Subject and Purpose of the work: The present paper aims to analyze the functioning and coverage of the public distribution system in rural Haryana, India. Materials and methods: For analyses, secondary data were taken from various government reports like the Economic Survey of Haryana, Economic Survey of India, Census of India, Food and Supply Department, Haryana, etc. The analyses were conducted using descriptive statistics. Results: The study’s findings revealed that the public distribution system facilitates 51.45 percent of the total rural population of Haryana. As Per the guidelines of the National Food Security Act (NFSA) 2013, 75 percent of the rural population should be covered by the States under the benefits of the public distribution system. The public distribution system operates in the State with a vast network of Fair Price Shops (FPS) and a well-organized structure. The study revealed that the ratio of the beneficiaries of PDS to the FPS in Haryana is quite satisfactory and meets the criteria fixed by the Food and Supply Department of India. Conclusions: The State of Haryana does not meet the criteria of NFSA, 2013. One primary reason is that a large part of the population falls under the APL category, which has been excluded from the benefits of PDS after the implementation of NFSA, 2013

The research investigates the reasons behind the surge in the number of expulsion cases awaiting resolution by the Constitutional Court of Hungary during the initial year of the pandemic by conducting an analysis. Identity between the cases examined can be discovered along issues related to factual and legal merits, which in several cases is the cause of the problem and the effect of which draws attention to the right to an effective remedy. The study focuses on the factual and legal issues of decisions on expulsion and entry and residence bans from the point of view of legally established third-country nationals residing in Hungary. The study explores Constitutional Court and high court decisions of the period compared to the relevant case law of the Supreme Court in a comprehensible manner and digs up the roots of the identified common problems. Exploring the legal basis in the light of basic international and EU law obligations, both access to classified documents and a system of appeal against decisions constitute a set of complex, completely independent and unrelated procedures, that ultimately means that the facts on which the expulsion is based, which are also particularly difficult to ascertain, cannot be effectively disputed.

Women, particularly in developing countries, rely heavily on public transport for their daily commute. This study explores the safety and security of women using ride-hailing services in Gauteng. Specifically, the study seeks to understand women’s experiences using ride-hailing services, which might influence their mobility. This study employed a constructivist research philosophy, utilizing qualitative, semi-structured interviews to explore the experiences of women who use ride-hailing services. The study findings reveal several disturbing incidents reported by female passengers using ride-hailing services; however, it is important to note that not all drivers exhibit inappropriate behaviour. Some drivers make inappropriate remarks, while others exhibit rude behaviour. The study found that some drivers use longer routes, leading to higher fares, which can be seen as exploitation. The study also reports some incidents where ride-hailing drivers almost kidnapped some female passengers, indicating a severe safety concern. The study contributes to the ongoing discourse on gender and transport studies, providing empirical evidence on the experiences of women using ride-hailing services in Gauteng, South Africa.

Opis:
For more than two decades, the social capital theory has attracted interest in the fields of sociology, political science and economics. Its various theoretical and empirical approaches invariably explain new and often hidden phenomena arising at the interface between institutional society and the economy. Its essence is trust built on relationships between people and between people and institutions that are the pillars for shaping security, in the broadest sense of the term, as well as the feeling of security among citizens. Social capital is also a scientific category requiring constant reconstruction and permanent attention in relation to changing social, cultural, political and economic realities. The primary (cognitive) aim of this article is to identify the characteristics of the social capital of Kłodzko County, its peculiarities and implications for the security of the region and its citizens (not only in the social dimension).
Teoria kapitału społecznego od ponad dwóch dekad budzi zainteresowanie zarówno w obszarze socjologii, politologii, jak i ekonomii. Jego różne ujęcia teoretyczne i empiryczne niezmiennie wyjaśniają nowe, często ukryte zjawiska powstające na styku społeczeństwa instytucji i gospodarki. Jego istotą jest zaufanie budowane na relacjach ludzi z ludźmi oraz ludzi z instytucjami stanowiącymi filary kształtowania szeroko pojmowanego bezpieczeństwa i jego poczucia wśród obywateli. Kapitał społeczny to również kategoria naukowa wymagająca nieustannej rekonstrukcji i permanentnej uwagi w związku ze zmieniającą się rzeczywistością społeczną, kulturową, polityczną i gospodarczą. Głównym (poznawczym) celem artykułu jest identyfikacja cech kapitału społecznego powiatu kłodzkiego, jego specyfiki oraz implikacji z bezpieczeństwem (nie tylko społecznym) regionu i jego obywateli.

