Opis:
Subject and purpose of work: This paper examines empirical implications of exchange rates in the economy of the Kingdom of Saudi Arabia (KSA). In particular, it aims to identify and evaluate potential macroeconomic signs and symptoms of economic disturbance so as to determine macroeconomic variables that influence spot exchange rate (1GBP = SAR), and to examine how fixed exchange rate regime influences exports and imports in the Kingdom of Saudi Arabia (KSA). Materials and methods: Multiple regression and simple linear regression models were used to analyze the data from 1975 to 2018. Results: The study found a weak and insignificant relationship between spot exchange rate and unemployment rate, inflation rate, exports, and economic growth, along with strong relations with imports, investment, and current account variation in the KSA. Conclusions: The study recommends the adoption of a floating exchange rate regime in the KSA. It has revealed the signs and symptoms of increases of the inflation rate with decreasing exports, increasing imports, decreasing of current account (current account deficit threat), and small increases of investment.
Przedmiot i cel pracy: W artykule przeprowadzono ocenę empiryczną implikacji zmian stopy wymiany walut w gospodarce Królestwa Arabii Saudyjskiej. Autorzy rekomendują wprowadzenie w Królestwie Arabii Saudyjskiej zmiennej stopy wymiany waluty krajowej wobec walut zagranicznych.

Opis:
The basic aim of the research presented in this paper was to check whether the language proficiency level of bilingual children with Polish as one of their languages is also related to the pace of speech, which is the result of two specific parameters i.e. articulation rate and speaking rate. It was assumed that children who use Polish more rarely and mostly at home will display slower speaking and articulation rates when contrasted with children who use Polish both at home and at school on an everyday basis. Participants were thirty-two children who speak Polish as one of two languages, the first research group consisting of sixteen Polish-French students at the age of 8.11 living in Wal-lonia. The second group consisted of sixteen Flemish-Polish students living in Flanders. Here the average age was 9.3 and subjects used Polish much less than their first group coun-terparts. The comparative analysis included the following parameters essential for the de-scription of the rate of speech: 1. basic: average speaking rate (phones/sec., syllables/sec, duration of pauses), average articulation rate (phones/sec., syllables/sec.), average ratio of pauses in speech sample (number and percentage), 2. accessory: average duration of all pauses (sec.), average duration of proper pauses (sec.), average duration of filled pauses (sec.), average duration of semi-filled pauses (sec.). The numerical data from the research was obtained with the use of free Audacity software. The results showed that there were no statistically significant differences between the two research groups in either the basic or the accessory speech rate parameters. In the Polish-French group the results were comparatively better but still statistically insignificant. It seems that the data obtained will confirm the need for considerable caution in the evalua-tion of the competence of bilingual children with high language skills. Similar to children with imbalanced bilingualism, these children may also, perhaps, require some extra time to deal with certain language tasks.

Opis:
The algorithm for measuring unemployment rate can be formulated in many ways. Its basic variant is defined as the quotient of unemployed people number and the professionally active population (unemployed and employed). However, sometimes it is indicated that this relationship is based on the number of unemployed people and the production age population. Solving this alternative does not seem difficult. Adopting conventional definitions of unemployment rate components is much more complicated, i.e. the definition of an unemployed and an employed person. Different interpretations of meanings ingrained in these concepts result in an indicator value variation which, by assumption, is supposed to describe accurately the intensity of unemployment phenomenon in a given population. Therefore, it seems founded to pose a question – what should be done to make national and international unemployment statistics more credible? An attempt to solve this problem determines the logical sequence of the discussion presented in the paper (problem identification – recommended solutions).

Workplace safety performance is computed using frequency rate (FR) and severity rate (SR). Only work time lost due to occupational incidents that need to be reported is counted. FR and SR are the 2 most important safety performance indicators that are applied universally; however, calculations differ from country to country. All injuries and time lost should be considered while calculating safety performance. The extent of severity does not matter as every incident is counted. So, a new factor has to be defined; it should be based on the hours or days lost due to each occupational incident, irrespective of its severity. The new safety performance factor is defined as the average human-hour unit lost due to occupational accidents/incidents, including fatalities, first-aid incidents, bruises and cuts. The formula is simple and easy to apply.

