Opis:: The main goal of the article is to present the regional innovation strategies in the context of the industrial changes in Poland. The analysis has three parts. The first part introduces the general aims of RIS and their history in Europe, the second concerns the RIS in Poland and one of the Polish RIS in particular – RIS Silesia, and the third part describes the effects of Regional Innovations Strategies. RIS are the instruments of regional governments to build the regional innovation systems. A regional innovation system is the environment improving the entrepreneurship and innovation. RIS have been known in Europe since the 1980s but in Poland they are a new instrument implemented by the relatively new structures of regional government. The process of creation and implementation of these documents should be observed by the academics from the beginning, as it may turn out to be one of the most important instruments of the economic policy of the Polish regions. This is because of the financial capacity of the Polish regions and their willingness to follow the West European regions’ example.

Opis:: This article presents the principles of data transmission and processing in a module of duplex transmission of messages as required by ship reporting in the RIS (River Information Services) system. Technical specification of messages intended for ship commanders is analyzed. Data standards in harmonized River Information Services on inland waterways are presented. Furthermore, the analysis covers message structures, encrypting in XML format for electronic reporting by ships. Finally, the author evaluates the advantages of introducing the RIS system for the safety of inland vessel traffic and the effect of the system on environmental protection.

Opis:: Observational sensors, such as CCTV cameras and radars, are part of the RIS system. These sensors should provide information about the current situation on the waterway and to a greater extent – aquatory. Barriers for the observational sensor, in the sense of reducing the view field, are various objects in the aquatory. This is one of the main factors that make it difficult to determine the proper location of the sensor. Currently, in order to increase the efficiency of determining the locations of the observational sensors are used different tools for performing spatial analysis. This applies to both the initial geographical identification as well as detailed analysis. Analysis efficiency, in turn, depends on the model of the environment, represented in the form of the Digital Surface Model. Given the complexity of some geographic features, it should be used the appropriate methodology for the visibility analysis, as well as the preparation of the input material. The following work includes the theme of visibility analysis on inland waters, with special emphasis on the complex objects. They include bridges, cranes, buildings, high vegetation and other engineering structures.

Ponadto ukazano metodologie wyłaniania inteligentnych specjalizacji oraz porównano poszczególne regiony w zakresie wybranych inteligentnych specjalizacji i odniesiono je do krajowych inteligentnych specjalizacji (KIS). Następnie dokonano analizy przestrzennej inteligentnych specjalizacji, z uwzględnieniem turystyki jako interdyscyplinarnej dziedziny ekonomiczno-gospodarczej.

Opis:: Stainless steel (SS) is a well-known material for the internal parts of nuclear power plants. It is known that these alloys exhibit radiation-induced segregation (RIS) at point defect sinks at moderate temperature, while in service. The RIS behavior of SS can be a potential problem by increasing the susceptibility to irradiation-assisted stress corrosion cracking. In this work, the RIS behavior of solute atoms at sinks in SS 316 irradiated with Fe⁴⁺ ions were characterized by atom probe tomography (APT). There were torus-shaped defects along with a depletion of Cr and enrichment of Ni and Si. These clusters are believed to be dislocation loops resulting from irradiation. The segregation of solutes was also observed for various defect shapes. These observations are consistent with other APT results from the literature. The composition of the clusters was analyzed quantitatively almost at the atomic scale. Despite the limitations of the experiments, the APT analysis was well suited for discovering the structure of irradiation defects and performing a quantitative analysis of RIS in irradiated specimens.

Opis:: The article presents the VHF communications system architecture for inland navigation within the area of operation of the RIS-PL Centre. The author has described the communication system modules used in the RIS on the Lower Oder stretch and presented the relevant equipment specification. The present condition of the system has been described, taking into consideration the location of its components, both in the field and in the environment, of key importance for VHF communication. The feasibility of implementation of GMDSS subsystems for integrated navigational data transmission in maritime and inland navigation at the RIS-PL Centre has been discussed.

Opis:: Celem artykułu było przedstawienie aspektów opracowania oraz implementacji elektronicznych map nawigacyjnych w Polsce. Proces ten, związany z opracowaniem nowego produktu, zrealizowano w ramach projektu badawczego oraz w firmie typu spin-out, jakim jest Marine Technology. W procesie opracowania i implementacji map elektronicznych bardzo ważny był etap badawczy, umożliwiający opracowanie założeń linii produkcyjnej map IENC. Etap ten zrealizowano w ramach projektu badawczo-rozwojowego w Akademii Morskiej w Szczecinie. Zdobyte doświadczenia oraz wiedza były podstawą do komercjalizacji badań w firmie Marine Technology, gdzie opracowano oficjalną kolekcję map elektronicznych. Efektem przyjętej strategii było wdrożenie produktu, jakim są mapy elektroniczne dla nawigacji śródlądowej.
The aim of the study was to present aspects of development and implementation of electronic navigational charts in Poland. This process, associated with development of a new product, was implemented within the framework of the research project and later in the spin-out company, which is the Marine Technology. In the process of development and implementation of electronic maps the research stage was very important, which enabled the development of assumptions of the line production of IENC maps. This stage was carried out under a research project at the Maritime University of Szczecin. Gained experiencees and knowledge were the basis for the commercialization of research at the Marine Technology, which developed the official collection of electronic maps. The result of the strategy was the implementation of products, which are electronic charts for inland navigation.

