Zagrożenie, które jest kompatybilne z niebezpieczeństwem, niezależnie czy w postaci zmaterializowanej jako zdarzenie, czy też to, które może nastąpić, jest desygnatem pojęcia systemu ratownictwa. Skoro bowiem zagrożenia są czynnikiem, który może powodować bądź powoduje wystąpienie niebezpiecznych zdarzeń, które mogą godzić lub godzą w poszczególne wartości i dobra, to konsekwencją zawsze będzie dążenie do zachowania tychże wartości i dóbr oraz ich ratowanie. W dążeniu tym istotne jest z kolei prognozowanie, identyfikacja, monitorowanie zagrożeń w zależności od ich źródła, zasięgu czy skali, jak również działania stricte ratownicze rozumiane jako każda czynność, której celem jest ochrona wartości i dóbr oraz likwidacja i usuwanie skutków zdarzeń. W obszarze systemu ratowniczego wymaga to niewątpliwie systemowych rozwiązań prawnych. Ponieważ zagrożenia determinują bezpieczeństwo i porządek publiczny, a poprzez to nieustanny rozwój systemu, który ma zapewnić i chronić te wartości przed zagrożeniami, w pierwszej kolejności dokonano normatywnej ich identyfikacji, by w efekcie odnieść się do owych działań zapewnienia i ochrony podejmowanych przez kompetentne organy w każdym czasie.
A hazard that is compatible with danger, whether in its materialised form as an event or that which may occur, is the designator of the concept of an emergency system. Since hazards are a factor, which may or does cause the occurrence of dangerous events that may harm or compromise particular values and assets, the consequence will always be to seek to preserve those values and assets and their saving. This, in turn, involves forecasting, identifying and monitoring risks depending on their source, scope or scale, as well as strictly rescue activities, understood as any action aimed at protecting values and goods and eliminating and removing the consequences of incidents. This requires systemic legal solutions in the area of the rescue system. Since threats determine security and public order and, through this, the continuous development of a system to ensure and protect these values against threats, a normative identification of them has been made in the first place, in order to refer, in effect, to these actions of ensuring and protecting taken by competent authorities at all times.

Przygotowania obronne w Polsce prowadzone są w oparciu o obowiązujący system aktów prawnych i normatywnych, który wpisuje się w konstytucyjny porządek prawny Rzeczypospolitej Polskiej. Należy podkreślić, że skuteczność przygotowań obronnych państwa bez udziału przedsiębiorców jest niemożliwa. W związku z tym, w procesie przygotowań obronnych państwa realizowanych w czasie pokoju należy odpowiednio przygotowywać siły i środki przedsiębiorców do ich wykorzystania w czasie mobilizacji i wojny. Podjęta w artykule próba systematyzacji prawnych oraz organizacyjnych aspektów udziału przedsiębiorców w procesie przygotowań obronnych w Polsce wynika ze zmiany obowiązujących przepisów prawnych wprowadzonych przez ustawę z dnia 11 marca 2022 r o obronie Ojczyzny. Wspomniana ustawa uchylając przepisy ustawy z dnia 23 sierpnia 2001 o organizowaniu zadań na rzecz obronności państwa realizowanych przez przedsiębiorców w sposób zasadniczy zmieniła dotychczas obowiązujący zakres przedmiotowy i podmiotowy wyłącznie do organizowania zadań realizowanych przez przedsiębiorców na rzecz Sił Zbrojnych RP. Sentencją pracy autora na etapie pogłębiania wiedzy w przedmiotowym zakresie, było powszechnie znane powiedzenie, że dziś nie wystarczy „wiedzieć, że” ani „wiedzieć jak”, ale trzeba „wiedzieć dlaczego”. Kierując się tą przesłanką, a także potrzebą usystematyzowania wiedzy z przedmiotowego zakresu w niniejszym opracowaniu zostały przedstawione dwa okresy opisujące problematykę udziału przedsiębiorców w procesie przygotowań obronnych w Polsce: przed i po wprowadzeniu przepisów ustawy z dnia 11 marca 2022 roku o obronie Ojczyzny.
Defense preparations in Poland are carried out on the basis of the applicable system of legal and normative acts, which is in line with the constitutional legal order of the Republic of Poland. It should be emphasized that the effectiveness of state defense preparations without the participation of entrepreneurs is impossible. Therefore, in the process of state defense preparations carried out in peacetime, the forces and resources of entrepreneurs should be properly prepared for their use during mobilization and war. The attempt to systematize the legal and organizational aspects of the participation of entrepreneurs in the process of defense preparations in Poland, made in the article, results from the change in the applicable legal provisions introduced by the Act of March 11, 2022 on the defense of the Fatherland. The aforementioned act, by repealing the provisions of the Act of 23 August 2001 on the organization of tasks for state defense carried out by entrepreneurs, fundamentally changed the existing objective and subjective scope only to organize tasks carried out by entrepreneurs for the Polish Armed Forces. The notion of the author's work at the stage of deepening knowledge in this field was the well-known saying that today it is not enough to "know that" or "know how", but to "know why". Guided by this premise, as well as the need to systematize knowledge in this field, this study presents two periods describing the issues of entrepreneurs' participation in the process of defense preparations in Poland: before and after the introduction of the provisions of the Act of March 11, 2022 on the defense of the Fatherland.