The design of the experimental laboratory device is based on the construction of the hydraulic circuits of mobile devices. It is possible to ensure the repeatability of the flow characteristic measurements at the laboratory. This means that in the operating test it is possible to verify the flow characteristics of the hydraulic pump and these results are not affected by the change in the physical properties of the applied liquid. By comparing of the flow characteristics directly on the work equipment (mini-excavator, etc.), the disadvantage is the need for dismantling the hydraulic pump and its mounting on the laboratory device. In some working device removal is not possible, where dismantling is structurally difficult or is time consuming, which increases the cost of their operation. The proposed experimental laboratory device serves to verify the flow characteristics of the hydraulic pump and is also designed to be universal, to test external gear hydraulic pump and hydraulic pump with inclined plate.

The geological and structural conditions define the radon situation inside a building. While the geological realities can be specified by the content of radium-226 and the ratio of radon-222 emitted from the ground the structural conditions are defined by the tightness of the building envelope. The radon concentration inside has an unsteady character, which is caused by meteorological conditions outside and the air change rate (ACH or ACR), which in turn is influenced by the residents’ behaviour such as venting and heating. For the assessment of the radon exposition, it is necessary to perform measurements for a long time. An approach to reduce this time by eliminating the inhabitants influence on the radon concentration is the radon emission rate, also known as radon entry rate. This variable is based on the measurement of the radon concentration and the parallel determination of the air change rate via a tracer gas method, the result expresses a released activity per time. Due to their noisy character, it is necessary to apply a smoothing algorithm to the input parameters. In addition to mean values, the use of window functions, known from digital signal processing, was analysed. For the verification of the whole calculation procedure, simulations and measurements under defined conditions were used. Furthermore, measurements in an uninhabited house showed proof of the capability of the assessment of the radon potential. First examinations of influencing parameters of the radon emission rate showed a possible dependence on the temperature difference inside and outside the building.

The aim of the article is to identify the determinants of changes in public debt ratios in the developed countries of the EU (EU-15). The analysis was based on the observations of the average values of analysed variables in particular countries throughout the study period and over two sub-periods: 2001-2007 and 2008-2014. On the basis of the article it can be concluded that the diversification of changes in public debt ratios resulted mainly from varying budget and primary balances (the lower the deficits, the lower the increases in public debt ratios) and, to a smaller extent, also from varying interest rates on bonds (the lower the interest rates, the lower the increases in public debt ratios) as well as varying economic growth rates (the higher the economic growth rates, the lower the rises in public debt ratios).

Opis:
The second most important source of indoor radon, after soil beneath dwelling, is building material. With the increase in environmental awareness and new energy-saving policies, residents tend to replace the existing windows with tighter windows, which leads to a decrease in air exchange rate and consequently an increase in indoor radon concentration. In case of low exchange rates, dose caused by inhalation of radon and its progeny can exceed external dose originating from the radium content in the surrounding building material. In this paper, surface exhalation rates of radon (222Rn) and thoron (220Rn) from typical building materials used for construction and interior decoration of houses in Serbia were investigated. Surface exhalation rate measurements were performed using the closed-chamber method, while concentrations of radon and thoron in the chamber were continuously measured using an active device, RTM1688-2, produced by SARAD® GmbH. Finally, the impact of the replacement of windows on the indoor radon concentration was estimated.

The aim of the paper is to evaluate and compare two linear regression models proposed by Froot and Frankel (1989) and to show their application in verification of the uncovered interest rate parity (UIP) hypothesis in the selected ten exchange rate markets. The paper shows that both models proposed by Froot and Frankel (1989) are formally equivalent, but they may give different regression results. Many researchers claim that uncovered interest rate parity tends to hold more frequently in emerging markets than in developed economies. The paper is focused on five developed and five emerging economies. It is partly confirmed that developing countries work better in terms of UIP.

The improving economic situation, loosened credit policy of banks and a low level of interest rates foster the increase in enterprises’ credit obligations. Variable rates that are characteristic of those credits cause some difficulties in capital cost estimation resulting from the risk of interest rate increase. To meet enterprises’ expectations, banks are offering a range of products aimed at hedging such a risk. The purpose of the paper is to define the prerequisites for using interest rate hedging instruments in enterprises’ policies. It required characterising the nature of transactional risk resulting from interest rate changes, presenting financial instruments offered by banks operating on the Polish banking market and analysing advantages and threats connected with such transactions.

