    The article presents proposed systematisation of international activity of regions (constituent parts of states) - regional paradiplomacy - within the framework of international relations studies. The author outlines the problems with defining the concept in question, the determinants of increasing activity of regions in international relations as well as the development of paradiplomacy studies. Furthermore, the author points out the dynamism and complexity of the analysed phenomenon as well as the vagueness of the concept of regional paradiplomacy and the need to conduct further studies on the issue.(original abstract)

    Polish regions bordering with regions of the other EU Member States are currently facing new development challenges. Inter alia a perspective of joint activities within the European Groupings of Territorial Cooperation is wide open. In this setting the article presents experiences of a study over cross-border cooperation potential concerning Silesia Region (Poland) and Moravian-Silesian Region (The Czech Republic). The areas under scrutiny are: transportation, tourism, economy, energy sector, culture, human capital linked to education and HEI cooperation, environment.

    Subject and purpose of work: Investigation and statistical analysis of tourism flows and of trends observed in Ukrainian-Polish cross-border tourism. The purpose of the study is aiding further crossborder tourism-related cooperation between Ukraine and Poland. Materials and methods: Government and commercial statistics sources. Data analysis methods included literary, analytical, comparative, and quantitative methods. Results: The processes and dynamics of cross-border cooperation between Ukraine and Poland in the field of tourism during 12 years (from 2006 to 2017) have been investigated. The authors analysed data related to tourism flows and determined the primary source-countries of visitors based on the inbound and outbound indicators and the current tourism market trends within this cross-border cooperation. Conclusions: The main trend in the Ukraine-Poland tourism flow over the last decade is the stabilisation of inbound tourism from Poland to Ukraine and a significant increase in outbound tourism from Ukraine to Poland. In the last few years, it has been driven by Ukraine’s focus on Euro-integration.

    The research concerning cross-border cooperation initiative between regions presents international relations that are often formed upwards and have their roots in bilateral relations of the regions. A research hypothesis was positively verified on the basis of the conducted research, according to which the examined subject is a form of cross-border cooperation at the level of regional parliaments: German federal states, Kaliningrad District of the Russian Federation and selected Polish voivodships. Coherently with the purpose of the study, an institutional and legal analysis, analysis of source materials and a questionnaire were conducted. The paper contains an investigation of the genesis, objectives and the scope of substantive works concerning the cross-border cooperation formula within the regional parliaments of the South Baltic Region. A special nature of work within the Forum was also presented; the most important substantive issues introduced by the partners in resolutions adopted by acclamation are discussed, as well as the results of own research are presented.

    The idea of the euroregions in Europe appeared together with the development of the integration trend among the European states. In time, the economic benefits resulting from such cooperation were recognized, and an interaction was estab-lished as a bridge uniting the continent not only in terms of social issues, but also of economic or cultural bases. Euroregions have not only become a specific form of the EU's regional policy, but they are also primarily an expression of the active opera-tions of the cross-border structures functioning in the integrated Europe. Thus, the new Member States are required to carry out and implement the idea of the func-tioning of euroregions in the community.

    The main functions of the state border, such as barrier, filter, contact are studied. It is proved that currently there is activation of contact function of the state border. It is underlined that the Ukrainian-Polish border is characterized by processes of contact function strengthening. Origins and political aspects of the formation and development of the Euroregion “Buh” in the Ukrainian-Polish border; the positive impact of cross-border cooperation within these structures on the socio-economic development of border areas; the prospects and ways of further intensification of Ukrainian-Polish border cooperation and positive effects from increased contact functions of the Ukrainian-Polish border are studied.