The aim of the article is to present the position of the voivode in the system of security authorities and public order in the voivodeship and its powers in relation to managers’ services, inspections and guards constituting the combined administration in the voivodeship. These powers developed since the introduction of the system reform in 1990 in relation to the creation of a dualism of local administrative bodies: local government at the commune level and local general government administration bodies. The basic rights of the voivode in the scope of safety and public order are currently defined in the Act of 23 January 2009 on the voivode and government administration in the voivodship. The Law the Police of 6th of April 1990 states that it is a body of security and public order at the voivodeship level, and that the voivodeship police chief represents the voivode in performing tasks in that regard, except for matters related to operational and exploratory investigations and prosecution of offences, as well as issuing individual administrative acts, if the laws so provide. The performance of tasks by the voivodeship police chief on behalf of the voivode does not mean, however, that the voivode is an official superior over the chief of police. Nor does grouping and  superintendence imply the organisational inclusion of the auxiliary apparatus of the voivodeship chief of police in the provincial office, since it is the sovereign decision of the Chief Police Officer to determine the principles of organisation and the scope of action of chiefs. There is also no financial integration. The article also points out that the Act on the Voivode and Government Administration in the Voivodship defines the basic functions of the voivode, which include those related to public security and order in the voivodship. Particular tasks arising from these functions are defined by special laws, endowing the voivode with appropriate legal means for implementing these tasks, including authoritative means.

Wypadki krakowskie z listopada 1923 r. do dzisiaj budzą emocje. Mają one już całkiem przyzwoitą literaturę przedmiotu, stworzoną przede wszystkim przed 1989 r., choć także na przestrzeni ostatnich 30 lat ukazało się kilka opracowań o charakterze przyczynkarskim. Poszerza się też katalog źródeł, które mogą poprawić stan naszej wiedzy o wypadkach sprzed 100 lat. W ten nurt wpisuje się prezentowana relacja, zupełnie dotychczas nieznana, bo przechowywana w prywatnych zbiorach rodzinnych. Jej autorem jest Ludwik Kłeczek, komendant Policji Państwowej w Krakowie podczas wypadków listopadowych 1923 r. Dla niego samego krytyczna ocena działalności policji krakowskiej spowodowała przeniesienie na Wołyń, a ostatecznie do województwa śląskiego. Nie była zatem końcem kariery zawodowej.
The Kraków incidents of November 1923 arouse emotions up to this day. Quite decent literature has been developed on this subject, mainly before 1989, however, several contributory studies have been published over the last 30 years. The catalog of sources is also being expanded, which can be used to improve the current state of knowledge of the events from 100 years ago. The presented account, hitherto completely unknown, kept in private family collections, fits into the trend. Its author is Ludwik Kłeczek, commander of the State Police in Krakow during the events of November 1923. His critical assessment of the activities of the Krakow police forces resulted in his transfer to Volhynia, and ultimately to the Silesian Voivodeship. Therefore, it was not the end of his professional career.

The Constitution of the Republic of Poland guarantees each person the freedom to organise and to participate in peaceful assemblies. This liberty may be restricted by a dedicated act. The principles of conduct in the case of gatherings are regulated by the Act on Assemblies of 5 July 1990. In view of the above, the assumption that public gatherings are a special case of public congregation was adopted as the basis for the considerations presented in this article. The paper outlines a number of determinants affecting the safety of participants of public meetings, which will be both positive and pejorative in nature. The research conducted indicates that the participants of these assemblies will be subject to the influence of the assembly and aforementioned assembly will be influenced by them. All the more so since a public meeting is a gathering of people with a high power of interaction. The analyses and assessments carried out point to the significant role of state institutions in ensuring the security of public assemblies, which, in addition to their organisers, carry a huge burden of responsibility on their shoulders.