The article aims to show the selected challenges and pathologies that affect the private security agencies in Poland. The author first indicates problems related to the legal regulations concerning the protection of persons and property, the most important of which concerns the amendment of the acts regulating the performance of some professions; then he briefly defines the organizational problems of most companies in the security sector, pointing out that the entrepreneurs in the private security sector often have no idea how to develop their own companies, have great difficulties with adapting to the changing market of the security services, do not keep up with the innovations, which all lead to offering their customers the solutions that are already outdated. This article also describes significant problems related to the market trends, with the indication of the growing costs of the remuneration of employees in this sector and the use of various forms of employment and the irregularities related to it. Finally, some of the most important problems are listed as the pathologies of the entire industry. This leads to the conclusion that the private security agencies in Poland are an incredibly significant element of the functioning of the security system, which without significant legislative changes will not fully function as intended and in accordance with its function. The presented results prove that the research on the functioning of the security agencies should be carried out on a continuous basis due to their direct impact on the internal security of the country.

The authors have determined that the healthcare system is on the verge of collapse, as it is unable to meet the population’s growing needs for medical care. An analysis of demographic situation and health indices of the adult population in the north-eastern region of Ukraine (based on the example of the Sumy region) was carried out. The study confirms the number of deaths caused by COVID-19, the growth of new cases of coronavirus, and the excessive burden on primary care physicians and infectious disease specialists. It has been determined that the negative state of the domestic healthcare system is due to the shortcomings of public administration and organisation of this system in terms of COVID-19. One of the most important priorities of public policy should be to preserve and strengthen the health of the population, the development of intersectoral cooperation on the principle of ‘healthcare – in all state policies’, and the priority of the nation itself, i.e. the formation of healthy behaviour.

The article aims to address the following question: in the case of a war in Ukraine, is public international law an obstacle to the application of combined international enforcement action within the framework of the collective security system under the auspices of the United Nations, or whether such impediments lie elsewhere? Russia’s presence in the Security Council as a permanent member, and thus endowed with the privilege of vetoing resolutions, paralyses this body. Therefore, the subject of the analysis is what other actions of the United Nations are permitted by law. It is important for assessing the status of the UN as a collective actor in international relations, the main objective of which, under Art. 1 of the UN Charter, is “to maintain international peace and security, and, to that end: to take effective collective measures for (…) the suppression of acts of aggression”. Bearing in mind the fact that international law is a consensual legal order, the article assesses its available compulsory mechanisms and instruments. The supplementary objective is to determine whether it is permissible to use the term “war” with regard to the armed conflict between Russia and Ukraine.

Rozważania przedstawione w niniejszym artykule oparto na założeniu, że bezpieczeństwo może być postrzegane przez pryzmat wielu kryteriów, co powoduje wyodrębnienie między innymi bezpieczeństwa publicznego. Praca poświęcona została problemom identyfikacji i eksplanacji systemu bezpieczeństwa publicznego. W rezultacie opracowano artykuł, na który złożyły się treści dotyczące syntetycznego przeglądu definicji systemu i jego cech. Posłużyło to do przedstawienia struktury i reguł funkcjonowania systemu bezpieczeństwa publicznego, natury jego elementów z uwzględnieniem zagadnień relacji między nimi oraz współdziałania. W artykule dokonano przeglądu wartościowej literatury naukowej z zakresu bezpieczeństwa wewnętrznego oraz bezpieczeństwa publicznego państwa. Tak zastosowana procedura posłużyła do wskazania obszarów jednomyślnie określanych oraz tych, które wskazują na wyraźne różnice interpretacyjne problemów poruszanych w środowisku osób zajmujących się problematyką systemu bezpieczeństwa publicznego. Układ artykułu jest rezultatem zastosowania reguł eksplanacji tegoż systemu.
The considerations presented in this article have been based on the assumption that public security can be perceived from the viewpoint of several criteria, which allows the distinction of, inter alia, public security. The study is dedicated to problems underlying identification and explanation of the public security system. As a result the devised article included contents of a synthetic overview of the definition of the above mentioned system and its features. It was used to present the structure and rules of functioning of the public security system, the nature of its elements, including issues of relations between them and cooperation. The article reviews valuable scientific literature in the field of internal security and state public security. The procedure applied in such a way was used to indicate explicitly defined areas and those that indicate clear interpretation differences of problems raised in the community of people dealing with issues of the public security system. The layout of the presented article is the result of applying the explanation rules of this system