    The author of the article presents the realities of cross-border cooperation, which takes place on Polish borderlands. He defines the term of borderland from the angle of cross-border cooperation and discusses the most important tasks which are related to the process. He focuses on the barriers, which limit the efficiency of Polish cross-border cooperation with adjacent countries. The subject of his utmost consideration is the eastern borderland, because it concentrates institutional, infrastructural and social problems, which limit the cooperation of Poland with Ukraine, Belarus, Lithuania and Russia. The author notices that countries cooperating with Poland are also to blame for inefficient cross-border cooperation on Polish eastern borderland. The main reason of such a situation is a considerable infrastructural and organizational retardation of these countries. Presented barriers let us notice that cooperating countries have to face a challenge of laborious work of multidimensional dimension. The author also emphasizes the necessity of mental change among the people living on borderland as a method of breaking barriers concerning cross-border cooperation.

    Celem opisanego w artykule badania jest opracowanie typologii regionów transgranicznych z udziałem Ukrainy na podstawie identyfikacji i syntetycznej analizy czynników peryferyzacji i aktywizacji ich rozwoju, przy wykorzystaniu metody oceny wielokryterialnej. Badaniem objęto regiony przygraniczne Ukrainy oraz siedmiu sąsiadujących z nią państw tworzących jednostki administracyjne na poziomie NUTS 2, położone wzdłuż granicy lądowej. Posłużono się danymi Państwowej Służby Statystyki Ukrainy, GUS, Państwowego Komitetu Statystyki Republiki Białorusi, Urzędu Statystycznego Republiki Słowackiej, Głównego Urzędu Statystycznego Węgier, Narodowego Instytutu Statystyki Rumunii, Narodowego Biura Statystyki Republiki Mołdawii oraz Federalnej Służby Statystyki Państwowej Rosji za lata 2013 lub 2015 (zależnie od kraju). Ocenie poddano uwarunkowania geopolityczne, instytucjonalne i społeczno-ekonomiczne oraz możliwości aktywizacji ukraińskich regionów przygranicznych z sąsiednimi poprzez realizację wspólnych dokumentów strategicznych i dostępność zewnętrznych środków finansowych. Efektem końcowym przeprowadzonych dociekań jest syntetyczna wielocechowa typologia regionów przygranicznych Ukrainy, ukazująca możliwości prowadzenia skutecznej współpracy transgranicznej. W badanym okresie współpraca ta osiągała najwyższy poziom na pograniczu ukraińsko-polskim, natomiast w przypadku pogranicza ukraińsko-rosyjskiego w ówczesnych i utrzymujących się nadal warunkach geopolitycznych nie ma szans na jej rozwój. Na pozostałych pograniczach ukraińskich sytuacja jest lepsza w przypadku współpracy z państwami UE, a gorsza — w przypadku państw postradzieckich.
    The aim of the research described in the article is to develop a typology of cross-border regions of Ukraine based on the identification and synthetic analysis of the peripheralisation factors and the activation of their development, using a point bonitation method. The research covered border regions of Ukraine and seven neighbouring countries forming administrative units at the NUTS 2 level, located along the land border. The data of the State Statistics Service of Ukraine, Statistics Poland, the National Statistical Committee of the Republic of Belarus, the Hungarian Central Statistical Office, the National Institute of Statistics of Romania, the National Bureau of Statistics of the Republic of Moldova and the Federal State Statistics Service of Russian Federation for the years 2013—2015 (depending on the country) were used. Geopolitical, institutional and socio-economic determinants as well as the possibilities of activation of the Ukrainian border regions with neighbouring countries through the implementation of joint strategic documents and the availability of external financial resources were evaluated. The final effect of the conducted research is a synthetic multi-feature typology of the cross-border regions of Ukraine, showing the possibilities for the development of effective cross-border cooperation. In the remaining Ukrainian borderlands, the situation is better in the case of cooperation with the EU countries, and worse in the case of the post-Soviet countries.