Celem artykułu jest przedstawienie możliwości i funkcjonalności Krajowej Mapy Zagrożeń Bezpieczeństwa oraz ocena jej skuteczności w zakresie poprawy bezpieczeństwa publicznego. W artykule opisano działanie systemu KMZB, przedstawiono regulacje prawne, w oparciu o które funkcjonuje oraz scharakteryzowano poszczególne funkcje. Pracę kończą wnioski i propozycje zmian, dotyczące poprawy jego działania. Należy podkreślić, że podjęte rozważania mają charakter wstępny i stanowią zachętę do prowadzenia szerszych analiz w obrębie tego zagadnienia. KMZB jest bowiem narzędziem stosunkowo nowym, a skoro jest traktowane jako istotny element procesu zarządzania bezpieczeństwem publicznym, wymaga ulepszenia, by skutecznie służyło poprawie stanu bezpieczeństwa.
The aim of the article is to present the possibilities and functionality of the National Security Threat Map (NSTM) and to evaluate its effectiveness in improving public safety. The article describes the operation of the NSTM system, presents the legal regulations on the basis of which it functions and characterizes its individual functions. The work ends with conclusions and proprietary changes proposed to improve its operation. It should be emphasized that the considerations undertaken are preliminary and constitute an incentive to conduct broader analyzes on this issue. NSTM is a relatively new tool, and since it is treated as an important element of the public safety management process, it needs to be improved in order to effectively improve safety.

Opis:
General security is now counted among the key areas of national security. Its main objective is becoming the protection of the population from the effects of various types of threats that may arise within the territory of Poland, but also outside its borders. These threats are not only threats caused by human activity, but also threats that are caused by the forces of nature. In the article, the author has attempted to define the concept, outline the essence and present the author’s classification of natural hazards from the perspective of universal security. This is the result of the author’s research work, which is reflected in the monograph currently in the publishing process, entitled “Natural hazards in the ecological environment” and “Natural hazards in the ecological security space.” The project received funding from the MEiN “Excellent Science” programme.
Bezpieczeństwo powszechne zaliczane jest obecnie do kluczowych dziedzin bezpieczeństwa narodowego. Jego głównym celem staje się ochrona ludności przed skutkami różnego rodzaju zagrożeń, które mogą się pojawić na terytorium Polski, ale także poza jej granicami. Zagrożenia te mają charakter zarówno zagrożeń wywołanych działalnością człowieka, ale też i zagrożeń, których źródłem są siły natury. W artykule, jego autor podjął próbę określenia pojęcia, nakreślenia istoty i przedstawienia autorskiej klasyfikacji zagrożeń naturalnych z perspektywy bezpieczeństwa powszechnego. Jest to efekt prac badawczych Autora, które znalazły swoje odzwierciedlenie w będącej aktualnie w procesie wydawniczym monografii pt. „Zagrożenia naturalne w ekologicznej przestrzeni bezpieczeństwa”. Projekt uzyskał dofinansowanie z programu MEiN „Doskonała nauka”.

