Opis:
The systematization results of microstructure studies of carbon steel has made it possible to explain the mechanism of formation of certain damages to the rolling surface of railway wheels during operation. The evaluation ability of metal to strain hardening was used to explain the nature of the influence compactly located non-deformable dispersed particles on the strength properties steel during cold plastic deformation. In the process of the interaction of a railway wheel with a rail, successively occurring heterogeneities in the distribution of the plastic flow metal are one of the main reasons for the formation of defects on the rolling surface of the wheel.

Today modern locomotives of KZ4AС, KZ8A, ТE33А series were put into service in the Republic of Kazakhstan. In order to establish safe operating mode of these locomotives the admissible speed on the railway tracks of the Republic of Kazakhstan was determined. The admissible speed of locomotives was determined on the basis of analysis on the results of dynamic and railroad tests and calculations for stress of railway construction.
В настоящее время в Республике Казахстан введены в эксплуатацию современные локомотивы серий KZ4AС, KZ8A, ТЭ33А. Для установления безопасных режимов эксплуатации этих локомотивов определены допустимые скорости движения по железнодорожным путям Республики Казахстан. Допустимые скорости движения локомотивов определены на основе анализа результатов динамических и путевых испытаний, а также расчетов напряжений в конструкции железнодорожного пути.

W artykule przedstawiono wyniki badań dotyczące tych czynników w połączeniach Warszawy z głównymi aglomeracjami Polski.
The article answers to a question how long time will take to ride and what its cost will be on chosen routes, if we decide to travel: by train, bus, passenger cars or plane. In the article a current communication situation in Poland regarding connections by means of public transport from Warsaw to major Polish cities was discussed. At present in rail services Tanie Linie Kolejowe (TLK), Inter City (IC) and Inter Regio (IR) compete against each other. In bus transports : PKS, Polski Bus, Polbus, Polonus, Neobuscompete against each other. In rail services the competition was slightly strengthen in the middle of December of last year by implementing ninePrendolino trains which run between Warsaw and Cracow, Katowice, Tricity and Wrocław. Also air carriers – PLL the Flight and Ryanair compete with them.

Artykuł jest odpowiedzią na pytanie ile czasu zajmie dojazd i jaki będzie jego koszt na wybranych trasach, jeśli zdecydujemy się na podróż: pociągiem, autobusem, samochodem osobowym lub samolotem. W artykule omówiono aktualną sytuację komunikacyjną w Polsce odnośnie połączeń środkami komunikacji zbiorowej z Warszawy do większych miast w Polsce. Obecnie w przewozach kolejowych konkurują ze sobą pociągi: Tanie Linie Kolejowe (TLK), Inter City (IC) oraz Inter Regio (IR). W przewozach autobusami firmy: spółki PKS, Polski Bus, Polbus, Polonus, Neobus. Konkurencję w przewozach kolejowych nieznacznie wzmocniło wprowadzenie w połowie grudnia ubiegłego roku na tory, dziewięciu składów pociągów Pendolino, które kursują pomiędzy Warszawą a Krakowem, Katowicami, Trójmiastem oraz Wrocławiem. Konkurują z nimi także przewoźnicy lotniczy – PLL LOT i Ryanair.
The article gives answers to following questions: how long time it takes to reach the destination and what its cost will be if we decide on the travel: by train, bus, passenger car or piane. In the article Polish current communication situation regarding public transport connections from Warsaw to major cities in Poland was discussed. At present in rail transport semces following train companies are competing: Cheap Railways - Tanie Linie Kolejowe (TLK), Inter City (IC) and Inter Reg/o (IR). In the bus transport following bus companies are competing: Polish Long-Distance Bus Service Companies, Polish Minibus, Polbus, Neobus. The competition in rail transport was slightly strengthened by implementing in December the previous year nine new Pendolino trainsets which run between Warsaw and Cracow, Katowice, Tricity and Wrocław. Moreover between Warsaw, and some major cities there are flights carried out. In the air there's a competition between PLL LOT and Ryanair.

Celem artykułu jest przybliżenie najnowszych decyzji KE uwzględniających dyrektywę Parlamentu Europejskiego 2012/34/UE z dnia 21 listopada 2012 r. o utworzeniu jednolitego europejskiego obszaru kolejowego, a w szczególności artykuł 42(8), określający procedury i kryteria dotyczące umów ramowych o przyznanie większej zdolności przepustowej infrastruktury kolejowej na obszarze UE. Ten przepis wychodzi na przeciw nowym inwestorom, którzy zamierzają wejść na europejski kolejowy rynek wspólnotowy. W artykule omówiono obowiązki zarządcy infrastruktury kolejowej oraz powinności, jakie nałożono tym rozporządzeniem na wnioskodawców i potencjalnych inwestorów. Ponadto, w syntetycznym ujęciu przedstawiono procedury i kryteria dotyczące umów ramowych o przyznanie większej zdolności przepustowej infrastruktury kolejowej na obszarze UE.
The purpose of the article is to approximate recent European Com¬mission decisions incorporating directive of the European Parlia¬ment 2012/34/EU from November 21, 2012 establishing a single European railway area, in particular Article 42(8), which determines procedures and criteria concerning framework agreements for grant¬ing the greater traffic capacity of train infrastructure in EU area. This regulation meets new investors who plan to join the European Rail Community Market. In the article more important duties of the rail infrastructure manager were discussed as well as the duties which were imposed by this regulation on applicants and potential inves¬tors. Moreover in the synthetic way procedures and criteria concern¬ing framework agreements for granting the greater traffic capacity of the train infrastructure in European Union area were presented.

