Opis:
The development of cities and peri-urban areas is exerting an increasingly strong impact on the natural environment and, at the same time, on the living conditions and health of people. Problems and challenges that need to be addressed include increasing air pollution in these areas, formation of a surface urban heat island (SUHI), water management disruptions (water scarcity or excess), and the destruction of natural habitats. One of the solutions that contributes to climate change mitigation is the introduction of blue-green infrastructure into the city space and urbanised areas. The research objective was to identify spatial features (geodata) that determine the optimum location of selected blue-green infrastructure (BGI) components, acquire them, and then use the Geographical Information System (GIS) to determine their optimum locations. As the first step, cartographic models were developed which indicated areas that enable the development of selected blue-green infrastructure components in the Olsztyn city area, Warmińsko-Mazurskie Province, Poland. The models were juxtaposed with other two models developed by the authors, i.e. a surface urban heat island model and a demographic model that showed the age structure of the city’s population. Consequently, maps with potential locations for the blue-green infrastructure were developed, while taking into account reference data from the National Land Surveying and Cartographic Resource and Landsat 8 images. More than half of the incidents reported to EMSA relate to nautical events such as collision, groundings and contacts. Knowledge of accurate and high-integrity positioning is therefore not only a need for future automated shipping but a base for today’s safe navigation. Examples on accidents include Ever Given in the Suez Canal and HNoMS Helge Ingstad in Norway. A Network-RTK (NRTK) service can be used as an augmentation technique to improve performance of shipborne GNSS receivers for future positioning of manned and unmanned vessels in restricted areas, such as port areas, fairways, and inland water ways. NRTK service providers generate RTK corrections based on the observations of networks of GNSS reference stations which enables the users to determine their position with centimeter accuracy in real-time using a shipborne GNSS receiver. Selection of appropriate communication channels for dissemination of NRTK corrections data is the key to a secure positioning (localization) service. In PrePare-Ships project, the modern maritime communication system VDES (VHF Data Exchange System) is proposed to distribute SWEPOS (NRTK in Sweden) correction data to shipborne positioning modules. VDES is a very reliable technique and it is compatible with most onboard functionalities. In order to minimize the impact on the overall VDES data capacity in a local area, NRTK correction data shall only occupy a single VDES slot with a net capacity of 650 bytes. Update rates may vary but are preferably at 1Hz. However, NRTK correction data size changes instantly, depending on the number of visible GNSS satellites, and the data rate can therefore sometimes reach in excess of 1000 byte/s. In this study, a smart technique is proposed to reduce size of NRTK correction data to instantly adapt with the VDES requirements by choosing a combination of specific signals, satellites or even constellations such that the data rate is not more than 650 byte/s, and at the same time it achieves optimal positioning performance with the accuracy required by the PrePare-Ships project application.

Celem autora było pokazanie wybranych mechanizmów zachodzących w tym procesie zwracając uwagę na kluczowe czynniki, które są niezbędne do osiągnięcia sukcesu. Autor celowo nie wymieniał żadnych konkretnych zintegrowanych systemów informatycznych ze względu na chęć przedstawienia w sposób obiektywny omawianej problematyki. Przedstawione wybrane aspekty praktyczne wynikają z kilkunastoletniego doświadczenie biznesowego, które autor posiada.
he article presents selected practical aspects of choosing an integrated IT system for enterprise management. The issue of developing a good request for proposal is very important in the process of conducting the tender, the effect of which is to be the purchase of an integrated IT system for enterprise management. The author's goal was to show selected mechanisms taking place in this process, paying attention to the key factors that are necessary to achieve success. The author intentionally did not mention any specific integrated IT systems due to the willingness to present the discussed issues in an objective manner.The presented selected practical aspects result from several years of business experience that the author has.

The determination of the height in the vertical reference frame in force in Poland is based both on national regulations (Council of Ministers Regulation, 2012) and on the resolution adopted by the EUREF subcommittee in Tromsø (Resolution No. 5, EUREF Symposium, 2000). Currently, the PL-KRON86-NH vertical reference frame is in use in Poland – a normal height system referred to a quasi-geoid of the average level of the Baltic Sea determined by the zero level of the mareograph in Kronstadt. According to the Regulation, by the end of 2019, Poland will adopt the PL-EVRF2007-NH vertical reference frame, i.e. a normal height system referred to the zero level of the mareograph in Amsterdam. The authors present a method of determining normal heights of seabed referred to the zero level of the mareograph in Amsterdam for coastal areas of the Baltic Sea. This method uses GNSS measurements, the EGM 2008 model and depth measuring methods typical for underwater mining.

