Purpose – Measurement and evaluation of the effectiveness of R&D expenditure in Poland and comparison of this amount to selected European countries.Research method – The effectiveness of R&D expenditure was measured using the non-parametric DEA (Data Envelopment Analysis) method, which is result-oriented, since the goal of the R&D sector is to maximize the effects. In this paper, a model was created to determine the effectiveness of R&D expenditure in relation to the effects in the form of: the number of scientific publications, the number of patent applications submitted to the EPO and the export of high-tech products per 1 million euros of R&D expenditure.Results – The overall efficiency index for Poland was 0.6925 and was slightly higher than the average for the countries in the study group (0.682). In the efficiency ranking Poland was ranked 12th. The only country that was fully efficient was Germany. Second place was taken by France (0.815), and third place by Italy (0.7825).Originality / value / implications / recommendations– The paper presents a comprehensive analysis, evaluation and comparison of the effectiveness of R&D expenditure in Poland in relation to European countries using the DEA method, taking into account three effects, i.e.: the number of publications, the number of patent applications and exports of high-tech products.

Basing on official statistical data, the article presents changes in R&D taking place in Poland in 1975-2009. In 1975 the Polish centrally-planned economy held a strong position in Europe, especially if we measure it by the number of scientific and technical staff employed in research and development. After transition to a market economy, the level of employment in R&D continually decreased and in 2009 reached 40% of the level from 1975. At the same time, the European Union experienced growth of employment in R&D; for example in Spain R&D employment grew 17-fold (by 1688%).Poland will need to increase its innovativeness in order to effectively compete in the global economy.

Purpose – The aim of the paper was to assess the relationship between public R&D expenditures and business R&D investments in EU regions.Design/Methodology/Approach – The data for the analysis were retrieved from the Regional Innovation Scoreboard (RIS) 2016. The generalized structural equation model – GSEM was adopted to verify the formulated hypothesis. The research sample covered 214 regions of 22 EU Member States and Norway. Findings – The results of research indicate that public R&D are additional to business R&D investments in EU regions. Moreover, innovative productivity is positively related to public financial support for R&D.Originality/Value – So far, most of the available empirical literature has focused on the relationship between public financial support policies for R&D activities and business R&D expenditures either at the macro or micro level. The present paper attempts to fill this gap by providing an insight into this matter at the regional level. Article type – Research paper.

The literature in the leadership field covers extensive research, studies and compendia. However, only a small part of them are focused on leadership in research and development (R&D) teams working on innovations. Those authors who address the subject highlight the specifics of the scientists’ and engineers’ leadership engaged in creative work on innovation. Even less research and papers are connected with academic scientific teams searching for technology-based innovations, while one can recognize a research gap in the area of leadership, in sophisticated technology-based project teams like interdisciplinary or transdisciplinary teams. In this article was present a review of literature on leadership of innovative R&D teams. The goal of the article is to present a review of the literature in the area of leadership in R&D teams, along with a critical analysis of selected leadership models as well as an indication of the research interest and trends in terms of the described issues.

Research background: Many contemporary empirical studies and also most of economic growth theories recognize the importance of innovation and knowledge for achieving an economic growth. A large part of empirical literature has treated the issue of beta convergence without the spatial aspect, i.e. the possible spatial dependence among regions or states in growth process was neglected. Purpose of the article: In this paper, we investigate the link between selected R&D (Research and Development) indicators as proxies for the regional innovation and knowledge and economic performance of the region. We also assume a significant role of regional R&D spillovers in the regional growth process determination. Methods: The main methodological basis for our analysis is beta convergence approach and the dataset under the consideration consists of 245 NUTS 2 (Nomenclature of Units for Territorial Statistics) EU (European Union) regions during the 2003–2014 period. Our analysis is made with respect to spatial interactions across the EU regions. Findings & Value added: The influence of R&D indicators on the economic growth has been confirmed, and spatial interconnection across the EU regions have been proven. Potential existence of geographical R&D spillovers across the EU regions was examined by formulation of additional beta convergence model with spatial lag variables. We have identified that the influence of R&D spillovers is not strictly restricted to the neighbouring regions, but they spread across a larger area. For the construction of spatial lags of R&D indicators different spatial weight matrices were considered.

The bill is based on bill is based on the concept of extending the ability of the relevant (supervising) minister to exercise effective supervision over the activities of research institutes. Determination of the rules of operation and a model of supervision over the research institutes belongs exclusively to the statutory matters. The legislature has a discretion when it comes to establishing their organizational system and shaping the nature of their relations with the public administration apparatus. The decision on awarding broad freedom of action to research institutes is a decision of the legislature and as such may be subject to modification. There are no legal obstacles for extending the scope of supervision over research institutes.

One of the key issues in the management of R&D projects is tracking the process of their implementation, and the PR of the development of created solutions. The information about the current progress of the project and the identification of risks in different spheres of its implementation provides the possibility to take appropriate corrective actions on a continuing basis. This article presents a systemic approach and a practical application of a complex assessment of the maturity level of implementation and commercial potential in tracking and predicting the development of innovative technological solutions developed through R&D projects. It presents prediction capabilities for the development of technological solutions based on the analysis of evaluations using the example of tracking research projects conducted within the framework of the Strategic Programme, „Innovative Systems of Technical Support for Sustainable Development”. The article proposes directions for further research, which, in the process of predicting the development of solutions, factors in various aspects occurring at the design stage, preparation for the implementation, and commercialization.