Przedmiotem szczególnego zainteresowania jest Zakarpacie, gdyż ten region graniczy z czterema państwami członkowskimi UE. Szczególne znaczenie dla realizacji różnych programów współpracy transgranicznej  mają wspólnoty lokalne reprezentowane przez organy władzy samorządowej. One to właśnie powinny dysponować wiedzą i doświadczeniem, które umożliwiają wprowadzanie w życie projektów i programów finansowanych z różnych źródeł i zorientowanych na wsparcie dla regionów przygranicznych. Rozwój przygranicznych obszarów Ukrainy i ich perspektywy na przyszłość w znacznej mierze zależą od strategicznie przemyślanego sposobu wydatkowania dostępnych środków.  
    This article is devoted to the study of the implementation of cross-border cooperation between Ukraine and EU countries. Transcarpathia was chosen as the region for the study because it is here that Ukraine is bordering with four European states. The most important role in the implementation of cross-border programs belongs to the communities in the field provided by the local self-government bodies. It is they who have the relevant knowledge and experience to successfully implement projects and programs from different funding sources targeted for the development of cross-border regions. The successful development and success of Ukraine’s border territories largely depend on the successful mobilization and strategic use of funds.

    Reprezentacja interesów regionu na forum międzynarodowym jest niezwykle ważnym elementem wspierania i przyspieszania rozwoju społeczności lokalnych i regionalnych. Współdziałanie różnych podmiotów, w tym miast oraz innych struktur terytorialnych, przyczynia się do przezwyciężania słabości tkwiących w poszczególnych regionach i wykorzystywania istniejących szans. Niektóre struktury regionalne i transgraniczne radzą sobie dość dobrze i wypracowują skuteczny model reprezentacji wspólnych interesów, inne z kolei mają z tym spore problemy. Celem zasadniczym zaproponowanej analizy jest próba zweryfikowania tezy, iż Związek Miast Bałtyckich (Union of the Baltic Cities, UBC) pozwala skutecznie wspierać interesy regionu bałtyckiego i przyczynia się do przezwyciężania słabości tkwiących w tymże regionie oraz wykorzystywania istniejących szans, dzięki różnym wspólnym działaniom. Warto przypomnieć, że Związek Miast Bałtyckich jest aktywną siecią współpracy ponad 100 miast członkowskich, powstałą w celu rozwijania współpracy i wymiany doświadczeń pomiędzy miastami członkowskimi. Nadrzędnym celem ZMB jest dążenie do demokratycznego, gospodarczego, społecznego, kulturalnego, jak i przyjaznego dla środowiska rozwoju regionu Morza Bałtyckiego. Związek Miast Bałtyckich został powołany do życia na konferencji założycielskiej, która odbyła się w Gdańsku, w dniach 19-20 września 1991 roku, podczas której przedstawiciele 32 miast podpisali deklarację wyrażającą wolę utworzenia organizacji zrzeszającej miasta bałtyckie. Wieloletnia współpraca stanowi zatem doskonałą okazję do próby oceny dokonań tej struktury działającej ponad granicami państw.
    Representation of interests of the region in international forums is an extremely important element in supporting and accelerating the development of local and regional communities. The cooperation of various entities, including cities and other territorial structures, contributes to overcoming the weaknesses of the various regions and the use of existing opportunities. Some regional and cross-border structures can cope fairly well and work out an effective model for representation of common interests, while others have big problems. The main goal of the proposed analysis is to verify the thesis that the UBC (Union of the Baltic Cities, UBC) can effectively promote the interests of the Baltic region and contributes to overcoming the weaknesses of the region and using existing opportunities, through various joint actions. It is worth remembering that the UBC is an active cooperation network of over 100 member cities and was founded in order to develop cooperation and exchange of experiences between the member cities. The fundamental UBC goal is to strive for democratic, economic, social, cultural and environmental development of the Baltic Sea region. The UBC has been brought to life at the Founding Conference, held in Gdansk on 19-20 September 1991, during which representatives of 32 cities signed the Declaration expressing a wish to create an organization of Baltic cities. Long-term cooperation of this crossborderly operating structure is therefore an excellent opportunity to try the assessment of its achievements.