Several composite propellant compositions containing various concentrations of biuret, a new burning rate suppressant, were formulated and studied to optimize the concentration of biuret in the composite propellant. Biuret was used here for the first time in a composite propellant as a burning rate suppressant. The theoretical properties of the compositions containing different concentrations of biuret were computed by using the NASA CEC-71 programme and the burning rate performances were evaluated. In addition, the sensitivity, thermal and mechanical properties of the compositions were also evaluated. The composition containing ammonium chlorate(VII) (AP) 65%, Al 15%, binder 20% and biuret 0-6% over the batch were prepared. The composition containing 6% biuret over the batch was insensitive to friction and impact. As the amount of biuret was increased, the energy, burning rate and sensitivity decreased, whilst the auto ignition temperature increased. The formulation containing 4% biuret over the batch was found to be the optimum with respect to energy, burning rate, pressure index, and sensitivity.

Between 2014 and 2016 the number of foreigners on the Polish labour market increased by over 300 per cent. They were mainly Ukrainian citizens taking up seasonal employment on the basis of the so-called ‘simplified system’. According to the literature, such a large increase in labour immigration in a short period of time may be an important factor in the growth of unemployment and the reduction of the employment rate of natives. The main purpose of this text is to show the correlation between the increase in the employment of foreigners in Poland and to determine whether or not this has had an impact on the deterioration of the state of the labour market. For this purpose, data from the Central Statistical Office and the Polish Ministry of Family, Labour and Social Policy were collected. As a result of our analysis, it was found that the significant increase in the presence of foreigners on the Polish labour market, which the country has faced in recent years, was not correlated with the rise in unemployment, the increase in the rate of economic inactivity and the availability of seasonal jobs. On this basis, we can state that the increase in the supply of foreigners on the Polish labour market, compared to other factors influencing it, was weak enough for the negative effects of the increased employment of foreigners to not occur.

The most careful and consolidated risk analysis methods, as FTA, ETA, FMEA/FMECA, focus attention on system reliability. But, looking at OHS, a deep analysis on European data on accidents at work and on work environment in general, shows how reliability is only one aspect of safety problem. These methods then are hardly adaptable when the main aim is to obtain a quantitative assessment of risk for workers; besides, Rother methodologies are nearest to OHS but give only qualitative results like HAZOP, or base their analysis on notdimensional values, fixed by analyst on personal experiences, like methods proposed by UNI EN 1050, by standard MIL-STD-882c and by AISS. RATE is proposed as a new quantitative methodology for OHS, particularly dedicated to SMEs considered as the most interesting from these aspect. The paper compares hypothesis and procedures which traditional quantitative methodologies and RATE are based on, to give evidence at the main approach aspects that have to be modified in order to move from reliability to OHS.

This article demonstrates the assumptions of economic theory and its followers, the theories which stimulate research on the positive correlation between the success of the economy, its growth and the level of international trade. The empirical analysis of this paper examines the example of the exchange rate volatility and its influence on international trade on the basis of Ukraine. In the descriptive part of this study, which looks at the exchange rate volatility in Ukraine as a whole, the authors have aggregated the bilateral volatilities using trade shares as weights to obtain what is referred to as the “effective volatility” of the country’s exchange rates. It is summarized that the current situation in Ukraine is extremely difficult, and external financial support could alleviate the crisis. The time span used in the work includes the years from 1999 to 2014, with the help of which the authors have demonstrated the fluctuation and correlation between these two factors. From the graph it has been possible to make the conclusion that even if there was no significant visible correlation between trade and the exchange rate volatility, it does not mean that there is no relationship between these two factors, because there are a lot of factors which affect the level of trade.

Exchange rate is identified as a factor for turning vector of the economic growth of countries which was empirically confirmed by several related studies. But in Sri Lankan context it was not confirmed. Therefore, the objective of this study was to test the impact of exchange rate on the economic growth in Sri Lanka. To achieve this objective, the annual time series data from 1970 to 2015 were used and the variables such as gross domestic product, exchange rate, inflation rate, and interest rate were considered and the multiple regressions model using Ordinary Least squared method was employed. Based on the outcome of the multiple regression model, this study confirmed that the exchange rate positively influenced on the economic growth in Sri Lanka at one percent significant level.

Opis:
The stochastic modelling of degradation processes requires different characteristics to be considered, such that it is possible to capture all the possible information about a phenomenon under study. An important characteristic is what is known as the drift in some stochastic processes; specifically, the drift allows to obtain information about the growth degradation rate of the characteristic of interest. In some phenomenon’s the growth rate cannot be considered as a constant parameter, which means that the rate may vary from trajectory to trajectory. Given this, it is important to study alternative strategies that allow to model this variation in the drift. In this paper, several hazard rate functions are integrated in the inverse Gaussian process to describe its drift in the aims of individually characterize degradation trajectories. The proposed modelling scheme is illustrated in two case studies, from which the best fitting model is selected via information criteria, a discussion of the flexibility of the proposed models is provided according to the obtained results.