Fundamental factor for region development is, except proper localisation, natural resources, the qualified labour and suitable fiscal policy - convenient and efficient communication. Therefore, very important is to take actions to generate suitable connections between road and railway transport. On Lower Silesia trackage is strongly developed, similarly, nodal points access to the relevant routes. Because of railway regress, particularly in passenger transport, it has been created an idea to use a railway potential for develop regional and agglomeration transport. Initially, there is necessity to assess the trackage structure and analyse its potential to improve passenger transport. Obviously, it requires many analyses and general project, as well as large expenditures for new investments in railway transport.

Wskazano na pewne wady i zalety obu tych systemów i zaprezentowano możliwość zastosowania MES do wykonania monitoringu drgań tych pojazdów w celu określenia ich wpływu na konstrukcje i obiekty inżynierskie.
In the paper two possible methods of monitoring vibrations caused by rail vehicles are presented. Some advantages and disadvantages of both of these systems are discussed and the possibility of using FEM is demonstrated to perform vibration monitoring of these vehicles in order to determine their impact on the engineering facilities.

Polityka transportowa Unii Europejskiej oraz przyjęta przez polski rząd Strategia Rozwoju Kraju 2007-2013 wskazują na potrzebę zwiększenia udziału transportu kolejowego w przewozach pasażerów i ładunków. Wiąże się z tym konieczność budowy i modernizacji elementów infrastruktury kolejowej. Cechy ekonomiczne takich obiektów sprawiają, ze procesy inwestycyjne są czasochłonne i kosztowne, a ich efekty przez wiele lot wpływają na realizowane procesy transportowe. Racjonalną realizację przedsięwzięć inwestycyjnych może zapewnić wykorzystanie odpowiednich narzędzi informatycznych. Jednym z takich narzędzi, sprawdzonym podczas budowy i modernizacji obiektów infrastruktury kolejowej, jest pakiet symulacyjny Villon.
European Union transport policy as well as National Development Strategy for 2007-2013 accepted by the Polish Government both indicate the need to increase share of railway transport in passenger and freight services. This involves necessary construction and modernization of various railway infrastructure elements. Such investment processes are time-consuming and costly while their results have long-lasting effect on the carried out transport services. Efficient accomplishment of investment projects may be ensured if suitable information technology tools are used. One of such tools is the Villon simulation packet - that already turned out to perform well in railway infrastructure construction and modernization projects.

Coraz częściej do stwierdzania niezajętości toru stosowane są urządzenia licznikowe, których zasadniczymi elementami są czujniki koła. Równocześnie coraz bardziej złożony tabor kolejowy, szczególnie pojazdy trakcyjne, stanowią źródło potencjalnych zakłóceń mogących oddziaływać na pracę takich urządzeń detekcji taboru. W procesie dopuszczania nowych pojazdów szynowych do eksploatacji prowadzona jest więc weryfikacja ich kompatybilności elektromagnetycznej (EMC) ze stosowanymi urządzeniami sterowania ruchem kolejowym, zwłaszcza z systemami stwierdzania niezajętości toru. Jednym z elementów prowadzonych badań jest ocena zakłócających pól magnetycznych wytwarzanych przez tabor. Dla ujednolicenia i uproszczenia metod pomiaru takich zakłóceń prowadzono prace nad normą EN 50238 i opracowano specyfikację techniczną TS 50238-3. Specyfikacja ta określa jednolitą metodę pomiarową. Stosowanie jej wymaga sprawdzenia, czy może ona zastąpić różne sposoby pomiaru stosowane w poszczególnych krajach europejskich. W tym celu realizowany jest europejski projekt badawczy, finansowany ze środków europejskiej sieci transportowej TEN-T w ramach projektu mającego ułatwić i przyspieszyć wprowadzanie europejskiego systemu zarządzania ruchem kolejowym – ERTMS. Jedna z dziewięciu kampanii pomiarowych zaplanowanych w ramach projektu przeprowadzona została w Polsce. Po rozwinięciu opisanego powyżej wprowadzenia, w artykule omówiono cechy wykorzystywanej, specjalistycznej aparatury pomiarowej, zgodnej ze specyfikacją TS 50238-3. Przedstawiono także przebieg i wyniki polskiej kampanii pomiarowej oraz docelowe przeznaczenie rezultatów całego projektu.
Axle counters are more and more often applied in train detection systems. The wheel sensor is a main part of each axle counter system. In parallel, more and more complex railway vehicles, especially traction ones, are a potential source of interferences influencing the operation of these train detection systems. It is the reason to verify the electromagnetic compatibility (EMC) between the signalling equipment, particularly train detection systems, and new vehicles in the process of obtaining the permission for their exploitation. The measurement of interfering magnetic fields generated by vehicles is one of tests to be carried out. For the simplification and unification purpose of the applied interference test methods the EN 50236 standard and TS 60238-3 technical specification have been developed. The specification defines unified testing procedures. However, it is necessary to verify if it may replace different testing methods used in particular European states. It is the goal of the European research project financed from the TEN-T network resources. This project is part of the larger project aiming to facilitate and speed up the ERTMS system deployment. One of nine measurement campaigns planned in the frame of this project was conducted in Poland. After a detailed description of the introduction shortly presented above, the specialized measurement equipment applied in accordance with the TS 50238-3 is presented in the paper. The Polish measurement campaign course and results as well as the final purpose of the whole project achievements are also included in the paper.