    Opis:
    Pogranicze polsko-niemiecko-czeskie na przełomie lat 80. i 90. ubiegłego wieku nazywano „czarnym trójkątem” z powodu silnie zdegradowanego środowiska naturalnego. Przemiany społeczno-gospodarcze związane z rozszerzaniem Unii Europejskiej, a zwłaszcza możność skorzystania z zewnętrznych środków pomocowych pozwoliły na intensywne, transgraniczne działania rewitalizacyjne, które doprowadziły do zmiany image’u rejonu, który obecnie jest określany jako „zielony trójkąt”. Międzynarodowa grupa naukowców pod kierownictwem Instytutu Rozwoju Przestrzennego im. Leibniza w Dreźnie podjęła próbę oceny przebiegu ekologicznych procesów rewitalizacji i rozwoju pogranicza. Badaniami objęto zmiany zachodzące w latach 1990–2006.Wyniki tych prac mają znaczenie dla określenia przyszłych działań, służących dalszemu transgranicznemu rozwojowi tego obszaru.
    Ateam of researchers at the Leibniz Institute of Ecological and Regional Development in Germany carried out an evaluation of processes of ecological revitalisation and of progresses in development of the Polish-German-Czech borderland together with Czech and Polish experts. Investigations focused on identification of indicators and on evaluation of quality of environment and life. In each country three types of settlements have been selected and investigated: rural, industrial and touristic. This paper summarises changes in the socio-economic and ecological situation in the period 1990–2006 in the area of the “black triangle”. The severe ecological situation of this area required intensive measures with cross-border character. Political changes allowed solutions and deepened cross-border contacts for joint concentration on environmental protection. Standards issued by the European Union provided objective guidelines for all three countries.Within a short period quality of natural environment enhanced considerably. External funding pushed on this process of revitalisation and contributed to a steady change of the region’s image to an attractive “green border triangle”. Enhancement of attractiveness and competitiveness of the Polish-German-Czech border region is not only dependent of EU funding but also a result of the will of cross-border cooperation, cross border utilization of resources, negotiating legal and mental barriers as well as generation of long-term win-win situations. Achallenge for the regions remains to develop this area into an economic, ecological and cultural valuable European region instead of becoming a transit region.

    Opis:
    The article analyzes the development of cooperation between Russia’s Kaliningrad region and Poland’s northeastern voivodeships in 1991–2020. The authors conduct a brief historical analysis of regional sphere of international relations. This study compares two periods of introduction of programs aimed at the development of Polish- Russian CBC: years 1991–2014, and years 2014– 2020. The conducted analysis proved that CBC support programs are one of the important tools for the development of border areas. Importantly, the implementation of the Poland-Russia CBC Program 2014–2020 coincided with the deterioration of political relations: both on the bilateral level of Polish-Russian interstate relations and at the level of the European Union-Russia relations. However, this did not significantly affect the conditions for implementing the program and effective cooperation between local governments and non-governmental organizations.
    W artykule przeanalizowano rozwój współpracy między obwodem kaliningradzkim Federacji Rosyjskiej a północno-wschodnimi województwami Polski w latach 1991–2020. Autorzy poddali analizie historycznej regionalny wymiar stosunków polsko-rosyjskich. W artykule porównano dwa okresy realizacji programów mających na celu rozwój polsko-rosyjskiej współpracy transgranicznej: lata 1991–2014 oraz lata 2014–2020. Przeprowadzona analiza wykazała, że programy wsparcia współpracy transgranicznej są jednym z ważnych narzędzi rozwoju polskiego i rosyjskiego pogranicza. Co ważne, realizacja Programu Współpracy Transgranicznej Polska- -Rosja 2014–2020 zbiegła się z pogorszeniem stosunków politycznych: zarówno na poziomie polsko-rosyjskich relacji międzypaństwowych, jak i na poziomie relacji Unia Europejska-Rosja. Nie wpłynęło to jednak znacząco na warunki realizacji programu i efektywnej współpracy samorządów i organizacji pozarządowych.