Bezpieczeństwo publiczne jest stanem będącym przedmiotem normatywnym wielu aktów regulujących obszary wymagające szczególnej troski państwa. Pojawia się ono w ich treści już w XVIII w. Mimo to nie doczekało się definicji normatywnej – legalnej. Sytuacja taka powoduje, że zdefiniowanie bezpieczeństwa publicznego stało się przedmiotem uwagi doktryny. Konieczność taka wynikała z potrzeby ujednolicenia jego stosowania przy realizacji norm prawnych je zawierających. W niniejszym opracowaniu autor podjął próbę przedstawienia ewolucji pojęcia bezpieczeństwa warunkowaną zmiennymi okolicznościami społeczno-gospodarczymi państwa. Ich prezentacja stała się podwaliną do zrozumienia współczesnych określeń bezpieczeństwa publicznego, szczególnie tych, które funkcjonują po uchwaleniu Konstytucji Rzeczypospolitej Polskiej z 2 kwietnia 1997 r. Stały się one zasadniczym elementem pozwalającym poszukiwać własnego ujęcia bezpieczeństwa publicznego. Pozwoliło również skonfrontować je z pojęciem porządku publicznego często używanego jako jedna konstrukcja z bezpieczeństwem publicznym. Dały także podstawy odniesienia bezpieczeństwa publicznego do bezpieczeństwa wewnętrznego państwa. Przedstawiony materiał pozwala ocenić zróżnicowanie pojęcia bezpieczeństwa publicznego zależne od kontekstu jego ujęcia. Dokonana w opracowaniu próba poszukiwania ujęcia bezpieczeństwa publicznego została uwieńczona propozycją jego definicji oraz współzależnej definicji porządku publicznego.
Public security is a condition of a normative subject, many regulations cover the special concerns of the state. It appears in them as early as in the eighteenth century. Still, its normative (legal) definition has not been coined. As a consequence, the provision of a definition of public security has become a subject of interest for the doctrine. This necessity resulted from the need to unify its application during the process of implementation of the relevant legal norms containing it. In the study, the author attempts to present the process of evolution of the concept of security, conditioned by the changing socio-economic circumstances of the state. Their presentation became the foundation for understanding the contemporary terms of public security, especially those that function after the adoption of the Constitution of the Republic of Poland of April 2, 1997. They have become an essential element that enables us to search for our own definitions of public security. It also allows us to confront it with the notion of public order, which is often used in conjunction with the notion of public security. Apart from that, they constitute the basis for the reference of public security to state internal security. The evidence provided allows us to evaluate the differentiation of the notion of public security depending on the context. The attempt to grasp the essence of public security made in this paper resulted in the provision of its definition as well as the definition of the interdependent notion of public order.

Od momentu utworzenia pierwszych straży miejskich na podstawie ustawy o Policji z 1990 r. [8] straże gminne (miejskie) przeszły daleko idącą transformację. Zakres ich działania na rzecz społeczności lokalnej został znacznie rozszerzony, od realizacji zadań porządkowo-administracyjnych do realizacji zadań związanych z bezpieczeństwem i porządkiem publicznym. Choć terenem działania straży nadal jest teren gminy, której organy ją utworzyły (rada gminy), jej działania mają o wiele szerszy zasięg, mając na uwadze efekty jej funkcjonowania, szczególnie w zakresie bezpieczeństwa i porządku publicznego. Straż gminna (miejska), zarówno jako samodzielnie funkcjonujący podmiot, jak i współpracujący z innymi podmiotami, takimi jak Policja, straże pożarne, pogotowie ratunkowe czy też inne służby ratownicze, zajmuje istotne miejsce wśród podmiotów należących do systemu bezpieczeństwa i porządku publicznego, którego efekty funkcjonowania wychodzą daleko poza teren gminy i społeczności lokalnej.
Since the establishment of the first city guards pursuant to the Police Act of 1990 [8], the municipal police (city guards) have undergone comprehensive transformations. The scope of their activities provided for the local community has been significantly extended, from the implementation of activities related to maintaining order and administrative tasks to the execution of tasks related to public safety and order. The main operating territory of the city guards remains the municipality whose bodies have established them (i.e. the commune council), and yet their activities are far more extensive than that, particularly if one takes into account the effects of their operation, especially in the field of public security and order. Both as an independent entity and in cooperation with other entities, such as the Police, the fire service, medical ambulance service or other emergency services, the municipal police (city guards) occupy an important position among entities that form a part of the public security and order system, the operational effects of which go far beyond the territory of the commune and the local community.