Opis:
This paper is centred on a binary classification problem in which it is desired to assign a new object with multivariate features to one of two distinct populations as based on historical sets of samples from two populations. A linear discriminant analysis framework has been proposed, called the minimised sum of deviations by proportion (MSDP) to model the binary classification problem. In the MSDP formulation, the sum of the proportion of exterior deviations is minimised subject to the group separation constraints, the normalisation constraint, the upper bound constraints on proportions of exterior deviations and the sign unrestriction vis-à-vis the non-negativity constraints. The two-phase method in linear programming is adopted as a solution technique to generate the discriminant function. The decision rule on group-membership prediction is constructed using the apparent error rate. The performance of the MSDP has been compared with some existing linear discriminant models using a previously published dataset on road casualties. The MSDP model was more promising and well suited for the imbalanced dataset on road casualties.

Opis:
The author sets out to measure the external rate of return on secondary and university-level education in Poland. The rate is defined as the excess rate of return for human capital. However, the author says it is difficult to precisely quantify the rate due to methodological problems and the unavailability of data. The economic model used in the article is based on the comparative advantage theory. The econometric model identifies the external rate of return on education thanks to the use of instrumental variables. The analysis confirms that there was a shift in the structure of demand for higher education in Poland in 1998-2005. The author uses empirical data to show the positive external effect linked with education. The private annual rate of return on education in Poland exceeded 7 percent in 1998-2005 and was among the highest in Europe. Additionally, the author shows that there is an external effect linked with education. It stands at 1%-5% annually, Strawiński says. The results obtained in the analysis were confirmed using various model options and estimation methods. Moreover, Strawiński showed that as the proportion of the population with a secondary education increased, people began to earn higher paychecks. This means that secondary education generates a spillover effect, Strawiński concludes.

Opis:
Survey statisticians have been dealing with the issues of nonresponse in sample surveys for many years. Due to the complex nature of the mechanism, so far it has not been easy to find a general solution to this problem. In this paper, several aspects of this topic will be elaborated on: the survey unit nonresponse bias has been examined alternatively by taking response amounts which are fixed initially and also by taking the response amounts as random variables. An overview of the components of the bias due to nonresponse will be performed. Nonresponse bias components are illustrated for each alternative approach and the amount of bias was computed for each case.

The main purpose of the article is to analyse the most important borrower characteristics determining preferences in the choice of the interest rate formula in mortgage contracts. Based on the PFSA statistics, the portfolio of newly-issued mortgages in 2016 was analysed to identify a group of consumers corresponding to the borrower characteristics who, in the light of European and global research, would be willing or obliged to choose a fixed interest rate. The conducted research shows that in Poland, the scale of the fixed interest rate choice in mortgage contracts is insignificant and represents only 0.2% of total mortgage debt. The analysis allows to identify a group of Polish consumers who should be given an option to choose a fixed rate when signing a mortgage contract. The size of the target group that should get acquainted with the offer of fixed-rate mortgages varies in Poland, depending on the chosen borrower characteristics. On the basis of the research, however, it can be incurred that in about 20% of the concluded contracts, there should be an option to choose the interest rate formula.

Opis:
Aim/purpose – The purpose of this paper is to investigate the relationship between financial strength and policy outcomes of central banks in Africa. This is against the background of challenging policy tasks facing African central banks and the fact that they increasingly have to respond to occurrences that stem from the volatile global financial system. Design/methodology/approach – Three panel regression models were developed and estimated to capture the effects of the financial strength of the central banks of ten selected countries on their inflation outcomes, official exchange rate, and interest rate. Annual data derived from the balance sheets of ten African central banks as well as macroeconomic variables from World Development Indicators for the period 2000-2014 were used for the empirical analysis. Findings – This study found out that: central bank financial strength is not a significant determinant of inflation outcomes in African countries; central bank financial strength has a significant impact on the determination of official exchange rate in Africa; and central bank financial strength is not a significant factor in the determination of interest rates by central banks in Africa. Research implications/limitations – A major implication is that central bank financial strength is necessary for result-oriented exchange rate policy in African countries. However, studies employing other estimation methods may make for more robust results. Also, the inclusion of central banks that report the results of their operations in other languages apart from English may make for better generalization. Originality/value/contribution – This study is unique in that it has focused exclusively on central banks of countries in Africa. It has also added value by considering the effect of central bank financial strength not only on inflation, but also on exchange rate and interest rate which are issues of serious concern in developing countries.