Purpose – To examine the existence and strength of the relationship between international tax competition and tax treatment of R&D in spatial analysis. Research method – The research hypothesis implies that the increase in the strength of business ties between economies takes place simultaneously with the disappearance of the differences in the tax treatment of R&D activities. As a measure of spatial differentiation, the trade cooperation indicator was adopted. Meanwhile, as a measure of the disproportions in the tax treatment of R&D, it was assumed that a difference exists in the amount of the B index. The occurrence of the relationship was verified based on the construction of the panel regression models for four scenarios, depending on the size and profitability of enterprises being the potential beneficiaries of tax incentives: large profitable and large unprofitable enterprises as well as profitable and unprofitable SMEs. Results – The analysis conducted enabled the Author to find the negative relationship between the variables in three out of the four scenarios. Therefore, the research hypothesis was rejected. Originality /value – An approach to spatial analysis was employed where the indicator of business ties rather than a geographical indicator was adopted as the key measure of spatial differentiation.

Modern companies must continuously develop their skills to meet the demands of the market. Independent development of these competencies (ex. through knowledge management and R&D) is insufficient and therefore companies seek new competences in their environment, among their suppliers, competitors, research institutions, universities. But still, customer is only a little appreciated source of knowledge. As far as institutional client is concerned, it often can give a company a broad knowledge along with his requirements for products or services, whereas the individual client is often ignored. Classical knowledge management systems and CRM acquire information about the client and possibly only the elementary knowledge from him, but without engaging potential customer directly in the process of creating new knowledge. The customer knowledge management (CKM) properly fills that gap. The main aim of CKM is to optimize the exchange of knowledge between the firm and its institutional and individual clients and use their creative potential. In the article CKM is defined as an activity of planning, organizing and controlling projects with regard to knowledge and innovation potential of a customer. The aim of this activity is gaining customer knowledge and its further developing by combining obtained knowledge with the company's one, and also jointly creating a new knowledge to improve the company's activities and development of innovative solutions (especially products and services). The article describes the differences between knowledge management, CRM and CKM, and characterizes the main processes on which CKM focuses. It also tells how to implement CKM and stresses that its worth of practical implementation, further development research.

W artykule przedstawiono główne zadania realizowanego przez Konsorcjum Naukowo-Przemysłowe „Zgazowanie węgla” Projektu Strategicznego NCBiR pt.: „Opracowanie technologii zgazowania węgla dla wysokoefektywnej produkcji paliw i energii elektrycznej”. M.in. zaprezentowano koncepcję procesu tlenowego zgazowania węgla w skali pilotowej, opartą na prowadzeniu procesu w reaktorze ciśnieniowym (CFB) i wykorzystaniu w tym procesie ditlenku węgla w charakterze surowca, jak również rozwijanego w ramach Projektu NCBR procesu podziemnego zgazowania węgla kamiennego.
This paper presents the main tasks of the strategic NCBiR Project: “Development of coal gasification technology for high--efficiency fuel and power production” implemented by the Scientific-Industrial Consortium. The project presents, among others, the idea of the oxygen gasification process, conducted in a pressure reactor on a pilot scale with the use of carbon dioxide as the gasification agent as well as the idea of underground hard coal gasification process developed within the framework of the NCBiR Project.

The paper deals with the topic of research and development investments and its use in small and medium-sized enterprises SME’s operating in the electronic industry. The aim of the article is to find out the impact of innovation activities on enterprises, especially the influence of the sources of funding for the research activity. The Czech Republic is the geographic segment to be explored. A chapter on theoretical issues is followed by a description of the current situation in the Czech Republic and abroad, and access to legal support for research and development in the business sector. Primary data collected from a survey are analysed in the analytical part. The statistical data processing was done using Statistica 12 software. Some SME’s of chosen group of manufacturing industry focus on research and development performed by their own means, and they searched for the possibility of financing the research from various sources.

The study identifies factors determining accounting policy in respect to signaling results of undertaken R&D activity. Under International Financial Reporting Standards there is a choice between the capitalization of R&D expenses in the form of intangible assets or treating them as reporting period costs thus decreasing financial result. In order to test if the decision to capitalize development expenditures is a way of signaling the success of undertaken research and development (R&D) activity to the stakeholders, a logistic regression analysis was performed on a sample of 112 non-financial firms listed on the WSE in 2010–2013. Development of enterprises in the global market depends on the implementation of innovative products and services. This can be achieved through the use of available intellectual resources and by investing in the R&D activity.

The article shows problems of trust in building, development and functioning of scientific units with reference to given R & D networks. Three networks of scientific units which have different origin, potential and activity profile are discussed. The article refers to and is a continuation of an earlier publication titled “Trust in R & D network of scientific units. The role of originator” published in a quarterly “Management Science”. Case studies in this article show the importance of trust in different phases of development of a scientific unit as a key factor influencing network activity and illustrate the influence of conditioning on its level.

Building teams has a fundamental impact for execution of research and development projects. Often the success of the project depends on the competence of employees implementing these projects. Therefore, it becomes essential to build the team where skills complement each other in terms of knowledge, personality and practical skills. On the other hand an important element is the process of assessing the candidate. The person dealing with recruitment often bases its decisions on intuition / subjective impression and they tend to be unreliable. The article presents a proposal to use Fuzzy AHP and TOPSIS methods in team building for R&D projects on the basis of employees skills using for this process the most well-known tool, namely spreadsheet.