Aim: The aim of the article is to identify directions for improving cooperation between the national rescue and firefighting system (KSRG) and local government units. The authors of this article have analysed the structure of KSRG and the powers of local government in the area of public safety, with particular emphasis on issues relating to the principles of operation, potential and tasks of the rescue and firefighting system, as well as the organizational structure of local government and its tasks in maintaining public safety. The discussion of the cooperative strategy of KSRG and local government units was also a contribution to formulating conclusions and postulates that can be used to set new directions for improving cooperation between the two entities. This is important due to the fact that they play an important role in building a security system for citizens and their property. Introduction: Ensuring security is one of the top priorities in every country’s policy. In the area of public safety, in addition to national units (State Fire Service, State Medical Rescue) and local government units, properly prepared, organized and specialized formations such as OSP, ZHP, WOPR, GOPR, TOPR and others also participate. Regardless of the type of security units, in any case, the identification of potential hazards is the basis for planning preventive measures, it allows to define the areas that involve the greatest risk of natural disasters and technical failures. Methodology: The article uses theoretical research methods, including an analysis of the provisions of the Act on Fire Protection, the Regulation on the Detailed Organization of the National Rescue and Firefighting System, the provisions of the Constitution of the Republic of Poland, the Act on Volunteer Fire Brigades and the acts regulating the status and tasks of local government. The article discusses the structure and tasks of the national rescue and firefighting system, with particular emphasis on the cooperation of KSRG with the local government units. The publication also formulates de lege ferenda postulates. While presenting proposals to improve the cooperation of entities operating within KSRG, the authors also used their knowledge and experience gained during many years of work and service for fire protection. Conclusions: The national rescue and firefighting system is an integral part of our country’s public safety system. The experience of recent years has confirmed that it is an effective guarantee of the safety of people and property, while its structure forms a coherent system of rescue forces and resources centred around various entities. Constant technological and political-economic changes impose the need to improve the system and adapt it to current social needs. Therefore, the development of KSRG still requires setting new tasks and looking for solutions to effectively achieve the goals of the system. An important element to improve the operation of KSRG is the construction of the best possible form of cooperation between the rescue formations of the PSP and OSP and local government, since effective security protection is not possible without the cooperation of government and local administration.
Cel: Celem artykułu jest wskazanie kierunków doskonalenia współpracy między krajowym systemem ratowniczo-gaśniczym (KSRG) a jednostkami samorządu terytorialnego. Autorzy niniejszej pracy przeanalizowali strukturę KSRG oraz kompetencje samorządu terytorialnego w obszarze bezpieczeństwa powszechnego, ze szczególnym uwzględnieniem zagadnień dotyczących zasad funkcjonowania, potencjału oraz zadań systemu ratowniczo-gaśniczego, a także struktury organizacyjnej samorządu terytorialnego oraz jego zadań z zakresu utrzymania bezpieczeństwa powszechnego. Omówienie kooperacyjnej strategii KSRG i jednostek samorządu było również przyczynkiem do sformułowania wniosków i postulatów, które mogą posłużyć do wyznaczenia nowych kierunków doskonalenia współpracy obu podmiotów. Jest to o tyle ważne, gdyż odgrywają one istotną rolę w budowaniu systemu bezpieczeństwa obywateli i ich mienia. Wprowadzenie: Zapewnienie bezpieczeństwa jest jednym z najważniejszych priorytetów w polityce każdego państwa. W dziedzinie bezpieczeństwa powszechnego, obok jednostek państwowych (Państwowa Straż Pożarna, Państwowe Ratownictwo Medyczne) oraz jednostek samorządu terytorialnego, uczestniczą również odpowiednio przygotowane, zorganizowane i wyspecjalizowane formacje, takie jak OSP, ZHP, WOPR, GOPR, TOPR i inne. Niezależnie od rodzaju jednostek działających na rzecz bezpieczeństwa, w każdym przypadku identyfikacja potencjalnych zagrożeń stanowi podstawę planowania działań profilaktycznych, pozwala zdefiniować obszary, które wiążą się z największym ryzykiem występowania klęsk żywiołowych i awarii technicznych. Metodologia: W pracy wykorzystano teoretyczne metody badawcze, w tym analizę przepisów ustawy o ochronie przeciwpożarowej, rozporządzenia w sprawie szczegółowej organizacji krajowego systemu ratowniczo-gaśniczego, postanowień Konstytucji RP, ustawy o ochotniczych strażach pożarnych oraz ustaw regulujących status i zadania samorządu terytorialnego. W artykule omówiono strukturę oraz zadania krajowego systemu ratowniczo- -gaśniczego, ze szczególnym uwzględnieniem współpracy KSRG z jednostkami samorządu terytorialnego. W publikacji sformułowano także postulaty de lege ferenda. Autorzy, przedstawiając propozycje usprawnienia współpracy podmiotów działających w ramach KSRG, wykorzystali również swoją wiedzę i doświadczenie zdobyte podczas wieloletniej pracy i służby na rzecz ochrony przeciwpożarowej. Wnioski: Krajowy system ratowniczo-gaśniczy stanowi integralną część systemu bezpieczeństwa powszechnego naszego państwa. Doświadczenia ostatnich lat potwierdziły, że jest on skutecznym gwarantem bezpieczeństwa ludzi i mienia, zaś jego struktura tworzy spójny układ sił i środków ratowniczych skupionych wokół różnych podmiotów. Ciągłe zmiany technologiczne i polityczno-gospodarcze wymuszają konieczność doskonalenia systemu i dostosowywania go do aktualnych potrzeb społecznych. Rozwój KSRG wymaga zatem wyznaczania wciąż nowych zadań oraz szukania rozwiązań, które pozwolą na efektywne realizowanie celów systemu. Istotnym elementem usprawniającym działanie KSRG jest skonstruowanie jak najlepszej formy współpracy pomiędzy formacją ratowniczą PSP i OSP a samorządem terytorialnym, gdyż skuteczna ochrona bezpieczeństwa nie jest możliwa bez współdziałania administracji rządowej i samorządowej.

