.

The Supreme Audit Office of Poland has carried out an audit of the preparations of the structural policy implementation system for the years 2014–2020. The objective of the audit was to examine, among others, the regularity and effectiveness of the activities undertaken by the Minister of Infrastructure and Development, and the managements of all the 16 regions with regard to the development of the partnership agreement, as well as national and regional operational programmes. Before the audit, a panel of experts was organised, with the participation of scientists, representatives of the government and self-government administration, non-governmental organisations and a member of the European Parliament. The audit approach adopted was not a typical one, since the audit was carried out in the course of the development of the programming documents for the years 2014-2020, and it covered the period until the end of April 2014.

The changes stemming from the new regulations on the regional aid for the years 2014-2020 will set the trends in the utilisation of this type of public support in Poland. The maximum amount of this type of aid has been lowered in better developed regions as compared to the previous financial perspective. Simultaneously, due to different development levels of individual areas of the Mazowieckie region, the division into sub-regions has been introduced, excluding Warsaw, for the lowest allowed volume of support. Moreover, the so called incentive effect principle has been liberalised, and the privileged position of small and medium enterprises has been retained.

Celem opracowania jest wartościowanie kierunków podążania przez Unię Europejską do regionalnej spójności społecznej złączonej ze spójnością gospodarczą i terytorialną. Przeprowadzona analiza potwierdza tezę, że paradygmat wzrostu ekonomicznego nie sprzyja regionalnej spójności społecznej. Szanse poprawy tej spójności leżą w równoważeniu przestrzeni zamieszkiwania w myśl koncepcji rozwoju trwałego, które akcentuje rolę infrastruktury osadniczej w tym zakresie. Rynkowy mechanizm wzrostu w wersji liberalnej nadal kładzie się cieniem na rozumowaniu gremiów UE w zakresie analizowanym w tym opracowaniu. Przemawia to za zasadnością podejścia badawczego konfrontującego przeszłość z naukowymi wyobrażeniami dotyczącymi odleglejszej przyszłości w celu unaoczniania przesłanek zmiany paradygmatu dalszego rozwoju.
The aim of this paper is the valuation of the directions of the EU towards regional social cohesion coalesced with economic and territorial cohesion. The analysis confirms that the paradigm of economic growth is not conducive to regional cohesion. Opportunities to improve this cohesion lie in balancing the living space in accordance with the concept of sustainable development, which emphasizes the role of the settlement infrastructure in this area. Market growth mechanism in the liberal version continues to affect the reasoning in the EU bodies in the area. This speaks for confronting the past with the scientific models of the future in order to highlight the rationale of paradigm change.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

Znaczenie pojęcia przestrzeni w koncepcji spójności, zwłaszcza w kontekście wykorzystania jej w polityce regionalnej, ulegało w ostatnich latach istotnej ewolucji.Wartykule zwraca się uwagę na najbardziej istotne elementy tego procesu.
The aim of the article is to analyse the relationships holding between regional policy and the cohesion conception. Special attention is paid to the role of space in their formulation and transformation. The cohesion conception is connected directly with measures taken under regional policy, whose supreme goal is to intervene in the market mechanism in order to reduce the scale of development disparities. The notion of space in the cohesion conception, especially in terms of its use in regional policy, has been undergoing a significant evolution in recent years. The article discusses the most salient elements of this process.