W ramach działania Krajowego Systemu Ratowniczo-Gaśniczego (KSRG) w Polsce realizowane są zadania z zakresu ratowania zdrowia, życia i mienia obywateli oraz ochrony środowiska. Celem niniejszego artykułu jest przedstawienie zasad funkcjonowania tego systemu, ze szczególnym uwzględnieniem roli Państwowej Straży Pożarnej (PSP), która zajmuje bardzo ważne miejsce w KSRG, również jako jego organizator. Najpierw przedstawiono genezę i zadania KSRG oraz wskazano obszary bezpieczeństwa publicznego w Polsce, o które troszczą się podmioty zaangażowane w ten system, a także przybliżono zagadnienia związane z organizacją i zadaniami PSP. Następnie wskazano miejsce KSRG i PSP w zarządzaniu kryzysowym. Przedstawienie tych zagadnień pozwoliło stwierdzić, że PSP jest formacją odgrywającą wiodącą rolę w wielu działaniach ratowniczych i ważnym elementem systemu bezpieczeństwa wewnętrznego, m.in. jako filar KSRG.
Within the framework of the Polish National Emergency and Fire System (NEFS), tasks are realized in the areas of rescuing life, health and property of the citizens, as well as environmental protection. The purpose of this article is to depict the rules of the functioning of this system, with a special emphasis on State Fire Service, which plays a significant role in NEFS, among others as an organizer thereof. First, the origin and tasks of NEFS are presented, and the areas of Polish public security are indicated of which particular bodies associated in NEFS take care; the organization and tasks of State Fire Service are also outlined. Then, the place of NEFS and State Fire Service in crisis management is indicated. The presentation of the above issues allows the author to conclude that State Fire Service plays a leading role in multiple rescue operations and is a vital component of the system of internal security, e.g. as a pillar of NEFS.

The considerations presented in this article are based on several assumptions. First of all, the human environment and the set of its elements are constantly changing. In the early periods of evolution and development of humanity, man lived in conditions given by nature itself, no different than in natural conditions. However, even then, he was also exposed to threats, mainly natural, including disasters. Secondly, with the passage of time and development there was a very large population increase, which caused changes in quite primitive interpersonal and social relations. More and more organized communities, states began to emerge. With this development, new threats also appeared. In addition to the natural threats, which were already natural by their very name, the threats of a social nature began to emerge from the natural world around us, characterized by continuous and dynamic changes. Thirdly, man, who wanted to effectively deal with the problems of the threats he faced, created safety systems. One of them is the public security system. Fourthly, in today’s security environment there is a paradox that in practice these systems function, and in theory there is no commonly accepted definition of public security. The circumstances outlined above determined the shape of this article, the essence of which was to work out a compromise definition of public security based on the interpretation of this concept by recognized authorities in the field of law, administration and security.

The paper attempts to outline issues of systemic interplay in the field of public security. Given the importance of public security for the society both in the collective and individual dimensions, the issue of interplay as an element required to streamline the security system appears to be of incomparable importance. The state security system as a construct created to assure the optimum security level (i.e. one that is socially desirable) may not be perceived as a static value, because neither the security environment nor the public security entity are made that way. Systemic interaction is one of the elements that make the public security system gain flexibility features, and makes it adapt to variable conditions of its functioning, which is a direct result of the need of effective implementation of its functions. In this respect it is vital that it is created within the systemic dimension so that it has a direct impact on fulfilment of the function assigned to the public security system, and not merely on the apparently effective involvement of the potential ascribed to it.
Celem artykułu jest nakreślenie problematyki systemowego współdziałania w obszarze bezpieczeństwa publicznego. Z racji wagi, jaką stanowi bezpieczeństwo publiczne dla społeczeństwa zarówno w wymiarze zbiorowym, jak i indywidualnym, problematyka współdziałania, jako elementu mającego w konsekwencji usprawnić system bezpieczeństwa, wydaje się być niezwykle ważną. System bezpieczeństwa publicznego jako twór skonstruowany z myślą o zapewnieniu optymalnego (pożądanego społecznie) poziomu bezpieczeństwa nie może być wartością statyczną, gdyż takie nie jest ani środowisko bezpieczeństwa, ani też podmiot bezpieczeństwa publicznego. Systemowe współdziałanie jest jednym z tych elementów, które powodują, że system bezpieczeństwa publicznego wykazuje cechy elastyczności, dostosowując się do zmiennych warunków jego funkcjonowania, co wynika bezpośrednio z potrzeby efektywnej realizacji jego funkcji. Istotnym przy tym jest, by wykreowane ono było w wymiarze systemowym, by miało bezpośredni wpływ na wypełnianie funkcji nadanej systemowi bezpieczeństwa publicznego, nie zaś jedynie na pozornie efektywne angażowanie przypisanego mu potencjału.