Opis:: RIS is an instrument for the organisation and management of inland waterway transport. It is a service package in a broad meaning which makes use of modern technology in order to optimise traffic and transport flows. This system allows to increase the navigation safety and effectiveness by providing up-to-date information both to skippers – who based on it can make decisions concerning cruise parameters (e.g. velocity) – and to ship owners who can plan the use of their fleet more effectively. RIS also enhances the flow of information between the managers/supervisors of the waterway and its users, allowing for better enforcement of the law or gathering statistical data. It facilitates calculating port charges and charges for the use of waterways. The aim of this article is to discuss the process of RIS implementation in Poland and to present how it may be developed.
RIS jest instrumentem zarządzania transportem śródlądowym. W szerokim rozumieniu jest to pakiet usług, który ma zastosowanie w nowoczesnych technologiach jak optymalizacja przepływu ruchu i transportu. System ten pozwala na zwiększenie bezpieczeństwa i skuteczności nawigacji poprzez dostarczanie aktualnych informacji zarówno dla kapitanów - którzy bazując na nim mogą podejmować decyzje dotyczące parametrów podróży (np. prędkość) - oraz armatorów, którzy mogą planować wykorzystanie floty bardziej efektywnie. RIS poprawia również przepływ informacji pomiędzy zarządzającymi drogą wodną a jej użytkownikami, co pozwala na lepsze egzekwowanie prawa, czy gromadzenie danych statystycznych. RIS usprawnia także naliczanie opłat portowych i opłat za korzystanie z dróg wodnych. Celem niniejszego artykułu jest omówienie procesu wdrażania systemu RIS w Polsce oraz przedstawienie kierunków i możliwości jego rozwoju.

Artykuł prezentuje koncepcję utworzenia i funkcjonowanie s1ec1 regionalnych obserwatoriów specjalistycznych w województwie śląskim. Regionalna Sieć Obserwatoriów Specjalistycznych odgrywa istotną rolę w realizacji Regionalnej Strategii Innowacji, gdyż łączy sfery badawczą, gospodarczą i administracyjną poprzez zestaw wypracowanych w ramach jej działalności rozwiązań. Metody i narzędzia, jakimi posługują się obserwatoria, mają przede wszystkim ułatwić identyfikację, opis i ocenę potencjału technologicznego regionu i usprawnić transfer innowacyjnych rozwiązań technologicznych, które są odpowiedzią na realne potrzeby rynku. W artykule zaprezentowano szczegółowy zakres funkcjonowania Obserwatorium - Technologie dla Ochrony Środowiska.

Opis:: This article looks at the architecture of the Integrated Communications Platform for the RIS Centres supporting inland navigation. It analyses the feasibility of application of satellite-based telecommunications, localization and navigation systems in inland navigation, and presents methods of integration of radio communications systems which carry out distress communications algorithms and procedures in inland navigation. Feasibility of integration of the AIS-SART and AIS-Satellite, guidance and positioning subsystems into the RIS Centre is examined. The technical specifications of the FleetBroadband and Mini-VSAT systems are examined for usability in the multifunctional information service of the RIS Centre Communications Platform.

Analizie poddane zostały wypadki śródlądowych jednostek pływających na Odrzańskiej Drodze Wodnej. Podano przykłady wybranych wypadków żeglugowych, które zdarzyły się w latach 2002- 2015. Dokonano analizy wpływu systemów informacyjnych na funkcjonowanie i rozwój transportu wodnego śródlądowego. Celem artykułu jest analiza wybranych systemów informatycznych wykorzystywanych w transporcie wodnym śródlądowym oraz ocena ich wpływu na poprawę bezpieczeństwa funkcjonowania żeglugi śródlądowej na przykładzie wdrożonego na Odrzańskiej Drodze wodnej systemu RIS Dolna Odra.
Paper discussed the impact of river information systems on improving safety in inland navigation. Inland waterway accidents on the Odra River have been analyzed. Examples of selected shipping accidents that occurred in the years 2002-2015 are presented. The impact of the information systems on the functioning and development of inland waterway transport was analyzed. The aim of this article is to analyze selected IT systems used in inland waterway transport and to assess their impact on improving the safety of inland navigation on the example of the Lower Odra RIS implemented on the Oder Waterway.