Opis:
The problem of determining displacements of objects is an important and current issue, in particular in terms of operational safety. This is a requirement that covers geodetic, periodic control measurements in order to determine horizontal and vertical displacements. The paper is focused on the analysis of vertical displacements. Geodetic measurements and their interpretation allow to reduce the risk of possible structural catastrophes. The major research topic of the majority of available papers is displacement determination of individual controlled points, in a situation where there are identified as fixed reference points. There are cases making identification of such points difficult or impossible to use in displacement analysis. This paper addresses a rare case of determining vertical displacements in unstable reference systems. Due to the fact that most of the existing and known literature methods do not always bring satisfactory results, the paper propose a new method of vertical displacement determination in the absence of reference points in the local coordinate system. Practical considerations on simulated data show that the presented method performs the task correctly.
Problematyka wyznaczania przemieszczeń obiektów jest ważnym zagadnieniem, w szczególności w aspekcie dotyczącym bezpieczeństwa użytkowania obiektu. Zmiany poziomu zwierciadła wody, głębokie wykopy, obciążenie gruntu ciężką budowlą, zużycie konstrukcji na skutek jej eksploatacji to tylko kilka czynników mogących powodować ruchy gruntu i posadowionych na nim obiektów. Konsekwencją ruchów gruntu mogą być przemieszczenia poziome i pionowe. Zatem istotne jest określenie wielkości tych przemieszczeń, na co pozwalają okresowe pomiary kontrolne. W analizie przemieszczeń wyróżnić można układy odniesienia stabilne oraz niestabilne. Praca ta skupia się na wyznaczaniu przemieszczeń pionowych w niestabilnych układach odniesienia, zatem porusza problem, który rzadko prezentowany jest w literaturze przedmiotu.

We introduce a novel fractional order adaptive control design based on the tube model reference adaptive control (TMRAC) scheme for a class of fractional order linear systems. By considering an adaptive state feedback control configuration, the main idea is to replace the classical reference model with a single predetermined trajectory by a fractional order performance tube guidance model allowing a set of admissible trajectories. Besides, an optimization problem is formulated to compute an on-line correction control signal within specified bounds in order to update the system performance while minimizing a control cost criterion. The asymptotic stability of the closed loop fractional order control system is demonstrated using an extension of the Lyapunov direct method. The dynamical performance of the fractional order tube model reference adaptive control (FOTMRAC) is compared with the standard fractional order model reference adaptive control (FOMRAC) strategy, and the simulation results show the effectiveness of the proposed control method.

The legal order is composed not only of legal norms but also of values. An axiological aspect of law becomes important especially in the acts of law interpretation and application. By reconstructing values a legislator presumes there is a possibility to reconstruct his complete axiological system. This system contains three types of values: legally binding values inbuilt in legal norms (especially in principles), reference values (this kind of values must be applied by courts in accordance with reference provisions) and universal values.
Porządek prawa składa się nie tylko z norm, lecz także z wartości. Aksjologiczny aspekt prawa staje się ważny zwłaszcza w przypadku jego interpretacji i stosowania. Rekonstruując wartości, prawodawca zakłada, że istnieje również możliwość zrekonstruowania całego systemu aksjologicznego. System ten obejmuje trzy rodzaje wartości: prawnie wiążące wartości wbudowane w normy prawne (szczególnie w zasady), wartości odesłania (tego rodzaju wartości muszą być stosowane przez sądy zgodnie z odesłaniami) i wartości uniwersalne.

In this article, model reference adaptive system (MRAS)-based estimator of a rotor resistance of an induction motor (IM) is presented. In contrast to the solutions known from the literature, the reference model of this estimator uses the measured values of the phase current and the adaptive part is a virtual current sensor. The article presents an accurate description of the algorithm taking into account the discrete equations for possible practical implementation in the microprocessor system. In the first step, the impact of motor parameters to stator current estimation quality in the adaptive model was checked. Subsequently, simulation tests of the proposed rotor resistance estimator were carried out for the field-oriented control of the induction motor drive system with a model of an induction motor with fixed parameters and an induction motor with a changing main inductance according to a magnetisation curve. The analysis of the estimator’s work showed its high efficiency and insensitivity to changes in the IM main inductance.

This article presents a new development of an indirect stator flux-oriented controller for sensorless speed induction motor drive utilising instantaneous and steady-state values, respectively, of a fictitious resistance symbolised as R_f. The dimension of the fictitious quantity, in this context, is the ohm, which is the difference between the stator d- and q-axis fictitious resistances. However, from the measurement of the stator voltage and currents of the machine, two independent resistance estimators are built. Therefore, the first is considered as a reference model of the induction machine (IM), and the second is considered as an adjustable model. Subsequently, the error between the states of the two models is used to drive a suitable adaptation mechanism that generates the estimation of the speed, for the adjustable model. Furthermore, the structure of the proposed estimator is free from stator resistance and eliminates the requirement of any flux computation. All the detailed simulation study is carried out in MATLAB/Simulink to validate the proposed method and to highlight the robustness and the stability of the proposed model reference adaptive system estimator.