Celem artykułu jest nakreślenie problematyki systemowego współdziałania w obszarze bezpieczeństwa publicznego. The Police Academy in Szczytno has a long and very variable history. Over the years, in place of existing militia schools of a military nature, new ones have been created, which were to meet the didactic needs of the then Civic Militia. Political changes from the early 1990s brought a wave of reforms in various areas of social and political life in The Republic of Poland. Serious reforms also concerned the security and public order authorities, including the newly appointed Police. A number of major changes were introduced to the level of police education, and in particular in the newly established Police Academy in Szczytno. These were not only formal changes, but ones that actually diametrically changed the profile and functioning of the academy. It was on the wave of these changes that the academy boldly started, and in the following years intensively developed, cooperation with Polish security and public order formations, to an extent that had not been done here until then. In this article, the author wishes to demonstrate, in a synthetic way, the participation of the academy in the process of improving the staff of the Polish security and public order system through intensively conducted cooperation in this field, not only in the didactic dimension, but also in scientific research

The goal of this paper is to emphasise the role of the Uniformed Public Services, which specialise in maintaining security and public order. An important part of the paper is made up of the analysis of a variety of separate areas – such as military, paramilitary, and civilian – whose coexistence favours the correct integration of these groups into the public security system. In light of the above, the it has been acknowledged that the desirable methodological approach to apply in the paper is a systems approach to security, understood as the exploration of system and environment boundaries, the analysis of system coordination, and the interdependence of elements or subsystems. All these approaches allow to explicate a highly complex system
Celem artykułu jest podkreślenie roli grup dyspozycyjnych, wyspecjalizowanych w utrzymywaniu bezpieczeństwa i porządku publicznego. Istotną część pracy stanowi analiza wyodrębnionych obszarów: militarnego, paramilitarnego czy cywilnego, których współistnienie sprzyja prawidłowemu włączeniu omawianych grup do systemu bezpieczeństwa publicznego. W związku z powyższym autorka uznaje, że pożądaną postawę metodologiczną stanowi systemowe podejście do bezpieczeństwa, rozumiane jako eksploracja granic systemu i otoczenia, analiza koordynacji systemu, współzależności elementów czy podsystemów, pozwalająca na eksplikację wysoce skomplikowanego układu

W artykule przedstawiono w sposób syntetyczny kwestie jednego z wymagających obszarów aktywności polskiej Policji, jakim są działania prewencyjne. Omówiono je przez pryzmat istoty i zakresu tychże działań, realizacji zadań służbowych przez dzielnicowych oraz innych funkcjonariuszy Policji pełniących służbę patrolowo-interwencyjną. W pracy wykorzystano powszechnie dostępne dane statystyczne dokumentujące opinie Polaków na temat Policji oraz dynamiki zmian dotyczących opinii Polaków na temat formacji. Odzwierciedlają one dane statystyczne z lat 2012–2017. Przedstawione rozważania odnoszą się do zagadnień bezpieczeństwa publicznego, które przedstawiono w oparciu o postanowienia przepisów prawa oraz stosowane w Policji rozwiązania organizacyjne.
The article provides a synthetic presentation of issues in a demanding area of Polish Police activity, and namely preventive measures. These activities were discussed taking into account: the essence and scope of these activities, the implementation of official tasks by the district and other police officers performing patrol and intervention service. The study uses commonly available statistical data documenting Poles ‘opinions about the Police and the dynamics of changes regarding Poles’ opinions about the Police. These data reflect statistical data from 2012–2017. The presented considerations relate to issues of public security, which were presented on the basis of legal provisions and organizational solutions applied in the Police.