Railway transportation is a critical component of countries' transportation sectors worldwide. This is because, in the movement of goods and persons, railway transport networks have a clear advantage over other modes of transportation. However, despite the positive outlook, Nigeria's railway transportation networks have faced several challenges to the country's economic and social development, especially in overpopulated cities like Lagos State. The study population consists of 125 railway transportation users in Lagos state. The data were analyzed using descriptive, multiple and Partial Least Square Structural Equation Modeling (PLS-SEM). The study revealed that safety is the highest predictor of customer patronage amongst railway commuters in Lagos state. This is followed by price, travel time and service quality. This indicates that if the safety of the railway commuters (customers) is guaranteed, they will continue to use the train regardless of the service quality being offered to them. The study recommended that Public-Private Partnership (PPP) should be encouraged in running the affairs of the Nigerian railways for increased efficiency and that industry players need to be proactive by ensuring adequate professionalism in the sector and putting in place modern railway transport facilities.

Opis:
Automation of data processing of contactless diagnostics (detection) of the technical condition of the majority of nodes and aggregates of railway transport (RWT) minimizes the damage from failures of these systems in operating modes. This becomes possible due to the rapid detection of serious defects at the stage of their origin. Basically, in practice, the control of the technical condition of the nodes and aggregates of the RWT is carried out during scheduled repairs. It is not always possible to identify incipient defects. Consequently, it is not always possible to warn personnel (machinists, repairmen, etc.) of significant damage to the RWT systems until their complete failure. The difficulties of obtaining diagnostic information is that there is interdependence between the main nodes of the RWT. This means that if physical damage occurs at any of the RWT nodes, in other nodes there can also occur malfunctions. As the main way to improve the efficiency of state detection of the nodes and aggregates of RWT, we see the direction of giving the adaptability property for an automated data processing system from various contactless diagnostic information removal systems. The global purpose can be achieved, in particular, through the use of machine learning methods and failure recognition (recognition objects). In order to improve the operational reliability and service life of the main nodes and aggregates of RWT, there are proposed an appropriate model and algorithm of machine learning of the operator control system of nodes and aggregates. It is proposed to use the Shannon normalized entropy measure and the Kullback-Leibler distance information criterion as a criterion of the learning effectiveness of the automated detection system and operator node state control of RWT. The article describes the application of the proposed method on the example of an automatic detection system (ADS) of the state of a traction motor of an electric locomotive. There are given the test data of the model and algorithm in the MATLAB environment.

Opis:
The paper analyzes the prospects for the formation and implementation of digital data transmission technologies on railways of Kazakhstan, taking into account the potential for the development of high-speed railway transport (HSRWT), as well as new approaches for solving the development problems of advanced automated dispatch control systems (ADCS). It was shown that the solution of these problems is possible by automatization of the train traffic coordination based on the use of the potential of the GPRS data transmission technology. The work further developed models and algorithms used in ADCS of the railway transport. There has been carried out the formalization of the tasks of navigation data transmission for ADCS and for the subsystems of the railway rolling stock movement coordination, including HSRWT using GPRS data transmission technology. Also, the article describes a modernized algorithm for simulation of the GPRS channels operation in ADCS. The proposed algorithm differs from the existing ones by the ability to make predictive estimates for determination of the railway rolling stock location. Also, the developed algorithm provides opportunities for coordination of the trains movement, taking into account the optimization of the GPRS resources use.

Opis:
On the railroads in seismically active regions, the impact of frequent weak earthquakes accelerates the initiation of defects such as wear and tear, cracks and deformation due to fatigue. An analysis of the types and stages of initiation and development of defects preceding accidents at technical facilities has shown that the registration of the beginning of the latent period of transition of objects to an emergency state based on the results of traditional technologies of analysis of measurement information in the applied control systems in the field of railway transport is delayed owing to the difficulties of noise analysis. The proposed algorithms and noise analysis technologies allow forming corresponding sets of informative attributes to control the beginning of the latent period of accidents. Their use in intelligent noise control systems will improve the safety of this mode of transportation. To this end, it is expedient to create a subsystem for noise seismic hazard warning, i.e., a subsystem for noise control of the onset of the initiation and dynamics of development of changes in the technical condition of the rolling stock, railroad tracks, bridges, tunnels, and other railroad infrastructure facilities.