This study presents a new, reference trajectory based sliding mode control strategy for disturbed discrete time dynamical systems. The desired trajectory, which is generated externally according to an existing switching type reaching law, determines the properties of the emerging sliding motion of the system. It is proved that an appropriate choice of the trajectory generator parameters ensures the existence of the quasi-sliding motion of the system according to the definition by Gao et al. (1995) in spite of the influence of disturbances. Moreover, the paper shows that the application of the desired trajectory based reaching law results in a significant reduction in the quasi-sliding mode band width and errors of all state variables. Therefore, in comparison with Gao’s control method, the system’s robustness is increased. The paper also presents an additional modification of the reaching law, which guarantees a further reduction in the quasi-sliding mode band in the case of slowly varying disturbances. The results are confirmed with a simulation example.

Opis:
A sensorless indirect stator-flux-oriented control (ISFOC) induction motor drive at very low frequencies is presented herein. The model reference adaptive system (MRAS) scheme is used to estimate the speed and the rotor resistance simultaneously. However, the error between the reference and the adjustable models, which are developed in the stationary stator reference frame, is used to drive a suitable adaptation mechanism that generates the estimates of speed and the rotor resistance from the stator voltage and the machine current measurements. The stator flux components in the stationary reference frame are estimated through a pure integration of the back electro-motive force (EMF) of the machine. When the machine is operated at low speed, the pure integration of the back EMF introduces an error in flux estimation which affects the performance torque and speed control. To overcome this problem, pure integration is replaced with a programmable cascaded low-pass filter (PCLPF). The stability analysis method of the MRAS estimator is verified in order to show the robustness of the rotor resistance variations. Experimental results are presented to prove the effectiveness and validity of the proposed scheme of sensorless ISFOC induction motor drive.

The operating zone of a radio navigation system is one of its main operating features. It determines the size of a water body in which the system can be used, while guaranteeing vessels’ navigation safety. The DGPS system in the LF/MF range is now the basic positioning system in coastal waters around the world, which guarantees not only metre positioning accuracy, but it is also the only one to provide navigators with signals on positioning reliability. This paper describes and summarises over twenty years of studies dealing with the operating zone of the Polish DGPS reference station network. This paper is the fifth in a series of publications whose aim was to present in detail the process of installation, testing and long-term evaluation of the navigational parameters of the Polish DGPS system, launched in 1995. This paper includes the theoretical foundations of determination of the Dziwnów and Rozewie DGPS reference station operating zones in the years 1995-2018. Moreover, it presents the measurement results for the signal levels and the results of their analyses, which determine the station operating zones.

Opis:
The Common European Framework of Reference for Languages is a document characterized by a high level of generality, addressed to a wide range of readers. The conceptual paradigm included in the document could constitute the basis for a new trend in language didactics; however, a lot of further work and research should be carried out for the new approach to achieve the status of independent and efficient methodology. The first prerequisite for introducing necessary modifications is a reflexive approach to the recommendations of CEFR, especially those which are methodological in character. The lack of any rules or procedures showing how to facilitate the achievement of learning objectives is the most frequent objection made against the CEFR. The focus on what has to be taught should go along with how to teach and why. Reflexivity which occupies a marginal position in the CEFR has to become a priority for its users if the methodology outlined there is to constitute the new era in language didactics.

Opis:
Research activities of Polish research groups in a period of 2015–2019 on reference frames and reference networks are reviewed and summarised in this paper. The summary contains the results concerning the implementation of latest resolutions on reference systems of the International Union of Geodesy and Geophysics and the International Union of Astronomy with special emphasis on the changes in the Astronomical Almanac of the Institute of Geodesy and Cartography, Warsaw. It further presents the status of the implementation of the European Terrestrial Reference System 1989 (ETRS89) in Poland, monitoring the terrestrial reference frame, operational work of GNSS permanent IGS/EPN stations in Poland, operational work of the laser ranging station in Poland of the International Laser Ranging Service (ILRS), active GNSS station network for the realization of ETRS89 in Poland, validation of recent ETRS89 realization, expressed in ETRF2000 in Poland, and maintenance of the vertical control in Poland (PL-KRON86-NH). Extensive research activities are observed in the field of maintenance and modernization of gravity control not only in Poland, but also in Sweden and in Denmark, as well as establishment of gravity control in Ireland based on absolute gravity survey. The magnetic control in Poland was also regularly maintained. The bibliography of the related works is given in references.