Opis:
The main aim of the paper is an ex-post assessment of the 2004-2006 European cohesion policy programs in Poland. The authors analyze the potential impact of structural interventions on production and employment in Polish regions at the NUTS2 level. Instead of the typical demand and short-term approach dominant in the majority of previous studies, the authors rely on a supply approach based on an augmented regional production function. Moreover, the authors take into account regional heterogeneity by distinguishing three different groups of regions: high-income regions, middle-income regions and low-income regions. The authors find that the EU’s cohesion policy in Poland is effective in terms of both regional output and employment. This means that in the case of Polish regions, structural funds and the Cohesion Fund play an important role in regional economic growth and in income convergence with the “old” EU15 countries. Yet, the article also shows that the real impact of structural interventions on regional employment is much lower than suggested by previous simulations based on Computable General Equilibrium (CGE) models, the authors say.
Głównym celem artykułu jest ocena ex-post skuteczności programów Europejskiej Polityki Spójności (EPS), realizowanych w Polsce w ramach Narodowego Planu Rozwoju na lata 2004-2006. Analizowany jest potencjalny wpływ interwencji strukturalnych na wielkość produktu i zatrudnienia na poziomie regionalnym. W odróżnieniu od wielu poprzednich badań opartych głównie na podejściu popytowym i analizujących krótkookresowe skutki interwencji strukturalnych, w niniejszym artykule odwołujemy się do podażowego podejścia opartego na zmodyfikowanej regionalnej funkcji produkcji. Ponadto, w przeciwieństwie do wcześniejszej literatury przedmiotu, w której większość badań regionalnych skutków wpływu polityki spójności oparta była na uśrednionych szacunkach dla całego kraju, zastosowane podejście pozwala na uwzględnienie różnorodności regionalnej dzięki przypisaniu poszczególnych regionów do trzech grup różniących się pod względem dochodu na głowę: grupy o wysokich dochodach, grupy o średnich dochodach oraz grupy o niskich dochodach. Wyniki przytyczonej analizy pokazują, polityka spójności UE w Polsce jest skuteczna zarówno pod względem stymulowania regionalnego produktu, jak i zatrudnienia. Oznacza to, że w przypadku Polski fundusze unijne mają istotne znaczenie dla wspierania wzrostu gospodarczego i konwergencji dochodowej względem starych krajów UE-15. Ponadto, uzyskane wyniki wyraźnie pokazują, że rzeczywisty wpływ programów EPS na zatrudnienie w poszczególnych regionach Polski jest znacznie niższy w porównaniu z wynikami symulacji przeprowadzonych przy wykorzystaniu modeli równowagi ogólnej.

The European Union identifies the regional level as the ideal spatial scale for resources’ redistribution, in so doing turning European regions into key spatial development players. This raises challenges due to the heterogeneity of the EU in terms of administrative configurations, and spatial governance and planning systems. The contribution of this article draws on the results of three interlinked ESPON research projects to shed light on the matter. Building on an overview of the institutional variables that may influence successful regional development, it proposes a typology of multi-level regional development governance in the EU and reflects upon the potentials for delivering economic, social, and territorial cohesion.

Opis:
The aim of the article is to discuss issues related to the development of tourism in the context of the possibility of financial support available from cohesion policy funds in the current financial perspective for the years 2014-2020. The particular attention was paid to the multifaceted nature of modern tourism and the directions of changes in the use of Eeropean Union funds, referring to the completed programming period 2007-2013. An attempt was also made to indicate the significance of tourism in the section of the national economy of Poland and in the European Union, concentrating on its interdisciplinary character. Characteristics of cohesion policy, its goals and principles of functioning were made. The article is of a review nature, which means that the authors’ own materials and empirical material from the literature of the subject were used. The figures were obtained from reports published by the Chancellery of the Prime Minister of the Council of Ministers. It was found out that the amount of allocated funds for cohesion policy among all European Union countries in 2014-2020 is the highest for Poland and amounts to EUR 72.9 billion. There is an increase in the amount of funds allocated from the European Union to Poland, compared to the amount of allocated funds in the 2007-2013 perspective. It was also pointed out that the cohesion policy instruments mentioned above only indirectly contribute to the development of tourism, as the financing for 2014-2020 lacks programs and activities entirely dedicated to tourism.
Celem artykułu jest omówienie zagadnień dotyczących rozwoju turystyki w kontekście możliwości wsparcia finansowego dostępnego ze środków polityki spójności w aktualnej perspektywie finansowej na lata 2014-2020. Szczególną uwagę zwrócono na wieloaspektowość współczesnej turystyki oraz na kierunki zmian wykorzystania funduszy unijnych, odnosząc się do zakończonego okresu programowania 2007-2013. Podjęto także próbę wskazania znaczenia turystyki w dziale gospodarki narodowej Polski oraz w Unii Europejskiej, zwracając szczególną uwagę na jej interdyscyplinarny charakter. Dokonano charakterystyki polityki spójności, jej celów i zasad funkcjonowania. Artykuł ma charakter przeglądowy, wykorzystano opracowania własne i materiał empiryczny z literatury przedmiotu. Dane liczbowe zostały pozyskane z raportów publikowanych przez Kancelarię Premiera Rady Ministrów. Stwierdzono, że wielkość przydzielonych funduszy na rzecz polityki spójności wśród wszystkich krajów Unii Europejskiej w latach 2014-2020 jest najwyższa dla Polski i wynosi 72,9 mld euro. Widoczny jest wzrost wielkości przydzielanych środków z Unii Europejskiej dla Polski, w porównaniu do wielkości kwot przydzielonych funduszy w perspektywie 2007-2013. Zwrócono także uwagę, że wymienione instrumenty polityki spójności jedynie pośrednio przyczyniają się do rozwoju turystyki, gdyż w finansowaniu na lata 2014-2020 brakuje programów i działań w całości dedykowanych turystyce.
