After the worldwide physical education crisis, so called PETE at university level is one of the focal point to promote quality Physical Education. In this situation, in 1997, Education Personnel Training Council in Ministry of Education , Science and Culture(since 2001 Ministry of Education, Culture, Sports, Science and Technology; MEXT) in Japan has informed the Council Report on strategy for improving teacher education system in the future. In 2008, the Course of Studies for elementary and junior high schools were introduced in 2008 and that of for senior high school in 2009. Also system for renewing educational personnel certificates is introduced formally from 2009. Based on this situation on PETE reform movement, tasks and trends in PETE at university level in Japan was shown in this article. In Japanese PETE system, there is discrepancy between needed competency for physical education teachers and image of physical education teacher in general. Most important problem in this recognition would be poor knowledge on competencies requested for physical education teacher as profession. To overcome this discrepant, one need to discuss the better way to change employment system to profession. At university level, even through simulated class based on reflection has introduced in some universities, content knowledge and pedagogical knowledge are usually taught separately. In this sense, one should consider again better way to enhance PCK at university level and to make tentative content and performance standard for them related with CPD. In this context, first step to improve PETE curriculum has just begun in JAPAN.

Physical Activity Education (PAE) has always been playing an important role in the history of Early Childhood Education (ECE) in Germany and its institutionalized form called “Kindergarten”. As a key feature of Kindergarten quality Physical Activity (PA) was originally considered to be either a compensation for children’s health dangers along with the neglect by their hard working mothers or a mere medium for other developmental fields such as cognition or social behavior. The subjectively observed outcome for the pedagogues was far from empirically objective evidence. Till the 1970s neither the technical term “quality” nor any empirical quality standards existed in German ECE to assess the effect of PA in Kindergarten. This fairly hasn’t changed yet although some general findings of high quality effects can be reported as well as PA specific results from a recent review on systematic PAE programmes. Despite this fact, Germany’s organized sports associations (OSA) installed 1759 Physical Activity Kindergarten (PAK) with great expectations in their overall positive developmental effect. For quality assurance some criteria were developed to achieve a minimum standard level. Subsequently a very popular license originated without having evidence for its positive outcome. A randomized, controlled longitudinal study is still to come.

Opis:
Since most pressing today on a global scale is to be able to unite religion, philosophy, and science into parts of a coherent civilizational whole, and since the ability to unite a multitude into parts of a coherent whole essentially requires understanding the natures of the things and the way they can or cannot be essentially related, this paper chiefly considers precisely why the modern world has been unable to effect this union. In so doing, it argues that the chief cause of this inability to unite these cultural natures has been because the contemporary world, and the West especially, has lost its understanding of philosophy and science and has intentionally divorced from essential connection to wisdom. Finally, it proposes a common sense way properly to understand these natures, reunite them to wisdom, and revive Western and global civilization.