The article attempts to describe the currently used forms of diagnosing public security and the active - as well as possible to be introduced - forms of its improvement in the field of public security culture. Security itself is one of the basic human needs. Therefore, its level should be constantly assessed, and new opportunities to improve its research should be implemented, if their effectiveness is confirmed. This practice may contribute to increasing the sense of security in society.

Opis:
The goals of the study presented in the article draw attention to the role of public transport stops in the spatial distribution of crime in the Stare Bałuty estate in Łódź, Poland. Answers are provided to the questions of spatio-temporal structure of criminal acts committed within the estate, the influence zone of transport stops as well as the assessment and effects of environmental crime predictors in their vicinity. Crime location quotient (LQC) was used to assess the intensity of crime and identify the influence zone that attracts certain categories of crimes to the vicinity of stops. The influence of environmental predictors on the level of threat was identified and assessed on the basis of B. Czarnecki’s method. The variables used in the analysis initially spanned 739 crimes and 53 public transport stops evaluated with regard to 20 safety aspects and their impact on the pro-crime effects on the scale of location as well as various forms and functions of urban development. A strong negative influence of public transport stops ‒ attracting various categories of crime, mostly property theft ‒ was discovered. The negative influence of stops on the concentration of crime within 200 metres is reinforced by the existence of environmental crime predictors. The recommendations and discussions resulting from the findings should influence the policy of crime prevention on the level of object location, management and the maintenance of socio-spatial order in the vicinity.

The article aims to show the selected challenges and pathologies that affect the private security agencies in Poland. The author first indicates problems related to the legal regulations concerning the protection of persons and property, the most important of which concerns the amendment of the acts regulating the performance of some professions; then he briefly defines the organizational problems of most companies in the security sector, pointing out that the entrepreneurs in the private security sector often have no idea how to develop their own companies, have great difficulties with adapting to the changing market of the security services, do not keep up with the innovations, which all lead to offering their customers the solutions that are already outdated. This article also describes significant problems related to the market trends, with the indication of the growing costs of the remuneration of employees in this sector and the use of various forms of employment and the irregularities related to it. Finally, some of the most important problems are listed as the pathologies of the entire industry. This leads to the conclusion that the private security agencies in Poland are an incredibly significant element of the functioning of the security system, which without significant legislative changes will not fully function as intended and in accordance with its function. The presented results prove that the research on the functioning of the security agencies should be carried out on a continuous basis due to their direct impact on the internal security of the country.
